Digitalization of the regions of Russia
The strategies for digital transformation of the regions, approved in 2021, are published in a separate article.
2025: The regions of the Russian Federation were allocated 250 million rubles for the integration of their systems with the showcase of data from state authorities
A total of 1 billion rubles were allocated for the development of regional information systems in order to integrate data from state authorities and management bodies of state extra-budgetary funds in Russia from 2025 to 2027 inclusive. This is stated in the law of November 30, 2024 "On the federal budget for 2025 and for the planning period 2026 and 2027."
The data showcase is a component of information systems of bodies and organizations of the public sector, which is a set of software and technical means that ensures the loading, storage and provision of state information from information systems of bodies and organizations of the public sector to other such structures. At the same time, it is envisaged to use a single information platform and a single system of interdepartmental electronic interaction to provide state and municipal services, perform state and municipal functions in electronic form, as well as to submit state data to the subsystem of information and analytical support for a single information platform.
In accordance with the adopted document, in 2025, the regions of the Russian Federation will be allocated 250 million rubles for the integration of their systems with a showcase of data from state authorities. In 2026 and 2027, costs will amount to 400 million and 350 million rubles, respectively.
The purpose of creating data marts is to accelerate the provision of state and municipal services by reducing the time for interdepartmental interaction by receiving automatic responses from information systems of public sector bodies and organizations. In addition, such storefronts serve to provide a list of available data from the information systems of public sector bodies and organizations that the applicant needs during the provision of state and municipal services.[1]

₽4,9 billion allocated for digitalization of public services in the DPR, LPR, Kherson and Zaporizhzhya regions
On October 7, 2024, it became known about the allocation of ₽4,9 billion for the digitalization of public services and the creation of Regional Management Centers (SDGs) in the Donetsk People's Republic, the Luhansk People's Republic, Kherson and Zaporizhzhya regions. The funds will be used to implement projects from 2023 to 2027.
According to CNews, the bulk of the funding - ₽2,5 billion - will be provided in the form of subsidies to the Dialogue Regions ANO to launch digital SDGs in new regions of Russia. These funds are distributed for the period from 2024 to 2027. Of these, ₽871 million will go to create and ensure the work of the SDGs, and ₽1,025 billion - to implement and develop the digital system "InfoSDGs."
The Ministry of Digital Development, Communications and Mass Media of Russia (Ministry of Digital Development) acts as the manager of public funds within the framework of this project. In 2023, the department has already received ₽2,4 billion for the transfer to the electronic type of public services in these territories.
The project involves the introduction of key subsystems of the federal e-government infrastructure to provide mass socially significant public services in electronic form. It is planned to ensure the fulfillment of state and municipal functions in such areas as urban planning, social security, education, health care, transport and logistics.
Within the framework of the project, the development of the Unified Portal of State and Municipal Services (Public services Services), the introduction of a feedback platform, ensuring access to information of authorities through official sites, as well as the development of the Unified Identification and Authentication System will be carried out.
Deputy Minister of Digital Development and Communications of the Kherson Region Mikhail Shpir announced the introduction of two information systems in the region: a regional electronic document management system and a social security system. In addition, five regional mass socially significant services were launched on the Public services portal.[3]
IT systems for the regions of the Russian Federation will be made on the basis of 10 models
In September 2024, it became known that within the framework of the national project "Data Economics" in Russia, 10 standard information systems for regional and municipal authorities will be developed. These models will serve as the basis for the creation of unified state information systems (GIS) at the level of regions and municipalities, which should increase the efficiency of digitalization of public services and optimize local management processes.
According to Vedomosti, the creation of these standard systems is aimed at solving the problem of fragmentation of existing GIS, developed and previously implemented by the regional authorities on their own. According to Mikhail Srodnykh, General Director of SKB Kontur, the creation of a single digital platform will speed up and simplify the process of introducing digital solutions on the ground. All developments will be based on a cloud platform solution, which will ensure seamless integration between different systems and simplify their further modernization.
Previously, the architecture of regional information systems was scattered, which made it difficult to provide public services electronically. The new approach, based on a single platform, will allow centralized data management, which will increase the speed and convenience of obtaining public services. As a result, many of them will be transferred to a proactive format.
As the co-founder of the ANO "Information Culture" Ivan Begtin notes, typical GIS will include such elements as document management systems, official sites and other services necessary for effective management. This will provide a uniform standard for all regions, which will avoid duplication of costs for the development and support of disparate solutions.
According to data provided by Deputy Prime Minister Dmitry Chernyshenko, at the beginning of 2023, about 4,000 state information systems functioned in Russia, of which 747 were federal, and 3816 were regional.[4]
Ministry of Digital Development: Typical IT solutions will be introduced in regions lagging behind in digitalization
Typical IT solutions will be introduced in the regions lagging behind in digitalization. The head of the Ministry of Digital Science Maksut Shadayev announced this on August 9, 2024, speaking at one of the forums.
We have a big challenge related to the need to close the gap in the level of digitalization between the leading regions and lagging regions. The solution that we propose is to implement a set of standard services on the platform that will enable the regions to use the most advanced developments in their activities, the minister said (quoted by Interfax). |
According to Shadayev, the first part of these decisions is discussed in August 2024, and in September 2024 it is planned to discuss social services.
We hope that from next year we will actively develop these services and implement them in those regions in which they are absent now, - said the Minister of Digital Development, Communications and Mass Media of the Russian Federation on August 9, 2024. |
He noted that the new national project "Data Economics" pays great attention to regional digital solutions. The initiative, among other things, provides for the creation of a computing and storage infrastructure using domestic equipment, technologies and software, including cloud platforms, data centers and computing power.
Earlier in 2024, Maksut Shadayev named the main priorities of the new national program "Data Economics" - one of them is to ensure accessibility Internet in the most remote corners. Russia Another priority will be the digitalization of public administration systems - new digital services for citizens in the field will appear, health care digitalization of support measures will be carried out, as well as the work of the portal will be improved. Public services[5]
The Ministry of Digital Science of the Russian Federation has been instructed to develop uniform Ministry of Digital Development for the regional digital transformation program
On July 22, 2024, Deputy Prime Minister - Head of the Government Apparatus of the RFD Grigorenko instructed to systematize state and departmental information systems. In particular, Ministry of Digital Development will have to develop uniform requirements for the regional digital transformation program.
In 2024, the implementation of the national program "Digital Economy," in which 44 departments take part, is being completed. On behalf of Grigorenko, by August 15, 2024, they must assess the risks of the implementation of the results and take measures for their timely and proper implementation.
Particular attention is paid to the participation of regions in achieving the nationwide goal of digital transformation. To implement the national project, as noted, integration with strategic regional development plans is necessary. In particular, the task of developing high-quality Internet access is associated with the development of road infrastructure. The governors will have to be guided by the unified requirements that the Ministry of Digital Development will determine when updating and approving regional strategic planning documents in the field of digitalization.
Grigorenko instructed to connect the regions to the State Analytical System "Management." This will allow all participants in the national program to work with a single information base, which will increase the efficiency of interaction. The analytical panel in real time reflects all data on the progress of the implementation of national projects in relation to specific departments and regions.
Grigorenko also stressed that as of mid-2024, there are a large number of state and departmental information systems. According to him, they need to be systematized and a register of accounting should be created. At the same time, requests for the introduction of new InformSystems will be discussed by the subcommittee on key digital transformation projects under the government.[6]

