2017: RT Labs Development Strategy for 2017-2020

2016

In the period from 2015 to 2016, RT Labs transformed from a company of "one project" into the main technological partner of Rostelecom Group of Companies due to the consolidation within the company of key competencies in the federal part of the e-government infrastructure (FIEP), as well as the introduction and optimization of production processes. Regional competence centers of the company were created in Vladivostok, Yekaterinburg, Novosibirsk, Kazan, Yaroslavl and Samara. At the technological and resource base of FIEP and its regional segment (RIEP), the product and service portfolio was formed and expanded.

One of the key products included in the FIEP, the competencies for the development and operation of which are located in the Company, is the unified portal of public services (EPGU). In 2016, together with the Ministry of Communications of the Russian Federation, a new version of the public services portal was migrated to the main domain. On average, the portal is visited by more than 300 people per minute, and the peak load recorded this year amounted to more than half a million people per day, which is comparable to the population of a large Russian city.

The company, in cooperation with the Ministry of Telecom and Mass Communications of the Russian Federation, is working on the concept of the transition of regional executive bodies from regional (local) portals of state and municipal services to a unified solution within the framework of the EPGU. Thanks to the use of EPGU, the burden on the regional budget will be reduced and the process of finding and receiving services for applicants in the constituent entities of the Russian Federation will be simplified.

Revenue growth 42%

The revenue of Rostelecom's IT subsidiary, RT Labs, reached p2.63 billion in 2016. Compared to 2015, when revenue was at p1.86 billion, the increase was 42%. The net arrival of the company at the same time is at p311 million. In the ranking "TAdviser100: The largest IT companies in Russia" at the end of 2016, RT Labs took 39th place.

The company's revenue growth targets for 2017 were set at 34%, which indicates a trend towards a slight decrease in the pace of its business expansion. In 2015, compared to 2014, the increase in this indicator was 76%.

In 2016, 74% of revenue (p1.96 billion) came from IT services and the remaining 26% (p674 million) came from software development. In 2015, this ratio looked like 91% to 9%, respectively.

In 2015, the staff of the company was announced at the level of 372 people, in 2016 the personnel of RT Labs increased to 548 people.

RT Labs CEO Mikhail Bondarenko, in a conversation with CNews, linked revenue growth with the fact that in 2016 the company had two new areas of business development - informatization of the healthcare sector and the creation of fiscal services for[1].

In the first case, we are talking about the development and implementation of modules of the Regional Medical Information System (RMIS), as well as the creation of the Central Archive of Medical Images (CAMI) "Teleradiologiya," which allows you to automate the work of radiological and diagnostic services of medical institutions. At the moment, it has been introduced in eight regions of Russia.

In the second case, the main projects are the decisions of the "Fiscal Data Operator," "Electronic Document Management System," as well as the creation of the Roaming Center for Electronic Document Management Operators - a software and hardware complex that provides companies of any type of activity and scale with the ability to exchange electronic documents with counterparties connected to any electronic document management operator.

Also, RT Labs implemented a project for the National Settlement Depository to create an electronic voting system for shareholders.

RT Labs opens an office in the Far East

The separate unit will carry out a wide range of tasks related to the development of regional portals of public services, the automation of state authorities and the provision of consulting services to them. A separate area of ​ ​ activity of the branch is associated with the introduction and maintenance of regional transport information systems. RT Labs will also ensure the organization and conduct of campaigns to popularize the public services portal. Together with Rostelecom, projects will be implemented to informatize education and medicine.

"Entry into the Far Eastern market of the company, which is conducting a large-scale national project for the development and operation of e-government, will contribute to the implementation of large integration projects and solve the key problems of the development of the IT industry in the Far East," commented Ilya Krasilnikov, Director of the Department of Informatization and Telecommunications of the Primorsky Territory Administration.
Rostelecom carries out various projects with RT Labs at both the federal and regional levels. The opening of the company's office in a strategically important region of the country will contribute to the implementation of the state strategy for the development of the IT technology market, as well as the standardization of informatization processes, "said Alexey Shchurov, director of work with corporate and state segments of the macro-regional branch of Far East PJSC Rostelecom.

The Far East became the seventh region in which the company opened a separate division. RT Labs branches operate in Samara, Yaroslavl, Voronezh, Kazan, Yekaterinburg and Novosibirsk. The development strategy provides for the consistent establishment of divisions in all regions of presence of macroregional branches (MRF) of PJSC Rostelecom. The company is headquartered in Moscow.

RT Labs opens competence centers in Siberia and the Urals

In March 2016, RT Labs JSC, a subsidiary of PJSC Rostelecom, announced the opening of its separate divisions in the Siberian and Ural Federal Districts. Separate divisions of the Company are already operating in Voronezh, Yaroslavl, Kazan and Samara.

Revenue

Revenue for 2015 compared to 2014 increased by 76% and amounted to more than 1.5 billion rubles, and gross margin increased by 30%.

