Growth of public procurement of cars by 17% to 36.5 billion rubles

Government purchases of new and used cars in Russia in 2023 amounted to 36.5 billion rubles, which is 17% more than a year earlier. The Tenderplan search and analytical system presented such data with reference to public tenders at the end of March 2024.

As Vedomosti writes with reference to the materials of Tenderplan, 2023 public procurement of passenger cars was carried out in 6647, which is 6% less than a year ago. The lion's share of these tenders - 5395 applications for 24.5 billion rubles - was played as part of the 44-FZ for the needs of state and municipal institutions. The average price of a contract for the supply of cars for 2023 increased by 18% compared to 2022 and amounted to 5.2 million rubles, the study says.

State purchases of new and used cars in Russia in 2023 amounted to 36.5 billion rubles

Avtovaz cars have become the most popular among officials and state-owned companies. They are followed by "UAZ." Their total share in the structure of public procurement was about a third, a year earlier it was about a quarter.

Government purchases of cars of the Chinese brand Haval, produced at a plant near Tula, in 2023 amounted to 2.2 billion rubles, which is five times more in comparison with 2022.

Japanese Toyota was in fourth place, but their implementation through public procurement decreased by 18% in money and by 22% among tenders. The most popular among officials and state managers was Toyota Camry.

Of foreign cars, they are also popular Hyundai Kia,,,. Renault Volkswagen More often they began to buy Chinese cars, including,,,, and Geely. Great Wall Chery Exeed Changan GAC

Vasily Danilchik, an expert at the Kontur. Torgi service, noted that state purchases of foreign cars in 2023 increased despite the fact that customers must request permission from the Ministry of Industry and Trade of the Russian Federation for them[1]

Growth in the number of registered cars to 54.5 million

As of January 1, 2024, 54.5 million cars were registered in Russia against 53.8 million units a year earlier. This is evidenced by the data of "Autostat," published in February 2024.

According to the agency, passenger cars in 2023 accounted for more than 85% (46.36 million units) of the entire fleet. Light commercial equipment (LCV) accounted for 4.17 million cars, trucks - 3.6 million units. The number of registered buses amounted to 360 thousand units.

54.5 million cars registered in Russia

It also follows from the materials of Avtostat that in 2023 the most used passenger cars were bought in the Central Federal District (1.41 million units), which corresponds to almost every fourth copy. The Volga Federal District (1.02 million units) also overcame the mark of 1 million units, which is about 18% of the total. Experts also distinguish the Siberian and Southern Federal Districts, each of which accounted for more than 10% of the secondary market of the Russian Federation at the end of 2023.

As for the regions, Moscow remains the largest used car market - last year 381.8 thousand such cars were bought in the Russian capital. The second place is taken by the Moscow region (336.5 thousand pieces), the third - the Krasnodar Territory (292.8 thousand pieces).

St. Petersburg and the Rostov Region (212 thousand and 172.3 thousand pieces) also fall into the TOP-5 here. Only these subjects of the Russian Federation managed to overcome the shared barrier of 3%. The largest growth of the secondary market among the regions was recorded in Tuva (+ 40%). The volume of purchases of used cars in Chukotka and Transbaikalia increased by 30%. In another 33 subjects, market growth is above the national average (+ 17%). At the same time, in 9 regions its indicator is less than 10%, and the smallest it is in the Nenets Autonomous Okrug (+ 4[2]

35% of cars sold had their mileage twisted

The share of cars with twisted mileage of the total number of used cars sold in 2023 was 35%. This was reported in January 2024 by the Russian Automobile Dealers Association (ROAD). The damage to consumers is estimated at more than 600 billion rubles.

According to representatives of car sales sites, the share of cars with twisted mileage was highest in the Krasnodar Territory (24% of all secondary cars sold), as well as Samara, Chelyabinsk, and Rostov regions (23%). According to the vice-president of the National Automobile Union (NAS) Jan Heizeera, you can get on a car with twisted mileage both on the Internet site and at dealers.

The share of cars with twisted mileage was 35%
File:Aquote1.png
The likelihood of purchasing such a car in large cities is less than on the periphery, since local services do not have sufficient qualifications and diagnostic equipment, Heizeer added.

ROAD Association President Alexei Podshchekoldin also focused on the impact of mileage on price. For example, Renault Logan with a real mileage of 329 thousand kilometers could cost 300 thousand rubles cheaper than if its mileage corresponded to the declared one of 32.9 thousand km. For other cars, for example Audi A8, the difference in price due to mileage can be several million rubles. The total amount of damage to buyers, according to ROAD estimates, is 612 billion rubles.

At the same time, the managing director of Frank Auto, Irina Frank, believes that the share of cars with twisted mileage may be even greater, since in 2021 the mandatory maintenance at certified stations was canceled.

In general, thanks to the development of online services for checking cars, vehicles with non-real mileage, there are fewer, said MINISTRY OF INTERNAL AFFAIRS Russia To Moscow Petr Shkumatov, a member of the Public Council at the State University. He claims that earlier the number of such cars reached 100%, which is why even honest sellers had to twist the mileage, since it was impossible to sell the car differently.[3]

Sales of used cars in Russia for the year increased by 17% to 5.69 million units. Leaders

Sales of used cars in Russia in 2023 reached 5.69 million units, which is 17% more compared to 2022. The Avtostat agency cites such data in January 2024.

