Electronic public services in the regions of Russia
At the end of December 2014, the Government of the Russian Federation approved the concept of regional informatization until 2018. The development of the concept of regional informatization is especially relevant, since in the period from 2010 to 2014 there was no document coordinating the process of informatization in the constituent entities of the Russian Federation. The concept defines key priorities for the development of state information services in 14 key areas, as well as describes the typical IT infrastructure of the modern region and its key components.

The main goals of the implementation of the concept of regional informatization are to improve the quality of life of citizens through the use of information and telecommunication technologies, as well as to equalize the level of development of the information society in the constituent entities of the Russian Federation. The concept proposes the basic principles for the development of information and communication technologies in 14 areas in various spheres of socio-economic development of the constituent entities of the Russian Federation, including in education, transport, health care, communications, public security and others.
Note that the development of the concept of regional informatization is especially relevant, since in the period from 2010 to 2014 there was no document coordinating the process of informatization in the constituent entities of the Russian Federation. The period of the previous concept, approved by order of the Government of the Russian Federation No. 1024-r of July 17, 2006, was determined until 2010.
The adoption of the concept of regional informatization will also increase the labor productivity of the budget sector of the country's economy. The efficiency of public administration in the sectors of the national economy is also expected to increase. Informatization will lead to greater control and better manageability of authorities and local self-government, as well as allow you to concentrate on the most priority areas of activity in the context of budgetary restrictions.

Informatization base
The state authorities of the constituent entities of the Russian Federation within their powers are recommended to determine the composition and functions of the components of the regional information and telecommunication infrastructure, to ensure its interaction with the infrastructure that provides information and technological interaction of information systems used to provide state and municipal services in electronic form
Engineering infrastructure
Regional engineering infrastructure may refer to:
- regional telecommunications infrastructure segment;
- regional segment of storage and processing infrastructure
- data;
- internal telecommunication infrastructure of state authorities of the constituent entities of the Russian Federation and local governments;
- locally located computing facilities, including general-purpose workstations, server equipment, data printing and copying facilities, and others;
- information security tools.
Regional Telecommunications Infrastructure Segment
The regional segment of the telecommunications infrastructure can be based on modern fiber-optic multi-service communication networks, operating according to unified standards with a set level of quality of service, providing consumers with data transmission services of any type.
As of January 2015, the Ministry of Telecom and Mass Communications of the Russian Federation is preparing proposals for changing the regulatory legal framework necessary for the joint use of communication channels by different government bodies, local governments and organizations. The regions are recommended to eliminate digital inequality.
When planning measures for the development of the regional segment of telecommunications infrastructure, it is advisable for state authorities of the constituent entities of the Russian Federation to take into account what is ensured by:
- at the expense of the budget of the Russian Federation in all settlements with a population of 250 to 500 people - at least one access point connected using a fiber-optic communication line and providing the ability to transmit data at a speed of at least 10 Mbps;
- at the expense of extra-budgetary sources in all settlements with a population of more than 500 people - at least one means of collective access to provide access to the Internet without using user equipment of the subscriber.
Regional Storage and Processing Infrastructure Segment
The regional segment of the data storage and processing infrastructure is supposed to include local and shared computing equipment - data centers (data centers).
The state authorities of the constituent entities of the Russian Federation are recommended to determine the procedure for the formation of a regional segment of the data storage and processing infrastructure based on the criteria for the total reduction of budget expenditures. At the same time, it is recommended to take into account the peculiarities of the territorial location of all authorities and organizations and the level of penetration in the region of communication channels suitable for the use of remote processing centers if it is economically justified, placing consolidated data, systematically determining the needs for data center services and ordering services (creation) of data centers.
Information Security Tools
The selection and use of information security tools is carried out by the regions in accordance with the requirements of the legislation of the Russian Federation based on the classification of information systems, taking into account threat models and models of an information security violator. State authorities of the constituent entities of the Russian Federation are recommended to take additional measures to increase the level of protection of information resources of state authorities and local governments.
Electronic Interaction Infrastructure
The state authorities of the RA subjects are recommended to determine the list and functions of information systems that are part of the regional information and telecommunication infrastructure of electronic interaction, to establish the procedure for their development and operation. For each such information system, it is assumed to approve the requirements for the level of service of consumers and the procedure for determining the cost of its use in the event that the service is of a reimbursable nature.
Interdepartmental Electronic Interaction System

