2024: Establishing a Company
Rosatom and the Chinese company New New Shipping registered a joint venture to build container ships intended for transportation along the Northern Sea Route at the end of 2024. This was announced on June 18, 2025 by the special representative of the state corporation for the Arctic and Deputy Chairman of the State Commission for the Development of the Arctic Vladimir Panov. A new company called Northern Sea Route Shipping Line was established in the jurisdiction of the PRC and will ensure the development of shipping infrastructure in the Arctic direction.
According to Interfax, the partners are working on the placement of orders for the design and construction of ice-class container ships Arc7 with a capacity of 4400 TEU. The companies are determined with the shipyard, which will be able to undertake their construction, are studying various measures to support the project by the Russian and Chinese authorities.

Panov noted that the volume of investments in the project was preliminary calculated, but they are not ready to disclose the amount. The final cost will depend on the choice of the shipyard for the construction of ships. At the first stage of the project, it is planned to build up to 5 ice-class vessels.
According to the timing of the project, the partners expect that the first ship should go on a flight no later than 2027. The goal of the project is to enter year-round container transportation along the Northern Sea Route between China and the northwestern ports of Russia for 3 years.
Together with partners, a year-round container navigation through the Northern Sea Route is being worked out. St. Petersburg was chosen as the final port in Russia.