RT Labs becomes Rostelecom's single contractor in the regions

On June 26, 2015, Rostelecom announced the preparation of an agreement with a subsidiary of RT Labs on the transfer of the last functions of a single contractor to support regional electronic government and information society systems. The capital intensity of the eight-month agreement 935 million rubles Rostelecom[2].

Rostelecom has identified RT Labs as a contractor for the provision of services for the implementation and maintenance of information systems in the regions. The declared price of the contract is 935 million, with a reservation - the customer is not obliged to spend the entire amount within the framework of relations with the contractor.

Formally, Rostelecom did not finish the procedure for choosing a contractor - consideration of the draft contract and summing up the procurement results may continue until July 24, 2015. Taking into account the term of the contract on March 31, 2016, the duration of work is designed for eight months.

The agreement will affect regional e-government and information society systems. These are the systems:

A number of systems provide for implementation work, including the transfer of public services to electronic form and the development of forms for the provision of services on regional portals. But first of all, RT Labs will support the work of these and existing systems of various levels: lines "one," "one and a half," "two," "three":

  • consulting support of users,
  • resolution of incidents,
  • provision of analytical and statistical reporting by service level,
  • normal functioning of IE and administration of their components and users,
  • backing up the data,
  • information security, etc.

According to RT Labs in the media, earlier work on the operation of some systems and solutions included in the framework agreement was carried out by third-party companies. Most of these systems in 2012-2014 operated in the implementation or pilot operation mode.

The company claims that in 2015 the systems go into normal operation and the requirements for them from end users will become higher.

Rostelecom explains what is happening by the desire to improve the quality of services "with the maximum use of its own forces - with the involvement of subsidiaries and affiliates."

RT Labs plans to continue the practice of attracting subcontractors to implement certain tasks, which allows us to conclude: third-party companies previously operating on a contract with Rostelecom will agree with the operator's daughter.

RT Labs rated employees

On September 21, 2015, it became known about the attention of the RT Labs system integrator to its employees[3].

RT Labs has begun to form a tradition aimed at motivating employees. It was transformed into an annual staff assessment procedure. As part of this event, managers of various management levels analyzed the activities of employees, the quality of their work, created a "skills & competition" matrix. Based on the collected data, they compiled a portrait of each employee, identified his strengths and weaknesses, and developed an individual development plan for the next three years.

RT Labs deepens expertise in medicine

As part of the implementation of tasks for the development, implementation and maintenance of regional medical systems on the basis of O7. Meditsina, RT Labs JSC opened a separate division in Kazan in December 2015. Since 2015, RT Labs has been developing its own competence center for the informatization of regional health care - the development and implementation of modules of the Regional Medical Information System (RIIS). In 2016, Rostelecom became the copyright holder of the products Central Archive of Medical Images (TSAMI) and Television and Radio. On the basis of the current product portfolio, Rostelecom, with technological support, RT Labs is already offering these services to the regions in accordance with the roadmap of the Ministry of Health of the Russian Federation.

"RT Lab" claims a budget to create "Russian Android"

According to a TAdviser source, at the end of September 2014, RT Lab is one of the most likely applicants for funds from the Russian Software Support Fund. From this fund, the Minister of Communications of the Russian Federation Nikolai Nikiforov proposes to finance the establishment of a domestic mobile operating system, domestic DBMS, domestic virtualization system and other products.

The estimated volume of the fund will be 200 billion rubles. The sources of its filling have not yet been determined, one of the options is to collect tax at a rate of up to 10% of the volume of license sales from companies selling software in Russia. The idea of ​ ​ creating a fund in September 2014 was supported by Russian President Vladimir Putin, instructing Nikolai Nikiforov to work it out with the Ministry of Finance and the Ministry of Economic Development.

An informed interlocutor of TAdviser says that only those companies that agree to transfer the blocking stake to the state will be able to apply for the fund's money. This, in his opinion, is likely to scare off a number of commercial players from the project, including Parallels and Acronis, friendly to Nikolai Nikiforov.

At the same time, RT Labs, already owned by the state-controlled Rostelecom, are likely to establish a joint venture with one of the players in Tatarstan to participate in the project to create domestic software, a TAdviser source said. Most likely, the new joint venture will be located in Innopolis, a city under construction near Kazan for IT specialists.

Merger with the "National Center for Informatization"

Employees of the RT Labs company owned by Rostelecom announced in October 2014 a merger with one of the structures of the Rostec [1] state corporation, a source familiar with the situation told CNews. Another interlocutor of CNews, close to Rostec, confirmed this information, saying that RT Labs are planned to be merged with RT-Electronic Services, while Rostelecom and Rostec will have parity[4] combined company[5]

According to CNews, RT-Electronic Services recently changed its name, now called the National Center for Informatization. It is possible that the combined company will bear this name.
