Balakovo NPP is a nuclear power plant located 8 km from the city of Balakovo, Saratov Region, on the left bank of the Saratov reservoir. It is the largest nuclear power plant in Russia in terms of electricity generation - more than 30 billion kVt·ch annually, which provides a quarter of electricity production in the Volga Federal District and accounts for a fifth of the generation of all nuclear power plants in Russia. Among the largest power plants of all types in the world, it ranks 51st.

History

2025: NPP paid tens of millions of rubles for non-working software

On May 6, 2025, the Investigation Department of the Investigative Committee of the Russian Federation for the Saratov Region announced the initiation of a criminal case in connection with fraud in the supply of software to one of the local organizations. The damage is estimated at tens of millions of rubles.

According to the Kommersant newspaper, the Balakovo NPP (a branch of the Rosenergoatom concern) acted as the software customer. Software development was required "using import-substituting operating systems." The investigation established that in 2022, employees of a certain commercial organization, taking advantage of the trust of employees of the Balakovo NPP, entered into an agreement on the creation of appropriate software, initially "having no intentions and technical possibility for its implementation."

Balakovskaya NPP paid tens of millions of rubles for non-working software

The customer paid more than 36 million rubles for the work, believing that the provided software meets the terms of the contract. However, in the future it turned out that the software does not meet the declared technical parameters and is in limited working condition.

The criminal case was initiated based on the materials of the FSB of Russia in the Saratov region. We are talking about fraud committed by an organized group or on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). Such acts are punishable by imprisonment for up to 10 years with a fine of up to 1 million rubles or in the amount of the convict's salary or other income for a period of up to three years.

Balakovo NPP for 2025 is one of the largest nuclear power plants in Russia. Reactors of type VVER-1000 (project B-320) are operated at the station. Nuclear power plants annually generate about 30 billion kVt·ch of electricity.[1]
