The goals and objectives of the State Program are to obtain benefits for citizens and organizations from the use of information and telecommunication technologies and to create conditions for the prompt and effective interaction of the state with citizens and business with their use.

Indicators of the successful implementation of the Program will be an increase in the index of the Russian Federation in the international ranking of countries in terms of the development of information and telecommunication technologies and an increase in the number of citizens using public services in everyday life. By 2020, it is planned to increase the share of the population using electronic public services from 11% (2010 indicator) to 85%.

2021: Minek: The State Program "Information Society" is being implemented inefficiently

In August 2021, the Ministry of Economic Development of the Russian Federation published a report on the implementation of state programs. The document was sent to the Government of the Russian Federation.

According to the results of the first half of 2021, 13 out of 45 state programs were highly effective. Another 13 state programs are implemented with efficiency above average (from 82 to 92%), 9 - below average (from 61 to 82%). Low efficiency (less than 61%) was recorded in 6 state programs. The average efficiency of the implementation of state programs was 80.3%.

"Information Society," according to the Ministry of Economic Development, was implemented in the first half of 2021 by 60.7%, the state program for the development of the electronic and radio-electronic industry by 67.1%, "Scientific and Technological Development" - by 72.6%.

The state program "Information Society," as well as "Development of the electronic and radio-electronic industry" are marked as having the largest share of unfulfilled checkpoints.

Priority areas for the Information Society program are improving the well-being, quality of life and work of citizens, improving the availability and quality of public services, increasing the degree of awareness and digital literacy of citizens, developing the country's economic potential using modern information, telecommunication and digital technologies.

In May 2021, the government approved the transition to a new system for managing state programs, which will begin to operate in 2022. They will decrease in volume and acquire a homogeneous structure. For each purpose of the state program and its structural elements, indicators will be formed that reflect the final socially significant effects. In addition, the structure of state programs will allocate the project part (measures with specific deadlines for the completion of work) and the process (permanent measures of social support). The state programs will include indicators of a single plan to achieve national development goals.[1]

2020

The Ministry of Digital Development is preparing changes to the state program "Information Society." Four main indicators will be excluded from it and six more will be reduced

The Ministry of Digital Development has developed a draft resolution of the Government of Russia, amending the state program "Information Society." In particular, the document[2].

The draft resolution was published on the federal portal of draft regulatory legal acts (regulation.gov.ru). As of December 21, 2020, the document was at the stage of public discussion, which will last until January 1, 2021. Ministry of Digital Development employee Guzalia Shagimuratova was appointed responsible for the development of the document.

As stated in the explanatory note to the draft government decree, the list of changes proposed in it was formed "on the basis of proposals from co-executors and participants in the state program" and "taking into account the actual values ​ ​ of indicators (indicators) for previous years (failure to achieve or significant overfulfilling)." The project passport lists co-executors - these are Roskomnadzor, Rosarchiv, Rospechat, which, as CNews reported, Russian President Vladimir Putin at the end of November 2020 ordered to liquidate[3].

Participants in the state program are an extensive list of Russian departments. In December 2020, the Ministry of Digital Development of the Russian Federation announced changes to the state program "Information Society." In particular, the department decided to remove four key indicators of the program and reduce the volume of another six.

As reported in the draft government decree, which was developed by the Ministry of Digital Development and published on the federal portal of draft regulatory legal acts, the changes were formulated on the basis of proposals from co-executors and participants in the state program, as well as taking into account the actual values ​ ​ of indicators for previous years (failure to achieve or significant overfulfilling).

The Ministry of Digital Development proposes to exclude the following indicators from the state program:

  • Russia's place in the international ranking according to the information technology development index;
  • Number of high-performance jobs by type of economic activity "Telecommunications activity"
  • The share of violations that resulted in non-compliance with the instructions in the total number of violations identified during unscheduled inspections, including in the field of personal data.

At the same time, the target rate of broadband access Internet penetration in Russian households at the end of 2020 was reduced from 84% to 74%, and the share of Internet users who did not encounter cyber incidents, on the contrary, was increased from 60% to 72%.

The share of federal executive bodies, state extra-budgetary funds and constituent entities of the Russian Federation using a single electronic service of the system of interdepartmental electronic interaction in interdepartmental electronic interaction, in the total number of participants in interdepartmental electronic interaction, in 2020 was reduced from 90% to 80%.

The explanatory note states that the list of changes was prepared "in connection with the current socio-economic situation associated with the spread of a new coronavirus infection, the introduction of a high alert and self-isolation regime in 2020, as well as a decrease in the budget allocations of the federal budget provided for the implementation of the state program in order to increase the government's reserve fund."[4]"

2017

In 2016, the program plan was fulfilled by 80.4%

The Ministry of Economic Development reported in early August on the results of the implementation of state programs for 2016. According to the department, the results of the state program "Information Society (2011-2020)," when compared with the indicators of all state programs, were below the average level when the plan was implemented by 80.4%. Thus, the main measures of the Information Society were implemented by 97.4%, the budget development is 97.9%, which is higher than the average result, but the work of the Ministry of Telecom and Mass Communications on the implementation of the program was carried out by only 50%.[5]

The Ministry of Telecom and Mass Communications estimated the effectiveness of the implementation of the state program at 0.87%, which corresponds to the average level of efficiency. At the same time, the analysis of the Accounts Chamber showed that the assessment of the effectiveness of the state program was made in the absence of information on the implementation of about 24% of the indicators. This had a negative impact on the quality of the calculations.

