The tasks of the "Electromovement Operator" include the operation and maintenance of the network of charging power plants, the expansion of the network taking into account the needs of city residents and the formation of traffic flows, work with end users to transfer their fleets to electric transport.

History

2025: Investing ₽430 million in the construction of a network of electric charging stations

The State Corporation "Rusnano" through a subsidiary structure LLC "Electromovement Operator" will allocate ₽430 million for the development of electric transport infrastructure in the Arkhangelsk region. The investment project provides for the creation of a network of charging stations and the purchase of electric vehicles to work as a city taxi. An agreement on the implementation of the project was signed in June 2025.

According to Interfax, the project is pilot in nature and is aimed at forming an urban system of electric transport in the capital of the region.

Rusnano invests ₽430 million in the construction of a network of electric charging stations

The investment program includes the installation of fifteen electric charging stations with a capacity of 150 kilowatts each on the road network of Arkhangelsk. Charging infrastructure will be located in strategically important points of the city to ensure maximum coverage of the territory.

The company plans to purchase 150 electric vehicles, which it will transfer to the regional carrier for use in the passenger taxi service. The electric fleet will reduce emissions of harmful substances into the atmosphere and increase the environmental safety of urban transport.

The project will deploy a digital platform for monitoring and managing charging and transport infrastructure. The system will provide control over the operation of stations, route planning and optimization of the use of electric vehicles.

The Governor of the Arkhangelsk Region Alexander Tsybulsky noted that the implementation of the project will be an impulse to create a full-fledged ecosystem of electric transport in the city. It will be able to include large market players, as well as small and medium-sized businesses, including service operators, car-sharing and logistics companies.[1]