According to experts, the result achieved in 2023 turns out to be 5% lower than the level of 2021, when about 6 million cars were sold in the Russian Federation. At the same time, the maximum volume of the secondary market was set in 2014 (6.1 million units).

The leader of the used passenger car market in 2023 was the domestic brand Lada, which accounted for 22.1%. In quantitative terms, this is 1.26 million copies. About half as much was bought from used Toyota cars (670.4 thousand units; share - 11.8%). The 5% mark was also overcome by Kia (319 thousand units), Hyundai (315.1 thousand units) and Nissan (296.8 thousand units).

The most popular used model among Russians in 2023 was the Ford Focus, whose sales amounted to 119,792 copies. Last year's leader of the Lada 2114 "Samara-2" hatchback (116 633 cars) dropped to second place.

Kia Rio and Hyundai Solaris models in 2023 were sold in the amount of 110,519 and 110,008 cars, respectively. Toyota Corolla (102,445 units) also entered the top five of the secondary market. All leaders of the model rating in 2023 are showing market growth. It was strongest in Toyota Corolla (plus 21.6%), and weak in the Lada 2170 Priora sedan (plus 0.9%).

According to the portal "Авто.ру Assessment," the average cost of a new car in Russia in 2023 increased by 17.3%, to 3.7 million rubles, and used - by 28%, to 2.2 million rubles.[4]

Named the top 10 best-selling cars in Russia for the year

The most popular new car in Russia at the end of 2023 was again Lada Granta. This is evidenced by the data of Passport Industrial Consulting JSC (a joint venture of Electronic Passport JSC and Avtostata LLC), which were published in January 2024.

It is noted that Lada Granta is the leader in sales in Russia for the second year in a row. In 2023, this model sold 195,910 units, which is 85.7% more than a year earlier. The share of this car in the Russian car market for the year increased from 27.9% to 30.7%.

The most popular foreign car in 2023 was the Haval Jolion crossover (55.55 thousand cars sold). A year earlier, this model was only the eighth in terms of sales. According to the results of 2023, the Lada Niva Travel SUV (46.9 thousand units) closed the top three among the best-selling cars on the Russian market.

Lada Vesta took fourth place, followed by the Chery Tiggo 7 Pro Max and the classic Lada Niva Legend SUV. The top ten sales rating was closed by three Chinese crossovers - Geely Coolray, Omoda C5, Chery Tiggo 4 Pro and Geely Monjaro.

According to analysts at Avtostat, all participants in the top 10 most popular models on the Russian car market showed an increase in shares. Sales volumes for the Omoda C5 and Chery Tiggo 4 PRO crossovers increased the most (29 and 16 times, respectively), which entered the market towards the end of 2022. Sales of Vesta increased weakly (+ 25.3%), which returned to the market only in June 2023.

More than half of all new passenger cars sold in the Russian Federation in 2023 fell on three brands. According to Avtostat, the domestic Lada remained the market leader, the result of which was 324.4 thousand copies. The second place and leadership among foreign cars was won by the Chinese Chery (119 thousand pieces). Closed the first three Chinese brand Haval (111.7 thousand pieces).[5]

Growth in sales of new passenger cars by 62% to 1.06 million units

Sales of new passenger cars in Russia in 2023 reached 1.06 million units, which is 62% more than a year earlier. It is confirmed by the data of JSC Pasport promyshlenny consulting published in January, 2024 by Minpromtorg (PPK; joint venture of Avtostat and electronic TCP systems).

As they write Sheets"" with reference to these statistics, Granta became the best-selling passenger car in the Russian Federation in 2023 Lada : it sold 191,074 units (18% of the market). The second place Haval was taken by the Jolion model - 48,980 pieces (5% of the segment of new cars).

Sales of new passenger cars reached 1.06 million units

Lada Niva closes the top three at the end of 2023, followed by Lada Vesta and Chery Tiggo 7 Pro Max. Over the past twelve months, each of these models has been bought about 40-47 thousand times, and their share in the passenger car market was about 4%. Chery Tiggo has become the only car on the list that is produced outside the Russian Federation, the newspaper notes.

As for truck sales, the leader here are cars manufactured on the basis of KamAZ - their sales in 2023 amounted to 28.2 thousand units. Following the brands are Sitrak (23.8 thousand units), Shacman (20 thousand units) and Faw (12.6 thousand units).

According to the Ministry of Industry and Trade, in January - December 2023, 1,319,351 new cars (up to three years) were sold in the Russian Federation, which is 60% more than in the same period last year (823,695 units). Half in this volume are cars of domestic production.

In the second half of 2023, the weighted average price of a passenger car in Russia for the first time exceeded 3 million rubles. Cars have been rapidly becoming more expensive since the beginning of hostilities in Ukraine, which is facilitated by the expansion of the presence of brands from China on the market while maintaining supply shortages in the mass budget segment.[6]

Car sales returned to the level before the conflict in Ukraine

After the mass withdrawal of Western brands, car sales in Russia in just a year returned to the level before the outbreak of the conflict in Ukraine.

