The Federal State Institution "Main Center for Engineering and Technical Support and Communications of the Federal Penitentiary Service" (PKU GTSITOiS FSIN of Russia) is an institution of the penal system created to ensure its activities in the field of organization of engineering and technical support, informatization, functioning and development of a departmental telecommunications network, engineering means of security and supervision, means of technical protection of information and special communications.

Subject and objectives of the activity

  • engineering-technical and organizational-methodological support of MIS activities in the field of use of engineering means of security and supervision (hereinafter - ITSON), means of communication, information and telecommunication systems, means of computer equipment, peripheral equipment;
  • Acquisition, receipt, storage and provision of logistical resources to MIS institutions and bodies;
  • planning and execution of planned repairs and seasonal maintenance of ITSON, communication facilities of the MIS;
  • maintenance and monitoring of research and development activities aimed at improving existing and introducing new models of ITSON, communications, information and telecommunication systems;
  • organization of work on implementation, operation of ITSON, communication facilities, information and telecommunication systems, computer equipment, peripheral equipment in institutions and bodies of the penal correction system;
  • Ensuring that the Federal Penitentiary Service of Russia is able to continuously manage institutions and bodies of the penal correction system by providing all types of communications, including encrypted ones;
  • providing the timely, reliable, reliable and hidden transmission of messages and details in any conditions of an operational situation;
  • development and practical implementation of activities on organization, functioning and security of encrypted communication, its development and improvement in the MIS;
  • distribution of encryption (cryptographic) means, performance of works, provision of services in the field of information encryption, maintenance of encryption (cryptographic) means;
  • organization of works in the information protection information system;

History

2021: Arrest of ex-head Tolstov in the case of fraud in the supply of security systems for prisons

2020: Criminal case over the supply of biometric systems

A criminal case has been instituted against former employees of the FSIN due to the supply of biometric systems, Izvestia reported in July.

At the end of June 2020, the investigating authorities opened a criminal case against former employees of the Main Center for Engineering and Communications (GCITOiS) of the FSIN on the fact that they exceeded their official powers, according to paragraph "c" of part 3 of Art. 286 of the Criminal Code of the Russian Federation.

According to law enforcement agencies, since 2016, the FSIN has acquired face recognition systems for checkpoints from the same supplier of Stilsoft Trading LLC, which during public procurement became the only participant in tenders.

So, in October 2016, the GTSITOiS FSIN announced an auction for the purchase of sets of biometric face recognition systems for checkpoints at protected facilities of the department. The contract value was estimated at 80 million rubles. In the terms of reference, the customer indicated that the biometric identity recognition system is intended for the equipment of the checkpoint of correctional colonies. With its help, guards should monitor the possibility of replacing suspects, accused and convicted prisoners held in a pre-trial detention center when they are transferred from the assembly and investigation department for escorting. The Contractor was to provide an integrated security system, a security equipment control panel, a loudspeaker communication system, access control and control, operational dispatch communication, security television, and alarm.

In 2017, the FSIN once again held tenders, as a result, the same set of biometric systems was acquired, but already in the amount of 205.7 million rubles. Representatives of the investigation believe that the terms of reference for the contract were written by the contractor, since the acquired equipment was impossible to use, and its technical functions did not correspond to the Concept for the development of the penal system of the Russian Federation until 2020, approved by order of the Government of the Russian Federation of October 14, 2010.

2018: Criminal case against the former head of the GTsITOiS and his deputies

The investigating authorities of the Main Investigation Department of the Investigative Committee of the Russian Federation for the city of Moscow are investigating a criminal case against the former head of the Main Center for Engineering and Communications of the Federal Penitentiary Service of Russia Igor Shaykov, his deputies Pavel Shchetinin and Andrei Krasnyukov. They were charged with committing a crime under Part 3 of Art. 285 of the Criminal Code (abuse of power). This was announced by the Investigative Committee of the Russian Federation on October 4.

According to investigators, officials of the SCITOiS entered into a criminal conspiracy and ensured victory in the auction of FSUE STC Atlas. So, in 2015, a state contract was concluded between the state customer and the supplier represented by Atlas STC for the supply of 1,500 sets of personal computers for the needs of the penal correction system of the Russian Federation for a total cost of more than 160 million rubles. By their actions, the accomplices caused damage to the budget of the Russian Federation allocated for the needs of the Federal Penitentiary Service of Russia, the RF IC said in a statement.

Illegal activity was stopped thanks to collaboration of investigators of Head department of GSU Investigative Committee of the Russian Federation in the city of Moscow, quick Russian FSB officers and service of own safety FSIN of Russia.

Two accomplices - Krasnyukov and Shaikov are in custody, Shchetinin disappeared from the investigating authorities, and therefore was put on the federal wanted list, the RF IC reported on October 4.

At the same time, on October 2, RBC reported[1] that employees of the FSIN's own security department were taking Pavel Shchetinin from Stavropol to Moscow. This was reported to the journalists of the publication in a telephone conversation by Shchetinin himself.

According to Shchetinin, voiced by RBC, the state contract, which is referred to in the documents of the RF IC, was about the purchase of computers of "protected execution" in 2015. Computers were intended to process secret data in the FSIN system.

According to the former deputy head of the GCITOiS, a criminal case was opened due to the fact that there were no CD-Rom in the computers, as well as noise suppression generators. These devices were not provided for by the technical assignment, which was compiled by specialists of the Novosibirsk branch of the GCITOiS, Shchetinin said.

The history of the creation of the federal state institution "Main Center for Engineering and Technical Support and Communications of the Federal Penitentiary Service" (PKU GTSITOiS FSIN of Russia). By order of the Minister of Internal Affairs of 26.12.1996 No. 685 "On the creation of communications units in the penal system of the Ministry of Internal Affairs of Russia," a central communications center (CCNs) was created under the Main Directorate for the Execution of Sentences of the Ministry of Internal Affairs of Russia.

The main task assigned to the CCNs was to ensure communication between the management and structural units of the GUIN and the territorial bodies of the CIS of the Ministry of Internal Affairs of Russia up to and including the institution.