In the constituent entities of the Russian Federation, it is recommended to create and operate regional interdepartmental interaction systems that ensure information interaction between state authorities of the constituent entity of the Russian Federation and local self-government bodies among themselves and with the system of interdepartmental interaction. It is advisable to connect information systems of state authorities of constituent entities of the Russian Federation, local self-government bodies and organizations to the system of interdepartmental interaction through the regional system of interdepartmental interaction. State authorities of the constituent entities of the Russian Federation, in the event of a change in the services for providing information by federal or regional information providers, it is recommended to ensure a change in the means of access to them in accordance with the regulations of the interdepartmental interaction system.
Unified Identification and Authentication System

In the new concept of regional informatization, the state authorities of the constituent entity of the Russian Federation and local authorities are recommended to adopt a plan for the transfer of relevant information systems to the use of the Unified Identification and Authentication System with the final deadline for the implementation of the plan no later than January 1, 2017.
Electronic Signature Tools

State authorities of the constituent entities of the Russian Federation may create departmental certification centers or use the services of commercial certification centers, taking into account the need to reduce budget costs for obtaining and maintaining certificates of electronic signature verification keys. The new concept of regional informatization of 2015 and further states that it is advisable for state authorities of a constituent entity of the Russian Federation and local self-government bodies to ensure the use of electronic signatures in the information systems they create and operate, as well as the receipt and maintenance of certificates of keys for checking electronic signatures of state and municipal employees.
Regional Register of State and Municipal Services
According to the concept of regional informatization for 2015 and further, the constituent entities of the Russian Federation are recommended to maintain a regional register of state and municipal services, and information from it is proposed to be transferred to the federal state information system "Federal Register of State and Municipal Services (Functions)" by filling out electronic forms in it or its integration with regional registers of state and municipal services.
Portals of state and municipal services

According to the concept of regional informatization for 2015 and beyond, the state authorities of the constituent entities of the Russian Federation are recommended to ensure the placement of information about state and municipal services included in the approximate list of services subject to priority optimization, and organize their receipt in electronic form on the Unified Portal.
At the same time, the integration of the personal account of the recipient of state and municipal services on the regional portal with the single personal account of the recipient of state and municipal services on the Unified Portal and the use of the Unified Identification and Authentication System should be ensured.
On regional portals, personal accounts of recipients of state and municipal services can be created, while it is advisable to ensure the integration of such personal accounts of users with a single personal account of the user on the Unified Portal: in terms of obtaining information by information systems of state authorities of a constituent entity of the Russian Federation from a single personal account of the user - from July 1, 2016; in terms of the provision by information systems of state authorities of the constituent entities of the Russian Federation of documents obtained as a result of their provision of state and municipal services to the user, and information on the current status of their provision - from January 1, 2017.
The Ministry of Communications and Mass Media of the Russian Federation will determine the procedure for interaction and develop services for providing information and adapters for obtaining information from the interdepartmental interaction system, necessary for information exchange between the user's personal accounts.
Multifunctional centers for the provision of state and municipal services

