2025: Deputy Prime Minister Dmitry Grigorenko announced the creation of the Center for the Development of Artificial Intelligence to systematize the introduction of technology in Russia

The Center for the Development of Artificial Intelligence is created to coordinate and systematize the introduction of AI technologies into the economy and public administration of Russia. The establishment of the new structure was announced on June 9, 2025 by the Deputy Prime Minister - Head of the Government Apparatus Dmitry Grigorenko.

According to the press service of the Russian government, the center will select and replicate standard solutions, coordinate state bodies, regions and business, expert and methodological support, and organize international cooperation. Dmitry Grigorenko will coordinate the work of the center.

The Deputy Prime Minister noted that the introduction of artificial intelligence in the economy, social sphere and public administration is already bringing effect. He stressed that the country is faced with the task of making the results of the introduction of artificial intelligence available to all Russians, as well as increasing Russia's competitiveness in world markets through the development of modern technologies.

As noted in the government's message, since 2025, the national project "Data Economics and Digital Transformation of the State" has been implemented in Russia. An important part of this project is the federal project "Artificial Intelligence." Each federal executive body and each region has developed its own digital transformation programs, which spell out the tasks of introducing artificial intelligence.

All this work requires end-to-end coordination to synchronize the results. In addition to coordination, an important task of the center will be to replicate the best practices that already exist in Russia. Best practices mean solutions that are not only proven to be effective, but also safe.

The tasks of the center will also include regulatory and legal regulation of ensuring the security of artificial intelligence technologies in Russia and the organization of international cooperation. The Center for the Development of Artificial Intelligence is created on the basis of the Analytical Center under the Government of Russia as a federal project office.[1]

2022

Appointment of the Higher School of Economics as the curator of AI implementation projects in the public sector

As it became known in September 2022, the Government of the Russian Federation appointed the Higher School of Economics as the curator of projects for the introduction of artificial intelligence technologies in the public sector and sectors of the economy. Previously, the Analytical Center under the Government was responsible for this.

According to Kommersant, the National Center for the Development of Artificial Intelligence, created on the basis of the Higher School of Economics, will become one of the tools for implementing the national strategy for the development of AI and the federal project "Artificial Intelligence" of the national program "Digital Economy." It is assumed that the new structure will be used to select AI solutions for business, science and the state, will monitor the development of AI and review documents on the regulation of this area. In addition, the center will be responsible for supporting the introduction of AI in industries and the public sector, as well as compiling an index of readiness for the introduction of this technology.

The tasks of the center will also be to update the index of the readiness of sectors of the economy for the introduction of AI and the launch of a digital solution for accounting and development of community participants in the field of AI. In addition, he will develop the national portal in the field of AI - ai.gov.ru, and will also act as the organizer of the International Forum on the Application of Ethics of Artificial Intelligence.

Alexey Sidoryuk, director for Digital Transformation of Industries at ANO Digital Economy, in a conversation with the newspaper, noted that "the opening of the center will allow consolidating competencies in terms of technology and domestic AI solutions, and will also create additional incentives for the distribution of these solutions in industries and regions."

By September 2022, the Ministry of Economic Development had already prepared a resolution on the procedure for providing subsidies from the federal budget for the creation and functioning of the organization.[2]

Launch of the National Center for the Development of Artificial Intelligence

In mid-August 2022, Deputy Prime Minister Dmitry Chernyshenko announced the upcoming launch of the National Center for the Development of Artificial Intelligence under the Government of the Russian Federation. It will start working in September 2022.

The center will become a key platform for finding and analyzing effective AI solutions for business, science and the state. It will also contribute to the disclosure of the competencies of more than 2 thousand participants in the AI system with which we have been working over the past years: research institutes, authorities, technological corporations, communities and developers, - said Dmitry Chernyshenko, whose words are quoted by the press service of the Cabinet.

Russian government launches National Center for the Development of Artificial Intelligence

According to the Deputy Prime Minister of the Russian Federation, the indicator of the introduction of AI in certain sectors of the Russian economy by August 2022 reaches 20%. By 2024, it should be at least 50%. The Deputy Prime Minister noted that many large Russian companies have switched to active implementation of projects using artificial intelligence technologies. More than 60% of the country's organizations need increased funding for AI projects.

Chernyshenko also cited data according to which the use of developments in the field of artificial intelligence in 2021 brought the Russian economy more than 300 billion rubles, the most noticeable increase is observed in the financial sector.

The Deputy Prime Minister added that the basic organizations of research centers are already introducing bachelor's and master's programs developed within the framework of the fedproject in priority areas of AI. Students and graduates of these programs will be able to continue research activities on the basis of existing centers.