Putin: All Russian officials must drive domestic cars

On August 3, 2023, the president Russia Vladimir Putin , at a meeting with heads of manufacturing enterprises, announced the need to ban officials from driving foreign cars.

File:Aquote1.png
I said it should be absolutely ruled out. And all officials of the country must drive domestic cars... Somewhere it will be more modest than before, nothing terrible. All this bureaucracy is our wonderful, it must understand that it is necessary to strive for the development of domestic brands, domestic cars, and other domestic products. And improving the quality of life should be aimed primarily at this, - said the head of state (quoted by RIA Novosti).
File:Aquote2.png

Vladimir Putin

At the same time, as Putin noted, there is no need to generally abandon imports, but "basic things should be focused on a domestic manufacturer."

As a source familiar with the situation told RIA Novosti, by the beginning of August 2023, the Russian auto industry does not yet have enough capacity to make a large purchase of cars for Russian officials.

File:Aquote1.png
The topic began to be worked out some time ago. And specialists who are engaged in public procurement met with automakers, clarified issues related to the purchase of a large batch. So far, there are no necessary capacities, which means the number of cars, - said the agency's interlocutor.

In June 2023, AvtoVAZ has already presented a new model Lada Aura, which can be used for the needs of officials and deputies. The car is assembled on the basis of the Lada Vesta sedan, but features a large interior trimmed with leather with a premium audio system. The company said that the cost of the car will be "significantly higher" than 2 million rubles, while the production of Lada Aura can be launched in 2024 only with sufficient state support.

In July 2023, State Duma Speaker Vyacheslav Volodin called for the transfer of deputies and officials to Russian Moskvich and Lada. According to him, recently domestic cars have become better, and their criticism is more untenable. Volodin also added that at the present time it is unacceptable to make another choice and asked why the government has not yet obliged officials at all levels to use domestic machines.[7]

South Korea increases annual exports of engine oil to Russia by 116%

In early July 2023, it became known that the export of engine oils from South Korea to Russia in 2022 more than doubled compared to the previous year. Read more here.

Reduction in sales in February by 43% to 56 thousand new cars per month

Sales of new passenger cars in Russia in February 2023 fell by 43% compared to the same period last year, to 56 thousand units - Avtostat.

According to the AEB, which does not take into account the sales of some brands, in February 2023, sales of new cars in Russia collapsed three times from the average monthly sales in 2021, five times fell compared to the level of the first half of 2008 and 2012-2013.

The new balance of sales of new cars is in the range of 40-45 thousand cars per month, which is up to half a million per year or 3.5 cars per 1000 inhabitants, which is significantly lower than developing countries. In China (19 cars per 1000 people), in Brazil - 8.6, in Mexico - 7.2, in Thailand - 12, in Turkey - 7.8, in Malaysia - 18.

At the end of February 2023

Limiting the range of available cars, prohibitive prices and destroying the dealer network are the main reasons, the Spydell Finance channel noted.

In 2021, car dealers in Russia provided a variety of 40-50 automakers, by 2023 the entire Russian car market contracted to 6-7 automakers. These are exclusively Russian and Chinese models, all others in the mode of continuous "closing of obligations," dumping of stocks or very limited "piece" parallel imports at prohibitive prices.

In February 2023, only Lada, Haval, Geely, GAZ, UAZ, Changan and Chery were in active sales in Russia.

Of the unfriendly countries, only Kia sales remained, which collapsed 10-13 times relative to the norm. Now 1,500 cars per month are sold against 15-20 thousand, which were before the conflict in Ukraine. Previously, very popular Hyundai collapsed in sales 60-70 times.

Sales of Skoda, VW and Mazda collapsed 20-25 times. The rest are almost zeroed or an insignificant number of sales are sold, literally by name on the fingers of two hands. Sales of Renault, Nissan, Ford, Mitsubishi and Volvo have completely stopped.

In Russia, 45 million cars, of which 33% are domestic and 23% are Japanese

As of January 1, 2023, there were about 45.4 million passenger cars in Russia: 33.6% of them, that is, almost exactly a third, of domestic production, which is 15.2 million cars.

The second place is held by Japanese cars, which account for 23.4%, or about 10.6 million cars. The third place is occupied by South Korean cars with a share of 13.4% (6.1 million). Next, cars from Germany and the United States were located, of which there are about 4.7 and 3.2 million units, respectively.

2022

The number of premium cars driving on the roads of Russia for the year increased by a quarter. Regions

In 2022, there were 19.8 thousand premium cars on Russian roads (worth from 10 million rubles), which is almost a quarter more than a year earlier. Such data analysts FinExpertiza published on October 9, 2023.

According to a study for 2022, most elite cars travel on the roads of Moscow (8140 cars), St. Petersburg (2035), Moscow Region (1575), Krasnodar Territory (903), Sverdlovsk Region (509), Tatarstan (433), Novosibirsk Region (334), Rostov Region (326), Krasnoyarsk Territory (283), as well as Irkutsk Region (260).

It is almost impossible to meet premium cars in the Jewish Autonomous Region and in Chukotka (only one luxury car is registered in these regions), in Tuva (2), Nenets Autonomous Okrug (3), Khakassia and the Altai Republic (12 each), Mordovia (13), Oryol Region (14), Sakhalin Region (15) and Karelia (16).