Digitalization of the public sector: key priorities and achievements at the regional level
Digitalization priorities at the regional level
Municipal and regional authorities are in a common vertical, so they implement the same programs as federal ones. At the level of each subject, a digitalization program was adopted, the key task of which is to integrate into the federal information structure, organize a similar information processing system and protocols of interaction between departments and entities.
Digitalization of interaction with the population and business
The regional level of public administration is aimed primarily at working with the population, with legal entities and other participants in economic activities on the ground.
For example, in Pravo Tech's joint project with Sakhalin Oblast to gasify households, a BPM solution is used as a tool. It has become a convenient service not only for citizens, allowing them to quickly submit applications for dogasification, but also for employees of the regional Ministry of Energy, municipalities, My Documents centers, representatives of Gazprom and their contractors, since now they all work in a single convenient system for processing these applications.
Using the example of the Sakhalin region and other regions, we see that the governors are interested in having a tool that will display the progress of each task and initiative in real time. In addition, it became clear that any management decisions, both at the federal and regional levels, should be made on the basis of specific metrics and measurable indicators, which are collected automatically from accounting systems and are visual and transparent, - comments Kirill Kondratenko, Deputy General Director of Pravo Tech. |
Digitalization should first of all optimize and make it convenient to interact with government agencies and departments. At the same time, one should not forget about the elderly, who often find it difficult to use services digitally. Therefore, you need to save multi-channel service both by phone and through digital channels (mobile applications, chat bots, etc.). At the same time, implement best practices such as Customer Journey, Expectation Management, Service Delivery Level (SLA), and so on, "said Lenar Rakhmatullin, Head of International Business Development at ICL Services. |
The speaker also notes that it is important at the regional level to support the implementation of federal initiatives and relevant priorities, including those aimed at eliminating corruption, developing fair competition through blockchain technologies and a legal basis.
According to Oleg Giatsintov, technical director of DIS Group, the state should provide a convenient set of services provided for residents, at the regional level they are closer to people and business, so tasks can be set much more accurately. To do this, the Ministry of Digital Development regularly holds meetings with the regions in order to understand how the state can promote digitalization in a particular region, taking into account its specifics.
At the regional level, the tasks of providing the population with access to the Internet, training IT specialists, the development of unified call centers, automated collection and analysis of citizens' appeals are still relevant.
Improving the availability of health services
Digitalization of healthcare is carried out with the introduction of modern technologies, including AI, remote consulting by specialists, including from other regions. At the same time, it is important to interact between departments, as well as unify local services with the federal level. If you collect all the data into a single database, then it will be easier for people, regardless of which city or region they find themselves in, to get medical care.
By 2024, a system of electronic prescriptions and automated management of preferential drug provision should be launched in all regions.
Digitalization of education
Equipping with modern equipment and the development of digital services in educational institutions, which takes place within the framework of the federal project "Digital Educational Environment," has become a major expenditure item for the regions in 2022. Rostelecom is integrating regional systems with the My School federal system related to the Education section of Public services. This will allow parents and children to receive information on homework and assessments, lesson schedules on the portal.
FSIS "My School" is positioned as a tool for teachers, parents and children. Users have access to personal accounts, verified educational content, cloud storage and other services.
Digitalization of transport infrastructure
The introduction of intelligent transport systems has been going on in the regions for several years as part of the national project "Safe Quality Roads." During this time, about 96 billion rubles were spent on them. Intelligent transport systems help regulate traffic flows, manage road infrastructure, ensure road safety and uninterrupted public transport. The greatest demand is the system of photo and video recording of traffic violations, traffic management, complex solutions. In 2022, ITS was introduced in 42 regions - twice as much as at the start of the project.
It is planned that the population threshold of participating cities will be reduced from the current 300 thousand and the project will cover 82 urban agglomerations.
Also, a mobile application has been launched in a number of regions, with the help of which you can track the movement of public transport, plan a route and pay for trips.
Effective Region Program
Many digital changes are taking place thanks to the Effective Region program, which is implemented in government bodies in more than 40 regions with the support of Rosatom Corporation.
The project "Effective Region" is based on the management concept, which implies maximum focus on the consumer by eliminating all types of losses in internal processes, and involving each employee of the organization in their optimization.
Priority areas for digitalization of all regions without exception are health care, education and transport. At the same time, both federal initiatives, for example, the further development of super applications to improve user experience, and regional projects are relevant. The latter include various services to simplify and optimize user actions: "Smart City," acceleration of medical care and others, - notes Stanislav Bratchikov, product manager at Linx. |
Digital transformation of Russian regions: tasks and achievements
Traditional leaders in digitalization among Russian subjects are Moscow and the Moscow region, St. Petersburg, Tatarstan, Yakutia, Novosibirsk region.
It's not just that these regions have the largest IT budgets. They are the most open to the introduction of the latest technologies, dynamically adapt to changing market conditions: they quickly make decisions and withstand the plan for the implementation of long-term strategies. They also have a favorable atmosphere for business and state interaction, and IT in these regions significantly improves the quality of life of the population, "says Igor Leypi, director of the department for work with state organizations Softline. |
Moscow
The capital implements more than 300 digital projects in all sectors of the urban economy and social sphere, and each of them helps to make Moscow more comfortable for life and business, plan the development of the city for years to come and provide the highest quality service to millions of citizens and tourists. Moscow's digital projects are divided into three main areas.
Development of the city's digital ecosystem. It allows you to receive more than 400 services and services in electronic form: from everyday (for example, a doctor's appointment, transfer of meter readings and payment of bills) to exclusive ones (online book booking in libraries, rental of premises in museums and houses of culture, charity). The ecosystem includes a mos.ru portal and other Internet resources, urban mobile applications and a system of communication with citizens, including the Citywide Contact Center. The electronic interdepartmental interaction system in the first six months of 2023 alone saved residents from the need to receive and provide more than 105 million paper documents to departments.
Digital transformation of all industries and increase the efficiency of urban management. Artificial intelligence, big data analysis, digital twins and more are the everyday tools of all city services. For planning, the Moscow management system uses the Digital Twin of the city. This is a large-scale platform, the basis of which is an accurate 3D copy of the entire territory of Moscow. It helps to make balanced management decisions in the fields of urban planning, improvement, security and other industries. For example, in the Digital Twin of the city, you can enter the BIM model of the future structure and assess how it will fit into the architecture and infrastructure of Moscow. And by integrating with other city information systems, you can track the movement of urban ground transport and special equipment with construction waste directly on the city's 3D model.
Moscow implements more than 80 projects using artificial intelligence. They save city department specialists from routine work and help them devote more time to tasks that require a non-standard approach or special attention. For example, the video analytics system helps city services identify violations in the maintenance and improvement of courtyards, roads and pedestrian zones, and the voice assistant on city hotlines answers already half of the calls of citizens, unloading operators and providing residents with information quickly and without waiting on the line.
Projects using the Internet of Things help to control the stability of the systems on which the comfort and safety of citizens depends. For example, each car of utilities is equipped with a GLONASS system and sensors that collect information about the level of fuel, the operation of onboard mechanisms and attachments. Telemetry data packages enter a single system and allow the city leadership to monitor the work of special equipment in real time, check whether the cleaning of a specific territory was carried out.
Ensuring the work and development of the city's IT infrastructure, without which no online service and no digital project is possible. This direction includes:
- provision of city institutions with communication and modern technology;
- maintaining its operability;
- development of urban Wi-Fi network;
- operation of urban data centers;
- video surveillance;
- ensuring information security of urban information systems.
Among the significant projects, the press service DIT of Moscow also notes the creation of an urban development ecosystem. software Moscow is already developing its own library of solutions with. Since the open source Mos.Hub end of May, it has been available to all Russian IT specialists, and more than 3.5 thousand users have already joined the project. In the next few years, the capital plans to completely switch to its own joint development solutions, ON including project management services, documentation and other tools. This will speed up the creation of new useful products for business and citizens, as well as allow Russian developers to remain competitive, regardless of decisions made outside the country.
Certain digital projects in Moscow are aimed at import substitution of foreign services. For example, the digital travel service RUSSPASS has become a significant Russian platform for booking hotels and organizing travel, and the open source solutions library Mos.Hub has allowed thousands of developers to abandon popular foreign platforms.
St. Petersburg
In St. Petersburg, as part of the development of the project "State for People," they are introducing a client-centric system in the executive authorities. So, on the basis of the MPSC in St. Petersburg there is a regional optimization center, which is engaged in improving public services and services in order to use them as conveniently as possible. He also works out the optimal client paths in various life situations. The Effective Region project is also closely related to this area, which is designed to optimize processes in city institutions and, thus, make the provision of state and municipal services faster and more comfortable for residents.
We pay great attention to working with data. For us, it is a priority to consolidate data from city services and organizations into a single information space for their effective interaction and management. This, for example, data on construction, objects of the urban environment, road and street network and others. Another key area is the development of the ecosystem of urban services and the application "I live here," which provide a variety of services and services for Petersburgers. Today, more than 200 services are available on the Digital Petersburg portal. The number of unique visitors to all ecosystem services is 2.5 million people per week. Also in the current conditions, import substitution of technical equipment and software, and strengthening information security are relevant for us, - comments Stanislav Kazarin, Vice-Governor of St. Petersburg. |
In addition, great attention in St. Petersburg is paid to the development of the Safe City hardware and software complex, in particular, to increasing the grouping of video surveillance cameras and the introduction of new video analytics algorithms. Software robotization is also used in the city.
In 2022, ROBIN began cooperation with the St. Petersburg Information and Analytical Center under the Committee for Informatization and Communications, which introduces software robots both for its own needs and for optimizing the processes of all executive bodies of state power in St. Petersburg. In the Finance Committee, the results of the introduction of the first two software robots were converted into exemption from routine load for a total of up to fifteen employees. Now specialists can spend their working time on the formation and control of more complex projects, - says Pavel Borchenko, Managing Director of ROBIN, SL Soft. |
Novosibirsk region
The electronic document management and workflow system of the Government of the Novosibirsk Region (EDD) covers the entire vertical of the authorities, from the governor's office to rural settlements, as well as all subordinate and municipal institutions. A large-scale update of the EDD in 2021-2022 made it possible to introduce into the work of state authorities and local self-government an interdepartmental legally significant electronic document flow using an electronic signature. In 2023, the system will be finalized: any authority will be able to exchange documents under the interdepartmental electronic document management (EDO) system.
The Ministry of Digital Development and Communications of the Novosibirsk Region is working to reduce the timing of the provision of mass socially significant services by introducing digital tools: information systems, interdepartmental electronic interaction, artificial intelligence technology, mobile applications for recipients of services and authorities employees, business analytics modules, etc.
The list of services provided in electronic form is constantly expanding. They are also translated into a proactive format of provision, excluding the applicant's order. Improving the quality of their provision, including due to the introduction of the principles of client centrism.
The Unified State Information System of Healthcare of the Novosibirsk Region is being introduced in medical institutions of the region, combining more than 70 functional modules that are closely integrated with each other: MIS, Automated System of Preferential Drug Provision, Healthcare Portal of the Novosibirsk Region, Central Archive of Medical Images and others. 100% of state medical organizations are connected to Uniform State Health Information System NSO.
In the field of education in the Novosibirsk region there are state information systems "Electronic Kindergarten," "Electronic School," "Electronic College." From September 1, 2022, he earned a single access to educational services and digital educational materials of the My School FSIS for students, parents and teachers.
For the first time in Russia in the Novosibirsk region, the possibility of obtaining electronic permits for the extraction of waterfowl within the framework of the established experimental legal regime has been implemented. To work with electronic permissions, the My Hunt mobile application has been developed for platforms based on Android and iOS, which allows:
- view information about the hunting ticket, hunting permits and administrative offenses;
- enter information on the obtained hunting resources and transfer them to the Ministry of Natural Resources of the Novosibirsk Region without the need for a personal visit;
- provide the hunting inspector in electronic form with information on the obtained hunting resources.
It is planned to finalize the decision "Inspection of the housing stock." The updated functionality will allow employees to form in electronic form a protocol and act of inspections, warnings to management companies with the possibility of signing an enhanced qualified electronic signature. This will optimize the activities of the inspection, reduce the response time to incoming incidents and increase the efficiency of employees.
Udmurt Republic
The key tasks of introducing digital technologies in the field of public administration in the Udmurt Republic are:
- organization of secure interdepartmental electronic interaction;
- Increase the efficiency and accessibility of the use of state data, both for the implementation of state and municipal functions, the provision of state and municipal services, and to meet the information needs of individuals and legal entities;
- conversion of mass socially significant services into electronic form;
- reducing social tensions and improving the quality of life of the population through the ability to order and receive the results of the provision of services in electronic form;
- improving the quality of interaction of citizens and organizations with state bodies, local authorities, state and municipal institutions through digital platforms.
More than 80 mass socially significant services in Udmurtia have already been transferred to electronic form. About 79% of all applications for their receipt are submitted online through the State Services portal or the Regional Portal of Public Services. In electronic form, you can get about 130 types of information at the disposal of federal, regional and municipal authorities and institutions. With the help of SMEV in Udmurtia, more than 3 million interdepartmental requests were carried out. Work continues to create data marts.
The region is also developing electronic document management of state executive authorities and local self-government. The total share of documents transferred between regional departments in electronic form exceeds 80%. The work with draft regulatory legal acts is also digitalized, which allows managers to control the stages and terms of work.
A system for archiving electronic documents is being introduced, which will help automate or completely eliminate many workflows with paper documents. The system automates the acquisition, storage, use and accounting of documents, reducing the burden on archive employees.
On the artificial intelligence platform in the Government of the Udmurt Republic, an intelligent document processing system has been launched, which processes citizens' appeals, automatically registers accepted appeals in the electronic document management system and assigns the topic of the appeal to the Thematic Classifier. The system also generates a resolution template and searches for duplicate appeals.
The project "Centralized Accounting" is being implemented - a system for maintaining accounting, personnel accounting and payroll on the cloud platform 1C-Fresh"," which is integrated with software products of the budget process in the region. 257 institutions are connected to it.
Pskov region
A data-driven education management project is being implemented in the region. Within its framework, a regional GIS in the field of education was launched on the Low-code platform. The online designer allows you to quickly develop and flexibly modify complex industry solutions based on large amounts of high-density data. The platform is integrated with SMEV, EPGU, regional and federal systems in the field of education and combines the subsystems necessary for all levels of the sphere. The solution is based on the Alt Server OS.
The approach of the Pskov region to digitalization of the education sector (creation of a single database) differs from the one that other regions often choose - storing data on different segments in different databases.
Work with data on the educational platform is implemented through digital profiles of the municipal government body and educational organization, children and teachers. Thanks to the harmonization of data and the general segment containing all the information of the NSI, the Pskov region has no problems with their exchange between different institutions, as in other regions. The information and certificates required for the certification of teachers are collected automatically from various subsystems, which allows you to take into account in detail all the measures in which the teacher participated.
Access to the platform can be obtained by employees of educational institutions, representatives of the regional authorities and parents.
Ryazan region
In the Ryazan region, an interdepartmental system of electronic document management and workflow (MSEDD) is developing. The government, authorities and municipal self-government are connected to it, as well as all subordinate institutions - about 600 organizations in total. A fully functional electronic document flow with a completed document lifecycle has been organized between them. In 2022, more than 400 thousand documents were transferred through the MSEDD of the region.
Internet reception of citizens' appeals is integrated with the system. This made it possible to reduce the time spent on processing cases and significantly speed it up.
The region expands the list of data that can be exchanged via SMEV. Work is underway to provide information from regional systems. It is planned to integrate MSEDD with the Unified Population Register, Russian Post, GIS "Typical Cloud Solution for Automation of Control and Supervision Activities."
Perm Territory
The region is successfully implementing a single centralized service platform for state and municipal services, an automated information system "Big Data," a state information system formations EPOS, a single platform for communication with residents "We manage together," a single platform EDMS for all participants. electronic document management In total, 50 GIS and over 150 information systems operate in the Perm Territory. The proper pooling of data from them for high-quality analytics is the first priority of IT specialists. It is solved in stages.
First, new industries are added to the unified Big Data system, taking into account the possibility of obtaining primary information from federal and regional information systems. Then the data is normalized, processed by analytical systems and output to dashboards. They, in turn, are sent to managers on mobile phones.
The use of a single Big Data AIS and the Apache Superset tool helped three times reduce the development time of any analytical services. The system implements a variety of analytical methods, including big data analytics and forecasting solutions.
The region has a unified technology policy for the development of microservices and other IT solutions, a unified approach to describing the IT architecture has been formed. A single standard is used for data processing.
***
For the effective development of digitalization in the regions, it is necessary to organize and support the exchange of experience and the scaling of solutions that have proven themselves in other regions. An important task of the state is to unify good practices and extend them to other regions, taking into account the specifics.

Mishustin approved the criteria for assessing the "digital maturity" of the regions
In April 2021, Prime Minister Mikhail Mishustin signed a decree of the Government of the Russian Federation on updating the criteria for assessing the effectiveness of governors. In particular, the methodology for calculating the indicators of "digital maturity" of the regions was approved.
The level of digital maturity in assessing the work of governors and regional authorities in general is the availability of public services for the population through digital opportunities, distance learning, and telemedicine. Of course, the situation is built in different ways everywhere, but each subject of the Russian Federation seeks to improve the direction of digital accessibility, - said Rifat Sabitov, chairman of the commission of the Public Chamber of the Russian Federation on the media. |
In accordance with the approved methodology, the sources of information for calculating the "digital maturity" of the regions are:
- administrative data of interested regional executive bodies, formed within the framework of automated information systems, accumulated into the federal state information system for coordinating informatization;
- administrative data of interested federal executive bodies and state extra-budgetary funds of the Russian Federation, formed within the framework of automated information systems, accumulated into the federal state information system for coordinating informatization;
- other federal and regional information systems with legally relevant information that meet the integration requirements established by the responsible federal executive body in agreement with the Ministry of Digital Development, Communications and Mass Media of the Russian Federation.
Updated methods for assessing the effectiveness of the work of regional authorities will reflect the successes of regional authorities in achieving national development goals, and the subjects of the Federation with the best results will be able to count on additional subsidies from the federal center.[19]

Digital transformation in the regions, according to Chernyshenko, is the responsibility of the heads of the subjects, their KPIs.
The Institute of Digital Transformation Leaders was approved by President Vladimir Putin. And he supported our proposal to involve governors in this work so that they appoint those responsible for digital transformation and oversee this work on the ground, - added the Deputy Prime Minister |

At the end of October 2020, it became known about the president's instructions Russia Vladimir Putin to work out the possibility of forming ratings of "digital maturity" of federal and regional executive bodies.
Together with the working group of the State Council of the Russian Federation in the direction of "Communications, Communications, Digital Economy," consider the possibility of forming ratings of "digital maturity" of federal executive bodies and executive bodies of the constituent entities of the Russian Federation, the list of Kremlin instructions says. |
The order must be completed by May 1, 2021, the head of the working group, the governor of the Moscow region Andrei Vorobyov and the Prime Minister of the Russian Federation Mikhail Mishustin have been appointed responsible for it.
It is known that by the end of October 2020, a federal rating of the digital development of regions is being developed in Russia, which assesses a number of parameters, including the readiness of the digital infrastructure, the growth of labor productivity, the satisfaction of citizens and business.

