2023: Postponing System Launch by Six Months
Prime Minister Mikhail Mishustin signed a decree that postponed for six months the creation of the Federal State Institution "Unified System for the Provision of State and Municipal Services (Services)" at GosTech. The corresponding document was published on October 6, 2023.
Initially, this federal state information system was planned to be launched by July 2023, and now the deadlines have been shifted until December 31, 2023. By the new date, the Ministry of Digital Development of the Russian Federation will have to create and commission the specified information system, as well as ensure its inclusion in the unified digital platform of the Russian Federation "GosTech." It is necessary to ensure the transfer of services created when using the Federal Register of State and Municipal Services (Functions) FSIS to the information system until December 31, 2024.
In May 2023, the Ministry of Digital Development noted that a draft plan for the creation and development of the FSIS PGS on the "GosTech platform" was being submitted for interdepartmental approval in order to approve the plan by order of the government of the Russian Federation. Because of this, the development of the FSIS PGS on the "GosTech platform" until July 1, 2023 is not possible, in connection with which it is necessary to postpone this period, the department explained.
Also, the document of the Ministry of Digital Development stated that the application software necessary for the creation and operation of the system was developed and tested as part of the development of infrastructure that provides information and technological interaction of information systems used to provide state and municipal services and perform state and municipal functions in electronic form.

2022: Cloud Platform Launch Approval
At the end of June 2022, Prime Minister Mikhail Mishustin signed a decree approving the launch of a special cloud platform designed to simplify the transfer of regional and municipal public services to electronic form.
According to the press service of the Cabinet, we are talking about the creation of a unified system for the provision of state and municipal services (services) - a special software solution that will technically allow subjects and municipalities to process applications of citizens received from a single portal of public services. Prior to this platform, the regions needed to develop and run their own portals with various functionality and technical characteristics.
With the start of the new system, all administrative procedures related to the provision of public services can be unified and optimized, and no additional costs will be required from local authorities, except for the preparation of automated workplaces.
The signed resolution was developed as part of the work on the transfer of socially significant services to electronic form. It is necessary for the implementation of the decree of the President of the Russian Federation Vladimir Putin, which defines national development goals for the period until 2030.
It is noted that the transfer of public services to electronic form does not imply a rejection of the traditional format for their provision. All public services will continue to be available in state and municipal departments, as well as in multifunctional centers.
In accordance with the government decree signed by Mishustin, the Ministry of Digital Development of the Russian Federation was instructed to create and commission the federal state information system "Unified System for the Provision of State and Municipal Services (Services)" by July 1, 2022[1]