The number of luxury cars Russia in is steadily growing from year to year. Compared to 2019, in 2022, the number of luxury cars from 10 million rubles on the country's roads increased almost 2.5 times. Moreover, the upward trend could not be reversed either by the coronavirus pandemic that began in 2020, COVID-19 or by Western sanctions that limited Russians' access to the luxury segment in 2022 and led to a sharp jump in prices, the report noted.

True, the growth rate of the fleet of premium cars periodically slowed down: after almost twofold growth in 2019 in 2020, the number of elite cars increased by only 29.6%. In 2021, the fleet expanded by 53.7%, after which, according to the results of the sanctions 2022, the growth rate again decreased, amounting to 22.2%.

Total tax charges for cars are more expensive than 10 million rubles. also grow annually, and faster than the fleet expands. So, in 2021, they increased by 73.1%, from 1.47 to 2.55 billion rubles, in 2022 - by another 31%, to 3.34 billion rubles.[8]

Public purchases of premium cars decreased by 4 times to 85 tenders in the amount of 648 million rubles

At the end of 2022, state purchases of foreign-made business class cars in Russia decreased almost four times compared to 2021. This is stated in the study of the search and analytical system for managing tenders "Tenderplan."

According to the Vedomosti newspaper, in 2021, Russian government agencies placed 322 tenders for foreign vehicles of a premium level in the amount of 1.363 billion rubles. In 2022, in the current geopolitical situation, the number of tenders decreased to 85, that is, fell by about 74%. At the same time, the total amount of purchases amounted to 648 million rubles.

In 2022, public procurement of premium cars worth 648 million rubles was carried out

According to the results of the first half of 2023, the number of tenders decreased to 37, and their total cost is 236 million rubles. We are talking primarily about the supply of premium cars Toyota and Mercedes. However, by 2023, the total share of such purchases has decreased by eight times compared to the previous year.

Thus, market participants say, there is an increase in purchases of domestic car brands through the state order system. The Russian auto industry began to occupy a niche that was vacated after the departure of American and European brands. In the first six months of 2023, 515 notifications were placed for the purchase of domestic cars for 872 million rubles. For comparison: for the entire 2022 there were 807 such tenders - for a total amount of approximately 1 billion rubles.

File:Aquote1.png
These figures do not include information about the Russian premium brand Aurus, the data on which we do not see in any system, - said Maxim Kuznetsov, General Director of Tenderplan.
File:Aquote2.png

At the same time, many domestic projects look like assembly projects. Components for Russian cars are partially imported from other countries. For example, vehicles Avtotor"" and Muscovite"" are based mainly on Chinese spare parts.[9]

The number of cars for the first time decreased in 6 regions

In 2022, the traffic police registered a total of 60.45 million cars in Russia, which is 0.5%, or 312 thousand pieces, more than a year earlier. Such data of the State Traffic Inspectorate were released at the end of February 2023.

According to the statistics of the traffic police, cited by Kommersant, by the end of 2022, 50.6 million cars were registered in the Russian Federation, as well as 6.67 million trucks, 2.3 million category L vehicles (motorcycles, mopeds, ATVs) and 833.6 thousand buses.

In Moscow, there were 16.6 thousand fewer cars per year

The newspaper notes that for the first time in many years, the passenger fleet has declined in at least six Russian regions, and Primorye has become the record holder for the increase in the number of registrations - an additional 15 thousand cars have registered for the year. In Moscow in 2022, the number of cars decreased by 16.6 thousand, the Moscow region - by 11.1 thousand, St. Petersburg - by 11 thousand, the Saratov region - by 7.9 thousand, Krasnodar - 7.6 thousand, in the Pskov region - by 5 thousand.

According to Anton Shaparin, vice president of the National Automobile Union, in fact, there are no fewer cars, just their owners take transport off the books so as not to spend money on insurance, transport tax and fines. He also associated the reduction in the fleet with a drop in sales of new cars.

The interlocutor of the newspaper added that in 2022 many Russians left the country, many crossed the border in their cars, having previously taken them off the register in order to use them in a new place. The coordinator of the Blue Buckets movement, Pyotr Shkumatov, noted that migration from Moscow in 2022 was the most significant, but many car owners sold their cars to other regions. This can, according to him, explain the increase in the fleet in some regions.

The most massive segment remains cars with Euro-4 engines (15.8 million by the end of 2022) and with engines whose class is not installed (15 million). The fleet of electric vehicles increased by 61% in 2022 (a total of 23.7 thousand units), by 51% - hybrids (138.5 thousand units).[10]

Market Rollback by Sales to Early 2000s and World No. 18

The Russian automobile market in 2022 in sales rolled back to the levels of twenty years ago (30-40 thousand cars were sold in the early 2000s).

In 2012, Russia ranked seventh in the world in sales of new cars (2.9 million cars), ahead of Britain (2.3 million cars), but behind Germany (3.3 million units). In 2021, Russia dropped to 11th place (1.67 million cars), skipping ahead of France, Britain, South Korea and Canada.

