Sberbank 4 times knocked down the amount of a multimillion-dollar penalty for its violations under the contract with GosTech
As TAdviser discovered in August 2024, a decision was made of the first court instance - the Moscow Arbitration Court - in a six-month trial between Sberbank and GosTech PKU regarding a large penalty accrued to the bank as an executor of a state contract. The document is published in the system "Electronic Justice"[1]According to the decision, the court, at the suit of Sberbank, quadrupled the amount of the penalty that he must pay for improper fulfillment of obligations under the state contract with the GosTech PKU. The latter disagrees with such a court decision and filed an appeal.
The trial is related to the state contract for services between Sberbank and PKU GosTech with a maximum volume of 1 billion rubles, concluded in December 2022 and related to the functioning of the unified digital platform of the Russian Federation GosTech. Under the terms of the state contract, the provision of services is divided into four reporting periods. The dispute applies to the third reporting period, covering the period from July to September 2023 inclusive.
During this period, PKU GosTech accepted services from Sberbank in the amount of about 119.25 million rubles, according to the decision of the Moscow Arbitration Court. However, when fulfilling obligations under the contract in this period, Sberbank committed violations, in connection with which PKU GosTech charged him fines in the amount of about 99.3 million rubles and penalties of about 23.8 million rubles. Thus, the total amount of the penalty came out by 123.1 million rubles - more than the cost of the services provided.
It follows from the court decision that, according to the results of the acceptance of the services provided under the contract, GosTech retained from Sberbank and set off the amount of 119.25 million rubles as fines and penalties, and also demanded to pay additional penalties in the amount of about 3.9 million rubles.
Sberbank was not satisfied with this, and he filed a lawsuit with the court to reduce the indicated amount by more than 6 times, to about 19.4 million rubles, as well as to recover unjust enrichment in the amount of 99.8 million rubles from PKU GosTech.
Due to the fact that the fines and penalties accrued in the third reporting period for improper fulfillment of obligations exceeded the cost of the services rendered during this period, the court considered it possible to apply the provisions of Art. 333 of the Civil Code of the Russian Federation (Reduction of penalty), but reducing the amount by 4 times, to 30.78 million rubles, and not 6 times as requested by Sberbank. In addition, the court recovered from PKU GosTech in favor of Sberbank the amount of unjust enrichment of 92.3 million rubles.
As of early August, according to data in the Electronic Justice system, it has not yet been determined when the appeal of the GosTech PKU against this court decision will be considered.
The published decision does not specify for which violations in the performance of obligations under the third reporting period of the state contract a penalty was charged. Sberbank and PKU GosTech could not answer TAdviser's questions about this.
A source familiar with the details of the trial told TAdviser that the share of unfulfilled obligations in the third reporting period was about 60%, and this affected the interests of 20 FFIVs, including the Ministry of Sports, the Social Fund of Russia, the Ministry of Education and Science, etc., as well as ROIV, including the Belgorod region, Tatarstan, St. Petersburg, etc.

Earlier, Deputy Prime Minister Dmitry Chernyshenko, at a meeting with the leaders of digital transformation, reported that more than 20 federal and 11 regional executive bodies should be transferred to the Gostekh platform by[2] end of 2023[3] institutions[4] of[5]. However, later there were no official reports on the implementation of this plan on time.
Sberbank, in response to a TAdviser request, replied that, as a technological partner of the state, as part of the execution of the state contract, they carry out comprehensive technical support for software used as part of the basic services of the unified digital platform GosTech, as well as a number of other services. Already in 2024, the first tools for working with artificial intelligence for the development of the platform will appear on it.

How Gostech will be used in the digitalization of agriculture

We are talking about four platforms: "Digital profile of an agricultural producer," "Network of digital weather stations and push notifications," "Accurate accounting of agricultural land" and "State support for agricultural producers."

Within the framework of this project, it is planned to create a system that accumulates all data on the legal entity and the land used by it. It is assumed that the service will minimize the amount of information that agricultural producers (SCTP) present in a manual format. It is planned to ensure the integration of the platform with the NVS (National Data Management System) and SMEV (Interdepartmental Electronic Document Management System). Digital profiles will be scored to proactively select available government support measures and inform about key events in the agro-industrial complex.

This can be information about the characteristics of fields, chemical treatment of land, cultivated crops, seeds, etc. Among the tasks to be solved, according to CNews, are named: connection to reference sources of geo-information, taking into account industry specifics (display of information on contours, fields, cadastre, purpose of fields, cultivated crops/seeds, agricultural activities); ensuring the possibility of selecting the best areas for introduction into agricultural circulation (development of a recommendation model for parameters); providing interfaces for providing up-to-date information from an agricultural producer, etc.

State-owned companies will be able to create their own InformSystems on the Gostech platform
On April 22, 2024, it became known about the decision of the Ministry of Digital Development of the Russian Federation to provide state-owned companies with the opportunity to use the Gostech platform to create their own information systems. For this, a special section can be formed within the framework of Gostekh - the so-called "sandbox."
According to Interfax, the new section will be isolated from other resources of Gostekha, which develop and host state InformSystems. In the sandbox, state-owned companies will be able to create, develop and operate their specific projects.
The Ministry of Digital Development believes that the experience of organizing interaction and technology for creating and using state information systems at Gostekh can be used by legal entities with state participation to deploy "their own platform solutions based on the domestic information and telecommunication infrastructure." In this case, Gostech will act as a unified development environment and ecosystem to maintain the functioning of various services.
However, as of April 2024, the issue of financing work on the creation, development and operation of InformSystems of state-owned companies at Gostekh was not resolved. The fact is that, according to the current regulatory legal framework, the work of Gostekh is carried out at the expense of the federal budget. And therefore, "payment for infrastructure technological services and basic platform services for the needs of state-owned companies will be an misuse of budget funds." On the other hand, the state institution "State Technologies," acting as the operator of "Gostekha," will not be able to use the funds that will come from state-owned companies for its own needs. It is proposed to solve the problem by forming a public legal structure that interacts with state-owned companies on commercial terms.[7]
Development of AI services to find illegal quarries and landfills
In mid-April 2024, it became known that five new environmental services for regional authorities would be launched on the GosTech platform. The first tools for working with AI will appear on the Gostech platform at the end of 2024
At the end of 2024, approximately in October or November, the first tools for working with artificial intelligence are expected to appear on the Gostech platform. This was announced on April 16 at the conference "Zyfra. Doc" in Salekhard by the project manager of the project office of the PKU "Gostekh" Konstantin Makarenko.
As explained to TAdviser at Gostech PKU, ML Ops tools will be a basic service and will be provided on the platform under a contract with Sberbank. But for this, it is still necessary to pass the guidelines for ML Ops through the interdepartmental working group on architecture and the presidium of the government commission on IT. As of mid-April, the description of the service is under working agreement with vendors.
Sberbank is a technological partner of Gostekha, with which a contract was previously signed for the supply of basic services for the platform, the composition of which may change depending on needs.
The applied typical additional services, which are discussed in the slide above, will be from different vendors, and some of them may become basic, TAdviser was specified in the Gostech PKU.
Now in the process of implementation is also a story with equipment. This is one of the necessary elements for working with AI tools. Since the Gostech platform can be used for state information systems (critical information infrastructure facilities), only domestic equipment with the corresponding certificate of the Ministry of Industry and Trade should be used in it . At the same time, the first GPU-enabled servers in the registry of the Ministry of Industry and Trade appeared only in February 2024.
In the future, various development companies will be able to offer Gostekh their tools for working with AI also within the framework of the State Market, a marketplace for departments on which businesses have the opportunity to place their digital solutions for government agencies. To do this, they will need to finalize their solutions in accordance with the requirements so that they are suitable for use on the Gostech platform. More than a third of federal authorities work at Gostekh

