2025: Announcement of the Ministry of Industry and Trade on the construction of the shipyard
On September 5, 2025, the Ministry of Industry and Trade of Russia announced plans to build a new shipyard in the Intermediate Bay of the Ussuri Bay with a total investment of ₽600 billion. The enterprise of the United Shipbuilding Corporation (USC) will specialize in the production of ships for the Russian merchant fleet with a design capacity of up to 12 ships per year. The commissioning of the shipyard is scheduled for 2032, and production capabilities will allow the construction of bulk carriers, tankers, container ships and gas carriers of various classes.
According to RBC, the new Far Eastern shipyard is designed for the construction of large-tonnage vessels with maximum parameters: bulk carriers and tankers with deadweight up to 80 thousand tons up to 270 meters long and up to 38 meters wide. Production facilities will also allow producing container ships with a carrying capacity of up to 6 thousand TEUs up to 300 meters long and up to 46 meters wide.
The shipyard will be able to build gas carriers with a volume of up to 170 thousand cubic meters with a maximum length of 305 meters and a width of 50 meters. Such technical characteristics will allow the company to compete with the world's leading shipbuilding centers and meet the needs of the Russian merchant fleet.
Currently, land plots are being issued for the construction of the production complex. The next stage of the project will be the preparation of a detailed feasibility study with the calculation of all the parameters of the future enterprise.
In 2024, the TETs-2 ash dump site in the area of Intermediate Bay was presented to President Vladimir Putin as a potential location for a new shipyard. The choice of this location is due to the advantageous geographical location and opportunities for creating a modern production complex.
In August 2025, the Arbitration Court Primorsky Krai satisfied the claim of the Municipal Property Administration Vladivostok to terminate the lease agreement for the site at the TETs-2 ash dump. The audit established the misuse of a land plot with an area of 6 thousand square meters by the tenant.[1]