The new concept of informatization of regions for 2015 and further states that it is advisable to create information systems of multifunctional centers taking into account the fact that they support the transmission of notifications about the progress and result of the provision of services, as well as paperless intervedis and monitoring the provision of services on the basis of the MPSC.
It is assumed that the informatization of multifunctional centers will be carried out in accordance with the rules for organizing the activities of multifunctional centers for the provision of state and municipal services approved by the Government of the Russian Federation, as well as methodological recommendations for ensuring the activities of multifunctional centers approved by the Ministry of Economic Development of the Russian Federation.
According to the Ministry of Economic Development of the Russian Federation, as of December 31, 2014, 1773 MPSC operated in 83 constituent entities of the Russian Federation with a population coverage share of 60.38%. In 2014 alone, 760 centers were created throughout the country. At the same time, in May 2012, the President of the Russian Federation set the task of deploying a MPSC network, which would allow 90% of the country's population to make all mass and socially significant services geographically accessible by the beginning of 2016. The state authorities of the constituent entities of the Russian Federation and local self-government bodies in the new concept of regional informatization for 2015 and further recommended to ensure the transfer of information to the state automated information system "Management" in accordance with the requests of federal executive bodies.

Compatibility of state information systems
To ensure the joint work of state and municipal information systems, state authorities of the constituent entities of the Russian Federation are recommended to create a regional system of regulatory reference information and a regional register of technical specifications, taking into account the provisions of the Concept of methodology for systematization and coding of information, as well as the improvement and updating of all-Russian classifiers, registers and information resources, approved by order of the Government of the Russian Federation dated May 10, 2014 No. 793-r.
Using the regional regulatory reference information system, it is advisable to maintain automated data exchange with the federal state information system "Unified Regulatory Reference Information System" and regional and municipal information systems that form and use reference information.
IT co-financing from the federal center
The Federal Center subsidizes the introduction of information technologies in the constituent entities of the Russian Federation in order to develop modern health care services, education, housing and communal services, etc.

2021: Mishustin expanded the list of services available on regional public services portals
Prime Minister Mikhail Mishustin signed a government decree on expanding the list of services available on regional portals of public services. The press service of the Cabinet of Ministers announced this on October 22, 2021.
The document establishes a list of 14 services provided by Rosnedra, Rostrud and the Federal Agency for Nationalities (FADN). For example, we are talking about the registration of citizens belonging to indigenous minorities, the issuance of conclusions about the absence of minerals under the development site, the examination of working conditions, accreditation of private employment agencies and a number of other services.
The decision to add services to the local portal is made by regional authorities. They also determine the department responsible for ensuring the operation of services at the regional level.
List of public services that can be provided on regional portals
- Issuance of permits for the construction of a capital construction facility, the construction or reconstruction of which is carried out on a land plot provided to the subsoil user and necessary for the performance of work related to the use of subsoil resources (with the exception of work related to the use of subsoil resources of local importance) - Rosnedra;

- Informing and advising employers and employees on compliance with labor laws and other regulatory legal acts containing labor law rules - Rostrud;
- Reception and accounting of notifications on the start of entrepreneurial activities for the provision of social services by legal entities and individual entrepreneurs - Rostrud;