The protected software complex "1C:Enterprise 8.3z" was the first software product to be tested for inclusion in the catalog of digital products of the GosTech platform. The Ministry of Digital Development will transfer IT systems of regional departments to Gostech
On December 8, 2023, the Ministry of Digital Development of the Russian Federation published a draft resolution, according to which regional departments and sponsored institutions will be able to create ordinary information systems on the Gostech platform that do not have state status. The Ministry of Digital Development will allow Gostekh to work with certain types of secrets protected by law
On October 23, 2023, the Ministry of Digital Development of the Russian Federation announced on the official portal of draft regulatory legal acts a draft decree of the President of the Russian Federation concerning the creation, development and operation of state information systems (GIS) using a single digital platform "Gostekh." The agency proposes to make Gostech an operator of GIS containing certain types of secrets protected by law.
The document assumes that the Gostech platform and its individual tools and technologies can be used to create GIS, which "provides for the level of information protection provided for by the legislation of the Russian Federation in order to protect secrets protected by law." The proposed changes are expected to allow the use of Gostech in order to create and test certain technical solutions in the field of defense, investigation and legal proceedings based on the decisions of the heads of the relevant state authorities.
At the same time, the draft decree emphasizes that the creation, development and operation of state information systems using the Gostech platform is not carried out if they contain information constituting a state secret. Decisions on the deployment of GIS are made by the head of the state body - the functional customer.
The Ministry of Digital Development will note that the implementation of the provisions provided for by the document will not entail negative socio-economic, financial and other consequences, including for business and other economic entities, and will not affect the achievement of the goals of state programs and will not affect the income or expenditures of the budget system of the Russian Federation. GIS with public state services is transferred to Gostech
In mid-October 2023, it became known that at meetings with Russian Deputy Prime Minister Dmitry Chernyshenko, projects for transferring state information systems (GIS) with public state services to the Gostech platform were being approved. The initiative will contribute to achieving "digital equality," that is, solving the problem of lack of budget funds for individual authorities and regions without losing the quality of public services.
According to the presidential decree, from RUSSIAN FEDERATION Vladimir Putin January 1, 2024, the regions need to create and commission GIS on the basis of Gostekha. By the end of 2023, the first stage of state services in the field of,,, health care formations transport sports and construction will be transferred. The systems are transferred on the basis of "feasibility assessment, which includes assessment of GIS technological maturity, economic feasibility of Gostech use and GIS significance assessment in terms of mass availability of services, significance of information, compliance with national development priorities." In other words, the possibility of independent development of individual GIS remains.
At the same time, the deployment of Gostekh is associated with certain difficulties, which are explained by the formed geopolitical situation. This is a tightening of security requirements, certification of domestic equipment and software, as well as a shortage of data center resources. It is expected that Gostech will be able to use two large data centers to work with the most resource-intensive GIS - Sberbank in Skolkovo and Rostelecom in St. Petersburg.[11]
A cyber attack response and monitoring center is being created for the GosTech platform
The publication of tenders for work on the creation of a center for monitoring and responding to computer attacks of the Gostech platform has begun. The customer is the Integral Research Institute subordinate to the Ministry of Digital Development. This was announced on September 28, 2023 by Kommersant.
By the end of the year, the ministry plans to allocate about 450 million rubles for this project. It is necessary to create a center by the end of 2024. Now state IT systems are migrating to Gostech, and the threat of cyber attacks is growing. In the opinion, although the budget corresponds to the scope of work, it will be extremely difficult to organize monitoring of such a number of different systems.
Since the beginning of September, the Integral Research Institute began publishing tenders for work to strengthen the infrastructure of Gostekha. For example, on September 13, a tender was published for the development of a module for "centralized collection of information on the detection, prevention and elimination of the consequences of computer attacks" of the Gostech cybersecurity center worth 108.3 million rubles.
Now the main state center for incident response is the state system for detecting, preventing and eliminating the consequences of computer attacks by State system of detection, prevention and elimination of consequences of computer attacks. The threats of cyber attacks on government services are becoming more and more real. Government agencies accounted for 14% of the total number of companies affected by the data breach in the second quarter of 2023, according to Positive Technologies. Monitoring of public transport in Russia will be transferred to GosTech
On August 17, 2023, it became known that a new public transport monitoring system would be created on the basis of the Russian digital platform GosTech.
According to the Minister of Transport of the Russian Federation Vitaly Savelyev, the project provides for the organization of data collection on passenger transportation according to unified standards. The system will receive information about the schedule, interregional routes, the volume of transport work performed, as well as the state of the fleet of all vehicles. The designed system will provide "paperless provision of services for establishing routes and reducing the number of documents, the introduction of digital profiles of carriers and integration with regional systems."
Savelyev noted that the Ministry of Transport strives for the maximum "whitewashing" of transportation. This should be facilitated by modern methods of digitalization, such as tracking traffic on routes online, monitoring passenger traffic, cashless fare payment, as well as an automated dispatch control system.
It is noted that in terms of the development of urban electric passenger transport in Moscow, an important element is the infrastructure, which requires updating. At the same time, a network of charging stations for electric vehicles is actively developing in the Russian capital. By mid-August 2023, their number reaches approximately 3 thousand, including municipal and private. However, the problem is that they all run on different digital platforms, through which motorists order the amount of capacity and charging time. This creates inconvenience and confusion. Therefore, Moscow Mayor Sergei Sobyanin believes that it is necessary to establish uniform federal requirements for the information systems of electric station owners so that any motorist can "freely refuel using unified approaches to information systems."[13]
Approval of a public offer to conclude an agreement on the transition to the GosTech platform
The public offer on the conclusion of an agreement on the distribution of responsibility for the creation, development, operation of state information systems on a single digital platform of the Russian Federation "GosTech" was approved by the Presidium of the Government Commission on Digital Development. This was announced on July 26, 2023 by the Gostech company.
The agreement defines the conditions, procedure for interaction and responsibility of the platform operator, department and GIS operator (if this is not a department) when creating, developing and operating GIS on the GosTech platform. In some cases, the department transfers the rights of the GIS operator to a subordinate institution or other company. In this case, we sign an agreement with both the department and the GIS operator. According to the approved document, the platform operator, which is the GosTech PKU, will provide:
- uninterrupted operation of GIS on the platform in terms of infrastructure technological and basic services of the GosTech platform
- organization and control over the implementation of measures to protect information
- methodological support of the GIS operator for the development of information security regulations
- control over ensuring the level of information security at the level of GIS application software on the platform
- maintaining the quality of the provision of public services provided by GIS in terms of infrastructure technological and basic platform services
In turn, the GIS operator is responsible for:
- uninterrupted operation of GIS in a part that does not belong to the infrastructure technological, basic and additional services of the GosTech platform
- protection of information in GIS in terms of user segment and GIS application software
- development, approval, signing and execution of GIS information security regulations on the GosTech platform and GIS operation regulations
- availability and quality of public services implemented through GIS on the GosTech platform
Rosleskhoz transfers its main GIS to Gostech for 1.27 billion rubles

First of all, state services will be transferred to Gostech by the end of the year

As part of the protections, a targeted service architecture was approved, providing for the reuse of ready-made components of the Gostech platform, the introduction of artificial intelligence technologies and the optimization of business processes of authorities, the Cabinet said in a statement.
It also states that in 2024 the transfer of the second wave of projects to Gostech will begin, and their protection will take place in the third quarter of 2023. It is assumed that by 2026 at least 101 services will operate on the platform.[14]
Rostelecom selected the only GIS supplier on the GosTech platform
On July 3, 2023, it became known that by order of the Government of the Russian Federation, the Roste lecom company was determined by the only supplier for state contracts for the creation, operation and development of state information systems (GIS) on the GosTech platform.
The unified digital platform "GosTech" is a cloud solution for federal and regional authorities, with the help of which you can quickly and efficiently create GIS and various services. It is noted that the platform is based entirely on domestic data centers, and the availability of systems is ensured at the level of 99.99%. Departments will be able to independently transfer their systems to GosTech
On June 28, 2023, the Russian government approved amendments to the regulation on the unified digital platform GosTech. The document, among other things, provides for the introduction of additional powers of the Ministry of Digital Development to ensure measures related to the development of state information systems (GIS) on the basis of GosTech.
In accordance with the adopted rules, the authority acts as a functional customer who puts forward requirements for the capabilities and parameters of GIS. How to assess the economic and technological feasibility of creating state information systems on the Gostech platform. A manual has been published
In May 2023, the Presidium of the Legal Commission on Digital Development, the use of IT to improve the quality of life and business conditions approved methodological recommendations for assessing the feasibility of creating and developing state information systems (GIS) on a single digital platform "Gostech" (download PDF). They describe the general procedure for assessing technological economic and technological feasibility and in detail - assessments according to certain criteria.
The general order of evaluation, in particular, includes sequential steps:
- determination of the level of technological maturity of GIS and the presence of technological risks;
- determining the economic efficiency of the Gostech platform;
- assessment of GIS significance;
- determining the priority of measures for the creation, development and operation of GIS on the Gostech platform;
- making a decision on the feasibility of creating or developing GIS on the Gostech platform;
- inclusion of the system in the plan for creation and development of systems on the Gostech platform.
The largest volume of the document falls on recommendations for assessing technological maturity, including such criteria as:
- the scope of measures taken to protect the information contained in the GIS;
- the degree of dependence of GIS operation on the use of foreign programs for electronic computers and databases, IT and hardware;
- reliability of GIS operation and their availability to users;
- provision of GIS with infrastructure necessary for their operation;
- scalability;
- clientocentricity;
- maturity of GIS architecture and software process components.
To assess the economic feasibility, the methodological recommendations provide, among other things, a formula for calculating the total costs of creating, developing and operating GIS on the Gostech platform, a methodology for calculating the costs of operating measures, and the costs of the authority to use commercial additional platform services.
The Ministry of Digital Development will postpone for a year the launch of public services on the GosTech platform
The launch date of the Unified System for the Provision of State and Municipal Services (FGIS PGS) on the GosTech platform will be postponed by a year - from July 1, 2023 to July 1, 2024. Mishustin approved the only public procurement contractor for information security for Gostekha