In 2016, 111.6 billion rubles were allocated from the state budget for the implementation of the Information Society, of which the Ministry of Communications received 14.8 billion rubles for the implementation of measures under the program. Of the total amount of 110.8 billion rubles, that is, 99.3% of the funds were spent, another 0.7% falls on unfulfilled budget appointments.

Results in the field of public services

According to the Ministry of Economic Development, in 2016 the number of citizens who receive public services on the principle of "one window," that is, after a single appeal, increased. At the end of the year, this figure was 96%.

In addition, the number of citizens who receive public services in electronic form is growing. If in 2015 their share was 39.6%, in 2016 it was already 51.3%, while the planned figure was 50%. According to the forecasts of the department, by 2018 at least 70% of citizens should receive public services in electronic form.

Internet Access Results

As part of the Information Society, 3909 collective Internet access points were launched in 2016. The connection speed is at least 10 Mbps.

Over the year, the number of households connected to the Internet increased to 70.3% (68.4% in 2015). The target for 2016 was higher - 72.8%, but it could not be achieved. Among the reasons are the active use of mobile devices by citizens to access the Network, as well as the deterioration of macroeconomic conditions, as a result of which Russians have reduced the need for home PCs.

Moreover, according to the data, in Rosstat 30 regions of the Russian Federation there are fewer households connected to the Internet. In some regions, the decrease in this indicator exceeds 10%. For example, in the Magadan region, it fell by 10.2%, in the Republic of Khakassia - by 13.6%. A radical decrease in the indicator was recorded in the Chechen Republic - from 72.3% in 2015 to 14.3% in 2016.

Line Magadan - Sakhalin - Kamchatka

In 2016, the creation of an underwater fiber-optic communication line Magadan - Sakhalin - Kamchatka was completed, the length of which is about 1.7 thousand km with a capacity of up to 8 Tbit/s. As noted, the launch of the line contributed to a decrease in prices for communication services: for example, in the Magadan region, the Internet fell in price by 3-4 times. Now, in this matter, the region depends less on satellites, while the connection speed has increased.

Putin approved a new strategy for the development of the information society in the Russian Federation

Russian President Vladimir Putin in May 2017 approved a strategy for the development of the information society in the country for a period until 2030. Read more about the strategy in a separate article.

Updated version of the program

In April 2017, Prime Minister Dmitry Medvedev signed a decree on changes to the state program "Information Society (2011-2020)." The program has been adjusted in accordance with the federal budget, according to the website of the Government of the Russian Federation.

The total amount of funding for the state program increased slightly - from 1.155 to 1.161 trillion rubles. Year-by-year budget distributions are as follows:

  • 2011 - 113.45 billion rubles;
  • 2012 - 145.89 billion rubles;
  • 2013 - 130.62 billion rubles;
  • 2014 - 116.23 billion rubles;
  • 2015 - 115.22 billion rubles (instead of 95.17 billion rubles before changes in the program in April 2017);
  • 2016 - 122.8 billion rubles (instead of 91.54 billion rubles);
  • 2017 - 113.8 billion rubles (instead of 108.79 billion rubles);
  • 2018 - 106.08 billion rubles (instead of 113.4 billion rubles);
  • 2019 - 98.81 billion rubles (instead of 118.02 billion rubles);
  • 2020 - 98.82 billion rubles (instead of 122.39 billion rubles).

The new version of the program "Information Society (2011-2020)," published in April 2017, specifies the target indicators (indicators) characterizing the achievement of goals, objectives and implementation of the main measures.

The authors of the program expect that by 2018 up to 70% of Russians will use electronic public services, and by 2020 Russia will be among the 40 countries with the highest information technology development index (in 2016, Russia ranked 41st). The previous version of the program spoke of entering the top ten in 2016. At the same time, according to the results of 2016, Russia occupies 41 lines of the rating.

In addition, it is reported that the main areas of information security provided for by the Russian Information Security Doctrine include the elimination of the dependence of domestic industry on foreign information technologies, increasing the competitiveness of Russian IT companies, and the development of a domestic competitive electronic base.[6]

2016: The clause on the technological independence of Russia is removed from the state program "Information Society"

The clause on achieving technological independence of Russia is absent in the list of expected results of the state program "Information Society (2011-2020)" updated by the ministry. The draft government decree prepared by the Ministry of Telecom and Mass Communications, correcting the Information Society program, appeared on December 28, 2016 on the website for public discussion of regulatory legal acts regulation.gov.ru.

In an explanatory note to the draft resolution, its authors declare that the indicator is excluded from the state program "due to the lack of funding required to achieve it."

At the time of publication of the material, the Ministry of Telecom and Mass Communications did not have time to answer the questions of CNews regarding whether the Government is already familiar with the plans of the department, whether they were discussed with deputy prime ministers and other ministers and who supported them[7].

The clause on the country's technical independence has been present in the state program since its approval in November 2010.

2013: Slower Program Implementation

In June 2013, ex-officials of the Ministry of Telecom and Mass Communications [8]_530766 about the mass suspension of e-government projects in Russian regions.

Stupor happened after the news that the Electronic Government project could be transferred to Russian Post (President Vladimir Putin agreed with the proposals of Communications Minister Nikolai Nikiforov to divide the project between Post and FSUE Voskhod Research Institute).

Until now, the status of the only contractor to create an electronic government belonged to Rostelecom. The operator, under a contract with the Ministry of Telecom and Mass Communications, developed a single portal of public services, a system of interdepartmental electronic interaction (SMEV), a single identification and authentication system ( ESIA), etc. In addition, Rostelecom created and supported regional e-government segments (read more in the CNews magazine).

About 60% of projects in the field of e-government were somehow suspended or did not begin to lay funding for the second half of the year, because they do not understand what, and how all this will happen, independent experts say.