He stressed that the regions will be able to continue to use their systems, and the connection to the new platform will be voluntary.
And those who do not have the opportunity to do so, they can use this most effective solution. It will be convenient just for citizens and will not require additional costs. We can very quickly "roll" this throughout the country, - said the Deputy Prime Minister. |
Vladimir Putin supported the ideas to launch a single platform for the provision of standard services and to unify standard regulations that determine their order, and asked to formulate what changes to the legislation will be required for this.
Formulate what exactly is needed, what changes need to be made to the current law, what additional regulatory documents to adopt - and then we will substantively discuss, "the head of state said.[25][26] |

86 billion rubles are allocated for the digital transformation of the regions of Russia
At the end of July 2020, it became known that the authorities allocate 86 billion rubles for the digital transformation of the regions of Russia in the regions. The costs of such projects will be directed until 2024, said Deputy Prime Minister Dmitry Chernyshenko at a meeting on digitalization, sports, culture and tourism in the North Caucasus Federal District.
According to him, in each regional executive body, the leaders of the digital transformation will be determined, and their work will be coordinated by the Ministry of Communications. In particular, the department will assess the success of projects in each region of Russia.
Within the framework of the national program "Digital Economy," a separate federal project is being implemented - "Digital Technologies," which provides for a quadruple increase in financial investments in domestic solutions in the field of information technology.
As part of the presidential decree "On National Development Goals of the Russian Federation for the Period until 2030," it is envisaged to develop new tools to support digital projects at the regional level, as well as the creation of special development zones. By the end of July 2020, work continues in Obninsk to create an innovative scientific and technological center, whose priority areas of activity include the development and introduction of digital technologies.[28]
The implementation of the Digital Region project was postponed for a year
One of the components of the "Digital Economy" may be the federal project "Digital Region," within the framework of which, as it became known in July 2020, the costs are planned in the amount of 257.6 billion rubles. Of this amount, the federal budget is expected to allocate 70.2 billion rubles, regional budgets - 177 billion rubles. In particular, the construction of buildings will be ensured using information modeling technologies, information systems for environmental monitoring and waste accounting will be created, as well as the involvement of citizens in decision-making processes.
At the end of June 2020, at an online conference, Alexander Zorin, head of regional policy at the Digital Economy ANO, answering a TAdviser question, said that the implementation of the Digital Region project was postponed for a year due to the redistribution of budget funds to fight the coronavirus.
Pskov region 7 times exceeded the plan for the share of IT systems on Russian software
In mid-June 2020, it became known that the Pskov region 7 times exceeded the plan for the share of IT systems based on Russian software. This was due to the participation of the region in the national program "Digital Economy."
An important indicator for us, according to which we demonstrate record dynamics, is the share of information systems operating on the basis of domestic software. In 2019, the figure should be 10%. But we exceeded it seven times, - Denis Matveev, head of the regional department of digital development and communications, told TASS Information Agency of Russia, specifying that initially such results were planned to be achieved only by 2023. |
According to him, by mid-June 2020, the regional administration uses only one foreign system (company platform Oracle). It is planned to abandon it by the end of 2020, Matveev emphasized.
He also noted that the transition to domestic software can significantly reduce the risk of failures and increase information security.
The most important thing is that information security increases significantly, since it is difficult to assess what is inherent in the program code of a foreign product. And, secondly, this is a service: if no one can service a foreign system, we will have to buy a new one, and if this is a domestic development, we understand that the developer is in the Russian Federation, "Matveev said. |
He said that domestic software is comparable in its technical capabilities and functions to foreign counterparts. In the Pskov region, officials switched to Russian accounting and antivirus programs, and also mastered programs that process analytical data.
Matveev added that "in terms of ensuring information security," the Pskov region exceeded another indicator for the national project, reducing to zero the downtime of state information systems after hacker attacks.[29]
How IT helps Russian regions isolate people and survive a pandemic
Against the background of the spread of a new coronavirus infection in Russia, the regions found themselves in a difficult extraordinary situation. The burden on ICT infrastructure has seriously increased due to the transfer of employees of many organizations to remote work and self-isolation of citizens. The regions also urgently needed to transfer tens of thousands of schoolchildren to distance learning. Against the background of this situation, somewhere the consumption of Internet traffic on average increased by 3.5-4 times, and per day users download and transmit 2.5 times more data than a month earlier. TAdviser spoke with representatives of digital ministries and departments in a number of regions and found out how they cope with the situation. Read more here.

Medvedev created a council to coordinate the digital development of regions
December 12, 2019 it became known about the completion of the formation of the Council for the Coordination of Digital Development of Regions. This initiative of the Ministry of Communications was created by decision of the head of government Dmitry Medvedev.
According to the publication D-Russia.ru, citing sources familiar with the situation, as well as a representative of the Ministry of Telecom and Mass Communications, it is planned to approve the regulation on the council and its composition soon.
The first meeting is scheduled for March 2020. The Council will be headed by two co-chairs - the head of the Ministry of Communications Konstantin Noskov and the head of the Ministry of Economic Development Maxim Oreshkin. Deputy Director of the Department for Coordination and Implementation of Projects on the Digital Economy of the Ministry of Telecom and Mass Communications of Yury Zarubin has been appointed Secretary.
The Board has the following tasks:
- assessment of federal projects, state and federal target programs and other strategic and program-targeted planning documents aimed at introducing ICT into the activities of regional executive bodies, as well as development of proposals in these areas for consideration by the government commission on digital development;
- development of proposals on typical problems arising during the implementation of projects for the socio-economic development of the constituent entities of the Russian Federation providing for the use of ICT, as well as proposals aimed at removing administrative barriers in the field of the digital economy, improving legal regulation in the field of the use of information and telecommunication technologies in the regions and ensuring control over the implementation of measures in these areas;
- exchange of experience on the formation of an "information society," as well as on projects for the socio-economic development of the constituent entities of the Russian Federation, providing for the use of information and telecommunication technologies, including the development of proposals in these areas for consideration by the commission.[30]
Deputy Chairman of the Federation Council Turchak proposed to create a new federal project - "Digital Region"
On October 18, a meeting of the Council for the Development of the Digital Economy under the Federation Council was held, the topic of which was designated as "From a smart city to a digital region." At the meeting, Vice-Speaker of the Federation Council Andrei Turchak proposed to develop a federal project "Digital Region," which would eliminate the backlog in the quality of life of people living in settlements that were not included in the program of the "smart city." At the same time, according to Turchak, the public-private partnership has great potential in the implementation of the Digital Region project.
This proposal confirms that recently in the upper house of parliament, interest in the topic of the digital economy has clearly intensified. Two weeks ago, during the parliamentary hearings in the Federation Council on the parameters of the draft federal budget for 2020 and the planning period 2021-2022, the chairman of the Federation Council Valentina Matvienko spoke quite sharply about the unsatisfactory level of cash execution of national projects, making a special emphasis on the national program "Digital Economy."
The national project "Ecology" - 20%, the national project "Labor productivity and employment support" - 35%. Total disgrace. "Digital economy" - well, this is generally unacceptable, 15%. If the ministries cannot master themselves, it is necessary to figure out what is the reason. Then give the governors money, they will have time to do the documentation now, realizing that there will be money, - Matvienko noted. |
An expert on state information, with whom TAdviser discussed news from the Federation Council, believes that such an increased interest of senators in the budgets of the digital economy is not accidental. Representing the interests of the constituent entities of the Russian Federation and observing the seemingly inefficient spending of "digitalization" budgets at the federal level, the Federation Council naturally wants to redistribute part of these financial flows to the regional level. Unfortunately, as the expert notes, with all due respect to Matvienko, her statements on the budgets of the "Digital Economy" are far from ideal from a regulatory, economic and procedural point of view.
Firstly, there are no catastrophic problems with the implementation of national projects, the expert believes. For some reason, in the last 3-4 months, it is the low cash execution of national projects that has been actively discussed. But cash execution is just about transferring money from the accounts of the Treasury. And such transfers occur either when government contracts are completed and settlements are made on them, or when budget funds in the form of subsidies are transferred from distributors of budget funds to recipients. Now most government contracts are executed without advance payments and all calculations take place at the very end - as a rule, at the end of the year.
In order to assess the real state of implementation of national projects, you need to look not at cash execution, but at documentary activities - announcing public procurement, concluding contracts, signing agreements on subsidies, and pay attention to the terms of payments and transfers prescribed in these documents. And suddenly it turns out that with the implementation of national projects, everything is not as terrible as journalists write about it.
Secondly, at present, not a single governor, even if he were an economic genius, will be able to master the "unfinished" funds of the digital and any other national project at the federal level simply because there are mechanisms for the execution of the federal budget, and these mechanisms in relation to the funds of 2019 have already been transferred to the "Closed" position. No tranches from the federal level to the regional level are now impossible, the "barrier" of the Treasury is in a lowered state.
Returning to Turchak's proposal to organize a new federal project "Digital Region," the TAdviser expert asks the question: "Why did the Federation Council need a federal project in the field of digitalization?" After all, the Ministry of Construction, which is proposed to be one of the operators of this new fedproject, already has its own departmental digital project - "Smart City."
Giving a departmental project the status of federal simply for the sake of status is not a topic that would be worth making such loud statements. The federal status of the project without federal money is nothing. This means that behind the proposal of Andrei Turchak there is an unspoken clearly, but quite unambiguously considered desire to receive additional budget funding. Moreover, there is an example before our eyes - the recently announced organization of the new federal project "Artificial Intelligence" within the framework of the national program "Digital Economy."
If, in principle, we assume that the creation of such a project is real, the problem is that now additional funds can be obtained in the newly created federal project only by redistributing funds between existing national and/or federal projects. The general budget of all national projects was approved until 2024, and no one except, perhaps, the President of the Russian Federation is able to increase the size of this budget even by 1 kopeck. Although, they can easily reduce, moreover, by many billions of rubles.
It is also clear that none of the curators of 12 out of 13 existing national projects will agree to transfer the budgets of "their" project to the Digital Economy national program. This means that while it is purely theoretical, we can only talk about the redistribution of funds within the Digital Economy national program, which is now happening with the newly organized AI fedproject. And among the currently existing 6 fedrojects of the "Digital Economy," the main funds are concentrated in those four projects that are supervised by the Ministry of Digital Development. And, it means that today's statement by Turchak is a direct and obvious threat to exactly the budgets that the Ministry of Telecom and Mass Communications now disposes of.
This, of course, is understood by Andrei Turchak himself, and the Ministry of Digital Development also understands. It is no coincidence that in the operational news published in the publication D-Russia, immediately following the statement of the vice-speaker of the Federation Council, an anonymous statement by a representative of the ministry is given:... "The topic is important and necessary. The main thing is that the implementation of the new project is not at the expense and not to the detriment of other federal projects. "
However, it is clear to everyone that it will definitely not work at the expense of other federal projects. As a well-known expert, director of NP "Information Culture" and head of the "Open Data" department in the Accounts Chamber of RFIvan Begtin wrote in his Telegram channel: "Everything goes to the fact that the Digital Economy will be" banned "for other projects."
It seems that in the near future we will face a big battle for the budgets of digitalization. As another well-known owner of the Telegram channel writes: "We will watch."
Informatization of Russian regions. How to stop running in a circle and make everyone happy?
The article, prepared in September 2019 for TAdviser by expert Yuriy Datsenko, is designed to solve two problems:
- remind everyone of the accumulated experience done in the framework of the informatization of regional executive bodies, to protect them from "walking" in a circle and repeating previous mistakes;
- "throw" one of the options for the further development of informatization of the regional authorities of the Russian State for discussion by a respected public.
This article is a subjective view of the past, present and future of regional informatization, the formation and development of the digital economy of the Russian Federation. The author does not claim the truth of last resort and shares his opinion based on experience and understanding of what is happening. Many thoughts may seem banal and obvious, but sometimes the totality of platitudes gives rise to something new and, possibly, valuable, which, in fact, this article wanted to achieve.
The Ministry of Telecom and Mass Communications is preparing the National Index for the Development of the Digital Economy of Russia
At the end of June 2019, the Ministry of Digital Development, Communications and Mass Media of Russia announced a competition for the preparation of a system of indicators for the National Index for the Development of the Digital Economy of the Russian Federation as part of the implementation of the event of the federal project "Digital Technologies." The cost of work is estimated at 14.9 million rubles.
Within the framework of the new project, the concept of the National Index for the Development of the Digital Economy of the Russian Federation, the methodology for calculating its indicators, as well as a system of indicators of digital development of regions will be developed. Read more here.

