The Federal Penitentiary Service of Russia was created on the basis of: Decree of the President of the Russian Federation of 09.03.2004 No. 314 "On the system and structure of federal executive bodies," Decree of the President of the Russian Federation of 13.10.2004 No. 1314 "Issues of the Federal Penitentiary Service"

The main tasks of the Federal Penitentiary Service of Russia are:

  • execution of criminal penalties in accordance with the legislation of the Russian Federation, detention of persons suspected or accused of committing crimes, and defendants (hereinafter referred to as persons in custody);
  • control over the behavior of conditionally convicted and convicted persons who have been granted a delay in serving their sentences by the court;
  • ensuring the protection of the rights, freedoms and legitimate interests of convicts and persons in custody;
  • ensuring law and order in institutions that carry out criminal sentences in the form of imprisonment (hereinafter referred to as institutions that carry out punishments), and in pre-trial detention centers, ensuring the safety of convicts, persons in custody, as well as employees of the penal system, officials and citizens located in the territories of these institutions and pre-trial detention centers;
  • protection and escort of convicts and persons in custody on established escort routes, escort of citizens of the Russian Federation and stateless persons to the territory of the Russian Federation, as well as foreign citizens and stateless persons in case of their extradition;
  • the creation of conditions of detention for convicts and persons in custody that comply with international law, the provisions of international treaties of the Russian Federation and federal laws;
  • organization of activities to provide convicts with assistance in social adaptation;
  • management of territorial bodies of the Federal Penitentiary Service of Russia and directly subordinate institutions.

In October 2024, it became known that the Russian Ministry of Justice had developed draft amendments to the legislation providing for the processing of biometric data of convicts, suspects and accused without obtaining their consent. Hostage-taking of FSIN officers by prisoners of the Volgograd colony

In August 2024, in Surovikino, Volgograd Region, in IK-19, during a meeting of the disciplinary commission, Islamists took several FSIN officers hostage. According to media reports, one of the attackers was previously convicted of a terrorist attack.

The hostages demanded a helicopter and $2 million. The device was supposed to land in the courtyard of the colony and take the terrorists to Georgia, and in case of persecution, the hostages will be killed.

According to official figures from the Federal Penitentiary Service of Russia, four terrorists were held captive by eight IK-19 officers. Four of them died from stab wounds, four more were taken to hospital.

During the assault, all terrorists were eliminated, as a result of the actions of the latter, four convicts were injured, they receive medical assistance. There are no losses among the special services and Rosgvardia. The governor of the Volgograd region said that all the necessary support will be provided to the families of the victims.

2023: Sentence - 9 years in prison to former deputy director

On May 12, 2023, the Prosecutor General's Office of the Russian Federation announced that the Odintsovo City Court of the Moscow Region had sentenced in a criminal case against the former deputy director of the Federal Penitentiary Service of Russia Valery Maksimenko. He was found guilty of abuse of office (part 3 of article 285 of the Criminal Code of the Russian Federation) and receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation). FSIN closes 10% of prisons, colonies and pre-trial detention centers

On May 20, 2021, it became known about the plans of the Federal Penitentiary Service (FSIN) to close almost 10% of pre-trial detention centers, colonies and prisons. The liquidated institutions were built in the middle of the 20th century, they do not meet modern requirements.

FSIN announced a plan to close 10% of prisons, colonies and pre-trial detention centers

According to Balan, the Ministry of Justice continues to develop a project for the construction of a multi-institution of the FSIN in one of the regions. It is expected that this project should reduce the cost of keeping prisoners by up to 43% and create favorable conditions for the detention of convicts.

Several types of correctional facilities are planned to be located on the territory of the center, as well as the office of the prosecutor's office, courtrooms and offices for lawyers. The complex will be designed for 3 thousand people, the opening is scheduled for 2024. In which region such a complex will appear, it is not specified.

The head of the Ministry of Justice Konstantin Chuichenko also spoke about the same project in May 2021, speaking at the "government hour" in the Federation Council. He proposed the creation of so-called united penitentiary institutions outside the cities, which will combine the functions of pre-trial detention centers and colonies.

Ex-head of the Federal Penitentiary Service found guilty of billions of FSIN in embezzlement during the purchase of electronic bracelets

Former director of the Federal Penitentiary Service (FSIN) of Russia, Alexander Reimer, was found guilty of large-scale fraud, Interfax news agency reported in June 2017. The verdict was passed by the Zamoskvoretsky Court of Moscow in the case of embezzlement of p1.3 billion when purchasing electronic bracelets for the FSIN Service in 2010-2012[2].

As Judge Elena Averchenko notes, Reimer took advantage of his official position to steal funds from the federal budget, while acting for reasons of self-interest. Together with him, the former deputy director of the FSIN Service Nikolai Krivolapov and the director of the FSUE Center for Information and Technical Support and Communications of the FSIN (FSUE CYTOS) Viktor determined were found guilty of fraud. In addition, Krivolapov was additionally found guilty of illegal purchase and storage of ammunition. The accused deny their guilt.

