Nationalization of operating companies Domodedovo Airport
The Federal Property Management Agency became the owner of 100% shares in DME Holding LLC, the management company through which the operating assets of Domodedovo Airport are controlled. The Federal Agency for State Property Management received the asset after the nationalization of the parent structure. Information on the transfer of ownership rights was entered into the Unified State Register of Legal Entities on June 19, 2025.
According to Interfax, other companies involved in the management of the airport also became the property of the state. Previously, the holding was controlled by Dmitry Kamenshchik: 1% belonged to him directly, 99% - through Alamo Holding JSC.
According to the updated data of the Unified State Register of Legal Entities, the Federal Property Management Agency gained control over the following operating companies of the Domodedovo group:
- LLC Domodedovo Fuel Facilititis
- LLC Domodedovo Aichi Services
- Development and Construction Management LLC
- LLC Domodedovo Commercial Services
- Domodedovo Erfield LLC
Nationalization occurred on the basis of a decision of the Arbitration Court of the Moscow Region of June 17, 2025. The court fully satisfied the claim of the Prosecutor General's Office of the Russian Federation, filed in January 2025, and led it to immediate execution.
Only 30 companies of the Domodedovo group and two individuals - Dmitry Kamenshchik and Valery Kogan - are defendants in the claim of the supervisory authority. The Prosecutor General's Office demanded to recover 100% of the shares of DME Holding LLC to Russia's income, as well as to invalidate the transactions as part of the redomication of a number of structures in the airport perimeter.
Valery Kogan served as head of the supervisory board, and according to many years of rumors he is a co-owner of Domodedovo. As stated in the lawsuit, the beneficiaries of Kamenshchik and Kogan airport, being residents of other states, in violation of the legislation of the Russian Federation, disposed of the assets of a strategic enterprise for the country.[1]
Nationalization after foreign control of the company is revealed
The assets of the management company of Domodedovo Airport were transferred to state ownership by decision of the Arbitration Court of the Moscow Region, adopted on June 17, 2025. The court satisfied the claim of the General Prosecutor's Office and recognized as justified the appeal of the property of DME Holding LLC to the state. The transfer of assets to the treasury must begin immediately in accordance with the decree.
The press service of Domodedovo reacted with a statement that the airport is operating normally, fulfilling all obligations to passengers and partners. All services function smoothly, flights are carried out in accordance with the current schedule, operational processes are provided in full.
The reason for the nationalization of the airport was foreign control over the management company DME Holding. As reported in the Prosecutor General's Office, the owner of the holding Dmitry Kamenshchik is a resident of Turkey and the UAE, and his partner Valery Kogan is a resident of Israel. According to the court, these states follow the Western policy of defeating Russia. According to the prosecutor's office, Kamenshchik and Kogan withdrew funds from Russia under the guise of paying debts to foreign creditors and dividends.
Immediate execution of the decision means that for the most part it will occur automatically by making entries in the state register regarding owners of shares in companies. Alena Bachinskaya, partner of the corporate practice of the Vertical Law Office, explained that further the Federal Property Management Agency with a high degree of probability initiates a change of management bodies, and also initiates processes for the transfer of assets and documentation.
Significant personnel changes in the composition of line personnel and changes in the economic activities of the airport are unlikely to be in the near future, suggests lawyer Bachinskaya, explaining this by the current interim measures.
Lawyer Julius Tai noted that on the one hand, the court's decision is more than expected, on the other hand, the confiscation of such a significant asset on the basis of the presence of foreign citizenship from its owner greatly increases the legal entropy and ruins the right of private property. Tai noted that the airport was created for many years by private individuals in front of the entire population of the central part of Russia.[2]