2009: Model of the Ministry of Communications and Rostelecom
In 2009, "" Rostelecom was appointed by the Government of the Russian Federation as a single operator of the e-government infrastructure. The company proposes to use the so-called investment and service model for the implementation of public services in electronic form in the regions. Within its framework, Rostelecom undertakes investments in the necessary infrastructure (secure communication lines, call centers, data centers and unified software solutions for electronic public services, including on the basis of ON Microsoft). The company plans to provide this infrastructure, software and services for their support to the regions. As he said, the Alexey Nashchekin vice-president of Rostelecom for federal programs if each individual region decided to do everything on its own, it would cost him an average of 150 million rubles. And Rostelecom's proposals will allow the regions to save not only money, but also time. Rostelecom itself in 2010 has already invested about 1 billion rubles in the creation of the e-government infrastructure, and by 2015 plans to allocate 5 billion rubles for these purposes.
- As of March 2011, according to Vice President of Rostelecom Alexei Nashchekin, 7 pilot regions - Sverdlovsk, Novosibirsk, Kemerovo, Murmansk, Lipetsk, Kursk and Astrakhan regions - use the operator's unified solution for providing electronic public services (domain names of regional portals - региона.gosuslugi.ru code).
On average, each of the listed entities pays 15 million rubles for the use of Rostelecom's infrastructure and software. Per year, said Nashchekin CNews[2]. The operator signed a total agreement on strategic partnership with 73 constituent entities of Russia.
2010: Services Development
On October 28, 2010, at a meeting of the Regional Informatization Council, Minister of Communications and Mass Media Igor Shchegolev and representatives of Rostelecom called on the regions to use the company's capabilities to create an "electronic government" - in particular, to transfer public services to electronic form. It is assumed that this will unify the system of electronic public services from the federal to municipal levels and save the time and money of the regions. "Otherwise," the minister said, ― we will end up with a necklace of 83 beads, only it will have pearls somewhere, and glass ― somewhere. " In turn, the regions expressed bewilderment about the prices of Rostelecom, including the introduction of electronic public services, which are already in effect.
However, representatives of the regions at a meeting of the council said that they consider the price of Rostelecom's services to be overestimated, which, according to them, requires 1.5 million rubles. for technical support of one electronic state service that turns out to be in the region. Given that there are several dozen such services in each region, regionals say that this is too expensive for them. In particular, the representative of the Kemerovo region said that they received an offer from the Siberian branch of Rostelecom to pay 19.7 million rubles. for the introduction of 11 electronic public services. It is not clear why Rostelecom asks for such money, especially since nine of these services in the region already function as electronic on the regional portal of public services.
Nashchekin, in turn, called talk about these 1.5 million rubles. "nonsense." He explained that, according to rough calculations, the fee from one region for using Rostelecom's package offer for technical support of the regional "electronic government" should average 15 million rubles. per year - regardless of whether the region provides 11 or 100 public services using Rostelecom's proposals. The specific amount of payment should be determined jointly by representatives of each region and Rostelecom based on local conditions and needs. As for the Kemerovo incident, Nashchekin promised to deal with the Siberian branch of the company so that his employees provide detailed proposals indicating all significant parameters.
Representatives of the regions have so far satisfied this explanation, but they asked Rostelecom to submit such detailed proposals no later than two weeks. Otherwise, funds to finance cooperation with Rostelecom will not fall into the regional budgets for 2011 and there will be nothing to pay for its services to create an "electronic government."
In addition to prices, there are other claims in the regions against Rostelecom as a single operator of the e-government infrastructure.
For example, the unified standards of e-government solutions put forward as advantages of Rostelecom's services in the regions have not yet been noticed. In particular, according to regionals, the interface created by Lanit (a subcontractor of Rostelecom) for downloading information about regional public services into a single Internet portal of public services is made so that its format does not allow uploading these services to the portal register. This, according to regionals, happened because Lanit was developing an interface not based on any standards that actually do not exist, but in the way that it itself was convenient.
The same applies to the electronic digital signature (EDS), which is needed so that a citizen can receive a legally significant document as a result of applying for public services in electronic form. To do this, it is necessary that the EDS issued by the certification center of one department be accepted in other departments participating in the processing of a citizen's appeal for public services. It's not there now. In response, Deputy Minister of Communications and Mass Media Ilya Massukh assured that the necessary draft government decree was almost completely agreed with all interested departments and such a resolution could be approved by December 1, 2010.
2011: Regions are in no hurry
From July 1, 2011, government agencies will be banned from requesting data from citizens if it is possible to obtain them from another department. This date is established 210-FZ "On the organization of the provision of state and municipal services." Federal officials are rushing their regional counterparts.
"On February 21, 2011, we sent a request to the subjects on the implementation of interdepartmental electronic interaction (MEV, serves to transfer information between government agencies)," Deputy Minister of Economic Development Oleg Fomichev said in March 2011 at a meeting of the Regional Informatization Council. - Now only 10 subjects have provided such information. Often, instead of answers, we receive only messages listing problems, or letters with plans, the deadlines for the implementation of which come out on July 1, 2011. "
Fomichev also spoke about the department's study, which showed that a little more than half of regional public services are transferred to electronic form without delay. "We monitor the quality of the provision of public services in electronic form. The last such check ended on December 15, 2010 for 2.5 thousand services and 61 regions. At that time, the situation was difficult, "the official said.
As the Ministry of Economic Development found out, 18 Russian regions at the end of 2010 did not have public services portals at all. For 43% of regional services, even information was not available (the first stage of implementation,% are given from the number of portals where the stages were to be completed), and for 41% of the services studied, application forms were not provided (the second stage).
Also, the department took care of the abuse of citizens - the requirements to receive all the information necessary for the service without their participation at all. The Ministry of Economic Development has prepared amendments to the 210-FZ, where it proposes to the government to establish a list of documents that applicants must bring themselves.
"If we literally interpret the norms of the current law, then the applicant can come to provide a service without a passport and say that this data should be requested from the Federal Migration Service (FMS)," Fomichev continues. "There are a number of documents of the so-called personal storage (for example, a diploma of higher education), which do not need to go and receive, but are more convenient to bring with you."
In addition, the amendments propose to process personal data in the interdepartmental interaction system without the permission of the applicants. The Ministry of Economic Development noted that from July 1, 2011, although the departments will no longer be able to request unnecessary data from citizens, they are not obliged to transmit them to each other in electronic form, the possibility of paper exchange of information remains.

