2024: Establishing a Company
Rosatom and the Chinese company New New Shipping registered a joint venture to build container ships intended for transportation along the Northern Sea Route at the end of 2024. This was announced on June 18, 2025 by the special representative of the state corporation for the Arctic and Deputy Chairman of the State Commission for the Development of the Arctic Vladimir Panov. A new company called Northern Sea Route Shipping Line was established in the jurisdiction of the PRC and will ensure the development of shipping infrastructure in the Arctic direction.

Panov explained the choice by the fact that there are no modern container terminals in Murmansk and Arkhangelsk yet, only pre-project work is underway to create them.
The appearance of terminals in the ports of Arkhangelsk or Murmansk reduces the transit time of the flight by 7-8 days compared to St. Petersburg. Panov stressed the obvious benefit of such a decision, but noted that this is a matter of future infrastructure development.[1]
