Biography

Eduard Lysenko was born on January 22, 1975.

In 1997 he graduated from the Yaroslavl State University named after P.G. Demidov.

In the same year he worked as an engineer at the Yaroslavl regional branch of Agroprombank.

From January 1998 to September 2000 he was an engineer, and then a senior engineer of the Yaroslavl regional branch of SBs-AGRO.

From October 2000 to April 2004, he headed the Contact Centers and CRM Solutions department at Incap

In 2000-2001 he was also a graduate student of the full-time graduate school of the Institute of Microelectronics and Informatics of the Russian Academy of Sciences.

In April 2004, he joined Telmos as a project manager.

In September 2004, he moved to Kvazar-Micro.ru, where he held the positions of Deputy Head of the IT Infrastructure Solutions Directorate for Sales and Marketing, as well as Head of Telephony and Contact Centers.

From December 2007 to October 2008, he worked as a sales director for IT solutions at the Russian representative office of Avaya.

From October 2008 to August 2012, he held the positions of Head of the Directorate of Infrastructure Solutions and Technical Director at TOPS BI.

From December 2010 to August 2012, he worked concurrently as Director for the Development of Regional Informatization Programs of the Yaroslavl Region "Electronic Region."

2012: Chief information officer of Yaroslavl Region

On September 5, 2012, the Governor [1] the Yaroslavl Region Sergey Yastrebov appointed Eduard Lysenko as Director of the Regional Department of Informatization and Communications[1].

In this position, he replaced Alexander Vorontsov, who had worked in the department since 2009.

In March 2015, Lysenko took the post of deputy governor of the Yaroslavl region, also retaining the post of director of the IT department.

2016

Dismissal from the administration of the Yaroslavl region

On July 28, 2016, former Deputy Minister of Internal Affairs Dmitry Mironov was appointed Governor of the Yaroslavl Region. Two months later, on September 26, 2016, he signed a decree on the dismissal of Eduard Lysenko on his own initiative.

In November 2016, Mikhail Gorodilov became Lysenko's successor as head of the IT department.

The Yaroslavl region at quite modest IT budget (54,272 thousand rubles - 61 places among regions of Russia) occupies the 17th position in the rating of the Ministry of Digital Development, Communications and Mass Media on the level of development of information society. The share of citizens in the region using the mechanism for obtaining state and municipal services in electronic form in 2015 was# 32.4%

Appointment as Deputy Head of DIT of Moscow

In November 2016, Moscow Mayor Sergei Sobyanin signed an order appointing Eduard Lysenko as deputy head of the city's Information Technology Department (DIT). He signed a service contract for a period of five years.

In his new position, Lysenko oversees the automation of the work of metropolitan officials and interacts with federal authorities on e-government and sectoral regional informatization, the DIT said.

The sphere of responsibility of Eduard Lysenko in the capital's IT department included citywide electronic services for officials and departmental informatization in the sectors of construction, culture, economy, finance, property and land complex, transport and power block. He is also responsible for the operation of city payment services and the development of the Muscovite Social Card.

Eduard Lysenko became the seventh deputy head of the Moscow DIT Artem Ermolaev. The IT department explained to TAdviser that the position to which Lysenko was appointed is new, and it appeared due to the fact that services for the public sector were allocated in a separate direction. At the same time, some of the projects will be replaced by a curator, added to DIT.

2018: Appointment as Head of DIT of Moscow

As it became known to TAdviser, on September 21, 2018, Eduard Lysenko was appointed head of DIT, Moscow replacing Artem Ermolaev in this post.

The appointment of Lysenko was announced to the staff of the department.

In his new position, Lysenko will lead the department with an annual budget of 49.2 billion rubles for 2018. At the same time, earlier in 2018, DIT set the task of at least doubling its budget for informatization of the capital through private investment, starting the widespread use of the public-private partnership model in informatization projects.

Eduard Lysenko will oversee the implementation of the new digital strategy of Moscow "Smart City - 2030." It is concentrated on 6 main areas: the development of social and human capital, digital mobility, smart economics, a comfortable urban environment and digital government. Deputy Head of DIT Alexei Chukarin spoke about this strategy in an interview with TAdviser earlier in September 2018.

2019: TAdviser interview

In January 2019, in an interview with TAdviser editor-in-chief Alexander Levashov, the head of the capital's IT department, Eduard Lysenko , spoke about the priorities for the digital development of the city, the structure of the IT budget and the peculiarities of Moscow in terms of informatization in comparison with other regions.

2021: 11th place in the ranking of regional IT officials in terms of income

For the period from January 1, 2021 to December 31, 2021, the income of the Minister of the Government of Moscow and the head of the Department of Information Technologies of the city of Moscow Eduard Lysenko amounted to 14.4 million rubles. As a result, 11th place in the ranking of regional IT officials by income for 2021 according to CNews Analytics[2].

2022: Inclusion in the list of 25 main persons of state digitalization according to TAdviser

In January 2022, it was included in the list of 25 main persons of state digitalization of Russia according to TAdviser.