According to the Kommersant newspaper, the department has already developed a draft resolution that details the mechanism for transferring state information systems (GIS) to the unified digital platform Gostekh. The Ministry of Digital Development plans to assume the authority to carry out the necessary purchases at the expense of the state program "Digital Economy." It is assumed that the authorities will act as customers and determine the requirements for the functionality of GIS platforms, and the Ministry of Digital Development is proposed to purchase the relevant work and monitor the implementation.
This approach will allow you to apply uniform quality standards and typical components for IT systems. This will help save money and speed up the transition of government agencies to new information resources. In addition, the Ministry of Digital Development will be able to prevent the purchase of repeating IT products.
According to the newspaper, a plan Kommersant has been prepared providing for the transfer of 59 priority systems of departments and constituent entities of the Russian Federation. This list will be clarified in the process of interdepartmental coordination. Putin signed a decree on the use of the Gostech platform for state information systems
President Vladimir Putin signed a decree on the creation, development and operation of state information systems using a single digital platform "Gostech." On April 1, 2023, the document was published on the legal information portal[20] of the[21]

The latter is formed, among other things, on the basis of the proposals of the Federal Investment Fund, state extra-budgetary funds and executive bodies of the constituent entities of the Russian Federation.
The plan defines the timing of the creation and development of state information systems using Gostekh, and also provides for a phased transition to the use of this platform. The duration of each stage is three years.
According to the decree, the operator of the Gostech platform concludes agreements with the operators of state information systems on the distribution of responsibility between these persons. The same agreements determine, among other things, the responsibility of the operator of the Gostech platform. He is responsible for the uninterrupted functioning of state information systems in terms of the functioning of the platform, for the confidentiality and security of the information processed in these systems, including data, for non-discriminatory access of government agencies to the platform, etc.
The document states that the creation, development and operation of state information systems using Gostekh is not carried out if they contain information constituting state secrets, official secrets in the field of defense, the secret of the investigation and in a number of other cases.
The Government of the Russian Federation is prescribed to provide for budgetary allocations for the implementation of this decree when forming a draft federal budget for the next fiscal year and for the planning period, and for the regions to do the same when forming their budgets.
Also, the government must within 10 months ensure the introduction into the legislation of the Russian Federation of the changes necessary for the development of the Gostech platform.
Mishustin extended for a year to check the security of GIS for their transfer to Gostech

According to Kommersant, in fact, this decree indicates that the transfer of GIS to Gostech for security reasons will require more effort and time than expected. At the same time, in Deputy Prime Minister Dmitry Chernyshenko, the newspaper called the reasons for the extension of the GIS security audit increased attention to their security issues and the need to "approve a list of measures to eliminate GIS vulnerabilities." The Ministry of Digital Development also explained the extension of the experiment by the fact that "the information security requirements have been improved, the GIS will be checked for compliance with them even more thoroughly."
It is assumed that the GIS of individual authorities, in respect of which they were not provided, will fall under the checks, however, changing the timing of the experiment will not affect the implementation of the decree in any way and will not change plans to transfer GIS to Gostech.
To independently analyze the level of security of GIS, to check the practical possibility of exploiting vulnerabilities, Ministry of Digital Development previously concluded a state contract with LLC Visum"" in the amount of about 340 million rubles. According to Ministry of Digital Development, by 2023 there are more than 500 federal and 2.5 thousand regional state information systems in the Russian Federation.[22]

Since January 1, 2023, a decree on a single digital platform of the Russian Federation "GosTech" has been in effect in Russia. The scope of the system is infrastructural, organizational, technological and documentary support of the life cycle processes of state information systems (GIS), the use of digital products of the GosTech platform in the form of application services operating in the cloud computing infrastructure. Local governments, state (municipal) enterprises and institutions, state corporations, state companies, public law companies, as well as business companies, more than 50% of whose authorized capital is in state (municipal) ownership, have the right to decide on the use of the GosTech platform to implement the life cycle processes of their information systems.[23]
Ministry of Education and Science transfers work to Gostech
The Ministry of Education and Science is transferring work to the Gostech technological platform. This was announced in mid-February 2023 by Deputy Minister of Science and Higher Education Daria Kiryanova. According to her, Gostech should help create various services for universities.
As Kiryanova noted, before the start of the special operation in Ukraine, about 80% of all software licenses in Russian universities were foreign.

Migration to Gostech is carried out not only by the Ministry of Education and Science. On February 16, 2023, the deputy head of the Ministry of Digital Industry Grigory Borisenko announced that the department was going to connect about 13 information systems of federal authorities to Gostekh by the end of the year. In addition, the department's plans include connecting more than 40 authorities to the platform, but he did not specify the period for which this will be done.
Borisenko stressed that by mid-February 2023, the Ministry of Digital Development begins to form not only a single platform in public administration, but also a single pool of data information, which, in his opinion, will become more accessible and suitable for switching to a management model, where most decisions are made based on actual digital data.[24]
Recommendations for computing infrastructure and cloud platform providers approved
The Presidium Government Commission on Digital Development approved methodological recommendations for presenting requirements for providers of computing infrastructure and cloud platforms in terms of the information technology support technologies they use. information security This was reported on February 1, 2023 in the Telegram GosTech channel.
We are talking about methodological recommendations intended for customers of state IT systems (GIS) created on the GosTech platform. They shall be used in preparation of technical assignments for suppliers. Among other things, the document spelled out:
- licenses and permissions that the supplier must have
- regulatory requirements in the field of information security
- requirements for redundancy and disaster tolerance
- requirements for data centers, resource monitoring, access mode
- cloud platform certification requirements
- requirements for the architecture of the provider's cloud platform, its subsystems
- requirements for system-wide and application software of the platform.[25]
According to the published document, communication channels between the supplier's data centers should be protected by means implementing cryptographic information conversion algorithms that have passed compliance verification in the form of certification, and the infrastructure should ensure uninterrupted functioning and safety of information processed on computing and technological resources in the following emergency situations:
- complete power outage;
- malfunction or failure of communication channels;
- complete or partial failure of hardware including, but not limited to, failures and failures of hard disk drives.
A methodology for the development of state information systems using Scrum, Kanban and extreme programming has been published

