On September 2, 2024, Prime Minister RFMikhail Mishustin signed an order to amend the composition of the government commission on the development of unmanned aircraft systems (ALS). It includes seven people and excluded two.

The Legal Commission on the Development of ALS is a permanent structure coordinating the activities of federal executive bodies, executive bodies of the constituent entities of the Russian Federation and interacting with representatives of the industry community on the development and implementation of the main directions of state policy in the field of UAV development. The main task of the commission is to prepare agreed proposals for the implementation of state policy in the field of drone development.

The composition of the UAV commission has been updated

In accordance with the order, the commission includes:

  • Voloshyn V.A. - Director of the Department of Digital Development and Data Economics; Ministry of Economic Development Russia
  • A.V. Gurishev - Head of the Department for Supervision of the Implementation of Laws in the Field of the Military-Industrial Complex of the General Prosecutor's Office of the Russian Federation;
  • Klimov A.A. - Rector of the Federal State Autonomous Educational Institution of Higher Education "Russian University of Transport";
  • D.G. Kogatko - Deputy Head of the Department of the Presidential Administration for Scientific and Educational Policy;
  • A.S. Talibov - Advisor to the Department of Project Activities of the Government of the Russian Federation;
  • B.B. Tokarev - referent of the Expert Department of the President of the Russian Federation;
  • Fedorishchev V.A. - Acting Governor of the Samara Region.

At the same time, Azarov D.I. (moved after resigning from the post of governor of the Samara region to Rostec) and Kuzmin D.V. (was included in the commission in May 2023 as deputy director of the department of project activities of the government of the Russian Federation).[1]

Composition approved

In February 2023, Prime Minister RFMikhail Mishustin signed an order approving the composition of the government commission on the development of unmanned aircraft systems. Creation of a commission for the development of unmanned aircraft

In February 2023, Prime Minister Mikhail Mishustin signed a decree on the creation of the Government Commission for the Development of Unmanned Aircraft Systems. The same document approved the corresponding provision.

It follows from the decree that the key task of the government commission is to prepare agreed proposals for the implementation of state policy in the development of unmanned aircraft systems and solving problems, related, inter alia, to the development of these systems in relation to the transport system and other sectors of the economy, with the integration of unmanned aircraft systems into airspace, with the development of infrastructure that is necessary for the operation of such systems, etc. The composition of the commission will be approved by the government.

In addition, the commission will work on:

  • definition of the unified state policy for development of unmanned aircraft systems;
  • informing, educating and involving legal entities and individuals;
  • stimulation and support of developers;
  • in general, to create conditions for the development of unmanned aircraft as an independent branch of the economy.

Among the related tasks of the structure are analysis, development of concepts and plans together with the industry community, consideration of proposals. Meetings of the commission are held as necessary, but at least once a quarter, presidium - at least once a month.

Earlier, the president Russia Vladimir Putin instructed the government to approve the strategy for the development of unmanned aircraft by June 1, 2023. As part of the development of the industry, the government was instructed to create a government commission by February 15, 2023, which will have to be headed by the Deputy Prime Minister.
