Registration of PKU Sotstech

On March 5, an entry was made in the Unified State Register of Legal Entities (USRUL) on the registration of the federal state institution "Information Technologies in the Social Sphere," abbreviated as PKU "Sotstekh."

Olga Nikolaevna Fedulova was appointed acting director of the institution. The registration address - Ilyinka 21 - coincides with the address of the Ministry of Labor, which is the founder of Sotstekh.

Among the activities of the new institution are the development of computer software, work in the field of computer technology, planning activities, design of computer systems, public opinion research activities, information protection activities, organization of conferences and exhibitions, and a number of others.

Mishustin ordered to create an institution "Information technologies in the social sphere"

In mid-February 2021, Prime Minister Mikhail Mishustin signed an order of the Government of the Russian Federation on the creation of an institution subordinate to the Ministry of Labor and Social Protection of the Russian Federation called "Information Technologies in the Social Sphere."

It will contribute to the creation, development and operation of information systems and technical infrastructure, as well as information and analytical support of the Ministry of Labor, the Pension Fund of the Russian Federation, the Social Insurance Fund of Russia and federal institutions of medical and social expertise, according to a document published on the legal information portal.

The Ministry of Labor forms the subordinate institution "Information Technologies in the Social Sphere"

The charter of the institution must be established before March 1, 2021, state registration is ensured until March 31, 2021. The maximum staffing of "Information Technologies in the Social Sphere" will be 280 people.

The government's order states that the creation of the institution "Information Technologies in the Social Sphere" will not require additional allocations - the money will be taken from the funds provided for the Ministry of Labor of the Russian Federation in the federal budget. Who will head the new structure of the Ministry of Labor and Social Protection is not reported by February 17, 2021.

The creation of the institution "Information Technologies in the Social Sphere" was announced a month and a half after the Pension Fund of the Russian Federation announced the creation of a single contact center for social issues by July 1, 2021. The center will employ employees of the FIU, the Social Insurance Fund and Rostrud.

Earlier, Russian Prime Minister Mikhail Mishustin spoke about the launch of a single digital platform in the social sphere. The platform will identify those who need support and provide it without unnecessary documents. It is noted that the pilot project is planned to be implemented in the Nizhny Novgorod region and the Republic of Tatarstan.[1]

Motives for the establishment of the institution

The motives for the creation of PKU Sotstech are described in the concept of digital transformation of the social sphere:

  • reduced costs for identical work and services compared to outsourcing
  • improvement of quality and speed of works performed due to continuous process of creation, maintenance and development of information systems
  • knowledge of the subject area, functional processes in relation to each information system
  • using a single process stack
  • the ability of the founder to flexibly manage the tasks and functions of information systems and timely use the relevant information technologies without wasting time and resources on procurement procedures