Digital transformation of the region: why is needed and where should begin
The essence of the digital transformation of the region is to ensure effective interaction between the state, citizens and business in order to reduce any barriers within interaction. Ultimately, the regions are fighting both to retain qualifying personnel and tax residents. To fulfill this task, it is necessary to adjust the level of interaction of the state and citizens, citizens with business and business with the state so that in order to develop, implement and improve the economy, receive benefits, citizens do not have to move to other subjects or even countries.
Digital transformation, contrary to the established opinion, is not a common process of introducing digital technologies into communications or changing them in order to correspond to the upcoming digital reality. Digital transformation is, first of all, the setting of goals related to the benefits of data collection and processing. In public administration, these are opportunities related to ensuring the safety and social well-being of the population by building reliable forecast models, multifactorial analysis and making high-quality management decisions based on them, says Timur Akhmerov, General Director of BARS Group.
Dmitry Gorbachev, an expert at Forsyth, believes that it is necessary to combine existing information systems into a single whole so that all systems speak "the same language." A single language is a single platform for solving different data problems.
The informatization of public administration is an evolutionary process rather than a revolutionary one. The experience of using and developing information systems, which was obtained by federal bodies, is transferred to the regions, more precisely, the regions themselves are actively adopting it, investing their specifics in it.
Each region is specific: its own approach to organizing digital processes, its own technological initiatives. But the tasks are general - digitization of housing and communal services, health care, social sphere, agro-industrial complex, security.
The main effect of introducing software systems for the population is to solve socially significant issues: increasing the comfort and safety of the urban environment, providing public services and public services. The economic advantages of digitalization in the state sphere for the regional government are formulated, rather, as a secondary result, - said the Forsyth expert. |
Viktor Dyachkov, head of the ICL group of companies, CEO of ICL, says that digital transformation affects all industries in the region and each of them changes its style of work. Private regional companies, among other things, are striving for digital transformation. This will allow them to interact more effectively in the industry, with the state and their employees. Therefore, the process of digital transformation in the regions is a comprehensive process, and its essence is to increase the convenience and efficiency of the work of each individual person.
According to Elena Ivanova, Marketing Director of EOS, digital transformation is aimed primarily at simplifying interaction in all spheres of life - be it the social sphere, health care, education. At the same time, technologies are becoming more complicated: modern informatization implies the use of artificial intelligence, big data, cloud solutions.
If earlier the most popular product of the EOS company in the regions, especially in the public sector, was our flagship EDMS "Delo," now we are increasingly seeing the interest of our customers not only in the capitals, but also in the regions to new functionality. In Buryatia, for example, government agencies use our portal solution EOS for SharePoint. An example of the implementation of non-standard processes in the regional interdepartmental electronic document management system on the Delo EDMS platform can be our project in the Krasnodar Territory, where, in particular, on the basis of our EDMS, a roadmap for the implementation of an investment project with the ability to visualize in the form of a Gantt diagram is working. In an effort to contribute to the simplification of electronic interaction between our customers, including traditionally the largest business structures and state organizations of different levels, we systematically expand in our solutions the possibilities of interaction with FTS and MED, and in the new module "Project Management" we laid down the functionality of seamless integration with EDMS "Delo." I note that the functionality of project management in the concept of the "Digital Region" becomes a necessary component of the EDMS, it makes it possible for persons controlling large regional projects to gain access directly to the EDMS to all electronic documentation and schedules for the performance of project work. This module will soon be deployed in one of the regional administrations, - says Elena Ivanova. |
The First Steps of Digital Transformation
Review of management approaches
According to the general director of BARS Group Timur Akhmerov, in order to put all the technological capabilities of the region on the rails, it is necessary to take into account both digital and non-digital factors. Innovative changes in the region are primarily influenced by the readiness of the region's management to revise management approaches. The introduction of new projects, services and changes in business processes cannot be implemented without the joint work of the end beneficiaries of each individual task, for example, regional business structures, as well as authorities.
It is important to create a business environment, to support the digital sector of the economy in order to constantly develop startups and initiatives of the business sector. In addition, there is still a question of a shortage of IT specialists and a weak level of literacy of the population in the field of information technology. Although work in this direction is definitely underway: in many regions, computer literacy projects have now started for various groups of the population (doctors, teachers, pensioners, social service workers, etc.), - says Akhmerov. |
At the state level, digital transformation is, first of all, a way to turn to face citizens, says Boris Bobrovnikov, CEO of CROC.
It is clear that digital transformation should begin "from the head," that is, from the regional government. It would be useful to systematically support and encourage those departments that are able to do more in this area, he believes. |
Electronic Document Management
The Russian government called electronic document management the basis of digitalization. According to Elena Ivanova, the digitization of documents, the transfer of paper to electronic form, the development of EDMS is the base without which the introduction of more complex electronic interaction technologies is impossible. Now UZEDO is already being actively implemented, an electronic signature is being developed, electronic archives are being organized, including digital original archives.
Our systems represent entire platforms for intelligent information management. In particular, we are working on technologies for intelligent processing (semantic analysis) of documents. For example, the copyright of incoming documents, depending on the topic of the letter and other parameters, allows you to analyze the number of requests from citizens and organizations on these topics, analyze the distribution of requests by municipalities. Autoannotation tools offer standard or predefined annotation texts. Automatic filling of the card details takes place depending on the information in the unclassified documents. Automatic routing distributes correspondence to a particular registrar who is responsible for the relevant departments. Document grouping is based on common characteristics (topics, amounts, owners, performers, territories, content, project milestones) and metadata. Intelligent search by word forms and synonyms, comparison of document versions, data verification (checking the correctness of entering details) - all this in the conditions of digitalization significantly speeds up and facilitates work with information, - said Elena Ivanova, EOS Marketing Director. |
Until recently, the availability of public services online seemed like a real technological breakthrough. But even in these evolved processes, the usual "paper" steps remain. Digitalization should correct this situation. The modern consumer needs modern services in which not individual steps will be digitized, but all without exception. Digital service will not only become cheaper for whoever provides it, but will also draw the attention of the population to the availability of public services.
Of course, now in the process of digital transformation there are nuances. And they are connected not only with the difficulty of implementing innovative ideas by developers. For example, with special attention you need to approach projects with interdepartmental interaction. However, among the projects for the digitalization of regions, large and promising samples can already be distinguished, - said Boris Bobrovnikov, General Director of CROC. |
As an example, he cites a comprehensive information system of courts of general jurisdiction (KIS SOY), in which more than 5 thousand users of the Moscow City Court and 35 more district divisions work. The system makes interaction at all levels of the judicial system more open and efficient, reduces costs, increases the level of data security. Citizens can submit the necessary documents through a single portal, they no longer need to personally visit the courthouse in order to receive case materials with their participation.
Another indicative example, which Boris Bobrovnikov tells about, is the electronic document management system of the administration of the Perm Territory. With the help of it, residents got the opportunity to take an active part in the life of their region. They send their applications and proposals for infrastructure development to the site, where they are received by responsible persons and make appropriate decisions. Thus, the figure establishes a direct dialogue between the government and the population, and this should be pursued, he is sure.
"Pilots" of new technologies and legislative changes
In general, an important factor now is the readiness to experiment and conduct "pilots" of new technologies and new approaches in various areas of implementation of national projects, Timur Akhmerov believes.
Also, among the first steps in the implementation of the region's digital agenda is the creation of a developed legislative and regulatory framework that will contribute to the growth of the IT market and strengthen the import substitution policy, the development of uniform standards for the operation of information systems to eliminate fragmentation and ensure widespread Internet access.
Development of telecom and IT infrastructure
Access to the Network is a necessary minimum in order to start digital interaction, says Elena Ogol, head of informatization in the state and municipal authorities of the Softline group of companies.
Since digital transformation involves the transition to electronic interaction of citizens, regional governments and economic actors who work in a particular region, it is obvious that this cannot be done without a certain level of development of communication infrastructure, especially fast stationary and mobile Internet.
Dmitry Gorbachev, an expert at Forsyth, believes that digitalization in state structures of subjects is carried out according to a typical scenario: the first steps require the formation of a unified technological environment - infrastructure or adequate data transmission systems, their collection and storage. Modern conditions for the development of digital systems are based on the premise that there is no need to collect data in one place, you need to have a single exchange space. To combine existing data, a developed infrastructure is needed, the expansion of data channels and the use of the necessary tools for integrating heterogeneous information.
All these steps impose significant requirements for investment support for the region. Targeted budget financing and the practice of public-private partnership are the funds and tools adopted at the state level that the region has to begin work on digitalization.
The first wave of IT system implementations is associated with the tasks of monitoring and control - the creation of situation centers, video communication systems, unified document management, software complexes for monitoring the execution of receipts, projects and programs - that is, software solutions that represent and visualize information as is as it is. The second stage is the collection and analytics of big data, optimization based on the findings of government processes. The third stage is modeling and forecasting possible ways of developing the region, - says Dmitry Gorbachev. |
Enterprise Support
The task of government agencies is to take measures that will help stimulate the transition from the traditional paradigm of interaction to digital. First of all, it is advisable to support enterprises of one or several sectors of the economy, which in a particular region provide a significant part of the gross regional product and/or provide a large number of jobs for local residents. Incentive measures can be preferential tax rates and even tax holidays - for example, with measures to modernize production, which will lead to "digitalization."
For example, in the Krasnodar Territory, where agriculture is one of the flagship industries, several years ago, with the direct participation of the regional government, a digital platform was created on which data from agricultural producers were consolidated. Farmers can see the general picture of agricultural production in the region (who sows and what, how much he collects, who produces and what, etc.). It is also known about initiatives to stimulate manufacturers to switch to advanced equipment - for example, to combines with Internet of Things modules, GPS systems/and GLONASS with the prospect of transferring these combines and tractors to unmanned mode.
Cutting-edge industries are interested in good infrastructure for their businesses. For example, if Krasnodar agricultural producers need good and stable cellular communication or mobile Internet, operators of these services supplement the infrastructure with new base stations and wider communication channels. Enterprises in the flagship industry are more likely to start a "chain reaction."
Business is followed by budgetary organizations - educational institutions, health care institutions, etc. Their contribution is also significant, since, say, medical and preventive institutions within the framework of digitalization are beginning to use new equipment and new approaches: diagnostic devices with the ability to connect to the local network of the LPU; telemedicine, thanks to which the patient after the operation remains under the supervision of a doctor from the regional center, even being hundreds of kilometers away from him; new processes, such as online consultations, medical decision-making assistance systems, and more. All of the above requires the involvement of specialists with appropriate expertise. Ultimately, these and other factors of digital transformation cascade onto ordinary residents - they begin to use digital services and become part of the process and result of digitalization of the region.
The Challenges of Digital Transformation
The most significant problem of digital transformation is the lack of understanding of goals, objectives and key indicators.
According to Andrei Bugaenko, Deputy Director of the Federal State Budgetary Institution of Research Institute "Voskhod," examples of transformations already begun at the federal level have all the signs of "transformation for the sake of transformation": without clear and strictly defined goals, consisting of slogans, without specific and understandable results for the system of state management.
Another equally important problem of digital transformation is ensuring the ability to apply results to solve specific social, economic problems, ensuring the security and constitutional rights of citizens. This problem is closely linked to the digital transformation of public administration at the federal level, with the coordination of informatization of departments, organizations, regions.
Today, many regions are not ready for a digital future due to the lack of a deep understanding of the goals and transparent "rules of the digital game," weak coordination in the field of informatization and the inability of the market to explain the essence of digital transformation. And it is the efforts of the industry regulator - Ministry of Digital Development of the Russian Federation - that systematize the subject area of digital transformation, its active position in terms of subsidizing regions, attracting professionals from subordinate enterprises and experts from the largest market players, as well as interaction with competence centers and customers of digital transformation from government bodies, will solve the identified problems. And the industry will do the rest on its own: organically, quickly, efficiently, - Bugaenko is sure. |
Big data in the regions: which areas will be in demand
It is too early to talk about the demand for big data analysis in Russian regions, it is being formed gradually, as primary data is collected from different information systems into a single digital space. Interest in big data is mainly shown by large companies or state corporations of flagship industries. They manage large infrastructure projects, often geographically distributed. They need to analyze the information collected from different sources, identify patterns, interpret them and use them in the decision-making process.
Nevertheless, big data on a regional scale will be in demand in a number of applied applications in the social sphere - for example, in medicine.
For example, 5 million people live in the region, some of these people go to medical and preventive institutions. They are sent for medical examination, examinations are prescribed, diagnoses are made, treated - during these processes, data appear with which it is necessary to work. Data is constantly updated, so healthcare is really one of the most relevant areas of application of big data technologies. The collected data will help predict the scale of epidemics of seasonal infections such as influenza, determine the needs for new studies related to the health of residents, predict the dynamics of diseases specific to a particular region, etc., - says Elena Ogol, head of the informatization department in the state and municipal authorities of the Softline group of companies. |
BARS Group General Director Timur Akhmerov recalls that in the constituent entities of the Russian Federation, his company, together with pharmaceutical organizations, is already working out the healthcare industry. We are talking, in particular, about the preparation of depersonalized analytics.
The regions already have certain accumulated data over the years of informatization - in various industries, with different levels of validity. The next step is to work together with the regions to form end-to-end banks of these regions and, of course, monetize them. We are one of the pioneers in this direction, "he explains. |
As part of the implementation of the smart region program, a large amount of data has already been accumulated and the transport sector will still accumulate. Data from GLONASS sensors, information on the average speed of cars, traffic congestion, video flow from cameras and other information form an array of big data, which can be used to solve transport problems - traffic control to reduce congestion or to develop transport accessibility in urban areas. And there are also open data and data from social networks. So the number of ways to apply big data in the regions will only increase.
However, this is difficult from the point of view of the readiness of the management of the subjects for such work, the correct formation of such projects in the legal field and their technological training.
At the same time, all this data must be reliable and secure - so that it cannot be replaced, so that it cannot be manipulated, and so that it cannot be used to harm. This is a good point of effort not only for regional authorities, but also for IT consultants. I think the solution to the problem of reliability and security can only be found by joint efforts, - adds Elena Ogol. |
According to Timur Akhmerov, the sectors of health care, education, construction and housing and communal services are becoming active directions towards the development of paid services and monetization of data. It is these trends that will show strong dynamics in 2019, he is sure.
ICT expenses of the regions of Russia in 2018. Rating
The Center for Expertise and Coordination of Informatization, subordinate to the Ministry of Communications, monitored regional IT budgets and shared its results with TAdviser. According to the results obtained, the total amount of funding for informatization activities in the constituent entities of the Russian Federation in 2017 amounted to about 85 billion rubles, which is 21.6% more than in 2016. It is planned to increase the cost of financing information measures in 2018 to about 100 billion rubles, which is 17.6% more than in 2017.
The top five leaders in terms of funding for informatization in 2017-2018 do not change. In 2018, the leader in terms of funding planned for informatization is Moscow - 49.9 billion rubles. The second place is occupied by St. Petersburg with a budget of 10.1 billion rubles. The third place is the Moscow region with a budget of 5.2 billion rubles. In fourth place is the Khanty-Mansiysk Autonomous Okrug with a budget of 2.6 billion rubles. Closes the five leaders of the Republic of Tatarstan with a planned budget of 1.8 billion rubles. In total, the top 5 accounts for 67% of all regional ICT spending.