The document is a continuation of the PP-676 on the requirements for the procedure for the creation, development, commissioning, operation and decommissioning of state information systems. The methodological recommendations present the features of the production process of iterative development of systems, detailing the key provisions of the PP-676.
The provisions of this document apply to the activities of government agencies (departments), their subordinate organizations, private partners in accordance with public-private partnership agreements, concessionaires in accordance with concession agreements, organizations authorized by regulatory legal acts to create systems, commercial organizations performing or planning to carry out work on the creation and development of systems within the framework of state contracts and organizations of other organizational and legal forms.
The recommendations aim to form for all departments and other organizations mentioned above a unified understanding of methods and practices for creating and developing systems using an iterative approach. Another goal of the methodological recommendations is to develop proposals for the use of an iterative approach depending on the scale of the systems being created and the complexity of organizing work on their creation and development.
The recommendations are aimed at creating systems in the interests of providing public services, state functions, including control and supervision activities in the context of changing customer needs; shorter terms and improved quality of providing government services to customers using created systems. In addition, they should help to create and develop systems within established budgets and with minimal risks of failure to achieve goals.
Methodological recommendations cover the procedure for creating and developing the system - from the model of requirements for it to the implementation of the first stage of the system, as well as the stages of planning and execution, checking the work performed and adjustment.
In the course of work on the creation and development of systems, departments are recommended to use interconnected methods and practices of iterative development - Scrum, Kanban and extreme programming, lean production and DevSecOps. How to do this is also detailed in the document.
Customer focus is at the forefront of developing systems using these methods and practices. These methods and practices are collectively aimed at providing a stream of value creation for the client, the guidelines say.
Also, during the creation and development of systems, it is necessary to carry out measures aimed at preventing the emergence and/or elimination of software vulnerabilities established by the legislation of the Russian Federation and current regulatory acts in the field of protecting processed information and creating systems in a secure version, including those specified in the document "Methodological Recommendations for Ensuring the Development of Safe Software at the State Technical Center."
GIS of eco-monitoring in Russia is deployed on the Gostech platform
The creation of a state environmental monitoring system was discussed at a joint meeting of the State Duma committees on ecology, natural resources and environmental protection and on information policy, information technology and communications. It is planned to unify information security mechanisms on the platform. The security of services operating in the cloud infrastructure will be ensured at all stages of the GIS life cycle.
It is also reported that GosTech will be able to use local governments, state-owned enterprises, state corporations and state-owned companies, more than 50% of which belong to the state.
According to the document, the feasibility and mandatory creation, development and operation of GIS on the GosTech platform are determined taking into account the technological feasibility and financial effectiveness of using the GosTech platform for the relevant GIS during the Ministry of Digital Development of assessment of the feasibility of conducting informatization measures and (or) their financing.
The operator of the GosTech platform will be the Ministry of Digital Development. By decision of the department, these functions can be transferred to the state treasury institution determined by it.
The Cabinet of Ministers has determined that the functions of the platform operator are performed by the Ministry of Digital Development. The agency can also transfer them to a state treasury institution.
The Legal Commission approved the guidelines for the operation of state information systems and secure development at GosTech
On December 19, 2022 , GosTech PKU published on its website a number of methodological recommendations necessary for the functioning of the platform: on the management of the dynamic infrastructure of GosTech, on the operation of state information systems and ensuring security in the development of software on the GosTech platform.
The documents were approved in December by the presidium of the legal commission on digital development, the use of IT to improve the quality of life and the conditions for doing business.
Guidelines "Standard for Dynamic Infrastructure Management" of the GosTech platform describes the mandatory requirements for service providers - IaaS services, which are planned to be included in a single digital platform, as well as requirements for configuring the infrastructure as code. This will ensure automated basic preparation of the infrastructure for hosting copies of the GosTech platform and state information systems. Support for dynamic infrastructure configuration should allow providers providing infrastructure as a service to participate in the placement of state information systems at facilities under their control.
The document also specifies the requirements for the process of providing access to resources at the provider level and isolating the system's industrial operation circuit from other GosTekha circuits.
Methodological recommendations on the operation of state information systems (GIS) on the GosTech platform determine the minimum set of organizational and technical requirements for the operation procedure, requirements for the composition of GIS operation services, main technological operations during operation, indicators of the quality of GIS support services, as well as the composition and content of the set of operational documentation for GIS.
The methodological recommendations include the rules for organizing support, as well as recommended templates of mandatory documents.
As for the methodological recommendations on safety issues when developing software on the GosTech platform, they contain recommendations on the implementation of the development requirements established by GOST R 56939. If confirmed vulnerabilities and deficiencies of programs of critical and high level of influence in newly created software are identified, during its testing by tools it is prohibited to transfer such software to the productive environment of GIS operation on the GosTech platform.
At the same time, the use of borrowed components (libraries, frameworks, interpreted scripts, etc.) of third-party developers is allowed only if the texts of their source code are available. The exception is the components included in the platform in accordance with the methodological recommendations on security issues when developing software on the GosTech platform and the methodological recommendations for including services in GosTech.
The government approved the regulation on the GosTech and Gosmarket management system
On November 30, 2022, the government approved a regulation on two federal state information systems related to GosTech - "Management of the Unified Digital Platform of the Russian Federation GosTech" and "Gosmarket." It also provides automated quality control of software for state information systems on the GosTech platform, tools and services for operation processes.
Among the functions are support for the possibility of sharing the components of the GosTech platform by several users and the provision of tools for integration with digital products of platform suppliers.
"Management of the unified digital platform of the Russian Federation GosTech" interacts with a number of other information systems, including a unified public procurement system, SMEV, federal GIS for the collection, processing and storage of algorithms and programs, etc.

Special attention in the concept is paid to the information security of GosTech. For example, the document says that in order to reduce the timing of the creation and development of state information systems, the formation and change of digital products of the Ministry of Digital Development, together with the Federal Intelligence Agency authorized in the field of countering technical intelligence and technical information protection, it is necessary to analyze the possibility of applying standard solutions to ensure information security. The GosTech concept also involves the transition to a client-centric principle when creating and developing state information systems based on domain architecture. Today, the creation and development of state information systems in most cases is carried out by each government agency and extrabudgetary fund in isolation with a focus on optimizing and automating processes within the established powers. As for funding, several options are assumed here. Thus, it is planned to finance the creation, development and operation of state information systems that are part of the GosTech platform, as well as infrastructure technological services and basic services of the platform for creating other state information systems at the expense of funds provided for by the Ministry of Digital Development Economy of the Russian Federation.
It is planned to finance the creation, development and operation of federal state information systems that are not part of the infrastructure technological services and basic services of the GosTech platform, additional services of the GosTech platform at the expense of funds provided for by the relevant federal investment fund and state extra-budgetary funds in the federal budget and (or) the budgets of state extra-budgetary funds. The draft regulation on the unified digital platform of the Russian Federation "GosTech" has been published

That is why the PKU "Gostekh" together with the Ministry of Digital Development developed a draft amendment to the PP of the Russian Federation 676.
According to the developed draft resolution, if an iterative approach is applied at the stage of TA development in accordance with paragraph 3 of the requirements approved by PP of the Russian Federation 676, the system requirements should be divided into groups. Thirdly, during the development of the system, it is allowed to commission certain system components before issuing a legal act on the commissioning of the system on the basis of a test protocol for individual system components. In this case, a number of conditions must be met. Namely:
- the possibility of commissioning components as part of the operated system should be provided with a TA for the development of the system (system queues); the system shall comply with the protection requirements established for it; information
- there is no need to carry out certification of the system according to the requirements of information protection;
- the requirements specified in clause 191 of the RF PP 676 shall be met.
Particular attention in the draft resolution is paid to the information security of Gostekha. The explanatory note to the draft government decree notes that at present, a general tendency has formed among government agencies to optimize the use of information and technological infrastructure through the use of clouds. This was facilitated, among other things, by the state experiment on the transfer of state information systems to a single cloud platform.
At the same time, the use of cloud computing creates new threats to information security, which must be solved jointly by the Security Information Security Department and the Security Information Management Department, authorized in the field of counteracting technical intelligence and technical information protection.

Published guidelines for basic services "GosTekha"
In early October, methodological recommendations related to Gostekh - Basic Services, approved by the Legal Commission on Digital Development, the use of IT to improve the quality of life and business conditions, were published. The first document defines the requirements for the basic services of the GosTech EDS, which are provided to users of the GosTech EDS according to the Platform as a Service model (PaaS, platform as a service). Basic set services are divided into the following types:

The methodological recommendations spell out the composition of these services, general requirements for them and for the protection of information in them, requirements for accessibility, reliability, diagnosability, access control and accounts, for the service provider, as well as for legal registration, billing, self-service portal, connection to FSIS GEOP ("state region").
In turn, the second document - guidelines for including services in the Gostech platform - defines the requirements for services provided by suppliers for inclusion in GosTech as an extension of basic services in order to develop its functionality in accordance with the needs of platform users.
The described requirements are imposed on each service that is planned to be included in GosTech, as well as on the supplier. In case of non-compliance with them, the inclusion of the service in the "GosTekha" is not allowed until the identified shortcomings are eliminated. Moreover, these methodological recommendations apply to the services themselves, as well as to all components that are part of them and are part of them, the document says.
One of the general basic requirements is that the service should be included in the register of domestic software, and all its components should be compatible with at least one of the Linux-based operating systems from this registry.
In addition to the general requirements for the services included in the Gostech platform, the guidelines also spell out additional requirements for services created under the state contract. They include, among other things, the recommended technological stack and the condition that the service created under the state contract should be placed in the National Fund of Algorithms and Programs.

The National Fund of Algorithms and Programs will become part of the Gostech ecosystem
The National Fund of Algorithms and Programs (NFAP) can be transferred to Gostech. TAdviser was informed about this at the end of September in the office of Deputy Prime Minister Dmitry Chernyshenko.
The NFAP is a repository of digital products that are developed by order of the state and for budget money and can be reused by various government agencies in order to save budget funds. Official funding for the creation, development and operation of this federal GIS began back in 2013. Initially, the state customer and operator of the NFAP is the Ministry of Communications of Russia - now the Ministry of Digital Development.
The NFAP was to be finalized by March 1, 2023. But by the decree of the government of the Russian Federation of September 16, 2022 No. 1623, this period was extended until August 31, 2023.