Regions will be able to finish public services

"It is very important that work services are provided at the same level in order to obtain a set of finished services," the head of the department emphasized. "On the part of the Ministry of Communications and Mass Media, we will do everything so that month after month the regions make a set of completed solutions."
Thus, the regions can be given the opportunity to independently create solutions in the field of electronic services, which the subjects actually lost after the mandatory introduction of the product from Rostelecom.
The minister did not specify the timing or more specific steps in this direction.
An appointment with a doctor is the most popular electronic public service
An electronic appointment with a doctor is the most popular service in Russia, experts from the non-profit association "Expert Center for Electronic State D-Russia" came to this conclusion according to a study, which the head of the center Pavel Khilov told reporters at a press conference on November 22, 2012.
More than 600 experts from 80 regions of the country took part in the study. As a result, a TOP-20 of the most popular electronic services in Russia was compiled. So, the first on the list is an electronic record with a doctor, then - access to information about tariffs and consumed housing and communal services, in third place - an electronic record for enrollment in kindergartens and schools.

Pavel Khilov, together with other experts from NGOs, proposed changing the approach to the provision of public services from applicant to notification. Andrei Borodin claims that public services should be provided automatically: "There is a card for a pregnant woman, then according to the database she went to the maternity hospital, from there the information went to the registry office and other benefit payment authorities, and a woman does not need to run anywhere, money should automatically come to her card, without the participation of a living person," - he explained his vision of the future system of rendering public services.
According to experts, it is necessary to create vertically integrated rotational information systems, for example, as a medical information system, and adopt at the federal level unified state standards and requirements for information systems used to provide state and municipal services.
"All our decisions and recommendations will be sent to the relevant federal authorities for further consideration," said Pavel Khilov.
2013: Establishment of a Coordination Council for Regional Informatization
In 2013, the Regional Informatization Council was established to coordinate activities and provide methodological assistance to regional authorities. The main goals of the implementation of the concept of regional informatization are to improve the quality of life of citizens through the use of information and telecommunication technologies, as well as to equalize the level of development of the information society in the constituent entities of the Russian Federation. The concept defines the sectors of the economy and directions of socio-economic development, where the use of information and communication technologies will give the greatest return. These are education, medicine, social security, transport and others.
The government commission as a whole approved the concept of regional informatization and instructed the Ministry of Communications of Russia to develop and submit to the Government a draft "road map" for its implementation.
2015: Concepts given a move
In January 2015, it became known that an order was published on the official website of the Government of the Russian Federation to approve the concept of regional informatization. The document was signed by the Chairman of the Government of the Russian Federation Dmitry Medvedev.
The concept of regional informatization defines the main goals and directions of activity on the use of information and communication technologies in state authorities of the constituent entities of the Russian Federation for the period up to 2018, as well as the organizational model for managing these activities.
