The Optical Fiber Systems company produces optical fiber for communication cables that are used by telecommunications companies for data transmission. In the production of fiber, synthetic quartz blanks are used, which are heated and drawn into a thread with a thickness of 0.125 mm, after which it is covered with a protective shell. The plant, located in the capital of Mordovia, Saransk, was opened in 2015. In the 4th quarter of 2016, the company began industrial production of optical fiber.

The main goal of the company is to implement a project to create the first optical fiber plant in Russia. The project provides for the industrial production of telecommunication and technical optical fiber, the introduction into this production of the latest achievements in the creation of nanostructures in optical fiber and the use of nanotechnology to improve the properties of fiber. The production capacity of the plant will be 2.5 million km of optical fiber per year.

Investors of OJSC Gazprombank, OJSC RUSNANO (48% each), Government of the Republic of Mordovia) (4% of shares). The authorized capital of the company is 2.713.459.000 RUB.

The company supplies its products to Russia, Belarus, China, Austria, Great Britain, the Czech Republic and Poland.

History

2023: Investment of 20 billion rubles

On February 15, 2023, it became known about investing 20 billion rubles in the production of fiber in Saransk. We are talking about the portfolio company of the state corporation Rusnano - JSC Optical Fiber Systems.

Deputy Prime Minister - Head of the Ministry of Industry and Trade Denis Manturov spoke about investments in Optical Fiber Systems during a meeting between Russian President Vladimir Putin and the government. According to Manturov, the investment project consists of two stages:

  • on the first - for the transition to the full cycle of fiber production, it is planned to build a plant for the production of blanks (glass preforms) for existing production;
  • on the second - "in the presence of appropriate demand" it is planned to expand the capacity of existing production to 10 million km of fiber optic per year from 4 million km by mid-February 2023.

The implementation of this project, according to the head of the Ministry of Industry and Trade, will satisfy not only all the needs of Russian telecom operators in fiber, but also the EAEU countries. He added that the Saransk plant, which by February 2023 is the only fiber producer in the Russian Federation, covers almost half of the need for fiber for Russian telecom operators.

Manturov noted that given the complexity and low margin of the fiber niche, special financing conditions are needed. Thus, the Deputy Prime Minister considers it necessary to support "ВЭБ.РФ" in the implementation of the project, which is an initiative of national importance. In addition, within the framework of the investment platform, the parameters of capital grants for such low-margin projects are now being coordinated. In particular, it is proposed to compensate the investor up to 25% of the loan.

On May 22, 2019, it became known that the Borrower of the FRP - "Optical Fiber Systems" - opened after modernization in Saransk, Republic of Mordovia, production of optical fiber. The Industrial Development Fund previously provided the company with a preferential loan for the purchase of new equipment, which made it possible to increase the production capacity of the plant by 1.5 times.

In the future, the company will be able to satisfy more than 50% of the demand of Russian cable plants for fiber optic. According to the company, as of May 2019, the needs of the Russian market are 84% provided by supplies from abroad.

The total cost of the project amounted to over 950 million rubles, of which 500 million rubles is a loan from the Industrial Development Fund.

With the help of the FRP loan, the company replaced induction furnaces for drawing optical fiber, launched an additional draw line, as well as an auxiliary fiber painting area and an experimental preform manufacturing area for fiber production.

The updated equipment will allow drawing fiber from larger preforms, and as a result, production capacity will increase by more than 1.5 times - up to 4 million km of fiber per year.

2018

Reaching full capacity utilization

On September 25, 2018, the Optical Fiber Systems company announced the release of a three million kilometer of domestic optical fiber. According to the company, the anniversary coil of optical fiber was awarded to the Head of the Republic of MordoviyaVladimir Volkov.

As of September 2018, Optical Fiber Systems JSC is gradually increasing the pace of its production: if it took the plant 1.5 years to produce the first million kilometers of fiber, 1 year to produce the second, then it took the company only 6 months to produce the third million.

It was also reported that Vladimir Volkov visited a specially organized exhibition dedicated to the achievements of Optical Fiber Systems JSC. The ceremony of presenting the coil was marked by the laying of a "time capsule" for the working team of JSC "Optical Fiber Systems" in 2025, when the plant will celebrate its 10th anniversary. One of the wishes of the "team from the future" is to enter the production of 10 million km of optical fiber per year and master the full production cycle.

After the ceremony, a meeting was held with the participation of the Head of the Republic of Mordovia Vladimir Volkov, members of the Board of Directors of Optical Fiber Systems JSC, foreign partners Rosendahl Nextrom and Sumitomo Electric Industries, dedicated to current problems and prospects for the development of the project.

