The macro-regional branch of Volga PJSC Rostelecom is a structural unit of Rostelecom, which operates in the Volga Federal District.

MRF Volga was created in April 2011 on the basis of VolgaTelecom OJSC after its merger with Rostelecom and today unites 12 regional branches: Kirovsky, Nizhny Novgorod, Orenburg, Penza, Samara, Saratov, Ulyanovsky, as well as branches in the Udmurt and Chuvash republics and republics of Mari El, Mordovia and Tatarstan.

MRF Volga has not only trunk communication channels, but also a local fixed telephone network with a capacity of 5 million numbers. MRF Volga provides a full range of modern telecommunications services, including wired and mobile services, high-speed Internet access, interactive television, cloud solutions for private and corporate clients.

At the beginning of 2017, the number of users of broadband Internet access services exceeded 2 million, of which almost 1,200 receive services on the optical data network. The number of interactive television subscribers in the Volga region is about 650 thousand.

2024: Rostelecom restructuring: 5 of 7 macro-regions liquidated

Rostelecom carried out a large-scale restructuring of its organizational structure, liquidating five of the seven existing macro-regional branches (MRF). These transformations allowed the company to save about ₽5 billion annually. As of August 2024, only two macro-regional branches operate in the structure of Rostelecom: North-West and Center. As part of the reorganization, almost all former directors of the liquidated MRF were transferred to senior positions in regional branches of the company.

The process of liquidation of macro-regional branches began in October 2023 after the decision of the company's board. As a result of this decision, only two out of seven macro-regional branches remained on the company's website by December 2023. The Center branch now unites branches of the central part of Russia, and the North-West covers St. Petersburg, Leningrad Region, Kaliningrad and Arkhangelsk Regions. The company did not make public statements about the liquidation of other MRFs, and this process took place without much coverage in the media.

The Vedomosti newspaper previously wrote about Rostelecom's plans to liquidate the MRF. As a reason for the restructuring, the sources of the publication called the desire of the company to save up to 5 billion rubles a year.

According to the representative of the press service of "Rostelecom," the liquidation of branches has become part of the company's long-term strategy for the transition to a segment-cluster management model. This model is intended to improve the efficiency of business processes by eliminating duplicate functions and accelerating the launch of new products on the market. The representative of Rostelecom also noted that the strategic goals of the company were achieved ahead of schedule: it was initially assumed that by 2025 revenue would exceed ₽700 billion, but by the end of 2023 it amounted to ₽708 billion.

The liquidation of the MRF was aimed at increasing the flexibility of the company and accelerating the response to external changes. The representative of the company stressed that all transformations were carried out in full compliance with the current legislation. Employees whose positions were abolished as part of the liquidation of branches were offered alternative vacancies within the company. Most of the former directors of macro-regional branches moved to senior positions in the regional divisions of Rostelecom or to the corporate center.[1]

2017: Interregional Communication Network Management Center

Launched in 2015, the project "Enlargement of Communication Network Management Centers" in the zone of the Volga Macro-Regional Branch entered the final stage in the spring of 2017. The possibility of centralized monitoring and management of local networks has been added to the functions of managing the backbone and intra-zone communication networks.

The Interregional Center focuses on monitoring and management functions of all levels and types of access networks (local/long-distance communication, backbone networks, data networks). The total volume of IP traffic of the company's users, managed in the Interregional Center, is more than 1.5 Tbit/s.


The centralization of communication network management and customer technical support units led, first of all, to a decrease in the time for processing client requests, and the speed of response to emergency situations increased. By the end of 2018, it is planned to gradually transfer the monitoring, network management, services and technical support functions of clients from all regional branches of Volga MRF to a centralized site in Nizhny Novgorod.

One of the most important functions of the Interregional Center is the management and control of the units involved in the course of work to eliminate emergencies and emergencies related to the operability of the technical infrastructure of PJSC Rostelecom. It also monitors the quality of equipment during important social events, for example, video broadcasting of the Unified State Exam, the Unified Voting Day, etc. The Center also monitors the quality of Rostelecom's Interactive Television service and other services for customers of Volga MRF.

The daily and shift personnel of the Volga Interregional Management Center as a single well-coordinated mechanism are always ready to promptly take measures to restore damaged network resources, services from the company's customers, and provide all interested parties with the necessary information.

Within the framework of the project, its own building was reconstructed, the premises were repaired and equipped with engineering systems, workplaces and a situation center were organized, unified systems for managing and monitoring communication facilities and structures were modernized and re-introduced.

The opening of the enlarged Center in Nizhny Novgorod is also of important social importance: additional jobs will be created for specialists in various areas of the IT sphere. The total number of the center will be almost 500 people.

Deputy Director of the Volga MRF PJSC Rostelecom - Technical Director Efremenko Denis: "Historically, monitoring and network management was carried out by regional divisions of Rostelecom in different cities. Now these functions are performed in the new Control Center, which made it possible to improve the quality of operation, monitoring the state and network management, made it possible to provide and support both existing operational tasks and new products that are either in the implementation stage or are still in development. The creation of this Center is the next step of Rostelecom to improve the quality of the services provided and improve the level of customer service.