In 2022, Russia rolled back to 18th place, missing Turkey and remaining at the level. Malaysia 662 thousand cars sold are 4.6 cars per 1000 inhabitants, which is significantly lower than in (China 19 cars per 1000 people), in - Brazil 8.6, in - To Mexico 7.2, in - 12, Thailand in - 7.8, Turkey in - 18. Malaysia

The leader in sales is the United States - 43 cars per 1000 people, in Japan, Korea and Germany 30 cars each, in most major European countries about 25-27.

In Russia in 2012, over 80% of cars sold were foreign brands, in 2021 there were already 75%, and in 2022 the share of foreign brands dropped to 60%. In January 2023, the share of foreign brands collapsed to 37%!

The reason for the decrease in the share of foreign automakers was: a decrease in the purchasing power of the population due to the extreme rise in car prices, the destruction of the dealer network (the refusal of leading automakers to do business in Russia after the outbreak of the conflict in Ukraine) and a violation of the supply chain, which complicates production in Russia.

Of the available at the beginning of 2023, only domestic and Chinese manufacturers remained. There are three Russian manufacturers in 10, four Chinese, also Kia, Skoda and VW.

However, the collapse in sales of automakers from unfriendly countries is 89-100%, on average, sales collapsed by more than 10-12 times.

Car sales reached 1.47 trillion rubles

In 2022, car sales in Russia reached 1.47 trillion rubles. The largest spending (1.04 trillion rubles) fell on crossovers and SUVs, according to data from Avtostat agencies, which were released at the end of January 2023.

The leader in sales revenue in the Russian car market in 2022 was the domestic Lada Granta. For 12 months in Russia, these cars (all modifications) were sold in the amount of 66.7 billion rubles. The second in terms of sales revenue in the annual rating of the Russian car market was the Chinese "SUV" model Chery Tiggo 7 Pro, which was sold in the amount of 18,699 units over the year. in the amount of 46 billion rubles.

The third place goes to another Chinese model - Haval Jolion. In 2022, the Russians purchased 17,527 such cars and paid 36.7 billion rubles for them. The third result in the annual rating of Lada Vesta is 36 billion rubles received from the sale of 32,467 such cars. The top 5 for the year of the most profitable models of the Russian car market included Hyundai Creta and Kia Rio. It is known that in 2022, 19,043 Creta crossovers worth 34.6 billion rubles and 24,146 Kia Rio cars worth 32.9 billion rubles were sold in the country.

Avtostat also compiled a list of 10 luxury cars that were the most in demand in Russia in 2022. Thus, the Maserati Levante crossover (75 copies sold) turned out to be a bestseller in this segment, Rolls-Royce Cullinan (58 units) took the second place in terms of sales, and Bentley Continental GT and Rolls-Royce Ghost (33 each) shared the third line. Also in the rating were Lamborghini Urus (32 pieces), which took the fifth line and the domestic sedan Aurus Senat (30 pieces), which ended 2022 in sixth position. The seventh and eighth places went to two Bentley models, the Bentayga crossover (28 pieces) and the Continental Flying Spur sedan (23 pieces)[11]

The top 5 leaders of the Russian car market have been determined

The Committee of Automakers of the Association of European Businesses (AEB) estimated the sales of passenger cars and low-tonnage trucks (LCV) at 687.4 thousand units in 2022. This is 58.8%, according to data released on January 12, 2023.

File:Aquote1.png
We believe that this result is not as bad as it could be, - said the head of the committee Alexei Kalitsev.
File:Aquote2.png

Among the factors that had the greatest impact on the Russian car market, he named sanctions pressure, rupture of supply chains and parallel imports.

As Kommersant writes with reference to AEB statistics, the five largest manufacturers in the Russian car market in 2022 did not change significantly against the background of the fact that the pre-crisis first quarter was the highest (277 thousand cars). The implementation of the leading Lada in January - December fell by 46%, to 188.6 thousand cars. The bestseller among foreign cars remained the Korean Kia, whose sales fell by 68%, to 66.1 thousand units.

This is followed by Hyundai (a drop of 67%, to 54.8 thousand cars), as well as a replenishment of the top 5 GAZ (a drop of 25%, to 42.1 thousand units). In general, all brands of the top 10 showed a drop in sales compared to 2021, with the exception Chery of (an increase of 4%, to 38.5 thousand) and (UAZ an increase of 5%, to 33.9 thousand). Of the "ten" leaders, the one who left the Russian Federation dropped out, Nissan but another who left the Russia brand took Renault sixth place with a result of 39.6 thousand cars (a drop of 70%).

Its subsidiary brand Exeed and Dongfeng Motors also managed to increase sales volumes. They sold 13,686 and 1,666 cars respectively (+ 264 and + 213 percent by 2021). The rest of the popular Chinese brands have gone into the red, but relatively small compared to other brands.

SUVs remain the most popular segments, with crossovers and SUVs selling 334,933 units, taking 48.7 percent of the market. Also, the Russians bought 81,060 commercial vehicles, 6961 pickups and 840 electric cars.[12]

A 59% drop in sales of new passenger cars

In 2022, Russians purchased 626.3 thousand new cars, which is 59% less than a year earlier. This is evidenced by the data of the Passport of Industrial Consulting (PPK), a joint venture of the analytical agency Avtostat and the system of electronic passports of vehicles.