| Data source - CEC (based on survey of regions) |
Among the key areas of regional spending in the period 2017-2018, the CECI notes such as: the formation of the basic communication infrastructure, the transfer of public services to electronic form, the creation of sectoral information systems. These main directions indicate that, in general, the costs of the constituent entities of the Russian Federation correspond to the main goals of activities on the use of information and communication technologies in state authorities of the constituent entities of the Russian Federation for the period up to 2018, determined by the Concept of Regional Informatization, as well as Decree of the President of the Russian Federation of 07.05.2012 No. 601 "On the main directions for improving the public administration system."
The reserve for the successful and accelerated implementation of regional digitalization projects is the attraction of private financing, according to the CECI. In accordance with the law on public-private partnership, such a mechanism has been created.
Of course, the list of projects related to PPP facilities according to the law is quite limited, "says Roman Urnyshev, director of TsEKI, to TAdviser. - For example, thanks to the amendments adopted earlier, it became possible to conclude concession agreements when installing photo and video recording systems on the roads. This mechanism was used in Sevastopol, the Republic of Dagestan, the Jewish Autonomous Region with a total attraction of about 1.7 billion rubles of private financing. However, the conclusion of concession agreements in the development of communication infrastructure and the creation and modernization of information systems is still impossible. The relevant amendments are considered by the Federal Assembly of the Russian Federation. |
In addition to attracting extra-budgetary funding, it is also worth paying attention to the optimization of current budget expenditures, for example, through the centralization of procurement.
The Chelyabinsk region, through centralization, ensured budget savings and a quick transition to domestic software in government agencies, becoming one of the leaders in this indicator in Russia. In the Khanty-Mansiysk Autonomous Okrug, the centralization of procurement together with the centralization of powers to maintain information systems in the region made it possible to develop a unified approach to information protection, as well as to exclude the duplicate functionality of a number of information systems in the region. This led to the optimization of budget expenditures for the purchase of equipment and the creation of information systems, freeing up funds for other digitalization projects. Colleagues from other regions can take this experience now, - says Roman Urnyshev. |
2017
In which areas of state regional informatization the greatest demand is expected in 2017-2018
Speaking about the priorities of state regional informatization, participants in the domestic IT market quite strongly disagreed. Nevertheless, the main directions are still clear. These are import substitution processes and the development of electronic public services, projects in the field of a safe and smart city, cloud services and blockchain technology, digital healthcare and projects aimed at increasing the openness of regional authorities.
Information Openness and Improvement of Management Efficiency
For dialogue with the population, open online platforms are increasingly used - city portals and forums. As noted by Alexey Gromakov, Director of the Department for Development and Management of Solutions at NVision Group, the colossal volume of users is a new level of responsibility.
According to Timur Medzhitov, Deputy Director for authorities at Directum, in 2017 the direction for the preparation and collection of information for monitoring and analyzing the results of consideration of appeals from citizens and organizations received an intensive impetus.
This task became relevant due to the entry into force of the Decree of the President of the Russian Federation of April 17, 2017 No. 171 "On monitoring and analyzing the results of consideration of appeals from citizens and organizations," said Medzhitov. |
Alexey Vyskrebentsev, an expert on the development of Forsyth products, also believes that the development of IT technologies in the field of regional management is built around solving the problems of information openness of regional authorities, involving citizens in the management of the urban environment, as well as increasing the efficiency of ministries and departments.
For example, within the framework of the first direction, the portals "Open Budget" of the city of Moscow, "Understandable Budget" of the Perm Territory, "Public Budget of the City of Perm," "Our City of Moscow" and others are already successfully functioning. They provide citizens with information about state programs, the budget, and also become a form for dialogue between the authorities and the population in matters of arranging the urban environment. Roads, courtyards, parking lots, medicine, education and other spheres go into direct control of citizens. In addition, openness is also facilitated by the programs for monitoring socio-economic development implemented by the executive authorities based on the standard Management state automated system system, "Alexey Vyskrebentsev told TAdviser. |
The second trend, in his opinion, is enshrined in the National Security Strategy of the Russian Federation until 2020, which regulates the creation of a system of distributed situation centers in order to promptly manage information, solve emerging problems, increase the efficiency of management activities, as well as make decisions in crisis situations. Situational centers are being actively implemented in the regions of Russia, while their priority is their integration into a single system of distributed situational centers.
The implementation of the indicated trends requires software tools that correspond not only to current technological challenges, but also to the orientation towards the use of domestic software by state structures, as well as special software. This tool is the BI-platform Prognoz Platform, which has become the basis for the implementation of the listed projects. The platform not only successfully solves the problems of data collection, processing and visualization, but also includes modeling and forecasting tools that allow strategic planning at the regional and national levels, the Forsyth expert added. |
Import substitution
Import-substituting products will undoubtedly be in demand in the regions. Moreover, the main growth in demand is predicted in the category of office software.
To ensure the sustainability and security of the regional information and telecommunication infrastructure, undoubtedly, in 2017-2018, the demand for Russian office software will increase, "said Elena Ogol, head of informatization at the state and municipal authorities of the Softline group of companies. |
In addition, according to her, specialists of information services of state and municipal authorities look with hope at the developers of domestic system-wide and application software, including operating systems, database management systems, office and other application software, hoping to receive high-quality, efficient products from them.
Due to the need to constantly increase capacity and productivity, domestic computer, server and telecommunications equipment at regional data processing infrastructure facilities will be in demand. And to solve the problems of the field of development of territories, construction, property and land relations, domestic geo-information technologies will be in demand in state authorities and local self-government, "added Elena Ogol. |
Vladimir Andreev, president of Docsvision, believes that the main demand for import-substituting products will be in the next two years. First of all, it concerns office software. At the same time, the demand for domestic operating systems will lag behind the demand for applied software, Andreev is sure.
Boris Bobrovnikov, CEO of CROC, believes that the strengthening of US sanctions will encourage government agencies to continue working to get rid of American commercial software, replace it with open source software or custom developments.
In the same regard, the introduction of open source system software will develop. And we are not talking about a simple replacement, it is important for customers to get additional functionality from updated systems. Of course, the matter is not limited to simply updating existing systems on an open platform, "he said. |
Public services
Another important area is the continuation of the development of the sphere of public services, including electronic ones.
Elena Ivanova, Marketing Director, EOS expects further and deeper automation of public services and improvement of interaction state agencies between different levels (when exchanging information, in particular).
Andrey Burin, head of the public sector department at Force Center for Development (Force Group FORS Group), believes that in the regions in the coming years there will be a demand for work to unify processes and regulations for the provision of state, regional and municipal services.
In general, one of the main directions now is the centralization of information resources throughout the country, the development of uniform regulations and standards in relation to a number of public services, especially at the regional and municipal levels. In this regard, the regions are faced with the task of streamlining and unifying the data of their regional information systems to bring them to a single format adopted at the federal level, he says. |
Yuri Mazurov, head of the commercial directorate of the Asteros group, believes that solutions that allow expanding the list of public services to the population will be in demand to a large extent.
These are so-called, end-to-end digital technologies, for the implementation of which preference will obviously be given to domestic platforms, he adds. |
Viktor Serebryakov, vice president of the Lanit group of companies, notes that the trends of recent years were directed to the front office - more available electronic services were required, and everyone was chasing the number.
The actual number of services on portals converted to electronic form exceeds all reasonable limits. Summing up the results of this race, it is worth noting that in fact, we practically did not have fully electronic services. This is not only the fault of IT shniki. The regulatory framework itself (NPA) does not allow this to be done. For example, the license issuance service will not become completely electronic until it is recorded at the NPA level that the license is issued in the form of a paper document. It is necessary to move from a license in the form of a paper with a stamp to a license in the form of a legally significant entry in the electronic register. There was also a lack of attention paid to efficiency. No one counted how much certain services cost the state, "he adds. |
Information security
Together with the development of state services for citizens and organizations, the information security segment is developing.
According to Oleg Chutov, vice president of Informzaschita, there is a feeling that in the regions the emphasis on infrastructure projects will shift towards the development of content content and services. And with their growth and increased availability of communication services, the need for information security will be more urgent than ever.
The incentive for an increase in demand for information security solutions will be the strengthening of regulation of this area by the state. However, the position of regional bodies, their understanding of regional priorities and risks, and budgetary opportunities will play a decisive role. Thanks to the monitoring of information from the unified information system in the field of procurement, we observe that at the moment the spread in budget expenditures on information security is very significant: Moscow and St. Petersburg account for 2 and 1.5 billion rubles, respectively, while certain regions of the North Caucasian, southern and Far Eastern federal districts - only about 15 million rubles, - says Chutov. |
Smart and Safe City
Regions participate in projects for the development of the Safe City program. The direction of the "smart city" is also very popular.
Boris Bobrovnikov, CEO of CROC, sees demand on the topic of a reasonable city. In his opinion, to a greater extent, customers are focused on ensuring the safety of people with the help of these technologies, creating a convenient and comfortable space.
Among our developments is intelligent real-time traffic management, including forecasting situations and offering models for responding to them. For example, in Togliatti, a pilot zone "Smart traffic lights" was implemented, and to ensure security in one of the country's airports, an intelligent video surveillance system was launched, integrated with the database of the Ministry of Internal Affairs for the search for criminals, Bobrovnikov explained. |
Andrei Bogomolov, senior vice president of Technoserv, also says that the regions are actively introducing elements of a "smart city" - an integrated monitoring system based on the Internet of Things - from managing passenger traffic and street lighting, to paid municipal parking lots.
In addition, Technoserv is an active participant in the implementation of the AGRARIAN AND INDUSTRIAL COMPLEX Safe City federal program. In particular, the company implements projects in Vologda, Cherepovets Vytegra,,,, Kursk Nizhny Tagile Nizhny Novgorod Yakutsk, Mordovia and Veliky Novgorod, Arkhangelsk, Kotlas and Gorno-Altaysk, where it is actively introducing its own unique developments. In most regions, Technoserv works in tandem with.Rostelecom
Alexey Gromakov, Director of the Department of Development and Solution Management at NVision Group, recalls that urgent tasks to prevent emergencies, ensure the safety of people in public places, as well as optimize traffic flows, are usually solved by launching urban situation centers. Centers help you quickly make decisions in critical situations, monitor and monitor various objects and manage processes.
Such premises already exist in state organizations of federal significance, it's time to implement similar projects everywhere at the regional and municipal levels, Gromakov said. |
Cloud services
The trend towards cloud technologies continues to strengthen in the regions. According to Technoserv, more than 60% of the regions either already use cloud services, or plan to use them, based on the successful experience of other regions - Moscow, St. Petersburg, Kazan, Khanty-Mansiysk and Tula.
As noted by Andrei Bogomolov, Technoserv provides cloud services on the basis of its own platform "T1 Cloud (formerly T1 Cloud)" - a solution that meets all the norms of state regulators in relation to personal data.
We are also authorized to carry out certification of information systems as a regulatory body, since we have all the necessary certificates of compliance with the requirements of the legislation of the Russian Federation and licenses of the FSTEC and the FSB of Russia. Today, eight services are available to Technoserv Cloud customers: virtual dedicated server, virtual data center in secure and closed segments for FZ-152, corporate mail, cloud service desk and ITSM, cloud storage, cloud database and backup, he says. |
Blockchain
The possibilities of applying blockchain in the public administration system and the economy Russia are widely discussed at the highest level. Meanwhile, representatives of IT companies believe that the use of this technology can significantly facilitate document flow, reduce the cost of public services and secure the storage of information.
According to Mikhail Alekseev, senior vice president of Maykor, general director of the CRT Service company (part of Maykor), blockchain-based products have every chance of widespread development in the public sector.
The undeniable advantage of using blockchain is to ensure maximum security when storing information in databases, as well as the transparency of obtaining reports on the changes made, he says. |
CROC experts also see many opportunities for using blockchain in the public sector: in document management, for managing land and other property, for registering companies, obtaining certificates and, as a result, to remove intermediaries between a person and a state apparatus, thereby reducing the cost of such services.
Yana Berezkina, General Director of RuVDS (MT Finance), believes that the state may use blockchain to verify changes in personal data of citizens and business information according to the registry model. If in reality this happens, it will radically facilitate the document flow and life of ordinary citizens and businesses, she is sure.
I think for the next two years, the vector will be precisely in the digitization of residents' data and the gradual introduction of blockchain. Taking into account the smallness of the forecast period itself, I think only the first steps will be taken in the blockchain, "adds Yana Berezkina. |
Digital Health Care
The transition to digital healthcare includes a whole range of measures, such as automation of LPUs, the introduction of electronic medical records in the regions, connection to Uniform State Health Information System, telemedicine, etc.
According to Alexei Ilyin, partner of Netrika, health informatization is a continuous process. In this area, all regions constantly face new tasks: the introduction of integrated electronic medical records, connection to My Health's personal account, setting up interaction with territorial compulsory medical insurance funds, queue management, and the implementation of analytical tools to improve the quality and availability of healthcare.
Integration of departmental IEs
For regional authorities, the topic of interdepartmental electronic integration is relevant.
Thus, Yuri Mazurov, head of the commercial directorate of the Asteros group, believes that from a technological point of view, the greatest demand will be for solutions that ensure the deep integration of various state systems at both the federal and regional levels, as well as solutions that allow you to work with large amounts of data.
Boris Bobrovnikov, CEO of CROC, voices his company's experience in this direction.
For example, CROC automated the process of processing administrative cases for road fines, integrating 4 departments with each other. And for the electronic justice system, data is exchanged with more than 10 departments, including the Moscow Prosecutor's Office, Moscow departments of the Federal Bailiff Service, the Federal Tax Service, the Federal Penitentiary Service, the Traffic Police Department, and so on. Most of the software IT solutions are developed on the basis of open source products, or domestic production. Recently, "CROC" realized the opportunity to submit documents to the court without personal presence - through the personal account of a single portal of courts, - he said. |
Development of already implemented solutions and infrastructure optimization
Limited IT budgets and rising prices for foreign solutions shift the attention of regions from new projects to the development of previously launched ones.
Evgeny Kuchik, CEO of BOSS. Personnel systems, "believes that judging by the results of 2016, the Russian public sector informatization market is at a turning point.
Given the rise in price of foreign IT products, customers can afford much less than 2 years ago. The import substitution program in the IT field has not yet fully started working. This has changed the structure of IT spending: new projects are launched less often, and, as usual in such a situation, attention has shifted to the development of already implemented solutions and infrastructure optimization. The role of open source software and public-private partnership has increased. And it should also be noted a large variation in the level of informatization in various constituent entities of the Russian Federation, - notes Evgeny Kuchik. |
He also recalls that at the beginning of 2017, the Ministry of Telecom and Mass Communications named the amount of subsidies to support regional IT projects: the budget for 2017 will be "more than 343 million rubles."
For the country, this amount is small, but allows you to support federal projects in the regions, for example, an increase in the number of residents of the constituent entities of the Russian Federation registered in the Unified Identification and Authentication System (ESIA). However, the volume and such a subsidy decreased by almost 200 million rubles compared to the previous year, he adds. |
Tagir Yapparov, chairman of the board of directors of the ATI group of companies, also believes that in 2016-2017. regional informatization was at a kind of "crossroads."
The tasks associated with the introduction of electronic public services have largely been completed and are developing according to plan, and new "big topics" initiated at the federal or regional level have not yet been formulated. As a result, the IT budgets of the regions are 70-90% aimed at supporting and maintaining previously developed information systems, he says. |
Expansion of automation of control and supervision activities
According to the Ministry of Telecom and Mass Communications of the Russian Federation, as of 2017, 65% of institutions of regional authorities with control and supervision powers do not use information systems in their specialized activities.
According to Andrei Burin, head of the department for work with the public sector of the company "Force-Center Development" (GC "Force"), the expansion of automation of control and supervisory activities will reduce the administrative burden on citizens and organizations engaged in entrepreneurial activities.
Viktor Serebryakov, vice president of the Lanit group of companies, says the same. In particular, he calls the reform of control and supervisory activities and the application of IT in this area a trending direction.
This is the very direction that can reduce the burden on business and increase the efficiency of the state apparatus that provides this activity. The inspection procedures themselves should become more understandable and regulated due to their simple and understandable description, by analogy, as administrative regulations for public services were introduced at one time. The use of IT will make this process more open, predictable and manageable, says Serebryakov. |
Transition to Project Management
The change in demand in the field of regional informatization is associated with the introduction of project management in the public sector and the opening of project offices in the regions.
According to Alexei Ilyin, partner of Netrika, this trend has created new requests from regional authorities: from automation of entire industries to automation of certain efficiency improvement tasks.
For example, 2-3 years ago, there was practically no demand for instruments that help increase investment attractiveness in the regions. Today, there are already implemented projects in the field of interaction with investors (for example, the Investment Project Management system in St. Petersburg), and solutions to reduce the timing of coordination, such as the Unified Construction Complex System (USSC), says Ilyin. |
Alexey Gromakov, Director of the Department of Development and Solution Management at NVision Group, also notes the trend of the transition from classical document management to integrated project management, which, in his opinion, requires the use of new methodological approaches and software for setting and monitoring tasks, for developing strategy and long-term planning.
Other directions
In addition to the above areas, to which increased attention of regional authorities is expected, there are also a number of promising projects.
Thus, Andrei Bogomolov, senior vice president of the company Technoserv"," also refers to the drivers of the development of regional informatization as a pilot implementation of projects of the National Technology Initiative (NTI) in 10 subjects, of the Russian Federation mass connection of medical organizations to high-speed, to the Internet choice by the Association Internet of Things (founded with the participation of the IIDF) of the Russian standard for the Internet of Things - NB-FI (Narrow Band Fidelity), the development of services based on, GLONASS the approval of the Digital Economy of the Russian Federation program, the adoption of a law on telemedicine and the introduction of a bill on the creation of IT systems according to the model of public-private partnership (PPP). According to him, projects for the implementation of regional segments of state information systems will continue to develop. He also does not exclude the creation of regional systems for charging heavy vehicles.
Andrey Burin from Force Development Center (Force Group of Companies) identifies a number of other areas where increased demand is expected in the coming years. This is active automation in the field of property and urban planning, management of real estate and urban infrastructure, as well as the increasing use of IT in transport.
Elena Ogol, head of informatization in the state and municipal authorities of the Softline group of companies, believes that the demand for software and hardware will increase, ensuring the protection of the rights, freedoms and legitimate interests of the individual in the digital economy, since all state and municipal information systems process personal data of residents of the corresponding cities and settlements of the regions of Russia.
Mikhail Alekseev, Senior Vice President of Maykor, General Director of CRT Service (part of Maykor), assumes that in 2017-2018 technologies that can provide the state with a positive overall economic effect will be in demand.
In this regard, an increase in interest in the turnkey service can be expected. For example, by purchasing a printing service, the department saves itself from capital expenditures for the purchase of equipment, consumables, and support for equipment. The customer pays only for the final result - the printed page. The relevance of the turnkey service model is also explained by the fact that it enables state bodies to concentrate on their main activities, without focusing on secondary, non-core tasks, he notes. |
Boris Bobrovnikov, CEO of CROC, adds BIM technology to the announced areas, the great development of which he expects precisely in the public sector.
Information modeling of buildings is trying to introduce not only construction companies who want to build facilities financed from the state budget. BIM is also being implemented by companies supporting a large territorial-distributed infrastructure - transport companies, organizations engaged in the construction and operation of roads, the operation of building complexes and shopping centers. "Road maps" for the transition to BIM technologies are now the most popular service for the direction of BIM in "CROC." For example, CROC created such a roadmap for the Ministry of Transport and Roads of the Republic of Tatarstan and its contracting and subordinate organizations. And some customers have already gone further - they have implemented a digital 3D model of their infrastructure and connected subcontractors to it in order to synchronize operational actions online, "he says. |
Timur Medzhitov, deputy director for work with Directum authorities, expects active demand in several directions at once, not announced above. In particular, this is the implementation of legally significant archives of long-term storage of documents in electronic form (for storing documents with permanent shelf life and shelf life of more than 10 years), the development of SMEV in order to expand the possibilities of interdepartmental interaction and the modernization of regional electronic document management systems. Particular attention in the latter direction is paid to the task of interaction between regional, municipal authorities and budgetary institutions.
According to Tagir Yapparov, Chairman of the Board of Directors of the ATI Group of Companies, while the new federal goals under the Digital Economy program are only being formulated, the regions will create their own "digital agenda" based on their current priorities and budgetary opportunities.
{{quote 'The "digitalization" of basic social services for the population will be relevant for all tasks. Moreover, these will be not only public services, but also digital education, e-health, etc. A number of regions will also actively develop specialized IT systems based on their needs: for example, digital subsurface systems for mineral-rich regions, various "tourist" systems - in resort areas, etc.
Gradually, as the tasks of the "digital economy" are specified at the federal level, the formation of regional programs will begin, which will lead to the emergence of new large projects, will require a transition from the previous logic of process automation to more complex systems using the latest technologies that allow you to work with data as digital assets, "he says.}}
Vladimir Sizykh, RDTECH Marketing Director, believes that all the areas listed in the program for the development of the digital economy in the Russian Federation for the period until 2025 will one way or another be reflected in regional informatization. However, much will depend on the efforts of the federal authorities, because, firstly, almost all areas require centralized efforts, and secondly, regional informatization traditionally develops due to the scaling of existing solutions.
Yana Berezkina, CEO of MT Finance, believes that the digital economy may appear when society is digitized from below.
If the state decides to become "digital" in one day, and our citizens continue to transfer paper from one department to another, there will be no economy. It is very good that the country's leadership understands this and follows the path of introducing "numbers" from below, "she says. |
Yuri Mazurov, head of the commercial directorate of the Asteros group, adds that the transition to digital will require an impressive pool of qualified specialists, among whom a large percentage will be occupied by IT personnel, and their shortage has been noticeable for the past dozen years.
Rating of regions by the level of informatization
On October 13, 2017, at the regional informatization Ministry of Digital Development, Communications and Mass Media Russia council, she presented a rating of regions for the development of the information society for 2017, according to the Expert Center of the Electronic Ministry of states[31]
Among the priority sub-indices of the new ranking are: ICT infrastructure, e-government, ICT in education, ICT in health and ICT in transport. In general, the list of sub-indices corresponds to the sections of the Concept for the Development of Regional Informatization, approved by order of the Government of the Russian Federation of December 29, 2014 No. 2769-r.
The first three positions in the 2017 ranking are occupied by Moscow, the Tyumen region and the Khanty-Mansi Autonomous Okrug. The top ten also includes the Republic of Tatarstan, the Tula Region, the Novosibirsk Region, the Republic of Bashkortostan, the Yamalo-Nenets Autonomous Okrug, the Tomsk Region and the Chelyabinsk Region. In the last positions - Jewish Autonomous Okrug, Chechen Republic, Republic of Crimea.
Regions were especially noted that were able to significantly improve their positions in the ranking due to the implementation of one of two strategies: the implementation of projects for the informatization of the most socially significant areas and the uniform development of projects in all areas.
The number of regions that, according to the Ministry of Communications, "advanced" due to the implementation of the first strategy included the Republics of Bashkortostan, Mordovia, Tatarstan, Kursk and Tomsk regions. Examples of implemented projects include the development of ICT infrastructure, the transfer of public services to electronic form, the introduction of information systems for distance education, the introduction of ICT in the educational process (electronic diary), an appointment with a doctor, an electronic card, telemedicine, the introduction of electronic means of payment for travel, online traffic monitoring.
Due to the choice of the second strategy, the Udmurt Republic and the Tula, Chelyabinsk, Ulyanovsk Rostovskaya regions rose in the ranking. Among the projects implemented are the creation of regional information systems in the field of energy, the integration of regional IPs with federal IPs (social security, labor and employment, agriculture), automation of libraries, museums and theaters, the creation of regional IPs in the field of state and municipal finance.
The positions of the Moscow and Leningrad regions are not indicated in the new rating, since there are no relevant data in Rosstat for certain indicators, the Ministry of Telecom and Mass Communications told TAdviser.