Former Deputy Minister of Communications Ilya Massukh, now the head of the Russian Public Initiative, agrees with the above. According to him, the transfer of e-government to another operator will entail inevitable technical failures, as a result of which "we can get serious negativity from citizens."

At the same time, in a survey of regional IT leaders conducted by CNews, it was only partially possible to confirm such a pessimistic view of the situation with the electronic government.

2012: Cooperation with CIS countries

Russia and the CIS member states signed on September 28, 2012, as part of a joint meeting of the CIS Heads of Government, a decision to approve the CIS Cooperation Strategy in the construction and development of the information society and the Action Plan for its implementation until 2015.

Earlier, countries developed the direction of the Information Society within the framework of the strategy, which was calculated until 2010.

"The implementation of the Strategy and Action Plan allowed Commonwealth states to reach a higher level of interstate relations, strengthened their information interaction," the head said. "The Ministry of Digital Development, Communications and Mass Media Russia Nikolay Nikiforov goals and how to achieve them identified in these documents helped to develop and implement national ICT programs, contributed to the development of an appropriate legal framework."

At the same time, the minister noted the continuing digital inequality and backwardness from high-tech countries in a number of states.

According to Nikolai Nikiforov, the financial mechanism for the implementation of the strategy provides for the financing of measures within the framework of national budget planning. The strategy also provides for the possibility of attracting funds from international organizations and investors, and to finance the most important scientific research - the possibility of considering the creation of a special fund.

According to the development plan of the Information Society until 2015, emphasis will be placed on cooperation projects and on the intensification of information and scientific and technical exchange on the use of ICT in education, science, culture, health care, public administration, in the provision of services to the population and in other areas.

2011: Program Update

The Ministry of Telecom and Mass Communications has developed a new program "Information Society," for which 128.8 billion rubles will be allocated from the federal budget in 2012. About half of that spending will go to media propaganda and subsidies. The remaining funds will be spent on the formation of telecom infrastructure, ensuring its security and the development of electronic public services. [9]

The goals and objectives of the program, according to officials, remained unchanged: this is the receipt by citizens and organizations of advantages from the use of information and telecommunications technologies.

In accordance with the new approach, the structure of the program was changed. In addition, the new edition takes into account not only the costs of events within the framework of the program itself, but also the budgets allocated for the current activities of the Ministry of Telecom and Mass Communications and subordinate government agencies. The total amount of the state program for the period 2011-2020. thus amounts to 1.2 trillion rubles. About 90% of this money will be the expenses of the Ministry of Telecom and Mass Communications and its subordinate authorities.

2010: First version of the program

The Presidium of the Government of the Russian Federation considered on September 30, 2010 the state program "Information Society," designed for the period from 2011 to 2020, which will replace the federal target program "Electronic Russia," the terms of which were completed in 2010.

The draft program "Information Society" included the following areas:

  • creation of e-government,
  • improving the quality of life of citizens,
  • overcoming digital inequality,
  • ensuring security in the information society,
  • preservation of cultural heritage and
  • development of the ICT market.

At the same time, the bulk of the program (25-30%) was occupied by the e-government project.

Before entering the government presidium, the state program was considered three times at the presidium of the Information Society Council. In 2009, the program was created as a Federal Target Program (FTP). Then there was an order of the President of the Russian Federation on the development of a program in the format of a Long-Term Target (Cerebral Palsy). The document created in the new format was subjected to considerable criticism - the program went for revision, during which in April 2010 the Prime Minister of the government decided to switch to a software-targeted approach in government in general.

In the format of the state program, the project was almost ready when a government decree on the methodology for developing state programs was issued on August 2, 2010, which required the Ministry of Telecom and Mass Communications to make further improvements, which were completed only in September.[10]

Despite all these costs, the "Information Society" became the first state program submitted to the government, which is the subject of particular pride of the relevant department.

Strategy of the Ministry of Communications

First of all, international experience was analyzed. In the West, there are also state programs for the informatization of the state, but in their name they, as a rule, operate with the word digital (digital).

Having studied them, the Ministry of Telecom and Mass Communications revealed common features - almost everywhere accents are made not on the means of informatization, but on the information delivered with their help as such and its processing. For example, if we are talking about a transport system, then in Russia, with a traditional approach, an automated bus traffic control system would be made, which would bring results that are invisible (and therefore incomprehensible) for society. In the West, they believe that the most important thing is to provide citizens with operational data on bus routes, schedules and the exact time of arrival of cars at specific stops. By what means the movement is organized in the bus fleet - for the second time for society.

Embodying this idea in the state program, the Ministry of Communications nevertheless had to take into account the already developed and approved concept of the long-term socio-economic development of Russia until 2020, the strategy for the development of the information society until 2015 and the plan for its implementation in 2011. Informatization until 2015 will take place as if in two dimensions simultaneously. On the one hand, in line with a morally outdated strategy (which no one has canceled), and on the other, in the context of the adopted state program with new approaches. (The goals in both dimensions are approximately the same, but the philosophy is different). And finally this dualism will disappear only after 2015.

The Ministry of Telecom and Mass Communications deliberately abandoned the so-called industry approach. If the strategy for the development of the information society spelled out such areas as ICT in education, ICT in health care, ICT in culture, etc., then in the state program all of them are combined into a subprogram for improving the quality of life of citizens and business development conditions (from funds to result).

The development of the IT industry is specified in the development of the Russian ICT market. This includes such projects as the distribution of the technology park system, the use of private-public partnership (Rosinfokominvest, RVC, cooperation with Rusnano), etc.

