Biography

Born June 18, 1968 in Moscow.

1986: MAI

Since 1986, he worked at the Department of the Moscow Aviation Institute (since 2009 - Moscow Aviation Institute (National Research University).

In 1996 he graduated from the Moscow Aviation Institute (MAI) with a degree in aircraft engines and power plants.

1990: Working in a commercial structure

Since 1990, he served as deputy director for production in a commercial structure.

1996: Moscow Rescue Service

Since 1996 - Deputy Director of the Moscow Rescue Service (ceased its work in 2012).

1997: Moscow City Duma

Four times (in 1997, 2001, 2005 and 2009) he was elected to the Moscow City Duma in a single-mandate constituency.

2001: RAGS under the President of the Russian Federation

In 2001, he graduated with honors from the Russian Academy of Public Administration under the President of the Russian Federation with a degree in jurisprudence.

2014: Moscow Government

From August 2014 to February 2017, he headed the Department of Science, Industrial Policy and Entrepreneurship of the city of Moscow.

2017: Ministry of Industry and Trade

February 22, 2017 appointed Deputy Minister of Industry and Trade of the Russian Federation.

2020: Responsible for Digital Transformation

As of March 2020, Oleg Bocharov is responsible for the digital transformation of the Ministry of Industry and Trade.

2022: Member of the Board of Directors of GTLK

According to Order Ministry of Transport of the Russian Federation No. ICH-59-r dated March 3, 2022 "On Decisions of the Extraordinary General Meeting of Shareholders of State transport Leasing Company JSC," a new composition of the Board of Directors of GTLK JSC was elected in the amount of 11 people. Oleg Bocharov also joined the board of directors of GTLK JSC.

2025: Appointment as First Deputy General Director of the UAC

In March 2025, it became known about the appointment of Oleg Bocharov, First Deputy General Director of the UAC. Until March 2025, for eight years, Bocharov served as Deputy Minister of Industry and Trade of Russia, which oversees, among other things, the implementation of state policy in the field of aircraft production. Its main areas of responsibility will be the strategic development of the corporation and the implementation of state programs, including in terms of civil aircraft construction.[1]
