Ex-employee of the Astrakhan Ministry of Health sentenced to prison for fraud in the supply of medical products worth millions of rubles

On November 11, 2024, an Astrakhan court sentenced a former official of the regional Ministry of Health to two and a half years in prison for fraud in the supply of medical protective equipment, which caused damage to the budget in the amount of ₽5 million.

According to TASS, in addition to imprisonment in a general regime colony, the convict was fined ₽150 thousand and banned from working in state structures for a period of two years.

The investigation established that in 2022 the defendants organized the supply of low-quality personal protective equipment to medical institutions in the region. The products had obvious defects and did not provide the necessary level of protection.

The director of the state institution, which accepted a batch of defective products, was sentenced to two years in a general regime colony with a fine of ₽100 thousand. The damage caused to the budget of the Astrakhan region has been fully compensated.

The prosecutor's office of the Astrakhan region stressed that the convicts acted in collusion, violating the terms of state contracts when supplying medical products to healthcare institutions.

The court found all participants in the criminal scheme guilty of fraud in the execution of state contracts for the supply of medical devices. The case was investigated during the interaction of regional law enforcement agencies.

The criminal case became part of a large-scale campaign to counter corruption in the field of public procurement of medical equipment and protective equipment.

After the verdict was announced, the convicts were taken into custody in the courtroom. The verdict may be appealed in accordance with the procedure established by law within ten days from the date of announcement.[1]

Detention of suppliers of handicraft medical products under a state contract with the Astrakhan Ministry of Health

Ex-deputy head of the Astrakhan Ministry of Health sentenced to correctional labor for negligence

In Astrakhan, employees of companies supplying medical products were sentenced to prison terms

At the end of May 2022, the Leninsky District Court of Astrakhan issued a verdict in a criminal case against six employees of two medical device suppliers. As follows from the materials of the Leninsky District Court of Astrakhan, a total of six people were involved in the case - Vitaly Vadin, Alexander Vasatyuk, Sergey Zhulev, Vladimir Larin, Vladislav Telepegin and Dmitry Ivanov. According to SPARK-Interfax, Dmitry Ivanov's full namesake owns Mir Gaming Complexes LLC, registered in Otradny, Samara Region.

According to the EIS in the field of procurement, in August and October 2020, this company, together with another Samara supplier, BPO-Otradny LLC, signed contracts with the Ministry of Health of the Astrakhan Region for the supply of protective gowns totaling 41.4 million and 87.1 million rubles. Subsequently, the contracts were terminated unilaterally due to "the supply of goods of inadequate quality."[5]

At the end of April 2022, the prosecutor's office of the Astrakhan region approved the indictment in the criminal case of the former deputy minister of health of the region. In April 2022, the Investigation Department of the Investigative Committee of the Russian Federation for the Astrakhan Region completed an investigation into another ex-employee of the Ministry of Health of the Astrakhan Region - the former head of the department of drug provision and pharmaceutical activities Anastasia Gudkova.

Law enforcement agencies considered that from January to March 2021, if possible, it did not ensure the timely development of the terms of reference and procurement of two vital drugs for the treatment of cancer. As a result, 140 patients were forced to purchase drugs from commercial pharmacies at their own expense or stop taking drugs.

By the end of April 2022, the criminal case under two articles - part 1 of Art. 293, part 1 of Art. 285 of the Criminal Code of the Russian Federation (negligence, abuse of office) is under consideration by the Leninsky District Court of Astrakhan.[6]
