According to CNews, Kraftway is recruiting employees to work in a special laboratory in the city of Obninsk. The company is looking for the head of the laboratory of "special checks," whose main task is to organize measures to identify electronic devices designed to secretly receive information. This includes checking hardware and facilities for hidden listening or transmitting devices. In addition, it is planned to involve engineers to carry out work on the search for such devices.

Judging by the description of vacancies, the laboratory's activities will be focused not only on the internal needs of the company, but also on the provision of services to external customers. In particular, specialists will need to conclude contracts for the provision of these services. The laboratory already employs 10 people. The vacancy also states that candidates will have to access official secrets and undergo a preliminary medical examination.

Representatives of Kraftway by September 16, 2024 have not yet provided comments on this issue.

According to the publication, specialists are recruited to the test center "NIC-Spetstest," created by Kraftway. This center has been checking, evaluating and certifying equipment for security violations for about 15 years. The range of his works includes checking technical means for built-in "bugs," hidden video cameras and extraneous radio signals in the premises. To carry out such checks, the company has a wide range of unique equipment.[1]

2023

Rosatom bought 50% of Kraftway

On December 25, 2023, it became known that the state-owned corporation Rosatom acquired a 50 percent stake in the Russian manufacturer of electronics and computer technology, Kraftway Corporation PLC JSC. Under the terms of the agreement, the remaining 50% was retained by the general director and owner of the company, Alexei Kravtsov.

According to the Kommersant newspaper, NPO Critical Information Systems, a subsidiary of Rosatom, is participating in the deal. This enterprise was formed in October 2022 with the aim of implementing the presidential decree "On measures to ensure the technological independence and security of the critical information infrastructure of the Russian Federation."

The amount of the transaction between Rosatom and Kraftway as of the end of December 2023 was not disclosed. According to market participants, it can range from 3.5 to 5 billion rubles. It is known that during 2024 the state corporation will invest approximately 2-3 billion rubles in the development of Kraftway. The funds will be used to modernize the production facilities of the enterprise, conduct research and development work. It is planned to organize the production of new products as part of import substitution against the background of the departure of foreign suppliers from the Russian market. These are, in particular, hardware and software complexes working with Russian database management systems. In the future, we are talking about the release of analogues of the Oracle Exadata platform.

In addition, part of the allocated money will be directed to developments in the field of microelectronics. The creation of a family of microcontrollers for production "at the facilities of one of the plant partners" is being discussed. For Kraftway, the deal with Rosatom will help form strategic partnerships with large customers. Arseny Brykin, head of the Basis consortium, notes that the company will receive not only guaranteed demand for its products, but also prospects for entering the critical information infrastructure market.[2]

Plans to invest Rosatom

At the end of January 2023, it became known about Rosatom's plans to buy Kraftway. Companies have already begun to negotiate.

The Kommersant newspaper wrote about Rosatom's interest in acquiring Kraftway on January 31, 2023. According to one of its informed sources, an audit of a domestic manufacturer of data storage systems and servers is planned in the near future. An informant close to the Ministry of Industry and Trade also told the publication about Rosatom's plans to absorb Kraftway, but noted that a pre-sale assessment of the company had not yet been carried out.

The purchase of Kraftway, as noted in the publication, will help Rosatom in expanding the supply of products to the public sector amid import substitution. In turn, Kraftway will be able to count on large orders in Russia, which is important in the light of the US sanctions that the company fell under.

Rosatom wants to buy one of the largest manufacturers of DSS and servers in the Russian Federation Kraftway

Kraftway has extensive experience in the development and production of electronics, as well as its own production facilities and development team. Rosatom is also developing software, so the acquisition of Kraftway will allow state corporation structures to produce domestic software and hardware complexes (PAC), the demand for which is growing rapidly. According to estimates, in 2019 the share of Russian servers and DSS in the Russian Federation was less than 10%, and by the beginning of 2023 the figure was about 50%.