The idea of linking the NFAP and Gostekha was discussed earlier. The Gostech service delivery model, which representatives of the Gostech PKU talked about at various events, included the placement of software by its owner in the NFAP and the use[31] in the platform conveyor].
In December 2021, a government decree amended, according to which customers of state information systems - FOIVs and state extra-budgetary funds - are required to submit information to the NFAP before signing acts of acceptance of work under the state contract[32]. This is designed to ensure the reuse of technologies, reduce the technological dependence of authorities, and ensure the development of the ecosystem of the digital economy.
Other government agencies, including the constituent entities of the Russian Federation, are instructed by the same government decree to post information in the NFAP when signing acts of acceptance of delivered goods, work performed and services provided under state contracts. The placement of objects in the NFAP is carried out by suppliers in accordance with the methodological recommendations for the formation and maintenance of the state repository of algorithms and programs.
According to the information on the NFAP portal, as of September 2022, 393 objects were located in it. Applications are accepted until October 3, 2022, the results of the competition will be announced on October 7, 2022.
In early September 2022, the Ministry of Digital Development published draft provisions on the Gostekh and Gosmarket platforms (a specialized marketplace for state information systems - GIS). According to the draft resolution, the main goal of creating the Gosmarket is to increase the efficiency of creating and developing state information systems on the GosTech platform by cataloguing and optimizing the receipt of digital products by users of the platform, ensuring a high level of their quality and security, as well as supporting the development of domestic IT solutions.
The platform should ensure that quality digital products are delivered and compliant. Russian IT companies will be able to add their solutions to the catalog if the products meet platform requirements, including information security.
Gosmarket is also expected to make it easier for customers of digital products to prepare draft specifications. To do this, it is planned to develop a special documentation designer and a tool for preparing a feasibility study for the creation of GIS.
Digital products presented in the GIS "Gosmarket" will be paid. Alexander Fetisov calls the planned pricing model standard for cloud products. The cost is formed according to the principle of "Pay as you go" (payment as you consume): the consumer pays only for the amount of services and computing resources (SaaS, PaaS, IaaS) that he actually uses.
Both systems will be designed and developed during 2022 and 2023, and by the end of 2022 separate elements of the systems functionality should be implemented.
The explanatory note with the draft resolution says that its adoption will not require the allocation of additional funds from the federal budget and state extrabudgetary funds, as it will be carried out through the redistribution of allocations provided for in the federal budget for 2022 and 2023-2024. The Accounts Chamber assessed the current state of federal state information systems in terms of the prospects for digitalization of public administration. According to the report on the results of this assessment, which TAdviser got acquainted with on August 30, the auditors saw the risks in the agreement on the GosTech platform concluded between the Ministry of Digital Development and Sberbank.
The experiment on the creation and implementation of a single digital platform "GosTech," in accordance with a government decree, was launched in 2020. In the same year, a state contract was signed between the Ministry of Digital Development and Sberbank for the provision of services for the transfer of non-exclusive rights and ensuring the functioning, administration and uninterrupted operation of software for an experiment on the creation, translation and development of Gos. IT systems and their components on the GosTech platform[35].
In accordance with this state contract, Sberbank transferred to the Ministry of Digital Development of the right to use software that makes up the technological basis of the platform, on the terms of a simple (non-exclusive) license without the right to modify (modify) it and without transferring source codes.
This entails the risk of loss of non-exclusive rights of the Russian Ministry of Digital Development to the software that forms the technological basis of the GosTech platform, in case of loss (for any reason) of the exclusive right of Sberbank PJSC to it, and also makes the technological basis of the GosTech platform dependent on the specific business entity - the owner of exclusive rights to the software, - the auditors of the Accounts Chamber note in their report. |
According to the license agreement under the state contract, a non-exclusive license to use the software is provided to the Ministry of Digital Development for the entire validity period of the exclusive right of Sberbank, and the commercial software of third parties used in the platform is provided for the validity period of the state contract.
Initially, the end of the last stage of the provision of services under the state contract was indicated on May 31, 2022, but shortly before this date, the parties entered into an additional agreement to the agreement, which changed the end of the last stage to October 15, 2022. The end of the general term of the state contract was then shifted from July 31, 2022 to December 31, 2022.
It follows from the license agreement that the exclusive right to the software of the GosTech platform, of which Sberbank is the copyright holder, can pass from it to the new copyright holder, but it also states that this is not the basis for changing or terminating the agreement between the Ministry of Digital Development and Sberbank.
The Ministry of Digital Development told TAdviser that the validity of the right to use the software is not related to the period of provision of services to ensure the uninterrupted operation of such software.
According to the license agreement, Sberbank transferred the right to use the software to the Ministry of Digital Development of Russia for the departments participating in the experiment for the entire term of its exclusive right. This is enough for an experiment. At the same time, the exclusive rights to the GISs created on the basis of the GosTech platform belong to the state, the department says. |
The Ministry of Digital Development added that the issue of amending the terms of the license agreement is currently being worked out, expanding after the end of the experiment the possibility of using Sberbank software for all federal, regional and municipal departments.
Recommendations have been prepared for the selection of regional services for inclusion in GosTech
At the end of August 2022, a draft methodological recommendations on the selection of regional services for inclusion in the unified digital platform "GosTech," on which it is possible to create state digital services and information systems, were presented.
According to the document, which is published in the official Telegram channel "GosTech," the services offered by the participant for placement on "GosTech" must comply with the following principles:
- Re-use principle. The service should be in demand for reuse at the GosTech EDS by other constituent entities of the Russian Federation;
- The principle of client centrism. The service offered for placement on the GosTech EDS should be aimed at effectively meeting the needs of End Users;
- Scalability principle. The service offered for placement on the GosTech EDS should provide the required fault tolerance and performance when changing the number of users, transactions, as well as the amount of data processed in accordance with the agreement on the level of service quality;
- The principle of adaptability. The service offered for placement at the GosTech EDS should ensure the possibility of continuous improvement of functionality when changing the legislation of the Russian Federation and the development of information technologies;
- Principle of import substitution. The service offered for placement at the GosTech EDS must comply with the requirements of the current legislation of the Russian Federation in the field of import substitution.
- The principle of trust. The service offered for placement on the GosTech EDS should ensure compliance with the requirements of the legislation of the Russian Federation in the field of information security, including confidentiality and integrity of information, prevention of unauthorized actions, in particular, use, disclosure, distortion, change, research, destruction of information. In his presentation at the government meeting, the director of the Gostech PKU Vasily Slushkin focused on the need to speed up the migration of GIS to the Gostech platform, as this guarantees a higher level of security. According to him, foreign-made software and equipment are used in the state IT infrastructure. For more than 50% of GIS, there is a critical risk of IT infrastructure denial from hardware vendors and software vendors. 66% of GIS uses foreign virtualization tools VMWare and Microsoft Hyper-V. According to Vasily Slushkin, the Gostech platform uses exclusively Russian software or open source.
Chernyshenko: 150 GIS will be transferred to GosTech as a priority

The creation of "Gostekh" is delayed due to sanctions
On March 29, 2022, the Russian Ministry of Digital Development announced a possible extension of the experiment to create the Gostech digital platform until the end of 2022. As Kommersant was told in the office of Deputy Prime Minister Dmitry Chernyshenko, this is due to sanctions risks and the need for additional study of the security issues of services developed as part of the experiment.

Dozens of open source tools with the main development branches outside Russia were found in the Gostech platform

In 2022, the first regions will receive 50-100 million rubles each for the development of GIS for the Gostech platform
In March 2022, PKU Gostech will present technical requirements, based on which the regions will be able to develop GIS and publish them on the Gosmarket marketplace. Yuri Zarubin, Deputy Director of the Department for Coordination of Programs and Projects of the Ministry of Digital Science, told about this on December 22 at the Gostech conference Designing the Future Together, held at the RANEPA site.
Also in March 2022, a test bench of the service development pipeline will be launched. Both representatives of the Gostech PKU and the regions will take part in its testing. The development conveyor will be put into commercial operation in May.
In April, the Ministry of Digital Development announced a scheme for providing subsidies for developers under Gostech. By this time, the government will approve a plan for the provision of subsidies; already in May, rules will be adopted according to which they will be allocated. In addition, by May it is planned to develop criteria for assessing regions applying for state funds.
In June-July, a competitive selection will take place among the regions applying for subsidies. Contracts with the winners of the PKU "Gostech" will conclude for a year and a half. The regions that won the competition will be given 50-100 million rubles per project. It is assumed that state subsidies will receive from 6 to 12 regions.
Key criteria on the basis of which state subsidies will be provided:
- Project compliance with technical requirements;
- Project demand in other regions;
- Compliance with the draft decree of the President of the Russian Federation No. 68 dated 04.02.2021 "On assessing the effectiveness of the activities of senior officials (heads of senior executive bodies of state power) of the constituent entities of the Russian Federation and the activities of executive bodies of the constituent entities of the Russian Federation," which lists five priority sectors of the economy subject to digital transformation.
Regions, as part of work on GIS for Gostech, will be able to order the contractor to develop a technical project and a methodology for introducing the service in other regions. According to Vladimir Rakhmanov, First Deputy Director of Gostech PKU, the launch of the platform of the same name will take place in stages. In October 2021, two standards were adopted at the architectural committee: the standard of frontal interfaces of public services and the standard of notifications. - Infrastructure as Code/IaC standard (requirements for the process of automatic dynamic deployment in the cloud);
- Management standard (GIS requirements for availability and reliability monitoring);
- User interface ergonomics standard.
In addition, in 2022, there should be a transition from a multi-standard to a multi-tenant architecture: that is, from a model, when each department deploys a fragment of the platform, to the use of a common infrastructure, tools and services.

