Biography

Vasily Viktorovich Shpak was born in April 1977 in Samara.

In 2000 he graduated from Samara State Aerospace University. Academician S.P. Korolyov (national research university) with a degree in economics and management.

In 2012, he completed his studies at the Samara Law Institute of the Federal Penitentiary Service with a degree in jurisprudence. In 2015, he was awarded the scientific degree of "Candidate of Economic Sciences."

According to the Unified State Register of Legal Entities and Kontur.focus Us, at different times Vasily Shpak managed to visit the director of Elvis-Telecom Samara, the Special Design Bureau of Computer Engineering (Pskov), the Scientific and Technical Center for Modern Navigation Technologies Internavigation (Moscow).

He also co-founded Elvis-Telecom Samara LLC, the Volga Forensic Laboratory autonomous non-profit organization (Samara), the Research Center for Forensic and Non-State Examinations Association (Samara), the Samara regional branch of the all-Russian public organization Delovaya Rossiya, LLC Mass Communications Agency (Samara), Soyuz-Telecom LLC (Moscow), LLC Airliner (real estate management, Moscow).

From July to December 2014, Vasily Shpak acted as Deputy General Director for Economics and Finance of the Moscow Research Institute of Microelectronic Equipment (NIIMA) Progress (part of Rostec). In December 2014, he became the interim general director of this enterprise, and in March 2016 - its full leader. He completed his work in this position no later than December 2018, when the organization had a new general director.

Since June 2019 - Director of the Department of Electronic Industry of the Ministry of Industry and Trade. He replaced Sergei Khokhlov in this post.

Appointment as Deputy Minister of Industry and Trade of Russia

On April 12, 2021, he was appointed Deputy Minister of Industry and Trade of the Russian Federation.

7th place in the industry in terms of income and 68th in terms of the cost of personal cars

For the period from January 1, 2021 to December 31, 2021, the income of the family of Vasily Shpak amounted to 38.5 million rubles, of which 23.47 million rubles were earned by his wife. As a result, Vasily Shpak took 7th place in the ranking of income of federal IT officials for 2021 according to CNews Analytics^[1].

The total average estimated cost of cars in the family of the Deputy Minister of Industry and Trade amounted to 5.4 million rubles. The list of declared vehicles includes the Lexus RX 300^[3].
