The Yaroslavl region is part of the Central Federal District and unites 100 municipalities, 3 urban districts, 17 municipal districts and 80 rural settlements. The administrative center of the region is the city of Yaroslavl.

The government of the Yaroslavl region is the permanent supreme executive body of state power formed by the Governor. The main tasks of the government are to develop projects of the regional budget and programs for the socio-economic development of the region; ensuring their implementation and preparing relevant performance reports; formation of other regional executive bodies.

In the fall of 2009, the research and production association Christa"" launched the information system "Analytical Center for the Head of the Yaroslavl Region," designed to increase the awareness of managers and specialists, provide them with the necessary information for making management decisions in the authorities of the Yaroslavl Region. The system was launched on the basis of the finance department of the Yaroslavl region.

Part of the information of the analytical center is published for general access in accordance with the 8-FZ Law of 09.02.2009 "On Ensuring Access to Information on the Activities of State Bodies and Local Self-Government Bodies" at www.yar.ifinmon.ru. This ensures the openness of information of the Finance Department for the Governor and the Government of the Yaroslavl Region, deputies of the Regional Duma, as well as for other state bodies of the Yaroslavl Region, local governments, for recipients, managers, chief managers of budget funds, for scientific and educational institutions, for the population.

Information sections

In particular, the following sections of information are open: daily monitoring of the implementation of the cash plan of the regional budget; monthly monitoring of the implementation of the budgets of the Yaroslavl region; analysis of arrears in the context of territories, revenue sources and sectors of economic activity for the purpose of mobilizing budget revenues; comparative analysis of the Yaroslavl region with other constituent entities of the Russian Federation on the structure of expenses, income growth rate, interbudgetary transfers, budget execution and other indicators.

Every day, the Governor of the Yaroslavl Region and the Director of the Finance Department are informed on the smartphone about the current execution of the quarterly cash plan for the purpose of monitoring priority expenses (wages, social benefits, utility bills, debt servicing).

Urban districts, municipal districts, settlements and budget managers have the opportunity to compare the indicators of their budgets, identify leaders and laggards, analyze best practice and improve the efficiency of state and municipal administration.

In the Yaroslavl region, a program for reforming regional finance is currently being implemented and results-based budgeting mechanisms are being implemented.