The subroutine to reduce digital inequality in the subjects was combined with the development of telecommunications infrastructure. The Ministry of Telecom and Mass Communications considered that these are mutually related concepts. In addition, the state should not be limited to the territorial principle - we have digital inequality between different social layers of society.

A completely new direction was the subprogram for creating a variety of digital content and preserving cultural heritage - digitization of archives, libraries, museum funds, etc., with the subsequent provision of results to citizens.

In general, the development of the information society is defined in the program as creating new opportunities for citizens, business and the state through the development of ICT. And the target task of the state program is to ensure the country's technological breakthrough in the use of information.

The same document instructed the Ministry of Telecom and Mass Communications, together with the Ministry of Finance, to annually submit proposals for amendments to the financing of program activities.

Projects envisaged by the program are divided into internal and external. The first, mainly, should automate the work of officials, the second - to ensure citizens' access to modern IT services. Responsible for internal projects are the Ministry of Communications, the Ministry of Economic Development, the FSO, the FSB and the Ministry of Education and Science. Customers of external projects are most of the federal ministries and departments.

In addition to the expected projects related to the development of electronic document management, EDS, data transfer security and others that smoothly migrated from Electronic Russia, the Information Society also has a number of rather "fresh" events. So, one of them - the development of information search tools for various types of content - involves the creation of a search engine capable of searching for texts, images, audio and video. It is planned to be used on all government websites.

Another event is the creation of a national information and communication platform for the distribution of digital content - this is an analogue of the Apple iTunes service. True, it will be public or private, until it is decided, says a representative of the Ministry of Telecom and Mass Communications.

Also, the Information Society includes projects for the development of electronic public services, national software and cloud platforms, and a payment system. In addition, according to the program, a single register of roads, a tourist atlas of the country, an electronic image of the Red Book, a database of education documents, a federal electronic real estate cadastre and other services available via the Internet should appear in Russia.

Thanks to the implementation of the Information Society by 2020, Russia will have to enter the first 10th international rating on the information technology development index, in the 20th rating on the development of e-government and network society, the program developers hope. Now in these ratings Russia is at the level of 50-70 places.

2023: Financing of the Information Society ICT program in Russia decreased by 11%

About 277.7 billion rubles were allocated to finance the event of the state program "Information Society" in 2024, which is 11% less than planned for 2023. On October 10, 2023, the head of the Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadayev spoke about this, speaking at a meeting of the IT Committee of the State Duma.

It is noted that in 2025-2026. funding under the state program will decrease by almost 50%. This is due to the instructions of the president to develop a new national project "Data Economics," which will replace the national project "Digital Economy."

According to the publication CNews, in 2023 it was planned to allocate 309.9 billion rubles for the development of the Information Society, but according to the consolidated budget list, as of September 1, 2023, the costs of this program amounted to 320.4 billion rubles.

Another budget cut will affect the allocation for the program of teaching high school students modern programming languages. This was dissatisfied with the head of the State Duma Committee on Information Policy Alexander Khinshtein. According to him, schoolchildren are actively interested in this topic: by the beginning of the academic year 2023-24, more than 400 thousand students had applied for these courses.

A significant decrease, by 2 billion rubles in 2024, occurred in the direction of infrastructure for schools to access the Internet. The funds are provided only until August 2024 for 50 thousand schools and colleges, which the Ministry of Digital Development provides with "protected Internet."

Hinstein also drew attention to the fact that funds received in the form of 1.2% of the revenue of telecom operators are directed to other purposes, and not to the construction of base stations and maintaining their work, as required by law. The Ministry of Finance could not explain what this is connected with, added the head of the State Duma IT committee.[11]

2020: Proposal to allocate 80.6 billion rubles for the introduction of digital technologies and support for startups

80.6 billion rubles will be allocated for the introduction of digital technologies and support for startups under the state program "Information Society." This became known on October 22, 2020.

The State Duma Committee on Budget and Taxes considered the financing of the state program "Information Society" in preparation for the first reading of the draft federal budget for 2021-2023. It was proposed to allocate 19.8 billion for the security of state information systems and resources in the next three years, and 80.6 billion for digital technologies and startups in this area.

Reduced costs by 50% for the provision of universal communication services - this is the provision of small settlements with cellular communications, mobile communications, stationary communications and Internet access points.

What exactly and how much will rise in price

As follows from the documents, the greatest adjustments will be made to the subprogramme "Information and telecommunication infrastructure of the information society and services provided on its basis." Its three-year budget will grow by 20.77 billion rubles. If expenses are now envisaged at the level of 28 billion rubles. in 2018, 20.7 billion rubles. in 2018 and 22.9 billion rubles. in 2020. Another subprogram - "Information Environment" - will gain 15 billion rubles in weight. Now budgeting can grow by 14.4 billion rubles, 0.3 billion rubles. and 0.3 billion rubles. respectively.

Another subprogram - "Information State" - will rise in price by 6 billion rubles. Now it is financed at the rate of 17.5 billion rubles. in 2018, 15.9 billion rubles. in 2019 and 16 billion in 2020. Now its budget can grow by 3.7 billion rubles, 1.1 billion rubles. and 1.2 billion rubles. respectively.

In particular, it is proposed to allocate 2.5 billion rubles. for events related to the organization of video surveillance, broadcasting images on the Internet and storing video recordings - "in order to organize and hold the presidential elections in the Russian Federation in 2018."

In addition, it was proposed to add 0.1 billion rubles each for the preservation and development of archival information resources. annually, and for projects in the field of information and communication technologies in Russia - 1 billion rubles. annually.