Rosatom's structures have great financial and political opportunities to absorb such assets, a Kommersant source in the electronics market believes. According to him, Kraftway is interested in the state corporation to strengthen its position in its profile segment of the computer technology market.

Igor Moskovko, head of computer engineering at Dannie, says that Kraftway has always been focused on government orders, so information about the possible takeover of Rosatom "fits well with the general concept of state actions, which takes significant production under itself."[3]

FAS found Kraftway guilty of cartel conspiracy in the supply of PC and software to government agencies

On May 22, 2017, the Federal Antimonopoly Service (FAS) announced the recognition of Kraftway and two subsidiaries of the company guilty of cartel conspiracy. The agency checked the supply of computers and software to the Federal Tax Service, the Federal Customs Service and the Pension Fund, Vedomosti writes.

According to the FAS, Kraftway Corporation PLC (Kraftway), Adaptive Technologies, Express + Service and the Research Institute of New Technologies (NII NT) entered into an anti-competitive agreement to maintain trading prices. In 2016, Kraftway gained control of Adaptive Technologies and Express + Service.

Kraftway and her two "daughters" found guilty of cartel conspiracy

The antimonopoly authority found a minimum decrease in the initial price of government contracts, as well as several cases when, after the end of auctions, the winner bought computer equipment from the "loser" participant at a lower price and resold it to the customer.

To participate in the auction, the companies used the same IP addresses and e-mail addresses. The CEO of Adaptive Technologies, when preparing the auction, used an email address whose postal domain belongs to Kraftway. Kraftway also contributed collateral for other companies to participate in the auction.

In total, as part of the conspiracy, the companies held 17 auctions and sold IT solutions worth 2.3 billion rubles to government agencies. The FAS reported that three of the four companies admitted their guilt in order to mitigate responsibility. The department does not name them.

The head of Kraftway, Alexei Kravtsov, told Vedomosti that the company agrees with the decision of the FAS and hopes that the service will take into account all the circumstances of the case and impose the mildest possible punishment.

According to the deputy head of the FAS Andrei Tsarikovsky, this investigation was the first link in a large chain of collusion in IT procurement of government agencies.[4]

FAS opened a second cartel case against Kraftway

On January 27, the Federal Antimonopoly Service (FAS) opened a new case against several computer suppliers on suspicion of cartel conspiracy. This was reported by a number of media outlets with reference to the deputy head of the FAS Andrei Tsarikovsky in early February 2017.

The FAS clarified to TAdviser that the case was initiated against three companies: Craft Corporation PLC, Adaptive Technologies and Express + Service.

Antitrust officials suspect that manufacturers of computers Lenovo and HP are behind the actions of these companies at the auction. They coordinated the activities of the bidders, determined who should make what offers and win the auction, the FAS believes. This is the version that[6] of[7]. Lenovo and HP are not involved in the case, the antimonopoly service told TAdviser.

Kraftway twice became a defendant in FAS cases about cartels

In November 2016, the FAS announced the initiation of a case on suspicion of a cartel conspiracy against six suppliers of computer equipment, among which was also the Craft Corporation PLC. Other companies on the list were Business Computers Group, AMI-Network, CROC Incorporated, Superwave Group, Craft Corporation PLC, Production Company Aquarius.

In this case, the FAS suspects that these companies entered into an anti-competitive agreement by participating in an electronic auction for the supply of equipment for State Automated System Vybory. Read more about this case in a separate article.

The FAS explained to TAdviser that in January a second case was initiated against the Craft Corporation PLC. In the first case, the company is suspected of participating in an anti-competitive agreement at an electronic auction for the supply of equipment for State Automated System Vybory. The second case refers to participation in the agreement, which could lead to an increase, decrease or maintenance of trading prices, a representative of the antimonopoly service told TAdviser.

A spokesman for "Craftway" told TAdviser he would comment later.