According to Vedomosti, the published statistics coincide with the registration data of new passenger cars. According to Avtostat info estimates, in 2022, 629,923 cars were registered in Russia, which is 58% less than a year ago. Thus, the market for cars in Russia in 2022 rolled back to the levels of the second half of the 1990s, the newspaper notes.

Sales of new passenger cars in Russia more than halved in 2022

According to Avtostat, almost 30% of sales of new passenger cars in Russia in 2022 fell on domestic brands, the lion's share of which was Lada cars. In 2022, they sold 174.7 thousand units, which is 27.9% of the total market volume.

In second place are Korean brands, the total share of sales of which in the Russian Federation amounted to 19.5%. Thus, cars of the Kia brands (65.7 thousand cars) and Hyundai (54 thousand cars) are located in the ranking after the domestic Lada.

Chinese manufacturers lagged slightly behind the leaders in the passenger segment, the total share of which was 19.2%.

{{quote 'On the other hand, they were ahead of the "Europeans" who took 18.5% in our market. However, among the brands, the French Renault (40.8 thousand units) is in fourth place, and the Chinese Chery (39.3 thousand units) is in fifth, - specified in Avtostat. }} The share of sales of Japanese brands in the Russian passenger car market in 2022 amounted to 12.4%, and the remaining 1% of the market belongs to American brands, the agency added.[13]

Sales of new passenger cars in 9 months decreased by 59% to 506 thousand

The Ministry of Industry and Trade allocates more than 45 billion rubles to support demand for domestic cars

In September 2022, it became known that the Ministry of Industry and Trade of the Russian Federation allocates more than 45 billion rubles to support demand for domestic cars. These funds are designed for the period from 2023-2025.

{{quote 'Of course, we plan to continue to stimulate the demand for cars produced in Russia. Almost 21 billion rubles are provided for the implementation of programs (preferential car loans, car leasing and others) in 2022, more than 75 thousand cars are planned to be sold at the expense of these funds. The funds are also provided for subsequent periods, - said the Minister of Industry and Trade Denis Manturov. }}

Ministry of Industry and Trade of the Russian allocates more than 45 billion rubles to support demand for domestic cars

According to him, in 2023, 9.8 billion rubles were allocated to support the Russian auto industry, and in 2024 and 2025 another 17 billion and 19 billion rubles will be spent, respectively. Manturov added that this was recorded in the draft budget for 2023.

Earlier, sources of Kommersant have already reported that in 2023 demand support will "significantly decrease," and the amount pledged for it will not exceed 10 billion rubles. This is due to the lack of payments from the industry itself: subsidies traditionally consisted of revenues from waste collection, which are practically absent due to the fact that production is idle.

According to the newspaper, difficulties with financing programs in the automotive industry arose against the background of the suspension of the production of foreign car plants in the Russian Federation after the outbreak of hostilities in Ukraine. The source of funding for state support programs has traditionally been waste collection funds. It plays the role of a barrier against imports: although the fee is paid for all cars imported and produced in the Russian Federation, auto concerns that have entered into special investment contracts (SPIC; give benefits in exchange for investments), could claim compensation.[14]

Increase in the share of Russian and Chinese car brands

In August, only 17 new cars of the expensive segment were sold

In August 2022, Russians purchased only 17 new Luxury cars, which is 82% less than in the same period last year (97 units). Experts also noted that for the 4th month in a row, the volume of sales of luxury cars in our country does not exceed two dozen units.

Car sales fell 75% in July. Chinese stamps bypassed Korean for the first time

Car sales in July fell 75% compared to the same month last year, the Association of European Businesses (AEB) calculated. The market leader Avtovaz had a 68% drop in sales. At the same time, manufacturers noticed that compared to the collapse of June, the car market in July began to show recovery growth.

Every fourth new car bought in Russia in July is Chinese, writes the Avtostat agency.

For the first time, the "Chinese" (24.3% of the total market volume in July) were ahead of 21.2% of the Koreans in the Russian market, the first place in the market was for domestic brands (30.9%).

According to the AEB, 27.8 thousand people became owners of new cars in June 2022, which is higher than only the May figure - 24.3 thousand. The annual dynamics remained almost unchanged: -82% in June VS -83.5% in May. According to the results of the half-year, 370,228 new cars were sold in the Russian Federation (-56.9%).

80.6% of new passenger cars imported into Russia in the 2nd quarter were of Chinese production

In the second quarter of 2022, 80.6% of new cars imported into Russia were Chinese-made, 7% from South Korea, 2.6% from Japan.

Fall in car sales by 84% in May

In May 2022, car sales in Russia fell 84%, as sanctions from several countries led to the fact that the industry, which was once a showcase for foreign investment, practically stopped.

Sales in May fell to their lowest level since at least 2006. Almost all car plants closed due to the lack of spare parts.

2021

Sales of new cars increased by 22%, to 3.05 trillion rubles

In 2021, sales of new passenger cars in Russia reached 3.05 trillion rubles, which is a record figure that exceeds the result of 2020 by 22%. Such data were published on February 8, 2022 by the Avtostat agency.

The previous maximum dated 2019, when Russians spent 2.57 trillion rubles on the purchase of new cars. In 2020, sales decreased due to the closure of car dealerships amid the COVID-19 coronavirus pandemic and a shortage of semiconductor components.