2015-2016
Difficulties of regional informatization
The problems of regional informatization by and large coincide with the problems that exist at the federal level. In particular, this is insufficient funding, personnel shortages, inconsistency of actions between different levels of government. However, in the regions there are also their own special "sores." These include, for example, the absence or weak development of information and telecommunications infrastructure. More often this applies to remote and sparsely populated regions.
Thus, Timur Medzhitov, Deputy Director for authorities at Directum, speaks about the problem of communication channels. According to him, in remote areas, the channels are either extremely weak or absent at all. "Naturally, when they are connected, the question of supporting efficiency arises - is automation even needed in such sparsely populated areas, and what will happen if this part of users falls out of the region's informatization projects?," Mejitov notes.
Almost all companies surveyed by TAdviser speak of insufficient financing of IT projects in the regions. For example, Galina Akhmerova, Deputy General Director of BARS Group for Commerce and Business Development, believes that reducing IT budgets is the main problem that the regions faced in 2015. In her opinion, those regions where the leadership has an interest in the development of informatization solve this problem by seeking federal subsidies, participating in the creation of regional GIS segments and attracting extra-budgetary investments.
Unfortunately, the understanding that informatization is not just additional costs, but a tool that helps to save and find new sources of budget revenues is inherent in only parts of our regional elites. Neighboring areas can be radically different in terms of information technology coverage, infrastructure development and IT competencies of civil servants. Such unevenness prevents the development of state initiatives and is the subject of close attention of the Ministry of Communications of Russia, - says Akhmerova |
Sergey Eisymont, Deputy Director of the Lanit Complex Projects Department, adheres to a similar position. According to him, in the crisis period, in the context of a budget deficit, the regions give priority to financing to critical areas - the main costs in the social and defense sphere, the fuel and energy complex and healthcare. At the same time, information technologies, and even more so the sphere of electronic government, from a philistine point of view, look like second and third priorities.
Although we, representatives of the IT community, understand that this is partly a misconception. Indeed, in the end, IT projects are aimed primarily at increasing efficiency and, as a result, saving money, - explains the representative of Lanit |
Timur Medzhitov from Directum adds that the problem is also the ratio of the internal needs of the regions and federal tasks for informatization with the capabilities of the subjects of the federation. Few of the regions can say that it is fully funded, as a result, many have to choose projects from the list according to the criterion "it is impossible to postpone and must be done now or even yesterday," Medzhitov is sure.
Vladimir Andreev, president of Docsvision, divides the regions into two categories - donors and recipients, while noting that different regions have different problems. Donor regions, he said, face mostly gigantomania and a desire to solve all problems by buying the best (and most expensive). At the same time, there is only enough money for the purchase, almost nothing remains for the implementation, and as a result, the funds are spent inefficiently. In turn, recipient regions are more often faced with insufficient funding, which really presents them with the choice of "which of the requirements of the Center in the field of IT can we not fulfill?"
This, of course, is a bad choice, but, on the other hand, it gives rise to a focus on the most important and necessary tasks in the region. Therefore, very good, effective and interesting projects are often done in the regions, "says Andreev |
Another important problem faced by some entities is the shortage of qualified personnel.
So, the head of Elena Ivanova the marketing department EOS notes that the main problem on the part of the regional ones themselves, state agencies oddly enough, is correct to understand and determine what exactly is needed, and correctly convey this to the performers (IT companies performing the project). "It often happens that the customer himself does not clearly understand what he needs and therefore cannot write a terms of reference. Often this is due to the lack of qualified specialists, "she said.
Evgeny Efimenko, commercial director of FORCE - Development Center, says about the problems of the organizational plan associated with a certain distance between municipal and regional authorities, noting that the lack of coordinated actions between them often interferes with effective work: "It is difficult to resolve issues when formally the customer and regulator are regional authorities, but in fact the housing and communal services, medicine, social security are managed by local authorities."
According to Alexei Boldyrev, General Director of Aitonika (Itonica), a significant problem is that in Russia in recent years, in fact, no significant bank of decisions or services has been created at the federal level that the regions can use together and without additional payment. Now, in fact, each region is looking for funds for the same solutions, the expert explains.
Regions and integrators practically do not replicate successful implementation practices, which often leads to the choice of ineffective or less effective solutions, agrees Ilya Verigin, head of analytics and work with the public sector of ELAR Corporation.
IT budgets of regions of the Russian Federation for poll of the Ministry of Digital Development, Communications and Mass Media
The Ministry of Telecom and Mass Communications conducted a survey of Russian regions and found out how much money they send to informatization - the development and operation of information systems.
The big picture is this:
In 2016, the constituent entities of the Russian Federation intend to invest 38.7 billion rubles in IT projects, which is 7% higher than in 2015.
About 37.7% of the total regional IT budget - 14 billion rubles - falls on Moscow. In 2015, the ratio was at the same level.
The four largest regions in terms of IT budgets - Moscow, St. Petersburg, the Moscow region and Tatarstan - invest about 20 billion rubles in IT, i.e. half of the total.
In 2015, the Komi Republic took the place of the Novosibirsk Region in the five leaders (in 2016 it dropped to 7th place), and the total IT budget of this group was 57.5% of the total.
Chechnya (1.5 million rubles in 2016) and the Trans-Baikal Territory (6.7 million rubles) have the most modest IT budgets in terms of absolute size.
In terms of the ratio per 1000 inhabitants, the largest IT costs are borne by the Nenets Autonomous Okrug (4.3 million rubles), the smallest - by the Chechen Republic (1 thousand rubles).
The largest increase in the IT budget in 2016 was demonstrated by Crimea (848.6%) and Sevastopol (200%). The maximum decline was recorded again in Chechnya (-96%) and the Ivanovo region (-64.8%).
The figures presented have certain assumptions.
Some subjects included the costs of communication services in the figures presented, others did not. In a number of subjects, IT budgets are centralized (for example, in Moscow, St. Petersburg, Chelyabinsk), and in others they are decentralized, so part of the costs of informatization can pass through the budget, for example, departments of education, health, etc. Finally, not all subjects take into account the costs of subordinate institutions in the general IT budget, said TAdviser Roman Urnyshev, deputy director of the informatization coordination department of the Ministry of Communications |
In April 2016, the Ministry of Telecom and Mass Communications presented the first rating of regions by the level of development of the information society (the position of the region in the rating is reflected in the column "Subject of the Russian Federation" in brackets). Leadership in the rating as a whole correlates with the size of the budget, noted in the Ministry of Telecom and Mass Communications.

