2021: Russian Scientific and Technical Valley Strategy Approved for ₽35 Billion

In early December 2021, it became known about the development strategy of the Russian Innovation Scientific and Technological Center (INTC) with a volume of 35 billion rubles. The corresponding document was approved by the supervisory board of the development fund of this organization.

According to TASS, citing the press service of the fund, the strategy of the Russky INTC is divided into four stages:

  • from 2021 to 2024;
  • from 2025 to 2030;
  • from 2031 to 2035;
  • stage after 2035.

It is assumed that the formation of a full-fledged innovative ecosystem will be achieved at the second stage of the project.

The document, according to the press center of the INTZ Russky Development Fund, defines the mission and goals of the Innovation Scientific and Technological Center. The strategic tasks are cooperation with the Far Eastern Federal University, the formation of an integrated infrastructure and a plan for the development of the territory of the "technological valley," a model of its organization and management.

INTZ Russky is one of the key projects for the formation of a full-fledged ecosystem for the development of high-tech business. This is stated in the national program of socio-economic development of the Far East for the period until 2024 and for the future until 2035.

Earlier, Prime Minister Mikhail Mishustin instructed the Ministry of Economic Development, together with the Ministry of Finance, the Ministry of Eastern Development and the Ministry of Education and Science, to work out the issue of allocating budget funds for the creation and development of the center.[1]

Technopark Tasks

The Technopark Russky project is aimed at creating an environment on the island for the development of high-tech industries to ensure the leadership of the Russian Federation in promising markets in the Asia-Pacific region (APR). Technopark will work with technological projects at all stages, which are ready to unfold in the markets of the Far East and in the future advance to the countries of Asia.

Having concluded the memorandum, FEFU and Skolkovo agreed to provide consulting, legal and organizational support to technology entrepreneurs of the Far East, launch acceleration programs, conduct joint events for the development of technological entrepreneurship, as well as competitions to attract investment in projects.

The key areas of work of the technopark are the problems of food security of the Asia-Pacific countries, pollution of the world's oceans, reduction of biodiversity, preservation of public health, the creation of modern robotic systems, cybersecurity, the development of space and airspace, and others.

The idea of ​ ​ creating a technology park fits into the Russian Island development concept approved by the Government of the Russian Federation. At the first stage, the ecosystem of technological entrepreneurship will be formed in FEFU, then it is planned to spread it to the island. The launch at the university site will contribute to the creation of a special scientific and educational environment that provides comprehensive support for emerging and attracted technological projects, their rapid promotion and verification on the market.