2016

22.7 billion for propaganda will be added to the state program "Information Society"

The Ministry of Telecom and Mass Communications has prepared a draft resolution[15] No. 313 of the Government concerning changes in the state program "Information Society" (for 2011-2020) and adjustments in the amount of its financing[16].

As follows from the documents posted on the thematic website for public discussion of regulatory legal acts of the regulation.gov.ru, initially it was supposed to allocate p108.919 billion for the program during this period. Later, the Ministry of Finance decided to reduce funding to p97.765 billion. However, taking into account a number of decisions of the Government, the real amount of funds that the program will receive can now amount to p122.802 billion.

Thus, after the approval of the resolution, the Information Society will receive 12.8% (p13.882 billion) more money than the baseline scenario a year ago provided, and even 2% (p2.515 billion) more than the program was spent in 2015.

From the explanatory note to the draft document, it follows that the program mainly owes its new budget to "an increase in state spending on media events due to the modern situation in the foreign policy arena."

The documents on the regulation.gov.ru report that in accordance with the order of the Government of January 27, 2015 No. 98-r, the priorities were changed in the program - to finance the most important areas and additional anti-crisis measures. For example, allocations under the Information Environment subprogram were redistributed to the federal target program "Development of Broadcasting in the Russian Federation" (p9.722.2 billion in 2016).

At the same time, part of the money was allocated additionally. In particular, the p22.689 billion injection in 2016 was received by the Information Environment subprogram. This money will go to the release of television and radio programs (p9 213 billion), broadcasting TV abroad (p5.557 billion), media coverage of foreign and domestic policy Russia (p3.448 billion), broadcasting television and radio channels in settlements of the Russian Federation with a population of less than 100 thousand people (p2.884 billion), ensuring the release of materials in priority areas of state policy in print media (p0.871 billion).

As follows from the text of the current government decree, changes to which the Ministry of Telecom and Mass Communications intends to make, the responsible executor of the Information Environment subprogram (it is she who can add money for propaganda) is the Federal Agency for Press and Mass Communications (Rospechat). This is the federal executive body in the structure of the Government of the Russian Federation, the management of which is carried out by the Ministry of Communications.

At the same time, the relevant ministry also appears in the list of so-called participants in the subprogram under consideration - along with the Ministry of Finance, the Federal Communications Agency and the Federal Service for Supervision of Communications, IT and Mass Media (Roskomnadzor).

In the previous version of the amended resolution (dated June 17, 2015), it was assumed that the "Information Environment" in 2016 will receive p48.251 billion. Now, after all the redistributions and additional injections, p67.943 billion can be allocated for it.

Even the official goal of the Information Society program has undergone changes. Previously, it sounded like "Improving the quality of life of citizens based on the use of ICT." The new wording is "Creating comfortable conditions for the life and work of citizens, developing the country's economic potential based on the use of ICT." The reason stated the need to reflect in the goal the influence of IT on the development of the economic potential of the state.

The Ministry of Telecom and Mass Communications began in February 2016 accepting competitive applications from the regions for receiving subsidies for events aimed at forming an information society in 2016 within the framework of the state program of the same name - "Information Society (2011-2020)."

The ministry says that it has chosen the same directions for support as last year: creation (refinement) of a regional segment of a unified federal interdepartmental system for accounting for a contingent of students, creation (refinement) of a unified regional system for managing road transport and urban land electric transport, development of a mechanism of public services for registering civil status acts and issuing a hunting ticket in electronic form using uniform forms of a single portal of public services (EPGU).

The total amount of funds allocated will amount to 364.7 million rubles, which is one and a half times less than in previous years. Recall that in 2015, 550 million rubles were distributed to the regions for projects, and in 2014 1.16 billion rubles were distributed immediately for 2013 and 2014. The explanatory note to this decree notes that during the formation of the budget law, expenditures were optimized and budgetary allocations were redistributed in favor of the most priority measures of the state program. At the same time, the total amount of its financing in 2015-2017 will amount to 340.18 billion rubles: 115.2 billion rubles in 2015, 108.9 billion rubles in 2016 and 116 billion rubles in 2017.

The named draft decree of the government of the Russian Federation assumes, among other things, the approval of a new passport of the state program, according to which the total amount of budget allocations for the Information Society in 2011-2020 should amount to 1.205 trillion rubles against 1.288 trillion rubles indicated in the current passport of the program, which means a reduction in funding by about 6.5%.

As Sergey Eisymont, Deputy Director of the Complex Projects Department of LANIT, commented on TAdviser, the estimated reduction in investments is "more a matter of efficiency, when automation itself is not an end in itself: in some cases, practice shows that automation 20% of activities solves 80% of the most important problems, and the task is to invest in priority areas and solutions. In addition to the effectiveness of state institutions, they will work on the quality of services, their optimization and data security, which are currently accumulating in large numbers in state systems. In August 2014, the Government of the Russian Federation updated the state program "Information Society" for 2011-2020[18]. The adjusted plan includes the development of national broadband access development plan and broadcasting strategies in Russia until 2025. At the same time, the government decided this time not to disclose the financing of individual subroutines of the Information Society.

According to the government order of July 31, 2014 No. 1441-r, by December 25, 2014 it is necessary to develop a broadcasting strategy in Russia until 2025, and by December 31 - a national plan for the development of broadband Internet access. In addition, by December 30, 2014, it is necessary to develop standards for the use and implementation of ICT in the activities of state authorities and municipalities and adopt the concept of regional informatization.

