2025: Allocation of 200 million rubles for the protection of energy facilities from UAVs

On November 5, 2025, Rosseti announced a competition for the provision of services for physical protection, the implementation of access and internal facilities at the power facilities of the Chernozem PMES (enterprises of main electric networks). We are talking about structures located in the Kursk and Belgorod regions.

The terms of reference state that the security organization must personally (that is, without involving subcontractors) ensure the protection of the life and health of Rosseti employees and visitors to energy facilities from the actions of third parties. At the same time, attempts to unauthorized use of unmanned aerial vehicles (UAVs) should be suppressed.

Rosseti allocated 200 million rubles to protect energy facilities from UAVs

The contractor will have to ensure the safety of 12 objects. The contractor needs to form a staff of professional guards admitted to work with firearms. Trainees are not allowed to independently perform duties for the protection of facilities. Protection is carried out in accordance with strict compliance with the procedure established by law for the circulation, use, use of special means, civilian and service weapons.

Security personnel are prohibited from leaving the security post without substitution; disclose any information about the protected facility, security system, property and employees; allow unauthorized and suspicious persons to the object; permit the entry and removal, import and export of material assets without duly executed documents; engage in off-duty conversations and contacts while on duty; commit illegal and immoral acts.

The initial cost of the contract for the provision of services is 200.95 million rubles. The contract with the contractor is concluded for the period from January 1, 2026 to December 31, 2028.[1]