Now, within the framework of the MHIF project, three types of proactive notifications are available after issuing a referral for hospitalization to a federal clinic: that a referral for hospitalization has been formed and the medical commission of the receiving medical institution is considering it; on the adoption of the decision by the medical commission; on the costs of treatment allocated from the budget of the compulsory medical insurance program. The first IT systems moving to Gostech will be located on the infrastructure of the cloud provider Sberbank
The information systems of the first participant of the Gostech platform of the Federal Compulsory Health Insurance Fund (MHIF) will be deployed at the data center of the Sberbank-owned company Sberbank, which won the tender for the provision of information infrastructure.
The choice of infrastructure provider ended on November 10, a source with knowledge of the matter told TAdviser. Only one application was submitted from Cloud Technologies LLC (SberCloud brand), therefore, before the company is approved as a supplier, it must go to the FAS approval procedure, which should be completed by the end of November 2021. The Ministry of Digital Development, commenting on the results of the tender, confirmed to TAdviser that the tender has been completed and the winner has been determined, and the contractor will be agreed with the FAS as part of the 44-FZ procedures. However, they did not name the winner. According to the ministry, the winner of the tender submitted a proposal satisfying the request, which was formulated in the tender documentation.
After signing the state contract, the press service of Sberbank told TAdviser that the company, within the framework of fulfilling its contractual obligations, will provide services for providing computing resources for the state unified cloud platform in order to place and ensure the functioning of information resources and information systems of federal executive bodies of the Russian Federation and state extrabudgetary funds.

Revolutionary plans for reforming state informatization are officially presented - "Gostekh" and "Gosmarket"

During the presentation, they discussed the reasons for creating the platform, approaches to its development and filling, the specifics of using services and applications deployed in Gostekh. Plans were announced to amend the regulatory framework and the stages of the project. Representatives of regional authorities shared their experience in the development and implementation of information systems, voiced their wishes for the platform being created.
Prerequisites for the creation of the Gostech platform
According to Deputy Prime Minister of Russia Dmitry Chernyshenko, the state spends huge amounts of money on IT. The total cost of owning regional and federal information systems is 460 billion rubles per year. Half of this amount is federal budget expenditures, half - regions. Departmental programs of digital transformation of federal executive bodies (FOIV) for the development of information systems laid 170 billion rubles for three years. Moreover, this amount implies only the development of software and does not include hardware costs.
As Dmitry Chernyshenko noted, 80% of the functionality of the existing GIS coincides, but there is no possibility of reusing it. In addition, developers are expensive. Moreover, the country is sorely short of qualified personnel, the deficit is about one million specialists. Therefore, today it is simply impossible to work as before, when each FEI created information systems independently and built its own data center.
The head of the Ministry of Digital Development, Communications and Mass Media (Mintsifra) Maksut Shadayev also believes that it is impossible to design and create systems as it was done before. Now there is no time to write the terms of reference for six months, none of the heads of departments is ready to put up with such deadlines. Moreover, the existing IT paradigms make it possible to do everything much faster by using and reusing ready-made software components.
The tasks that Gostech solves
According to Maksut Shadayev, the main task of introducing the platform is to provide the best technologies on the market according to the model "you pay only for what you use."
"Gostech" will allow us to move to the model, when the customer will pay only for what he uses. Within the framework of the platform, we will offer the market the best existing technologies that will be in demand by departments. The developed service should be available to other customers in the shortest possible time, taking into account security. Regional departments that do not have the necessary resources will be able to connect to the platform and use ready-made services. Given the increase in the overall level of digital literacy in government agencies, additional settings will also be able to be made by department experts using the Low Code/No Code platforms, "Maksut Shadayev said. |
In general, the head of the department responsible for the development of the Gostech platform identified five basic tasks:
- attract advanced technologies to the public sector;
- implement the best development experience;
- ensure the rapid launch of state and regional services;
- create a unified technological environment and a safe infrastructure for the development of state services;
- Implement uniform development management standards.
Financial incentives to fill the Gostech platform
As Maksut Shadayev said, it is planned to distribute 600 million rubles within 3 years to support the creation of regional services using the Gostech tools. Moreover, 300 million rubles have already been pledged for 2022. According to the minister, in order to support the regions, it will be possible to attract even a larger amount than planned. In addition, today FOIVs submit requests for additional funding for the development of state information systems, priority will be given to those who intend to use the Gostech tools for development.
Private developers are supposed to be interested in the ability to implement their services through the Gostech platform without going through the public procurement procedure. According to Maksut Shadayev, the platform is open, and each developer can create services on it or even transfer existing developments, fulfilling all existing requirements for embedding into the platform.
Regulatory regulation
According to Maksut Shadayev, the issue of transferring the development of all state and regional services to the Gostech platform from 2024 is being discussed, so all federal departments and regions need to prepare for this.
Director of the PKU "Gostekh" Vasily Slushkin said that today it takes 1.5-2 years to put the system into operation with a full life cycle, since the only way to start the system is a cascade life cycle. To change the situation, it is necessary to amend the Decree of the Government of the Russian Federation of 06.07.2015 No. 676 "On the requirements for the procedure for the creation, development, commissioning, operation and decommissioning of state information systems and further storage of information contained in their databases." If you legally allow the use of an iterative life cycle, then the GIS launch speed will increase several times. And the time from the start of development to the first launch will be reduced to 3-6 months.
To ensure the reuse of software components, it is necessary to amend the Resolution of January 30, 2013 No. 62 "On the National Fund of Algorithms and Programs for Electronic Computers." The concept of a repository of programs that can be reused and the concept of an open license should be introduced. The corresponding document has already passed all the approval procedures and is in the government apparatus. It can be accepted until the end of October 2021.
How to get on the platform
According to Vasily Slushkin, access to the platform can be obtained in several ways. Thus, authorities and institutions can apply through the Ministry of Digital Development and, in accordance with the Decree of the Government of the Russian Federation of 12.10.2020 No. 1674 "On Conducting an Experiment on the Creation, Translation and Development of State Information Systems and Their Components on the Unified Digital Platform of the Russian Federation" Gosteh "to be included in the experiment. After the completion of the experiment, from May 31, 2022, the application can be submitted through the Gostech portal.
The director of PKU Gostech recalls that in September 2021, new provisions were adopted on the inclusion of new components. Now, if the state authority wants to contribute a particular product to the Gostech platform, then after checking quality and safety control, consideration at the architectural council and the presidium of the legal commission, the decision can be made to the platform.
If the software belongs to a private company, then it can also get to the platform after passing the established bureaucratic procedures.
Development without programming and "Gosmarket"
First Deputy Director of Gostech PKU Vladimir Rakhmanov added that products on the Gostech platform should support the Low-code/No-code concept. That is, the creation of new services will not require programming. In his opinion, the level of experts in the departments is high enough for them to be able to build services from ready-made modules. This approach will make it possible to reuse the components as much as possible and solve the problem of a shortage of qualified specialists.
According to Vladimir Rakhmanov, state service customers, forming a technical task for developers, will understand which modules are unique and which are typical, and will indicate this.
All applications of the Gostech platform will be available on the Gosmarket technology marketplace. On this site, government service developers will be able to purchase ready-made modules and standard products so as not to waste time creating them, but to focus on writing a unique part of the systems, which will save time and improve the quality of development.
By 2024, the share of unique development should be significantly reduced in favor of applications from the State Market.
Migration of services to the Gostech platform
According to Ivan Operchuk, deputy director of the Gostech PKU, there are more than 4.1 thousand information systems in Russia, more than 3.3 thousand of them are regional. Today the task is to transfer these systems and services to the Gostech platform. However, migration requires reengineering systems, it does not make sense to transfer systems and services as they exist now. Migration of systems should bring real improvements to the lives of citizens and businesses. In addition, the platform and system should be used as efficiently as possible after the migration. Based on these principles, Gostech PKU has developed principles for transferring client and support systems.
Client systems can migrate to the platform in two ways: as part of the design of the client path of the domain; within the framework of ranking according to the method (by the degree of maturity of the system and the mass of requests).
Criteria for assessing the maturity of client systems:
- online by default;
- feedback;
- online payment;
- October 2021 - Revision and publication of the methodology based on the results of testing;
- November 2021 - FGIS CI: data collection form according to the method;
- December 2021 - The FGIS CI has made assessments on information systems;
- April 2022 - Ranking and formation of a plan for the transition of regional systems to Gostech.
Domain approach to launching services on the Gostech platform
Ivan Operchuk from PKU Gostech says that the Gostech platform is built in accordance with the domain principle. Domains are the sphere of activity of the state belonging to one subject area. Domain architecture is consistent with enterprise architecture and consists of business architecture, application architecture, information architecture, and technical architecture. When designing a domain, the needs of the client and all his life situations must be taken into account. This approach considers all the client's activities within the subject area at all levels - federal, regional, municipal.
The domain's area of activity is very extensive and contains hundreds or even thousands of client paths. Therefore, you need to approach the design of client paths and services iteratively. Implementing first the most popular, and then returning and creating the next priority client paths and services.
The first domains on Gostech:
health care; science and education; public transport; construction and housing and communal services; public administration.
Experience with domain approach in healthcare
Deputy Minister of Health of the Russian Federation Pavel Pugachev spoke about the approaches to creating the Healthcare domain. It is important that health care is human-centered, and doctors get rid of unnecessary bureaucracy, spending more time on patients. To improve the quality of medical services, an effective domain structure is needed. Today, the main data array is at the regional level, with medical organizations, while the information is very poorly used. As a result, so-called industry wells are formed. The transition from industry wells to a domain structure will make it possible to de-publish master data, forming a single base for all industry services and departments.
According to the representative of the Ministry of Health, as part of the pilot project for the creation of the Healthcare domain, a group of more than 100 experts analyzed client paths for 6 weeks. As a result, the top 10 directions were allocated for priority actions taking into account the needs of patients and the industry. The business architecture has been identified, more than 40 services with high replication potential in the regions have been identified. Based on the requirements of the business architecture, the technological architecture is designed. The development was carried out from the needs of man. The ultimate goal of the entire transformation of the industry is to move to personalized medicine, providing assistance exactly to the extent that each specific person needs it.
According to Pavel Pugachev, it is planned to add a platform on top of the existing layer of legacy systems, which includes a digital profile of a doctor, a digital profile of a patient and a digital profile of a medical organization. The transition from master data to a digital profile will allow you to receive information about the current state of a medical organization, doctor or patient in real time. This will provide an opportunity to model processes and start using recommendation medical systems. Which in turn will reduce the number of medical errors and increase the quality of medical services. By 2030, legacy systems will be gone, and everything will switch to a single platform principle.
The development of GIS physical education and sports was added to GosTech
In October 2021, Prime Minister Mikhail Mishustin signed a government decree "On Amendments to the Regulation on an Experiment on the Creation, Translation and Development of State Information Systems and Their Components on the Unified Digital Platform of the Russian Federation" Gosteh. " The new tasks of the state project included the development of the state information system "Unified Digital Platform" Physical Culture and Sport "(GIS FCiS), more precisely its following components:
- a component aimed at implementing electronic registration of citizens in the organization of sports training;
- a component that provides automated accounting of sports events in a single calendar plan of interregional, all-Russian and international physical culture events and sports events;
- a component that provides an automated process for assigning sports titles and sports ranks;
- a component providing an automated process for collecting, processing and analyzing statistics in the field of physical culture and sports.
According to the Minister of Sports of the Russian Federation Oleg Matytsin, the creation of a single platform for the industry will increase the availability of physical education and sports for residents of the Russian Federation using information tools and online services.
The same document Mishustin in October 2021 approved the possibility of participation of federal executive bodies, state extra-budgetary funds, state institutions and other organizations not specified in the provision - in agreement with the Ministry of Digital Development and on the basis of the approval of the presidium of the government commission on digital development.
The experiment on the creation, translation and development of state information systems and their components on the unified digital platform "GosTech" will last until May 31, 2022.[39]