The investigation established that in 2010-2012. the defendants stole funds that the FSIN received from the budget for the purchase of electronic bracelets for the supervision of the accused. The purchase of these systems was carried out at prices inflated several times. Thus, a stationary control device worth p19 thousand was purchased for p108 thousand, and a mobile one - instead of the same p19 thousand at a price of p128 thousand. The seller of the bracelets was FSUE CYTOS, the total amount of government contracts concluded with him was more than p3.3 billion rubles.

At the same time, in fact, the seller did not have the capacities necessary for the production of these products. In early 2013, it turned out that the center was only an intermediary in their acquisition from commercial organizations. The purchased devices were faulty - they did not work GLONASS sensors.

As a result, FSUE CYTOS received about p2 billion for defective bracelets, of which p1.2 billion were stolen fraudulently. Some of these funds went to bribe Reimer, who helped in the embezzlement. He received a bribe in the amount of more than p140 million from his accomplice Nikolai Martynov, and the transfer of money took place in Reimer's office in Moscow.

Investigative Committee opened a case on the theft of 1.5 thousand computers for the FSIN

The Investigative Committee opened a criminal case in May 2017 on the fact of embezzlement of budget funds when purchasing 1.5 thousand computers for the FSIN. This was reported to Gazeta.Ru by a source in law enforcement agencies.

The FSIN confirmed this information, noting that the fact of theft was revealed as a result of operational measures carried out by employees of the FSIN of Russia.

On July 1, 2016, it became known about the results of the work of the Board of the Accounts Chamber and the execution of the federal budget by the Federal Penitentiary Service (FSIN of Russia) in 2015 - the FSIN unreasonably spent 2.2 billion rubles. on IT and more than 765 million rubles[3] on design estimates that[3] will not use[3]

Forecast indicators of income for 2015 of the Federal Penitentiary Service of Russia - 40.7 billion rubles. or 102.2%. Expenses were fulfilled in the amount of 302.9 billion rubles. or 112% of the indicators of the consolidated budget list.

The audit revealed 21 violations, including 9 financial ones totaling 4.7 billion rubles. In particular, in 2015, the FSIN financed informatization activities in the amount of 2.2 billion rubles. in the absence of an approved plan.

The territorial bodies of the FSIN Service concluded ten state contracts for construction and installation work with an overestimation of their cost by 759.1 million rubles: value added tax is included in the price of contracts if there are benefits for this tax for institutions of the penal system (UIS).

Design and estimate documentation is not in demand for 104 UIS facilities, the preparation costs of which from the federal budget amounted to 765.4 million rubles.

The Accounts Chamber sent submissions on the elimination of violations to the Federal Penitentiary Service of Russia and the Federal Penitentiary Service "Pre-trial Detention Center No. 5 of the Federal Penitentiary Service of Russia for Moscow," an information letter to the Federal Antimonopoly Service of Russia, and a conclusion to the chambers of the Federal Assembly.

2013: FSIN purchased "blanks" instead of bracelets with GLONASS. Police are conducting a check

On February 26, 2013, the Main Directorate of the Investigative Committee for Moscow announced a pre-investigation check at the Center for Engineering and Technical Support and Communications (CYTOS) subordinate to the FSIN Penitentiary Service on the facts of violations in the purchase of an electronic monitoring system for controlled persons.

According to the materials submitted by the FSIN to law enforcement agencies, the department concluded state contracts with CYTOS for the manufacture of stationary devices and mobile control devices with electronic bracelets equipped with GLONASS modules.

Technical research has shown that GLONASS modules are absent in electronic monitoring systems. This means that the manufactured product cannot be used for its intended purpose. It also turned out that CYTOS itself did not manufacture these products, but purchased them from a third-party organization, packed them and delivered them to the customer.

Purchases were carried out with funds from the state budget. The prices at which CYTOS purchased equipment were twice as high as the market prices. Thus, the department suffered damage in the amount of more than 1.3 billion rubles.

As part of the audit, law enforcement agencies will give a legal assessment of the actions of the former director of the FSIN Alexander Reimer, deputy director of the department Nikolai Krivolapov and director of CYTOS Viktor Determinov, whose signatures are on the protocols of prices for purchased equipment, as well as the director of the Samara branch of CYTOS Ivan Kuklevy, who signed the justification for purchase prices.

Earlier, law enforcement agencies also began an investigation into the criminal case against the deputy head of the department for ensuring economic security at the facilities of institutions and bodies of the UIS of the operational department of the FSIN Alexander Tyurin and the senior detective for especially important cases of the same department Igor Fomenko, as well as Philip Petrunin and Anatoly Surovov.

According to the investigation, it was these persons who revealed financial violations in the production of the above equipment, however, instead of telling law enforcement agencies about them, they began to demand 80 million rubles. from the director of the supplier company, promising him to prevent the termination of contracts. In fact, these officials had no opportunity to influence the termination or extension of the contract.