The government canceled the previous document correcting the state program dated October 12, 2013 No. 1865-r. It indicated funding until 2015 for the sub-programmes implemented under the "Information Society." It was planned to allocate 50.99 billion for the Information and Telecommunication Infrastructure of the Information Society and the services provided on its basis, 154.77 billion for the Information Environment. In the first eight months of 2013, only 1.1% of the planned annual amount was spent from the federal budget on the federal program "Information Society." This was announced on September 12, 2013 by the Minister of Economic Development Alexey Ulyukaev at a government meeting dedicated to the execution of the federal budget and the implementation of federal targeted programs.

According to the minister, in the reporting period, things were worse than the Information Society program only with the federal target program "Safety of state aviation flights" (1%) and "Clean Water" (0.4%).

Prime Minister Dmitry Medvedev, in response to this, demanded that the deputy prime ministers in charge of the relevant area provide him with proposals on the fate of these programs and on the disciplinary responsibility of the heads of departments for their implementation.

The responsible executor of the Information Society program is the Ministry of Communications, which should ensure that "all government spending in this area is carried out thoughtfully and centrally."

The head of the department, Nikolai Nikiforov, who was also present at the meeting, tried to explain to Medvedev that the size of the federal target program of the Ministry of Telecom and Mass Communications is a little more than 3 billion rubles, and most of them "were previously adopted by decisions assigned to the so-called sole executor - the national operator of e-government infrastructure." The functions of the latter were assigned to Rostelecom.

"You know the volume of problems that were there, your solutions were also required, they were also personnel," Nikiforov said. - These decisions were made in the first half of the year, and therefore these funds were actually contracted on July 12. Thus, in the second half of the year, this situation will also be fundamentally different. "

Despite the explanations, Medvedev demanded that the minister submit proposals on disciplinary responsibility and what to do with this program. "She is very beautiful, but I have not seen any result yet," the Prime Minister summed up.

Financing plan of the state program in 2013-2015

Russian Prime Minister Dmitry Medvedev approved in October 2013 the implementation plan in 2013 and during the planning period of 2014 and 2015. state program "Information Society (2011-2020)."

The plan includes 5 subroutines. The first - "Information and telecommunication infrastructure of the information society and services provided on its basis" should be implemented by the end of 2020. 2010: plans

  • Ilya Massukh said at the IX international investment forum "Sochi-2010 ″ that in 2011 the amount of financing will amount to 3.1 billion rubles. However, for 2012-2013, funding was reduced to the same amount (3.1 billion rubles per year), although it was initially proposed to allocate about 10 billion rubles annually for the implementation of the program. This is due to budget restrictions on the part of the Ministry of Finance.

In addition to funding the program itself, the spending of funds provided for financing other targeted programs, such as the informatization of health care, education, the introduction of digital television, etc., will also be monitored. Thus, the total amount of funds, which will be coordinated by the Information Society program, in fact will be higher than the figures that will be laid down in the program itself.

It was assumed that a specially created directorate will manage the implementation of the program's activities, which, as planned, will be formed from representatives of various departments.

Direct expenses for the implementation of the state program in the period from 2011 to 2020. from the federal budget will amount to 88.03 billion rubles. The first three years of funding will be at the level of 3.1 billion. Then it will increase to 11.2 billion annually. (The increase in the level of expenses was originally planned since 2012, but the Ministry of Finance at the last moment approved just such a scheme.)

This is by no means the full amount of funds that will be spent on building an information society. One of the main functions that the state program carries is the coordination of all the money masses spent in the state on informatization. These include funds that are spent on their ICT programs by federal state authorities (informatization of health care, education, etc.) - about 120 billion per year. Understanding exactly how much the departments spend will come only in 2011, when the mechanism for coordinating spending under the state program will work.

Also, 1 billion rubles will be taken into account, annually spent by the constituent entities of the Russian Federation as part of the implementation of regional programs to increase the efficiency of budget expenditures co-financed from the federal budget.

Another "resource" article is regional budgets for informatization. Based on the reports of the regions themselves, the Ministry of Telecom and Mass Communications estimated their total at the level of 50 billion rubles. annually. As a result, the Ministry of Finance proposed to tentatively put an equal sign between regional expenditures and 120 billion (as we remember, estimated) expenditures of the federal center. So, perhaps, it is this figure that the Ministry of Telecom and Mass Communications will operate in the coming year.

The last accounting article of the state program is raising private capital. We are talking about private-state partnership in the implementation of ICT projects, the development of venture capital investment, etc. Here, of course, is also an approximate amount, which the ministry has so far determined at 200 billion rubles. annually.

With all the assumptions and reservations, a seemingly huge amount of $5 billion looms. Compared to Japan, which spent 44 billion on informatization in 2009, especially with the European Union and the United States ($50 and $102 billion, respectively), our budget looks more than modest.

It was assumed that the Ministry of Communications would not be able to fully manage the finances. It will only try through the cost coordination mechanism to avoid duplication and misuse of funds, as well as at the expense of the direct budget of the state program to set the general direction for the development of informatization in the country (local projects, subroutines, etc.).

Co-financing of regions

2015: Subsidies for 550 million rubles

In February 2015, it became known that[19], which the Ministry of Communications intends to increase the share of subsidies for priority regional projects for the development of the information society from the federal budget from 50 to 70-95%, although, as before, will not allocate more than 30 million rubles for one subject.

In accordance with the established priorities in 2015, subsidies will be provided for the implementation of projects under four topics:

  • development of a regional segment of the system for accounting for the number of students (mainly schoolchildren),
  • development of a system for managing urban transport,
  • translation into electronic form of civil registration services,
  • issuing a hunting ticket using the forms of the Unified Portal of Public Services.

