At the end of December 2023, the Ministry of Digital Development of the Russian Federation summed up the results of the first year of work of the National Technological Center for Digital Cryptography (NCTC).

The creation of the STCC is included in the federal project "Information Security" of the national program "Digital Economy." The curator of the relevant project was indicated by the FSB. For the creation of the center, the federal budget was planned to be allocated in 2021-2024. About 11.5 billion rubles.

According to the Ministry of Digital Development of Digital Science, an industry center for information security of the digital economy will be created on the basis of the NTCsCC, which is expected to accelerate the mass introduction of trusted domestic IT technologies with integrated cyber defense mechanisms, including the use of cryptographic algorithms and information protection protocols.

During 2023, the NCTC developed technical solutions and methodological support for the depersonalization of personal data arrays for their safe use in creating artificial intelligence systems, as well as an experimental sample of the Digital Trust Platform for confirming personal data in the processes of providing citizens with various services.

Another result of the center's work was the creation of a prototype identification and authentication provider and software libraries of the OpenIDConnect authentication protocol using Russian cryptographic tools and protocols.

In addition, the first stage of the Multiskaner system has been launched to identify malware in files uploaded to state information systems, including ransomware viruses, using antivirus tools and technologies from Russian vendors.

Also in 2023, 9 research and development work was carried out, including with the involvement of students and teachers of 6 largest Russian universities aimed at solving industry problems in the field of information security.[1]

The government allocates 3.3 billion rubles for the creation of an industry information security center for the digital economy

On August 10, 2023, Prime Minister Mikhail Mishustin announced the allocation of more than 3.3 billion rubles by the government to create an information security center for the digital economy. According to the head of the Cabinet, these funds will be spent on the formation of infrastructure and laboratories, which are needed for research and design work in this area. Create a data depersonalization center

At the end of June 2023, the Russian Ministry of Digital Development announced the formation of a specialized center for the depersonalization of personal data of citizens within its information system. It is planned that such information will then be used to train artificial intelligence models.

According to RIA Novosti, the deputy head of the Ministry of Deputy Head of the Ministry of Digital Development Alexander Shoytov told about the project. According to him, there are two main tasks when depersonalizing data. First of all, it is necessary to make sure that impersonal data cannot be associated with a specific person. In addition, you need to save information in a high-quality form for subsequent use, including within the framework of various AI platforms.

The project is being created on the basis of the National Technological Center for Digital Cryptography. The first version is planned to be created by the end of 2023, while a full-fledged layout with a large number of different versions of the initial data will be ready by the end of 2024. The formation of the center itself, according to Shoitov, is planned to be carried out in parallel, which will also allow it to be opened during 2024.

It is noted that the issue of data depersonalization is associated with certain difficulties not only from a technological point of view, but also from a regulatory point of view. A draft federal law has been submitted to the State Duma, which provides for the regulation of one of the approaches.

In February 2023, at the industry forum, Deputy Minister of Digital Development, Communications and Mass Media Alexander Shoitov told how the National Technological Center for Digital Cryptography will work, and what tasks have already been identified for it. This center, we recall, was legally formed at the end of December 2022 in the form of ANO (ANO "NTC Central Committee"). From the Russian Federation, its founder is the government, and the co-founders are three information security development companies: InfoTeCS, Crypto Pro and Security Code.

This list is not closed, it is planned to involve interested companies in the field of cryptographic protection in the center and not only, the deputy minister noted.

According to the plan, until 2024, the center's infrastructure will be created - a platform where work, a laboratory, and a computing cluster will be carried out. According to Alexander Shoitov, the process of creating the Center for Digital Cryptography in this place has already begun, the necessary applications have been submitted.

The main task of the Center for Digital Cryptography is to create on its basis and introduce cryptographic technologies into the information systems of the digital economy.

At the same time, we are not talking about the fact that the center itself will develop cryptographic algorithms, the deputy minister emphasized. He will not sell anything either. On the basis of the center, it is planned to carry out events in three areas: scientific and technological work and promising research, the creation of infrastructure, as well as technological solutions - the creation and introduction of technologies protected by cryptographic methods.

Work of this kind has previously been carried out in the country, Shoitov noted. But it was done in different places, scattered. The meaning of creating a center is centralization: to gather in it all participants, specialists in the field of cryptography from commercial companies, from regulators, the scientific community.

The main results of the work can be, for example, layouts, which can then be scaled into the digital economy, or some pilot projects in any industry.

The full task pool of the center is still being formed. But among the already indicated: the creation of a compatibility center for cryptographic information protection tools; technological solutions for enhanced qualified electronic signature and safe connection to ESIA; public packages of libraries of domestic cryptographic algorithms; protected quantum technologies; information security technologies of artificial intelligence, including mathematically based depersonalization technologies. As for the latter, by the end of 2023 it is planned to create a layout of such technology.

Microelectronics software with a cryptographic root of trust is allocated as a separate task. The Center for Digital Cryptography will interact with other industry centers for this, says Alexander Shoitov.

As of February, there was still the formation of a supervisory board of the center, where interested FNIVs at the level of deputy leaders should be represented. On February 27, Russian Prime Minister Mikhail Mishustin allowed the head of the Ministry of Digital Development, Maksut Shadayev, to participate free of charge in the activities of the Supervisory Board of the NTC Central Committee. Legal Entity Registration

At the end of January 2023, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the registration of the National Technological Center for Digital Cryptography (ANO "NTC Central Committee") as a legal entity. The agency, according to his press service, is implementing this project together with the FSB. The Ministry of Digital Development also listed the main tasks of the Center for Digital Cryptography:

  • introduction and popularization of the use of cryptographic protection methods. With the help of them, the state can ensure the information security of Russians, in particular, protect their personal data;
  • development of healthy competition among domestic manufacturers of cryptographic protection tools;
  • production of personal data protection components;
  • maintaining a register of crypto protection manufacturers;
  • practical training of information security specialists;
  • definition of standards in the field of cryptography and information protection.

The National Technology Center for Digital Cryptography has been created

Earlier, Ministry of Digital Development developed a bill to expand its powers - to approve the requirements for technologies for interaction of cryptographic information protection tools with other informatization tools, in accordance with the rules and principles established by national standards of the Russian Federation in the field of cryptographic information protection.

As stated in the explanatory note, according to the instructions of the President, the government of the Russian Federation needs to ensure the development and implementation of a set of measures necessary for the phased transition of federal executive bodies, state authorities of the constituent entities of the Russian Federation, state extra-budgetary funds, local authorities for the use of Russian cryptographic algorithms and encryption tools within the framework of the exercise of powers in electronic interaction with each other, with citizens and organizations.[4]
