2026: Construction of a fiber optic plant in Saransk for 7 billion rubles
In Saransk (Republic of Mordovia), it is planned to build a full-cycle plant for the production of telecommunications and technical fiber. The total cost of the investment project is estimated at 7 billion rubles. Information about the project was published on the RosTender portal, where on March 11, 2026 an auction was announced for the development of design and working documentation for the "Preform Production Plant."
The preform is a key preform in the optical fiber chain. Applications from potential contractors are accepted until March 17, 2026. Financing of the work will be carried out at the expense of budgetary funds and private investment. The implementation of the second launch complex of the enterprise should be completed by March 1, 2027.
The issue of overcoming import dependence in the fiber industry is under the control of the head of Mordovia Artem Zdunov. In an interview with RIA Novosti on June 8, 2025, he said that the republic performs about 50% of technological operations. After the cessation of supplies from the United States and Japan in February 2022, the industry reoriented to Chinese partners. To achieve technological independence in Saransk, it was decided to build a factory for the production of preforms within the framework of the state program "Development of the electronic and radio-electronic industry."
The press service of the head of the republic clarified that the preliminary cost of the object was about 11 billion rubles. An accurate assessment will be formed after the completion of the development of design estimates (DSA) and the passage of state expertise.
According to RosTender, the launch of a new production will strengthen the position of Mordovia as a center of high-tech industry, provide the domestic market with high-quality optical fiber and reduce dependence on foreign supplies in the telecommunications sector.
It is not clear which company is engaged in the implementation of this project. At the same time, it is known that the only optical fiber production plant in the Russian Federation "Optical Fiber Systems" (OVS) is located in Saransk. Kommersant, citing data from the Spark-Interfax service, wrote that OVS established a subsidiary of OVS Kvartz LLC, which, as the company specified to the publication, is needed for "work on the project of the preform plant."[1][2][3][4][5]
2024: Creation of the company
On July 22, 2024, information appeared on the creation in Russia of the first factory for the production of preforms - a key component for the manufacture of fiber optic cables. The implementation of the project of JSC Optical Fiber Systems (OBS) will significantly increase the level of localization of production of strategically important products.
According to Kommersant, the plant will be built by 2027. To implement the project, on July 10, 2024, OVS Kvartz LLC was created - a subsidiary of OVS, the only Russian fiber manufacturer. An informed source of the newspaper estimates the construction budget, depending on the configuration of production, at 10-20 billion rubles.
In Russia, theyThe construction of the preform plant is a strategically important step for the development of the domestic industry in the field of fiber optic cable production. In 2024, the preforms from which optical fiber is made are imported into Russia from China and India. The creation of own production will reduce dependence on foreign suppliers and increase the competitiveness of Russian products.
Maxim Tretyakov, President of the Electrokabel Association, noted that the Russian fiber market is relatively small by world standards and is about 6 million km per year. With such volumes, it is difficult to provide a product cost comparable to Chinese counterparts, since the technology for the production of preforms and fiber is designed for volumes of tens of millions of kilometers.
Despite the fact that the quality of Russian fiber reaches the world level, its price remains higher than its imported counterparts. This is due to low production volumes, which, in turn, are due to low demand from large telecom operators. Domestic fiber optic cable, made from Russian fiber, is purchased mainly for the implementation of state projects, such as "Elimination of digital inequality" and the construction of the Trans-Eurasian communication line.
According to TK Solutions, in 2023, 2.9 thousand km of fiber-optic cables were produced in Russia. At the same time, there has been a tendency to reduce the consumption of fiber in the Russian market over the past three years.[6]