To approve the new rules for subsidizing projects, it is necessary to amend the state program "Information Society (2011-2020)," the latest version of which as of January 2015 was approved by a Government decree of April 15, 2014.

The Rules determine the procedure and terms for the competitive selection, formation, submission and consideration of applications, as well as the methodology for their assessment.

Only already approved regional programs will be able to apply for federal budget funds. But if earlier the volume of co-financing by the Ministry of Communications should not have exceeded 50% of the total budget of the subsidized project, now it will be in the range from 70 to 95%. It is proposed to allocate funds for projects with a completion date no later than December 31 of the year of the competition. The total amount of the subsidy for all regions will be about 550 million rubles.

The total amount of budget subsidies that are planned to be allocated to the regions in 2015 is not reported to the Ministry of Telecom and Mass Communications.

In early 2014, similar funds were distributed immediately for 2013 and 2014. The winning projects eventually received a total of 1.16 billion rubles. For February 2015, the selection of applications is scheduled for February-March 2015. Spending efficiency indicators in 2014 and 2015 will have to be taken into account. The main criterion for effectiveness in this case is the achieved share of citizens using the mechanism for obtaining state and municipal services in electronic form.

In March 2015, a meeting of the competitive selection commission was held at the Ministry of Communications, during which subsidies were distributed to the regions for the development of the information society in them in 2015. The selection of applications took place within the framework of the state program of the same name for 2011-2020[20].

The Ministry of Telecom and Mass Communications increased the share of subsidies from the federal budget from 50% to 70-95%, although, as before, it did not allocate more than 30 million rubles for one subject, including no more than 10 million rubles for one project.

Only previously approved regional programs could apply for federal budget funds. The rules admit that several selections can be held during the year, but the subjects who have already received money will not be able to take part in subsequent competitions.

The competition commission included representatives of the Government apparatus, the Federation Council, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Education and Science. The chairman of the commission was the head of the Ministry of Communications Nikolai Nikiforov.

73 applications were submitted to the experts' court, two of which (from the Tver region and Adygea) came late and were not allowed to the selection. Four more applications - from Kamchatka, from the Nenets Autonomous Okrug, Orenburg and Penza regions - were rejected for violating the terms of the competition.

Of the remaining 67 applications, the commission satisfied 30 regions, among which 550 million rubles were distributed.

The maximum amount of subsidies (30 million rubles each) was received by 5 regions: Novosibirsk, Tyumen and Leningrad regions, as well as Tatarstan and Altai. The minimum amount (2.7 million rubles) went to the Magadan region.

It is noteworthy that among the finalists there were no Moscow and Crimea, which did not apply, as well as St. Petersburg and Sevastopol (were not among the winners).

2014: Subsidies 1.15 billion rubles

In early February 2014, the results of the competition were summed up, according to the results of which 61 subjects of the Russian Federation became the winner. The total amount of subsidies amounted to 1,155,6 million rubles. Subsidies are aimed at improving the quality of the provision of state and municipal services on the principle of "one window" in multifunctional centers due to the introduction of an information system and to ensure the possibility of obtaining state and municipal services in electronic form. The results of the project should be achieved by June 1, 2015.

2013

In May 2013, the Ministry of Telecom and Mass Communications will hold a competition among the regions to receive subsidies from the federal budget for informatization projects, Deputy Head of the department Oleg Pak said on April 18, 2013 during a meeting of the government commission on the introduction of IT into the activities of government agencies.

Within the framework of the "Information Society" program, annual subsidies are provided for the regions, distributed between the subjects on a competitive basis. To participate in the competition for their receipt, the latter must have approved informatization programs, including IT projects with joint funding.

In 2013, the department proposes to reduce the maximum amount of subsidies.

"Now we propose to reduce this threshold to 30 million rubles (from 50 million rubles a year earlier), so that more regions can become recipients of subsidies," explains Oleg Pak.

The Ministry of Telecom and Mass Communications adds that the priority areas for the distribution of subsidies will be improving the quality of services on the principle of "one window" and transferring services to electronic form. According to the Ministry of Communications for April 2013, 33 federal bodies of the executive and 83 constituent entities of Russia participate in the project to launch interdepartmental electronic interaction, and the total number of tasks within the project is about 60 thousand.

By May 1, 2013, the agency plans to launch an automated monitoring system for the implementation of these tasks, and by June 1 - to form the first rating of the readiness of government agencies for interdepartmental electronic interaction.

2012: Distribution of RUB 670 mln

In June 2012, Dmitry Medvedev approved the rules for the distribution of funds from the federal budget for co-financing IT projects in the regions. The center is ready to transfer money to regional work under the Information Society program.

The amount from Moscow for one region cannot exceed 50 million rubles. The total amount of funding for 2012 should amount to 670 million rubles, and before the end of the Information Society program in 2020 - 6.76 billion rubles[21].

To receive funds, the region must pass the competition of the Ministry of Communications (for this a special commission will be created) and conclude an agreement with it. Tenders for funds will be held several times a year, but the region will not be able to receive money more than once a year. The regional IT project, to which federal funds are sent, must be completed by the end of November of the corresponding year.

The commission of the Ministry of Communications will determine a number of parameters for federal financing, including the level of development of the information society in the region and the level of its wealth (estimated budgetary provision).

According to the methodology [1] of the Ministry of Telecom and Mass Communications (see the full text), the richest regions that have requested a small amount and have seriously improved their place in the ranking of the development of the information society have the greatest chances of receiving co-financing.

The regional request for co-financing will have to contain targets that need to be achieved during the implementation of the IT project. If the Ministry of Telecom and Mass Communications does not fully satisfy the request of the region, then the targets can be reduced proportionally.

