On January 30, 2020, it became known that the planned budget of the Department of Information Technologies of the Moscow Government (DIT) for 2020 is 80.006 billion rubles. A year ago, the law on the budget of Moscow for 2019 and the planning period 2020 and 2021. it was supposed to allocate only 67.8 billion rubles to DIT in 2020. At the same time, the DIT budget for 2019 in this document is spelled out at the level of 60.9 billion rubles, although subsequently this amount could traditionally grow somewhat.

The current law on the budget for 2020 and the planning period 2021 and 2022. was adopted by the Moscow Duma at the end of November 2019. On the website of the mayor's office, the budget has so far been segmented only in the context of state programs and according to budget classification sections. Segmentation by specific departments usually appears somewhat later, sometimes at the turn of March-April.

It is reported that in the detail of expenditures under the budget classification there is a section "Communication and Informatics," for which 79.8 billion rubles were allocated in 2020. But, as explained in the Department of Finance, spending in this direction is carried out by several chief managers of budget funds (GRBS). DIT is just one of them. Therefore, the almost complete equality of the budget of DIT and "Communications and Informatics" is just a coincidence.

2017: Moscow IT budget to grow by 10-15 billion

Note that in the city budget of Moscow approved a year ago for 2016 and the planning period 2017 and 2018. it was assumed that in the coming year the IT expenses of the capital will not increase, but will be reduced - to p29.9 billion.

Artem Ermolaev explained the reason for the change in these financial plans by the fact that Moscow decided to make global investments in education and housing and communal services.

What exactly the extra money will go for

Speaking at the plenary part of the forum, Ermolaev said that in 2016 Moscow began a pilot project in six metropolitan schools to switch to an electronic teaching system. Within its framework, the school is completely replacing infrastructure. As for housing and communal services, in this area Moscow plans to extremely reduce human participation in the reporting process. 2015: IT cost plan in health - 1.3 billion rubles

Operating costs for the already created IT infrastructure will amount to about 2.2 billion rubles.

The DIT of Moscow does not believe that the crisis economic situation affects the financing and course of informatization of the capital's health care. The CAPEX planned for 2015 of 1.3 billion rubles may grow, if necessary, by 200-400 million rubles, almost equal to the same indicator in 2013-2014, which increased against the plan due to the optimization of operating costs. At the same time, the reduction in capital investments is considered as an objective process in conditions when most of the investment in development has already been made.

The focus of DIT in 2015 is the economy of the capital's health care, as well as prosaic savings, say, in doctor's time, turning into cost savings, and the replication of EMR, which will require efforts and additional time not only from IT structures, but also doctors.

Managers of I-Teco and the Moscow DIT report arrested on charges of major fraud

2016

Five companies took part in the competition for the supply of Adobe software, a subsidiary of the German PC Ware won. With the transition to a competitive contract distribution system, Comcor won tenders for several years, but in 2010 lost to the little-known Simple Network company, which market participants associated with Tascom. The competition for the first half of this year was again won by Comcor, but the operator did not even apply for continued service during the second half of the year. The company did not comment on the reasons for this decision.