2013-2014
Market size
The minimum annual ICT budgets of the constituent entities of the Russian Federation amount to 50-100 million rubles, the average annual budget for informatization is 200-500 million rubles. In regions with a developed economy - from one to several billion rubles a year is allocated for informatization. According to the Government of the Russian Federation, in terms of one resident, the costs of informatization in the regions differ by more than 100 times - from 2.5 thousand rubles in Moscow to 22 rubles in the Chechen Republic per resident per year.
According to CNews[33]2014[33] constituent entities of the Russian Federation pledged 62.84 billion rubles to the budgets for the development of ICT, a year earlier this figure was more - 69.57 billion rubles.
The potential of the automation segment of municipalities is estimated at billions of rubles. "In addition tosuch areas as the further development of the MPSC network, the widespread introduction of GIS housing and communal services and other equally significant projects that are actively developing, I would like to pay attention to a segment with great potential - automation of municipalities. Here, the introduction of e-government initiatives is slower than at the regional level, the segment is practically not mastered by system integrators, "explained Eisymont Sergey, Deputy Director of the Complex Projects Department of LANIT.At the same time, according to him, only according to the most modest estimates, the automation market of municipalities could be up to 10 billion rubles a year.
"LANIT is interested in the development of this area," he added.
In 2014, Moscow (24.8 billion rubles), St. Petersburg (6.68 billion) and the Moscow region (3.82 billion) were the first "top three" in terms of ICT spending. Moscow's leadership in the general "pie" is also confirmed by the statistics of the State Procurement portal. According to her, the Moscow Department of Information Technology for 2014 placed contracts for 43.883 billion rubles. This is the only regional department that fell into the first 20 departments in terms of expenses and took 13th place in it along with the Ministry of Sports of the Russian Federation (9th place) or, for example, the Ministry of Health of the Russian Federation (10th place). It is worth noting here that some contracts are concluded with an eye "for the future" and are executed in 2015-2016, respectively, and payments on them occur in parts, so that the numbers do not contradict each other.

Trends
The key events for the market in 2014 were the entry into force of the 44-FZ, as well as the adoption of the regional concept of informatization for 2015-2018. 44-FZ has identified new rules for the implementation of the public procurement mechanism, in particular, in the list of goods and services recommended for purchase in electronic form, computer equipment, office equipment, as well as electronic components are listed. Thus, the transparency of ICT spending of the authorities will gradually increase. It should be borne in mind that the law is 44-FZ of a "framework" nature and will require the adoption of a large number of by-laws, they will appear as the law is phased into force in 2014-2016.
As for the concept of regional informatization, it was approved by the Chairman of the Government of the Russian Federation Dmitry Medvedevymna 2015-2018 in December 2014. The development of the concept of regional informatization is especially relevant, since in the period from 2010 to 2014 there was no document coordinating the process of informatization in the constituent entities of the Russian Federation. The period of the previous concept, approved by order of the Government of the Russian Federation No. 1024-r of July 17, 2006, was determined until 2010. The concept proposes the basic principles of ICT development in 14 areas in various spheres of socio-economic development of the constituent entities of the Russian Federation, including in education, transport, health care, communications, public security and others.
The third important result of 2014 was the general course on import substitution in the public sector, including in the field of ICT. On the one hand, the prospects associated with this aroused enthusiasm among domestic software developers, on the other hand, they caused criticism of more realistic market participants: it is obvious that at least in terms of hardware solutions it is not yet possible to completely replace the import of IT products.
According to Nikolay Muravyov, head of regional solutions at Forecast, foreign technologies have won a serious share of the Russian market, and time and investment are needed to replace them with domestic products. "Forecast" is a 100% Russian company that develops its own Russian Forsyth technology, which is competitive on the world market . Analytical Platform (formerly Prognoz Platform) and is one of the leaders of the BI market in Russia with a 20% share."We do not see significant obstacles to the use of domestic software in the field of business analytics. One of the promising technological areas of development today is predictive analytics, "he said. The Perm company "Forecast" has been developing this area within the framework of the Prognoz Platform for more than 20 years, using fundamental scientific research and the most current technological developments. We also work on unique tools for assessing the consequences of decisions, including using modeling tools (these are decision-making modeling, emergency development, integrated security). "
One cannot but mention the current trend of simplifying BI tools for users, the market is being conquered by intuitive data analysis tools, mechanisms for simple data import and easy search for indicators, visual interactive solutions with various visualization tools," Nikolay Muravyov said.
Largest contracts
Шаблон:Main 'The largest IT purchases in the constituent entities of the Russian Federation
As part of the review "IT in the regions of the Russian Federation 2015," TAdviser also prepared a rating of the largest regional IT contracts concluded from January 1 to December 31, 2014 at the level of regional and municipal authorities, based on information from the Public Procurement portal.
Prospects
Among the solutions used to automate the regions of the Russian Federation are those whose penetration has reached a fairly high level. For example, these are systems of financial and economic activities and electronic document management systems: more or less successful, but they are actually used everywhere both at the level of regional and municipal authorities. In 2013-2014, the MPSC (multifunctional service provision centers), the further development of interdepartmental document management and SMEV, regional segments of the public services portal and others were in the focus of regional automation.
Often, the actual automation of regional e-government segments lags behind the declared one. As TAdviser commented at BSS Engineering (BSS Engineering), SMEV and public services portals in many regions remain "dysfunctional" and "underperforming."
BSS Engineering is closely monitoring the work in the regions on the implementation of the 210-FZ. Currently, the connection to SMEV services has been completed, probably in all regions of Russia (we do not take 2 new entities into account). However, real work can be judged, for example, by the rating of regions on interaction with GIS GMP, regularly presented by the Federal Treasury at meetings of the subcommittee on the use of information technologies in the provision of state and municipal services. Many subjects still cannot boast of real, daily work with one of the most popular SMEV services, "said Andrey Chuchelov, CEO of the company.
According to him, in such a situation it is correct to say that the departments reported on the construction of the regional segment of the "inter-department," formally are participants in the interaction, but there is no talk of supplying reliable and complete information for other participants in the interaction. Nevertheless, tenders for the supply and modernization of information systems for working with GIS GMP are held, regularly, work is handed over, funds are mastered.
"Our company is also involved in the supply of solutions for interaction with GIS GMP to the regions, and we understand that introducing the system is half the battle, the second half is to" force "regional ministries and departments to modernize their daily work in such a way that the implemented systems are involved in the process. The right trend should be not just the introduction of the system, but the provision of a whole technology to the state institution for successful work with it: from job descriptions and administrative regulations to recommendations for changing legislation, "explained Andrei Chuchelov.
Thanks to the approval of the new concept of regional informatization for 2015-2018, at the end of 2014, key directions for the development of ICT in the regions for the next few years became more outlined. It became clear that despite the difficult economic and political situation, the state, planning to slightly cut the costs of e-government, does not intend to abandon the implementation of a number of IT projects. The largest among them are the transition to the provision of electronic public services, the informatization of health care, the creation of an "electronic budget," the construction and development of GIS housing and communal services and GIS fuel and energy complex. At the same time, the changed political situation may become an incentive for the transition to domestic IT developments based on open source software.
Eisymont Sergey, Deputy Director of the Department of Complex Projects of LANIT, noted that the main direction in which public services in Russia are developing is "public services 2.0.""This is a more end-recipient-oriented approach, when processes in state institutions are built around the needs and requests of citizens and legal entities, a truly service model is formed, many tools for interactive interaction between the state and its residents. Obviously, in "state services 2.0" information technologies play a decisive role, automation is not possible here "for show": IT is the foundation on which services are being increased. "
Experts interviewed by TAdviser identified the most promising directions for the development of ICT in the constituent entities of the Russian Federation for 2015:
- Calculation and assessment of efficiency indicators at the level of state programs and authorities will require the possibility of mutual use of information, integration between specialized subsystems, in this regard, it is possible to predict interest in building control systems on the basis of unified software platforms.
- Municipal informatization will develop as an integral part of regional informatization. As Sergey Eisymont commented, the introduction of e-government services is going from top to bottom: we have already descended from the federal level to the regional level and are standing at the border of the transition to the municipal level. At the same time, according to the expert, at all three levels there are completely different needs for automation, different models of business processes and different capabilities of the hardware infrastructure.
"The main difference between the municipal model is the presence of typical needs with much smaller opportunities for investing in IT, and typical needs are also massive: more than 22 thousand municipalities operate in 85 regions. A whole segment of the state traffic market has to be formed here, with its own solutions, quality criteria, requirements for service desk, and so on. Obviously, not a single, even large, IT company will be able to single-handedly master this segment. I think that, first of all, system integrators will offer municipalities some boxed products, after which a more active phase of implementations in this sector will begin, "Eisymont explained.
- Regions are actively building their own data centers, deploying public private clouds and transferring authorities information systems to them. There was also a tendency to create centralized technical support and maintenance structures for regional information systems, create unified data transmission networks of the regional level, combine disparate AIS into unified software complexes, and unify software.
- There will be a lot of interest in MPSC automation systems, public service systems that allow customers to configure them themselves.
- Among other things, in the field of public services in the near future, comprehensive solutions may be in demand in the field of information support for territorial development management (strategic planning of socio-economic development, territorial planning, project management, monitoring and control of strategies and programs).
- Of course, one of the priority projects that will affect all regions of the Russian Federation in 2015 and beyond will be the creation of GIS housing and communal services.
- In the activities of the regional authorities today, tools are in great demand and sometimes simply necessary to analyze and identify threatening trends, crisis manifestations and potential problem situations, as well as monitor emergency situations based on reliable data from the Ministry of Emergency Situations and the Ministry of Internal Affairs. Industry systems are growing in popularity. For example, an urgent task for many regions is to create information systems for managing road safety.
- Among the promising functional areas, Nikolay Muravyov, head of the regional solutions department "Forecast," notes the growing demand for information and analytical systems for automating the activities of situation centers and for managing state programs in the regions.
"The
active development of situational centers will continue. In addition to the development of separate centers for heads of regions, the task of creating a system of distributed situation centers uniting the SC of federal and regional authorities is gaining momentum. The implementation of such a large-scale network will allow the introduction of fundamentally new approaches in public administration. Separately, I note that "Forecast" will continue to work in two main areas in terms of the development of situation centers: this is the implementation of software complexes for individual regional situation centers and work on system design issues for federal authorities, as well as in terms of building complex solutions for local governments and integrating them with regional systems, "the expert explained.
- The popularity of mobile applications continues to grow. A striking example of the use of mobile technologies is the mobile workplace of the traffic police inspector, which includes an Android tablet, an installed application and a mobile printer. With its help, registration of an accident can be carried out directly from the place of its commission.
One of the key trends today is the social orientation of software solutions, summarizes Nikolay Muravyov. This is both a popular practice of providing public services to the population in electronic form, and solutions designed to inform the population about the activities of authorities, creating conditions for a constructive dialogue between the population and the business community with the authorities.
As a rule, these are visual and intuitive web portals for users with wide possibilities for visualizing the information presented - open data portals, "public budgets." Their use helps both to increase the transparency of the activities of regional authorities, and to present in an understandable and convenient form information about the budget, state programs, and to receive feedback from residents of the region. Examples of such solutions are the Open Data portal created by Forecast as part of the Open Region project. Perm Territory, "the system" Understandable Budget "of the Perm Territory and the portal" Public Budget of the City of Perm. "
IT budgets of the regions of the Russian Federation
In October 2014, Cnews Analytics researchers first presented a rating of ICT spending in the regions of the Russian Federation[34]. The rating of the IT budgets of the regions was compiled on the basis of data on ICT costs contained in the approved budgets of the constituent entities of the Russian Federation. Information on IT expenses in 2013 was obtained as a result of an analysis of the costs of regional authorities under the article "Communication and Informatics," code 242 (Procurement of goods, works, services in the field of information and communication technologies), budgets of authorities responsible for informatization of the region (ministries or departments), as well as financing regional informatization programs in accordance with regional laws "On the regional budget for 2013 and the planning period 2014 and 2015."
According to the rating, in 2013, Russian regions spent about 69.6 billion rubles on ICT projects. Among the leaders in 2013 are Moscow (29.6 billion rubles), St. Petersburg (4.9 billion rubles), Novosibirsk region (3.9 billion rubles).
In 2014, taking into account the subsidies provided by the Ministry of Communications, 62.8 billion rubles were allocated for informatization of the subjects of the Federation. Among the leaders in 2014 were Moscow (24.8 billion rubles), St. Petersburg (6.7 billion rubles), Moscow region (3.8 billion rubles), Khabarovsk Territory and Novosibirsk region (1.6 billion rubles each). These 5 Russian regions account for 61% of all ICT costs of the constituent entities of the Russian Federation.