During the meeting, the plant was presented with a number of serious tasks: the completion of the modernization of the exhaust at the beginning of 2019, the start of the design of the second launch complex in Q1 2019 and its construction in the second half of 2019, and already in 2021 - the launch of its own production of blanks.

Optical Fiber Systems JSC received a loan from the Industrial Development Fund

The Expert Council of the Industrial Development Fund approved in early 2018 a loan for 500 million rubles for JSC Optical Fiber Systems. The first telecommunications and technical optical fiber plant in Russia plans to increase production capacity by 1.5 times. The company was the first to launch mass production of optical fiber in the Eurasian Economic Union (EAEU).

Prior to this, Russia's needs for fiber were fully met by imports, mainly from the United States and Japan. The high quality of optical fiber allowed the company in 2017 to successfully export it to the EU countries (Austria, Great Britain, the Czech Republic, etc.), China and the EAEU countries (in particular to Belarus). A phased increase in the plant's productivity through the modernization of technological equipment will make it possible to produce at least 3.2 million km of optical fiber annually with the possibility of further increasing volumes to 4.5 million km.

In the period from 2015 to 2019, total investments in the development of optical fiber production will amount to 959.3 million rubles, of which 500 million rubles. will be provided to the FRP in the form of a preferential loan.

2017

Million kilometer of optical fiber released

The portfolio company RUSNANO "Optical Fiber Systems" announced in September 2017 the production of a millionth kilometer of fiber. Monthly output is more than 100 thousand km. This accounts for 50% of the plant's capacity and covers 25% of the demand of the entire Russian market.

Certification

Optical Fiber Systems completed certification of products in Russia at the beginning of the year and is ready to provide up to half of the entire Russian market. Before the plant was launched, Russia's fiber needs were fully met by imports.

Industry enterprises such as Saranskkabel-Optics, Eurocabel 1, Incab, Moskabel-Fudzhikura, Opten-Cable and T8 tested samples of Russian optical fiber and presented positive conclusions. The completion of the product certification program with the participation of PJSC Rostelecom and OJSC VNIIKP will allow in the near future to maximize their use in the construction of communication networks in Russia, including within the framework of the federal project "Eliminating digital inequality."

Optical Fiber Systems also received a certificate of compliance of serial optical fiber with the key international standards ITU-T G652D and IEC 60793-2-50 and passed certification of the quality management system with the requirements of GOST R ISO 9001-2015 (ISO 9001:2015), which is a guarantee of compliance with the quality of domestic optical fiber with international and Russian standards.

2016: Testing and Industrial Output

In December 2016, the portfolio company RUSNANO Optical Fiber Systems, together with PJSC Rostelecom and OJSC VNIIKP, completed a testing program for Russian optical fiber of its own production, as well as fiber optic cable produced using it. Based on the test results, positive results were obtained and the company's products are recommended for use in PJSC Rostelecom communication networks.

In the 4th quarter of 2016, the plant began industrial production of optical fiber and went to production of more than 100 thousand kilometers of fiber per month. This accounts for 50% of the plant's capacity and covers 25% of the demand of the entire Russian market, whose needs were fully met by imports before the plant was launched.

According to the CRU Group, in 2016, the consumption of optical fiber in the world increased by 11% to 457 million kilometers. Against this background, Optical Fiber Systems delivered optical fiber with a volume of more than 300 thousand kilometers for export to the countries of the European Union and Asia, including companies that are among the ten largest manufacturers of fiber-optic communication cables in China. A number of long-term export contracts have been concluded, under which the supply of optical fiber is organized.

2015: Production in Saransk

The first domestic production of telecommunications optical fiber was opened in the city of Saransk, the capital of Mordovia, in September 2015. The project is being implemented by RUSNANO with the participation of Gazprombank and the Republic of Mordovia. The total budget is 3.5 billion rubles, of which 1.7 billion rubles were invested by RUSNANO.

2014: Plant Construction

In 2014, the project made significant progress - the building of the plant building was built, internal work was completed, the frames of the exhaust towers were installed, agreements were reached and contracts were signed with suppliers of raw materials, and training of engineering personnel was organized.

The launch of the first launch complex of the plant - drawing optical fiber - is scheduled for the second quarter of 2015.

2011: Contract with Finnish company Nextrom OY

A technological agreement was concluded with the Finnish company Nextrom OY, involving the creation of a new production facility. The project will make it possible to mass-produce all known types of fibers in the specialization of G.651, G652, G.655 and G.657, nanostructured optical fibers based on photon crystals. The uniqueness of the project is achieved through the use of nanotechnology, which provides high tactical and technological characteristics with minimal technological costs. The plant will produce optical fiber based on nanotechnology for communication cables, defense enterprises, for enterprises operating complex technical structures (bridges, pipelines, racks, etc.), medicine, for enterprises producing and transporting oil and gas.