Sales of new cars in 2021 in Russia for the first time exceeded 3 trillion rubles

According to analysts, the volume of the Russian car market in monetary terms occurred against the background of an increase in sales of new passenger cars (+ 3% in 2021 compared to 2020), but its key factor is an increase in the weighted average price, which in 2021 increased by almost 20%. At the same time, the main reason for the sharp increase in the jump in cars was their lack of dealers, provoked by a global shortage of chips, the study said.

According to the calculations of Avtostat, in 2021, residents of the Russian Federation purchased 271 thousand new cars produced outside the Russian Federation, which corresponds to 18% of the total car market. Experts note that sales of imported cars in 2021 increased by 23%.

Among the cars imported from abroad, the Russians gave the most preference to the Chinese. So, over the past year, new passenger cars assembled in the PRC were bought in Russia with a circulation of 58.2 thousand units, which is 2.4 times more than in 2020. The second place in this rating is occupied by "true Japanese" - Russians purchased 56.7 thousand such cars (+ 10%). The top three are closed by cars produced in Germany (55 thousand units; - 34%). Thus, 82% of new passenger cars purchased in Russia have local production, which in quantitative terms is a little more than 1.2 million units[15]

The AEB noted that a shortage of chips, a reduction in production, disruptions in supply chains and a shortage of containers had a negative impact on the car market. The same problems are likely to remain in 2022, while the share of imported cars in the Russian Federation will decrease, according to the association.

On January 12, 2022, the Ministry of Industry and Trade announced that the volume of the Russian car market at the end of 2021 increased by 6%. According to the ministry, sales reached 1.8 million units. Automotive production in the country increased by 10%, to 1.5 million cars, partly due to the effect of the low lockdown base of 2020.[16]

The share of sales of cars with a "machine gun" in Russia increased to 62% (921 thousand units)

Sales of new passenger cars with automatic gearboxes in Russia at the end of 2020 amounted to 921 thousand units. This corresponds to 61.9% in the total volume of the car market, while in 2019 this share was measured at 59.4%. This is evidenced by the data of the analytical agency "Avtostat."

Experts attributed the growth in the share of cars with automatic transmissions to the fact that their implementation in 2020 decreased by only 5%, while the entire Russian car market fell by more than 9%. As a result, over the year, the market share of automatic cars increased by 2.5 percentage points.

The share of cars with a "machine gun" in the Russian Federation reached 62%

The category of vehicles with automatic transmission of analysts includes cars with classic "machines," variators, robotic boxes and other cars on which a non-manual gearbox is installed.

Avtostat noted that for the first time, sales of cars with automatic transmission exceeded the purchases of cars with mechanical transmission by residents of the Russian Federation in 2016 (51.3%), and since then the share of such vehicles in the market has continued to grow. The maximum share of such cars (63%) was recorded in the first quarter of 2020.

According to experts, automatic transmissions have become widespread in our country with many years of delay. The fact is that due to the prevailing stereotypes, Russian drivers considered such gearboxes too complex and "thoughtful," which, moreover, often break down and require expensive repairs. However, over time, the experience of riding an "automatic" dispelled these biases, and the choice of cars with automatic transmission even covered the budget segment.

The key factor in the growth of the segment of cars with automatic transmission is called the fact that the lion's share of sales of new cars in Russia falls on large cities, where the road situation naturally contributes to an increase in demand for automatic transmission.[17]

A less weak fall in the market in monetary terms than in kind is associated with an increase in the share of expensive cars, as well as rising prices. More than 70% of the money spent by Russians on cars in 2020 fell on mass segment models - 1.78 trillion rubles. At the same time, this indicator for the year decreased by 5%. The remaining about 30% is the capacity of the premium car market, which, on the contrary, has grown (+ 6% to 0.72 trillion rubles).

The Russian car market in rubles fell by only 2% over the year

At the same time, the dynamics of retail recommended prices was even more noticeable - an increase of 16%. In the premium segment, prices increased by 13%, to 4.93 million rubles, in the mass segment - by 4%, to 1.33 million rubles.

According to Avtostat, the weighted average price of a used passenger car for 2020 increased by 10%. For the mass segment, it amounted to 450 thousand rubles (+ 10%), for the premium segment - 1.46 million rubles. (+11%). The ratio of sales of all cars in the Russian Federation by individuals and legal entities is 85% by 15%, respectively.

Avtostat director Sergei Tselikov noted that in 2020 car sales to corporate clients in Russia decreased by 12% and amounted to 218 thousand units. He clarified that as corporate sales, those cars that were registered with legal entities were taken into account.

File:Aquote1.png
Dealers can sell cars to companies and simply retail "by letter," but also at a corporate discount. If we take those sales that the dealers themselves reflect for themselves as corporate, there will be a figure twice as much as this, "Tselikov added.

According to the calculations of Avtostat, the share of purchases of new cars in trade-in in 2020 reached. 640 thousand cars (-9%) were purchased on credit[18]

To stay close to customers in the new reality, we all need to try new sales formats. Despite the fact that dealers are preparing for a restart, I do not expect a significant increase in sales in May, "said Jörg Schreiber, chairman of the AEB automakers committee.
File:Aquote2.png

Thomas Sterzel, chairman of the association's automakers committee, noted that the April collapse in car retail sales was the strongest in the history of the Russian automotive industry. According to him, the "black April" dealt a severe blow to the liquidity of dealers, and in the medium term it will affect their stability. It is necessary to try new creative formats of communication and sales, advises Sterzel.