This is important because it will not be possible to break targets with impunity. If they cannot be completed by at least 70%, the region will have to return the funds received from the federal budget back. If the indicator does not reach 90%, then you can forget about federal funds next year.

Also, money that has not been used until the end of the year will be returned to the budget. However, the mechanism for using them for the same purposes is also agreed upon next year.

In addition, federal funding may be suspended "in case the subject does not comply with the conditions for providing subsidies" (what violations are in question, the document does not report). If a region fails to resolve errors within a month, funds can be transferred to another region.

All calculations of the Ministry of Telecom and Mass Communications will be approved by the government. The region, in turn, will have to report to the ministry every 15th of the month. The achievement of the targets is protected on December 15 of each year.

On November 29, 2012, the Minister of Information Technology and Communications of the Russian Federation Nikolai Nikiforov opened a meeting of the Commission on the competitive selection of projects for the right to receive federal subsidies for projects related to the development of e-government in the regions of Russia. To ensure maximum transparency of the competition, the opening of regional applications took place in open mode: representatives of 35 constituent entities of the Russian Federation attended the event.

Nikolai Nikiforov noted that the order of the Ministry of Communications of Russia No. 188 defines two priority areas in which subsidies will be distributed:

"The first direction is to ensure electronic interdepartmental interaction between federal departments and regional and municipal bodies. The second direction is to ensure that citizens and organizations receive state and municipal services in electronic form. "

The head of the Ministry of Telecom and Mass Communications added that the financing will receive precisely those projects that will ensure the maximum development of the region in these two key areas.

The meeting was attended by 35 representatives of Russian regions who witnessed the opening of competitive applications. In total, 74 applications were received by the commission, of which 73 were accepted for participation in the competition and one was rejected due to non-compliance with the deadline. The total amount of funds requested within the framework of the competition amounted to about 2.4 billion rubles. The deadline for submitting applications expired at 18 o'clock Moscow time on October 28, 2012. Meanwhile, the representative of the Moscow region presented an application from his region directly during the meeting. The results of the competition will be completed next Monday, December 3, 2012.

On December 3, 2012, the Ministry of Telecom and Mass Communications summed up the results of the competition of projects for the right to receive federal subsidies for projects for the development of e-government in the regions of Russia.

The winners of the competition were 22 regions, which will share the total amount of federal funding in the amount of 670 million rubles in accordance with Government Decree No. 560.

In total, 74 applications were submitted for participation in the competition for a total amount of 2.4 billion rubles. 48 applications were admitted before the competition, of which 22 projects became the winners. The remaining 26 entries failed to score the required number of points.

According to Government Decree No. 560, subsidies will be provided on the condition of co-financing, while the maximum amount allocated to a separate region from the federal budget should not exceed 50 million rubles.

Media subsidies

In accordance with Appendix 4 to the state program of the Russian Federation "Information Society (2011-2020)" (hereinafter referred to as the Program), approved by order of the Government of the Russian Federation dated October 20, 2010 No. 1815-r, the main event 2.2 "Electronic media: content and access to it" is implemented by Rospechat.

Program effectiveness

In accordance with the previously approved strategy for the development of the information society, the first assessment of the effectiveness of the actions taken will theoretically take place in 2015. A list of indicators has already been approved, and most importantly, control values ​ ​ for each of them.

Of the specific indicators (and there are about 15 of them), the provision of basic federal services (about 200) in electronic form by 2015, an increase in the share of ICT GDP Russia to 6%, an increase in the export of ICT-related goods to $6 billion per year, an increase in the share of domestic goods and services in the domestic ICT market to 15% were named.

Also, in 2015, the success in the penetration of broadband Internet access, the number of computers per household, the reduction of the digital gap in the regions, the share of the population capable of receiving a digital television signal, the growth of investment, the share of goods and services placed in electronic form will be assessed.

The program needs to be adjusted in terms of bringing the amount of budget allocations from the federal budget for financing program activities in 2013-2015 in line with the parameters of the Federal Law of December 3, 2012 No. 216-FZ "On the Federal Budget for 2013 and the Planning Period of 2014 and 2015."

The draft order of the Government of the Russian Federation, providing for the adjustment of the parameters for financing the program in 2013-2015, was agreed by the Ministry of Economic Development of Russia (letter dated April 11, 2013 No. 7027-OF/D09i).

For 2013, 22 state contracts were concluded in the amount of 390.76 million rubles - 9.3% of the volume of annual budgetary appointments, including in the following areas:

  • The share of the population not using the Internet for security reasons in the total population, according to the results of the sample survey conducted by Rosstat, turned out to be significantly lower than predicted (0.2% compared to 16%)

  • The degree of differentiation of the constituent entities of the Russian Federation by integral indicators of information development according to the results of 2013 is tentatively estimated at 2.7 times (2012 - 2.9 times), which is significantly lower than the target value for 2013 - 4 times. The concept of the development of mechanisms for the provision of state and municipal services in electronic form, approved by order of the Government of the Russian Federation of 25.12.2013 No. 2516-r, defines lists of state and municipal services subject to priority optimization, the provision of which must be provided electronically as a priority (lists include 15 federal state services and 20 state services provided by the executive authorities of the constituent entities of the Russian Federation and local authorities). Certain state services (including the federal level) are not provided on the Unified Portal of Public Services, but on the portals of federal executive bodies (for example, on the portal of the Federal Tax Service of Russia). In this regard, the definitions and methods for calculating indicators characterizing the share of public services, the results of which can be obtained on the Unified Portal of Public Services in electronic form, need to be adjusted.
