Biography

Alexey Filippov was born in 1983 in the city of Yaroslavl.

Graduated with honors from the Kazan Higher Military Command School (branch of the Combined Arms Academy of the Armed Forces of the Russian Federation). In the period from 2005 to 2007 he served in the armed forces of the Russian Federation on command dolzhnostyakh.​

In 2010-2012 held the position of Technical Director at Avtoliga.

In 2012-2014. was the general director of GLONASS-Volga. He led a major project to organize a regional operator for the application of space results: the company provides services using a SaaS platform.

From 2014 to 2017 headed the information and analytical center "Geoinformation and navigation systems." He took part in the creation of a unified system for monitoring transport and its industry solutions, as well as the portal of spatial data of the Yaroslavl region.

In 2017-2019 was Deputy Director of the Department of Informatization and Communications of the Yaroslavl Region. In this post, Filippov oversaw communications, information infrastructure of authorities, information security and television broadcasting.

Since December 2019, he worked at Rostelecom's subsidiary RT Labs as deputy director of the Gosweb development department, a single information platform for Internet portals of state authorities in Russia. He took part in the project to create the Single Digital Feedback Window platform, which is being actively implemented throughout the country.

2021

Director of the Department of Informatization and Communications of the Yaroslavl Region

In July 2021, Alexei Filippov returned to work in the Department of Informatization and Communications of the Yaroslavl Region, heading it as director.

Before the appointment of Phillipov, the department as acting Director from January 2021 was headed by Pavel Okhapkin, who previously served as the first deputy director of the department, and now continues to hold the same post.

At the time of the appointment of Alexei Filippov, one of the current key technological initiatives in the region is the transfer of public services to electronic form. The Governor of the Yaroslavl Region Dmitry Mironov in May announced the introduction of new principles of digital transformation in order to make the receipt of electronic services more convenient for citizens. And at the end of 2020, the Yaroslavl region entered the top 10 regions in terms of the number of state and municipal services ordered by citizens through a single portal of public services.