The international rating agency Moodyʼs Investors Service predicts a 4% decline in car sales in Russia in 2020 "amid ongoing slow economic growth and the lack of government stimulus measures."

"So that such companies can not only go through today's difficult period, but also expand, renew their fleet, increase the availability of services for citizens in the regions, I propose to provide preferential leasing mechanisms for them and allocate 2.5 billion rubles for these purposes," Vladimir Putin said.
File:Aquote2.png

Vladimir Putin said that as part of a package to support the production of domestic cars, it is necessary to allocate funds to finance a program of preferential car leasing for small and medium-sized businesses

He also noted that in recent years, car-sharing services have been actively developed.

Earlier, private traders in the transport market, including car-sharing companies, appealed to the Moscow government with a request to provide them with financial support in connection with a decrease in demand for their services in the context of the spread of coronavirus infection COVID-19.

The capital's mayor's office and the government of the Moscow region have imposed a ban on car sharing until May 1, 2020 as part of the fight against the spread of a new type of coronavirus.

During a meeting on the development of the automotive industry on April 24, 2020, Putin also announced the need to change the legal framework to ensure the possibility of remote purchase of cars. According to him, the "overdue changes" require amendments to existing legislation.

In addition, the President announced the need to allocate 7 billion rubles to support preferential car loans for Russian citizens in a difficult economic situation due to the spread of the coronavirus. According to Putin, such measures should contribute to an increase in demand for the products of automobile plants in the Russian Federation.

The head of state also stressed the need to "additionally allocate 6 billion rubles" to the development of programs "preferential leasing of automotive equipment, trucks, commercial vehicles, which are in demand in small and medium-sized businesses, in the countryside."[22]

2019

1.759 million new cars sold (-2.3%)

At the end of 2019, 1.759 million new cars were sold in Russia, which is 2.3% less than a year earlier, follows from the data of the Association of European Businesses (AEB). This was stated at a press conference in Moscow by the head of the AEB automakers committee, Jörg Schreiber. This marked the first fall since 2016, when the market contracted by 11%.

There were no significant changes in the list of the best-selling cars in the Russian Federation compared to 2018.

The most popular car models in 2019

According to the AEB, Lada Granta remained the leader of the Russian car market, which sold 135.8 thousand units. The cheapest market model only strengthens its position: demand grew by 22%. In 2019, Granta updated the configuration and acquired a version of cross-country capability.

The second place in the ranking was taken by Lada Vesta with 111.5 thousand copies sold. Over the year, Vesta acquired a modification with a variator, and the demand for the most expensive model of the Russian brand grew by almost 3% over the year, which pushed Vesta even more noticeably away from South Korean competitors, the report said.

Among manufacturers, the leadership in the Russian car market is held by AvtoVAZ"," which sold 362,356 Lada cars in 2019 (+ 1%). The second place KIA in terms of sales was taken - the sale of 225,901 cars (-1%) provided the Korean brand with leadership in the foreign car market. The third line Hyundai retains with an indicator of 178,809 cars sold, which corresponds to the level of a year ago.

Kia sales for the year decreased by 1%, but the managing director of KIA Motors Rus Alexander Migal notes that another indicator is important for the company. "If you look a little deeper, then 41% are [sales of Kia] Rio cars, 59% are already cars of a higher price segment.

2019 "turned out to be more difficult than expected," said AEB. The decline in the first half of the year "was expected after the increase in VAT," but "hopes for a recovery in the second half of the year were not justified."

Demand remained weak all year, despite its significant stimulation from distributors and dealers, the organization points out.

Thus, the car market showed growth for the first time in the last four years. Sales in December 2017 increased by 14% - to 166 thousand units.

The head of the AEB automakers committee, Jörg Schreiber, noted that in December the market was "in harmony with previous months," stressing also the "weak start in January and February" of 2017 (the recovery in demand began in March). According to the expert, the market has a long way to return to its previous size, but in 2017 the streak of falling sales, which has been observed for the past four years, was interrupted.

2016: January car sales fall to lowest since 2010

Sales of new cars in Russia in January 2016 decreased by 29 percent, to 82 thousand cars. This, the Kommersant newspaper writes, is only 8 thousand less cars than were sold in January 2010, when the minimum sales over the past seven years were recorded in the Russian car market[25].

The official data on car sales in January, the Association of European Businesses (AEB), leading statistics on all brands, will be released only in mid-February. However, Kommersant writes, it is possible to calculate the general results for the market now, based on the published statistics of individual brands.

The fall in sales to the worst level over the past seven years, the newspaper notes, occurred despite the current state programs of recycling, preferential car loans and leasing. In 2015 alone, 31 billion rubles were spent on these programs from the budget. In 2010, Kommersant recalls, there were no state programs to support the car market.

2015:35% decline in sales to 1.6 million cars

In 2015, the Russian market for new passenger cars and light commercial vehicles decreased by 35.7%, or 890,187 thousand cars, compared to the same period in 2014.
