2024: Minister's appointment of Artem Glachenhausen

Establishment of a ministry
At the end of August 2023, the Governor of the Yaroslavskaya Region Mikhail Evraev signed a decree on amending the provisions on the structural divisions of the government, which change their names and organizational and staff structure. In particular, the document transforms the Department of Informatization and Communications is being transformed into the Ministry of Digital Development. This department will accordingly be led by the Minister of Digital Development. Earlier in 2023, Alexander Korolev was appointed Director of Informatization and Communications of the Yaroslavl Region in April.
Together with the new name, the Ministry of Digital Development of the Yaroslavl Region was transferred from the Department of Informatization and Communications and powers, namely:
- implementation of a unified state policy in the development of informatization, communications, broadcasting in the Yaroslavl region, management of regional state information resources and systems;
- implementation of the state policy of the Yaroslavl region in the field of the formation of e-government in the territory of the Yaroslavl region and the development of its infrastructure in terms of ensuring compliance with the legislation of information systems included in the regional segment of the e-government infrastructure, the development of the technological infrastructure of e-government;
- ensuring the development of infrastructure for regional informatization and communications, broadcasting in the Yaroslavl region, the use of information and communication technologies in the activities of state authorities of the Yaroslavl region;
- creation and operation of departmental and interdepartmental state information resources and systems of the Yaroslavl region;
- organization and optimization of the processes of provision of public services provided by the NPO OIV, provision of municipal services provided by the NPO OMSU, as well as services provided in electronic form by state and municipal institutions and other organizations in which the state assignment (order) or municipal assignment (order) is placed;
- organization of activities and development of the network of multifunctional centers in accordance with the Federal Law of July 27, 2010 N 210-FZ "On the organization of the provision of state and municipal services."
- control over compliance with the law in the provision of public services in the Yaroslavl region.[1]
New Director of the Ministry - Alexander Korolev
In early April 2023, Alexander Korolev was appointed director of the department of informatization and communications of the Yaroslavl region. Prior to that, he led the department as acting director. New appointments and structural changes in the Government of the region were announced by Governor Mikhail Evraev at an operational meeting. Read more here.
2021: New Director of the Ministry - Alexey Filippov
In July 2021, Alexei Filippov was appointed director of the Department of Informatization and Communications of the Yaroslavl Region. Read more here.
2012: New Director of the Ministry - Eduard Lysenko
On September 05, 2012, by decree of the Governor of the Yaroslavl Region No. 442, Lysenko Eduard Anatolyevich was appointed Director of the Department of Informatization and Communications of the Yaroslavl Region. Eduard Anatolyevich Lysenko [2].
In this position, Lysenko was replaced by Alexander Vorontsov, who has worked in the department since 2009.
Also in August 2012, the governor of the Yaroslavl region endowed the department with new functions related to the development of electronic document management systems of the Yaroslavl region and universal electronic maps, with the functioning of state information resources of the region. Previously, they were carried out by the department of information and analytical support of state authorities.