The Ministry of Digital Development is creating an interdepartmental working group on GosTech
The Ministry of Digital Development decided to create an interdepartmental working group to coordinate the activities of the participants in the experiment to create and develop state information systems and their components on a single digital platform "GosTech." The draft of this order was published on July 21, 2021 on the official website for posting draft regulatory legal acts[40] of[41].
Among the tasks of the working group are to consider issues and develop proposals for the creation, translation and development of state information systems and their components on the GosTech platform, and develop criteria for assessing the results of the experiment.
The tasks also include considering issues and preparing proposals for amending the legislation of the Russian Federation, necessary for the creation and development of state information systems and their components on the GosTech platform.
As conceived by the Ministry of Digital Development, the working group will submit reports to the government of the Russian Federation, including, among other things, proposals for the development and refinement of GosTech, proposals for the target architecture and data model of this platform.
The working group will include representatives of the Federal Investment Fund, state extrabudgetary funds, the autonomous non-profit organization Analytical Center under the Government of the Russian Federation, the Russian Export Center and other organizations operating in the field of IT by agreement. The structure of the working group should be approved by the order of the Ministry of Digital Development.
Meetings of the working group will be held at least once a month.

The 900-mile tender for the Gostekh experiment won in 2020 gave Sberbank a bridgehead for deep immersion in the topic of building state information systems. Having analyzed the state of affairs in this area, Sberbank offers the state a whole set of its own products and services for building a platform on the basis of which the application services of departments can function. The bank's ambitions go beyond software products and consulting services, extending to the computing infrastructure. Why the current state of affairs is bad
The first slides, authored by Margarita Repina, head of the Gostech program from Sberbank, describe the current state of affairs with the development of information systems in departments: slow and expensive, unreliable and unsafe.
A more mundane look at the current problems of informatization of the public sector was presented by Ivan Operchuk, who works in the Gostech institution, created as a summon of the Ministry of Digital Development. State IT systems are developed from scratch as works of art, and 5 years after creation, every second system requires complete processing, he said.
How Problems Can Be Solved
The following slides of Operchuk were devoted to the steps aimed at solving existing IT problems in the public sector: the transition to a microservice architecture and a single database of open source technology and application services, vendor independence, etc. is necessary (scroll through the gallery).
According to the presentation of Sber Tech CEO Andrei Voinov, the Gostech platform should replace typical components of state IT systems: logging, monitoring, BPM, load balancing, authentication and authorization, event streaming, etc. (scroll through the gallery).
The dream process for a departmental developer, according to Voinov, involves only programming business logic. In this case, a template with typical components must be created automatically.
Experiment drags on
In the meantime, from November 1, 2020 to May 31, 2022, an experiment is underway to create and develop state information systems and their components on the Gostech platform.
The main parameters of the experiment were highlighted by Alexey Gorobtsov, Director of the Department for the Development of Services and Client Experience of the Ministry of Digital Development.
By April 2021, the experiment is at the stage described by the following slides by Margarita Repina from Sberbank (scroll through the gallery).
The conclusion of the Ministry of Digital Development at the current stage is that Sberbank's technologies cannot be used head-on for digitalization of the state, and the Gostech institution created under the ministry should be engaged in their adaptation.
Alexey Gorobtsov in his presentation wondered "how to live after 31.05.22" when the experiment is completed. And in the first proposal, he announced the need to extend the experiment (at the end of June 2021, when this text was published, the Ministry of Digital Development prepared a draft government decree extending the experiment until December 31, 2023).

