The Russian Research Institute for the Development of Public Networks (RosNIIROS) was created by the State Committee of the RSFSR for Science and Higher School, the Institute of Atomic Energy (IAE) named after I.V. Kurchatov and the Information and Computing Center of IAE named after I.V. Kurchatov in 1992 and registered as a non-profit organization.

In 2004, the non-profit organization Institution "Russian Research Institute for the Development of Public Networks" was transformed into the Autonomous Non-Profit Organization "Russian Research Institute for the Development of Public Networks" (ANO "RosNIIROS").

2020: The rights to the.su domain passed from the Free Russian Federation to Roskomnadzor

In October 2020, Prime Minister Mikhail Mishustin signed a decree appointing Roskomnadzor as the founder of the Russian Research Institute for the Development of Public Networks (owns the rights to the USSR domain zone .su) on behalf of Russia. Representatives of Russia in the governing bodies of RosNIIROS will be appointed by Roskomnadzor.

Roskomnadzor on behalf of the Russian Federation exercises the functions and powers of the founder of the autonomous non-profit organization "Russian Research Institute for the Development of Public Networks," which coordinates the activities for the formation of domain names included in the domain name groups, constituting the Russian national domain zone, and which is the registered owner of the databases of this zone in international organizations for the distribution of network addresses and domain names, - said in a document published on the website of government information.

Rights to the.su domain passed from FRI to Roskomnadzor

In September 2020, it became known that the rights to manage the.su domain passed from the Internet Development Fund (FREE) to the state. The organization, which managed the domain for about 20 years, transferred the rights to it at the request of the Presidential Administration in accordance with the requirements of the law on the sovereign Runet. Soon after, one of the co-founders of the fund, Aleksei Soldatov, was released from house arrest.

The essence of the official charges brought against Soldatov, as well as his business partners Yevgeny Antipov and Alexei Shkittin, was that, according to investigators, they organized the transfer of more than 450 thousand IP addresses from RosNIIROS to the Czech provider Reliable Communications, as a result of which the institute suffered material damage in the amount of more than 620 million rubles.

The administrator of the .RU and .RF zones is the Coordination Center. The state, through a representative of the Ministry of Ministry of Digital Development Industry (formerly the Ministry of Telecom and Mass Communications), was a member of the CC council, and the ministry was also one of the founders of the CC. Now these functions have gone to Roskomnadzor, as well as in the su domain.[1]