10 | Tula region | 751.0 | 915.0 | 945.0 | 25.8 |
Cnews Analytics, 2014
The level of ICT financing in the regions closing the rating is significantly lower. So, in 2014 in the Chukotka Autonomous Okrug it is planned to spend 17.1 million rubles on information technology and communications, in the Penza region - 23 million rubles, in the Karachay-Cherkess Republic and the Bryansk region - 26.2 million and 26.7 million, respectively, in the Republic of Adygea - 30 million. Thus, the total costs of the 5 leaders of the rating exceed the costs of 5 regions closing it by more than 300 times.
While the total expenditure of the regions on ICT in 2014 decreased by an average of 9.7%, in some constituent entities of the Federation this figure decreased more significantly - in the Penza region by 92.8%, the Chukotka Autonomous Okrug by 84.4%, the Kaliningrad region and the Stavropol Territory - by more than 77%.
At the same time, despite the general trend towards reducing IT costs, some regions increased funding for IT projects in 2014. Among them are the Kostroma region and the Altai Territory, whose IT budgets increased almost 5 times, but still remained low, as well as the Republic of Dagestan (more than 2 times growth), the Leningrad Region (more than 1.5 times growth).
It is planned that in 2015 the total financing of regional ICT projects will increase by 11.5% and reach 70.1 billion rubles. At the same time, the indicators of most regions will decrease, and the total growth will be provided for the most part due to a 58% increase in the IT budget of Moscow (from 24.8 billion in 2014 to 39.3 billion in 2015). The place of the Novosibirsk region, whose IT budget expects a 24.1% reduction, in the top five may be occupied by the Republic of Tatarstan.
Thus, in 2013-2015, the Russian regions will spend more than 200 billion rubles on ICT. The most significant costs for informatization will be in Moscow, St. Petersburg, Moscow, Novosibirsk, Tyumen, Samara regions, the Republic of Tatarstan, the Khanty-Mansi Autonomous Okrug, Khabarovsk and Krasnodar Territories.
2012: totals
According to TAdviser, in 2011-2012, the regional informatization market in Russia experienced a phase of rapid growth and a fairly high pace of its development will continue in the future.
For Russian system integrators, this growth is very significant, since for large IT companies the share of revenue attributable to projects in the public sector reaches 20-30% (as, for example, according to the results of 2012, the companies "Open Technologies," "M2M Telematics," GC "iT") and more.
For example, for the companies "FORCE" and "Armada" at the end of 2012, the share of projects in the public sector in the turnover amounted to 50%. There are also companies whose lion's share of the business is built on working with state customers: Rosservice accounted for 91% of revenue in such projects in 2012, BARS Group - 99.5%.
If we single out from projects in the public sector only projects completed for the constituent entities of the Russian Federation (regions), and not for federal departments, then in the revenue of integrator companies they also account for up to 30-40% (see tables below).

Market size
According to TAdviser data on the income of system integrators in this market, 2012 of the rating participants earned a total of more than 26 billion rubles 16 year, and this is only part of the market. Large projects with a budget of 100 million rubles or more for 18 months from January 2012 to June 2013 accounted for 14.69 billion rubles. In general, the regional informatization market in 2012 exceeded 20 billion rubles.
Such estimates are confirmed by market participants. For example, the Galaxy corporation estimates the regional informatization market at 15 billion in 2011 and 20 billion in 2012 (an increase of about 30%). The company "FORCE" gives a smaller estimate: about 4.5-5 billion rubles a year, but stipulating that these are only regional budgets without targeted programs and funds received by their federal budget.
The Armada company believes that the authorities account for about 30-40% of the Russian IT market, in monetary terms it is 180-200 billion rubles. According to the company, about 60% of this money falls on federal structures, the remaining 40% (about 80 billion rubles) - on the regions. At the same time, about a third of regional money is the cost of Moscow, and the rest of the regions account for an average of 500 million rubles.
Grigory Shevchenko, Commercial Director of Open Technologies, also estimates the market in the order of 500 million rubles per subject of the federation. He believes that over the past years there has been a slowdown in the development of the regional segment.
According to him, it was largely caused, on the one hand, by Rostelecom's initiatives in terms of e-government and the methodology for providing public services, and on the other, by a certain confusion in terms of regulatory guidelines. For example, Presidential Decree No. 601 "On the Main Directions for Improving the Public Administration System," setting the bar for informatization, appeared only in mid-2012, says Grigory Shevchenko.
Other companies also note a sharp surge in projects in 2011-2012 in connection with the 210 "Federal Law on the Organization of the Provision of State and Municipal Services. However, in 2012 the government changed, in mid-2012 control over automation projects was weakened, market growth slowed down. Now the operator of the Electronic Russia project is changing, so many projects were suspended.
Trends
Most of the experts surveyed by TAdviser among system integrators admitted that in 2013 the pace of regional informatization slowed down relative to 2012.
The whole of 2012 was held under the flag of the implementation of the Information Society program. In this regard, the demand for electronic document management systems, for information systems that allow providing public services to consumers, for analytical systems that help assess the effectiveness of the work of performers has increased.
There was a need at the regional level for automation of services in the field of medicine (appointment with a doctor, electronic patient card) and in the field of education, said Vladimir Kokhan, director of business development at Digital Design (Digital Design).
Andrei Cheremnykh, president of the Asteros group, notes that in 2013, automation is most actively carried out in the provision of public services and in housing and communal services. Slightly slower dynamics at the level of regions in the healthcare industry, this is due to the fact that many projects started last year, and now they are preparing for the commissioning of industrial operation.
The emphasis in the field of education in the regions of Russia has shifted: if in the past there was a high demand for solutions for school, then this year's trend is the demand for informatization in preschool education. Today, the situation is no longer uncommon when the introduction of an electronic queue in kindergartens is personally supervised by the governor of the region, he said. The real awakening of interest in informatization can be observed in agriculture, according to Asteros. They began to take IT more seriously in construction.
And, finally, in such a significant market as automation of public financial management, there has been a redistribution. It is associated with the transition from offline systems to cloud solutions, which is assumed within the framework of the federal concept "Electronic Budget." A big surge in this market can be expected in 2014-2015, says Andrei Cheremnykh. The company M2M telematics notes that GLONASS-based navigation systems have become in demand .
As for the progress of individual regions, it is uneven. In 2012, especially at the end of the year, the interest of many regions in informatization weakened: the reshuffle in the leadership of the communications industry, the weakening of control, and the reduction of budgets, noted in "ATI."
There are regions where active support for local authorities has led to a significant increase in this sector, an increase in the number of backbone projects. At the other end of the spectrum are regions with small budgets. "The main task for them is to report on federal programs. First of all, they look at the price, at how typical the solution is, as well as at the political component, these regions are very happy to listen to the recommendations from the federal center. Basically, they began to use the decisions of Rostelecom, at the moment when the regulator persistently recommended it, "the Armada company notes.
Vasily Safonov, First Deputy General Director of Rosservice, noted that in 2011-2012 the most rapid development was received by the field of health care and e-government projects. At the same time, the paradigm of regional informatization is constantly changing: if in 2012 health care was the most "hot" topic, then in 2013-2014 the market expects the continuation of projects to automate educational and health care institutions and the emergence of a number of new ones: "112," "Housing and communal services," topics related to transport management, and others.
Asteros expects an increase in the direction of design and creation of engineering, IT infrastructure, as well as complex security systems for socially significant objects. Among them are sports facilities, airports, educational and cultural institutions, hotels, offices and others. Special hopes are associated with the development of the segment of situation centers, by which the company broadly means centers for monitoring and managing the situation at various facilities, from a football stadium to city parks.
The demand for IT in the regions is a "catalyst for the development of the entire industry," the FORCE company is confident, since at the federal level the primary level of automation has long been passed, and the main efforts are focused on the further development and integration of existing information systems and resources. In addition, the federal level needs regional information, for example, to provide public services, operational interregional electronic interaction is required.
Problems of informatization
Lack of uniform standards
An important factor in the field of regional informatization is the lack of uniform industry standards at the moment, according to the Forecast company. Most projects are custom-made. It should also be taken into account the fact that there is not enough methodological and regulatory documents, regions and municipalities were forced to solve various problems themselves to the extent of their understanding, which entails the originality and fragmentation of program solutions at the regional level.
Andrei Cheremnykh, president of the Asteros group, is also confident that only a few government agencies have followed the same standards of informatization. "The rather technological legacy eventually led to the fact that most government agencies and organizations use disparate and often outdated systems. This makes it difficult to implement key initiatives in the field of EDM and SMEV, "the expert believes.
Many examples, they say in NVision Group, when local authorities or LPUs purchase equipment, and then it is idle or turns out to be incompatible with the "hardware" of colleagues from other regions. In principle, this problem has an obvious solution: to move from the traditional way of building an IT infrastructure to a service model - then the service provider is responsible for compatibility. But this model still causes distrust among officials, representatives of the integrator said.
Lack of clear centre strategy
According to Armada, there is not always enough planning and consistency in the implementation of state automation projects. Now the process of changing the policy of the regulator is taking place, and the regions have many questions in which direction the movement will continue.
Grigory Shevchenko, commercial director of Open Technologies, is generally confident that the key factor in slowing down the development of regional informatization is the insufficiently authoritarian position of the federal center. "Unfortunately, our country has experience in the implementation of electronic democracy is not as rich as, for example, in the West. Therefore, there are small excesses and a change of positions on certain issues affecting the areas of competence for the distribution of the share of federal and regional budgets. Against the background of an often acute budget deficit, IT projects are financed on a residual basis, "he explained.
The lack of a well-thought-out strategy that would rely on Russian realities and foreign experience is one of the main problems, the experts of the FORCE company are also sure: "There is only a certain plan that outlines what is planned to be done and in what time frame, but does not provide for specific steps and measures to solve the planned tasks. Due to such ill-thinking, a number of problems arise, "the company says.
Today it is obvious that not all state and municipal services make sense to translate into electronic form, since some of them in this form simply will not be in demand. It is impossible to arrange a race for a formal number of services translated into electronic form, a balanced approach is needed when choosing the form of provision of services, depending on the complexity of its receipt and demand from different strata of our society. Failure to work out standards, legislative norms and standards, delay in their adoption is another block of tasks.
There is no support for the leadership of the regions
An incomplete understanding of the role and importance of IT by the leadership of individual regions also interferes. Many initiatives start only after a "blessing" is given from the level of federation and an example is shown. Andrei Cheremnykh believes that not all regions are ripe to understand moral and social responsibility for the results of automation. That is, the tasks that come down to them from the center, they "close" at the right time, but they have not yet thought about how information systems will work.
Lack or low qualification of specialists
Many integrators facing projects in the public sector note a lack or low qualification of specialists. Grigory Shevchenko noted that regional administrations often lack the posts of deputy governor in charge of IT. And the center lacks the initiative of officials, on whom the solution of informatization issues in the regions depends.
Vasily Safonov also noted the insufficient qualification of public sector workers in drawing up technical specifications and requirements for automated processes and systems, which often slows down the automation process in time and does not lead to the expected implementation result. There are no documents regulating the activities of state works. institutions, which delays the automation process and leads to the need to build business processes from scratch.
Weak automation at the municipal level
The state seeks to improve the efficiency of the process by transferring state and municipal services to electronic form. At the same time, local self-government, being the main data provider for the provision of not only municipal, but also public services, Russia is extremely poorly automated in principle, and even more so the municipal self-government bodies (LSGs) are not equipped with systems and services for electronic interaction, said Parus Alexander Loparev, director of regional projects.
As a result, the region creates infrastructure, builds a regional SMEV, opens an electronic services portal, while at the municipal level, data on requests during the provision of services are entered manually. At the same time, compliance with all deadlines and requirements for the provision of information that arose in connection with the implementation of SMEV only increases the labor costs of LSG bodies.
Subsidies of the Ministry of Digital Development, Communications and Mass Media to territorial subjects of the Russian Federation
The Federal Center subsidizes the introduction of information technologies in the constituent entities of the Russian Federation in order to develop modern health care services, education, housing and communal services, etc.