Vladimir Rakhmanov from the institution of the same name under the Ministry of Digital Development also gave his view on the regulatory restrictions of Gostekh.
IT Migration Approaches to Gostech
The architectural approaches to the creation of Gostekh and the migration of IT systems to this platform in the presentation were presented by the general director of Sber Tech Andrei Voinov.
As an example, he cited a set of services that arise at the birth of a child. Part of the IT systems involved in the provision of these services, according to Voinov, are not targeted. They should be migrated to Gosteh, the expert believes (scroll through the gallery).
Andrei Voinov proposes to borrow a general approach to choosing systems to be migrated to the platform from Sberbank.
Integration of IT systems on the Gostech platform
According to Andrei Voinov, IT systems should be integrated on the Gostech platform not through SMEV, but through the Synapse system - Sberbank's own development (Sberbank is trying to sell the same system to Russian Railways).
SMEV should remain as an integration bus for outdated systems outside Gosteh.
Marketplace
For flexible and prompt involvement of developers of departmental systems based on the Gostech platform, its ideologists propose to create a marketplace of accredited IT integrators. In the current legal field, the conclusion of the contract takes about 3 months, and the marketplace will reduce this time to 30 minutes, says Margarita Repina from Sberbank.
Data center for Gosteh

The head of Sber Tech, Andrei Voinov, in his presentation also proposed to use the new data center of Sberbank as an IT infrastructure, which the bank is building for its own needs in the Saratov region.
Unified IT Operation Processes
Separately, Andrey Voinov dwelled on the issues of operating state IT systems, proposing two scenarios: in the first Ministry of Digital Development he would have to develop the operation processes himself, in the second - order the development within the framework of a consulting project.
Sberbank is ready to develop uniform operation processes within a year in two stages.
Target organizational and functional model Gostech
The current model of interaction between the Ministry of Digital Science, departments, infrastructure supplier (GEOP) and platform (Sber) is complex and erratic, noted in the slide of Vladimir Rakhmanov from PKU Gosteh.
The target model is shown in the next slide. Two forks in it - who will be the provider of the first and second support lines (Sberbank or PKU "Gostekh") and who will become an infrastructure supplier (Sberbank or GEOP).

Road Map for Next Steps
Andrey Voinov's slides were devoted to scaling Gostekh.
The Cost + pricing method used in banks, mentioned on the second slide (scroll through the gallery), assumes that the costs associated with the provision of the service are calculated first, and then a certain percentage of the profit is added to them.
The fastest way to start working on the platform is to buy the entire PaaS service from Sberbank. An intermediate option is to buy only a license and a third line of technical support from the bank, and leave the infrastructure and the first/second lines to the Ministry of Digital Science.
In a separate slide, Voinov demonstrated international experience. In the United States, for example, more than 5 thousand government agencies use cloud services from Amazon.
From the final slide of the presentation, it follows that already in 2021, the developers of Gostekh intend to start work on a new state contract, and in 2022 conclude it and begin a new stage of work on scaling the platform.
Instructions for Gostekh from Deputy Prime Minister Chernyshenko
The protocol based on the results of the strategic session included instructions for most of the proposals made with deadlines in June-July 2021.
The Ministry of Digital Development, together with Sberbank, should submit to the government the architecture of Gostekh, work out the possibility of implementing services for government agencies on the basis of Gostekh in exchange for creating new information systems, as well as give proposals to exclude the dependence of departments on development companies.
At the same time, Gostekh's services should be open to a wide range of developers of state IT systems, follows from the text of the instructions.
The Ministry of Digital Development and Sberbank should develop criteria for the selection of created and modernized IT systems for implementation on the basis of Gostekh.
The same structures should assess the potential costs of using Gosteh after the experiment and determine the acquisition model, as well as work out the feasibility of transferring e-government infrastructure to Gosteh.
It is recommended that I give proposals for the construction of a data center for Gostekh at my own expense, as well as on the terms of its further use.
Finally, the Ministry of Digital Development and Sberbank should develop a regulation on Gostekh, as well as proposals for ensuring the information security of the platform.
2020
Sberbank will create the Gostech platform for 900 million rubles
In December 2020, the contractor of the Ministry of Digital Development for the supply of software and services for the experiment on the creation, translation and development of state information systems and their components on the unified digital platform "Gostekh" was determined. Only one application was received at the tender with the maximum price - from Sberbank, follows from the protocol published on the public procurement portal[1].
The customer recognized the request as meeting the requirements of the auction and decided to conclude an agreement with the sole bidder at the maximum price.
The term of the contract is indicated on May 31, 2022. On the same day, it is planned to complete the experiment on the creation and launch of Gostekh. For details of what exactly is planned to be done as part of the experiment, see the block below.
In mid-April 2020, Sberbank first demonstrated to the Russian government the concept of the Gostech platform. The Ministry of Digital Development and the Analytical Center under the Government also took part in its development. As conceived by the authors of the idea, the platform is designed to expand the number of public services that citizens and businesses can receive remotely, deepen the digital interaction of government agencies with society and business, as well as increase the digital interdepartmental document flow.
Judging by the sites with vacancies, Sberbank has long begun to assemble a team for Gostech. The website HH.ru back in July in the description of "Sber Tech," the IT-subsidiary of Sberbank, said that it was forming a team of professionals to participate in a pool of federal projects, in particular, in the GosTech project.
As of the beginning of December 2020, the formation of the team continues, apparently. So, since November, "Sber Tech" has been looking for the chief architect in the project "to promote the digital platform" GosTech "for external clients, using new generation solutions PaaSSaaS/." The project, as indicated in the vacancy, is at the initial stage of development. Also at the beginning of December, Sber Tech is look for a project manager for the implementation of IT systems within the framework of the Gostech platform, a specialist in load testing, an implementation engineer and platform support, etc.

Ministry of Digital Development is look for the operator of the Gostech platform
On November 21, 2020, the Ministry of Digital Development announced a tender, following which the technological operator of the GosTech system of interaction between citizens, government agencies and business will be chosen. The initial (maximum) contract value is 900 million rubles.
Applications will be accepted until December 7, 2020. As reported on the public procurement website, a contract will be concluded with the winner of the auction until May 31, 2022. The contractor will have to launch a virtualization service for the GosTech platform and ensure the operation, development of the platform and participation in the placement of the development platform within the framework of the infrastructure of the participants in the experiment.
The technical building lists the main goals and objectives of using the GosTech platform:
- organization of the production and technological process of software development for the creation of state information systems (GIS) and their components, including using cloud technologies;
- testing of approaches to the use of hardware and software systems in order to create GIS and their components;
- Provide a unified application development environment and platform components that provide the required level of reliability, security, and scalability
- creation of conditions for shortening the terms of certification for information security requirements in the FSTEC of the state information systems and their components developed using the platform, including through the use of ready-made components: identification, authentication, authorization and audit (including registration of security events), ensuring compliance with the requirements of the FSTEC of Russia on information security.
In addition, the platform is created for comprehensive interaction between citizens, government agencies and business, as well as for "access to high-quality and quickly created functions of state information systems and their components."
In accordance with the customer's requirements, the platform must support simultaneous operation of at least 450 users with a response time in normal mode of not more than 10 seconds. The response time of applications developed on the platform should not exceed 5 seconds.
In addition, the platform should support a total of more than 100 million users and the simultaneous operation of at least 120 thousand users within mobile and web applications created using the platform.
The guaranteed level of availability of the platform component access service should not fall below 99.5%. When developing applications, the platform must ensure that the API is published in the appropriate registry.
The platform must have toolkits to automate infrastructure provisioning for and support the production process of creating applications. The terms of reference also talk about a set of auxiliary components and tools that facilitate and speed up the implementation of business logic of applications, the implementation of various types of integrations, the organization of storage and processing of data, machine learning.
The winner of the tender will have to render to the Ministry of Digital Development the following set of services:

The platform will be created by the supplier, which is planned to be determined later as a result of the auction. It will subsequently ensure its technological functioning and development.
According to the decree, the participants in the experiment are Ministry of Digital Development, the Ministry of Sports, Rosreestr, the Federal Property Management Agency, the MHIF, the Analytical Center under the Government of the Russian Federation, the Russian Export Center and others.
In agreement with the Ministry of Digital Development, various government agencies and legal entities can optionally take part in the experiment, ensuring the implementation of the goals of the experiment, the document says.

The government decree provides that the Ministry of Digital Development, within the framework of the experiment, will form an interdepartmental working group to coordinate the activities of all participants, develop criteria for assessing the results of the experiment. In mid-July 2020, the Ministry of Telecom and Mass Communications announced plans to launch services on a single digital platform "Gostech," designed to provide public services in electronic form, by the end of 2021.
According to TASS, citing a document published by the ministry, as part of the experiment, which is planned to be carried out before December 31, 2021, "services for interaction between citizens, business and the state on the rental of state property, services within the framework of the compulsory health insurance system" will be launched.
In addition, it is planned to launch services aimed at the convenience of cadastral activities and the provision of services for the implementation of cadastral works, and services aimed at increasing the convenience of real estate transactions (Rosreestr).
The result of the experiment should be a report of the Ministry of Communications to the Government of the Russian Federation on the assessment of the results of the experiment, as well as proposals for the development and revision of the GosTech platform and for the necessary changes in the legislation of the Russian Federation.
In addition to the Ministry of Communications, the participants in the experiment are:
- Analytical Center under the Government of the Russian Federation, Federal Property Management Agency;
- Federal Compulsory Health Insurance Fund; Rosreestr;
