Biography
Sergey Kalugin was born in Moscow in 1966.
From 1984 to 1986 he served in the Armed Forces of the USSR.
In 1991 he graduated from Moscow State University named after M.V. Lomonosov.

2000 - 2009

From 2001 to 2007 - General Director of National Cable Networks OJSC and one of its founders. The company changed several owners: Yuri Kovalchuk moved from Suleyman Kerimov, Rostelecom from Kovalchuk.
Former president of the Comstar operator Sergei Pridantsev, who has known Kalugin since the late 1990s, noted his entrepreneurial talent: "NKS was created on the basis of numerous operators, the purchase of which Kalugin himself was engaged in. And this purchase was carried out in a very timely manner. "
From 2007 to 2008 - General Director of National Telecommunications OJSC (NTK; controlled by Yuri Kovalchuk's National Media Group). At the end of 2008, he left the post of general director. Kalugin explained his decision to leave the post of general director of NTK (he remained a member of the board of directors and a member of the strategy committee), among other things, by his desire to develop "his own projects."
In January 2009, he announced the purchase of several Internet projects and the creation of Web-Media Holding on their basis.
In September 2009, he returned to the post of General Director of JSC National Telecommunications. Sergey Kalugin's contract, valid until the fall of 2012, was terminated ahead of schedule. He did not name the reasons for leaving. After his dismissal, he intended to develop his own projects, for which he had already retired in 2009.
2013
Appointment as President of Rostelecom
On March 27, 2013 , Rostelecom announced the decision to appoint Sergei Kalugin as president of the company. In this post, he replaced Alexander Provotorov, who headed the company since 2010.
A few days before this report, the media had already begun to feature information that the candidacy of Sergei Kalugin for the presidency of Rostelecom had been agreed upon by the presidential administration.
Refusal to compensate for early termination
In May 2013, Sergey Kalugin said that he refused compensation in the event of early dismissal provided for by the employment contract. According to him, this happened at the stage of discussing the employment contract. Speaking about the reasons for the refusal, the president of "Rostelecom" noted that he simply "did not want to."
At the same time, Kalugin added that he would like to participate in the company's management motivation program, if one is adopted. Rostelecom then told TAdviser that it was too early to talk about any program.
The previous president of Rostelecom , Alexander Provotorov, after leaving his post early, received compensation for more than 200 million rubles. 2017
Leaving Rostelecom
On March 2, the head of Rostelecom, Sergei Kalugin, left the company. It was assumed that he would go to work in the Ministry of Telecom and Mass Communications, where he would oversee import substitution and the implementation of the information security doctrine, a TASS source reported.
From a document published[1] on the corporate information disclosure portal, it follows that "for the conscientious performance of labor duties" in 2016, as well as the achievement of "key performance indicators," Kalugin will receive a premium of 69.6% of Rostelecom's annual salary[2].
In addition, the board of directors of Rostelecom, within the framework of the option program, decided to pay Kalugin another bonus at the end of 2016 "in the amount necessary to acquire 838 thousand 195 shares" of the company. During trading on the Moscow Exchange, the cost of one share of Rostelecom fluctuated around 79.5 rubles. Thus, the size of the premium could be about 66.6 million rubles.
As of December 31, 2016, the size of Kalugin's stake in Rostelecom was estimated at 0.2259% of the total number of ordinary shares of the company (approximately 2.575 billion shares). If a new stake is purchased for premium shares, Kalugin's stake may increase by a little more than 0.03 percentage points.
Transition to the Ministry of Telecom and Mass Communications
On March 31, 2017, the Ministry of Telecom and Mass Communications announced the appointment of Sergei Kalugin to the post of Deputy Minister of Communications and Mass Media of the Russian Federation.
In May, it became known that Kalugin will oversee the development of optical networks in the Far East, industrial Internet and a data transmission system for government agencies, Vedomosti writes.
"A number of issues will be related to traditional topics for him, such as, for example, the development of optics in the Far East, including the project on the Kuril Islands, for which he was responsible while working at Rostelecom," said Nikolai Nikiforov, head of the Ministry of Telecom and Mass Communications. "Some new directions are also possible, such as industrial Internet."
According to the minister, in general, the department also expects changes in the structure and the redistribution of functions between deputies.
Income for the year 199 million rubles
Income of Sergei Kalugin for 2017 amounted to 199.4 million rubles. (taking into account the income of the spouse 201.4 million rubles). It is known that when leaving Rostelecom, Kalugin received a bonus in the form of 70% of the annual salary and 0.03% of the company's shares. At the end of 2017, Kalugin sold all of his 0.28% stake in Rostelecom[3].
2018: Leaving the Ministry of Telecom and Mass Communications
In August 2018, Prime Minister Dmitry Medvedev dismissed Sergei Kalugin from the post of Deputy Minister of Digital Development, Communications and Mass Media RF. The corresponding order was published on the government website. The document states that Kalugin was removed from office at his own request.
2022: Joined the Board of Directors of Mother and Child Group of Companies
In March 2022, it became known about the entry of Sergei Kalugin into the board of directors of the Mother and Child group of companies. The former deputy head of the Ministry of Digital Development, Communications and Mass Media and the ex-president of Rostelecom became an independent director.

Kalugin became the seventh member of the Board of Directors of the Civil Code. On March 7, 2022, it became known that the general director of the Russian Direct Investment Fund Kirill Dmitriyev resigned from the board of directors of the Mother and Child group.
