Representatives of the Ministry of Industry and Trade noted that the ban on admission to public procurement of foreign-made products is already valid for vehicles of various types. The developed amendments related to electric vehicles will be an addition to the existing regulation enshrined in government decree No. 616 of April 2020.

The Ministry of Industry and Trade noted that the introduction of this measure is aimed at providing support to domestic manufacturers of electric transport and creating favorable conditions for the development of this promising industry in Russia. Electric truck fleet growth by 19.1% per year

The electric truck market in Russia is growing by an average of 19.1% annually. At the same time, in general, the corresponding segment as of the end of 2023 in the Russian Federation is poorly developed, as stated in a study by Strategy Partners (LNG JSC), the results of which are presented in mid-April 2024.

Analysts note that the fleet of electric trucks in the Russian Federation is growing by units per year. Basically, we are talking about small and medium-tonnage models designed for transportation within the city or over short distances from it. In 2019, the volume of the Russian electric truck market was estimated at 29 units. In 2020, the figure increased to 32 units, and in 2021 - to 42 units. At the end of 2022, the segment amounted to 49 cars.

For comparison: globally in 2022, about 60 thousand electric trucks were sold, which is approximately 1.2% of the total sales of trucks. China continues to dominate the production and sales of such transport. In 2022, approximately 52 thousand electric freight vehicles were sold in the PRC, which is 85% of the total industry. However, the share of electric truck sales in most major markets remains low.

As of the end of 2023, several models of domestic electric trucks are presented in Russia. In particular, the production of electric trucks based on UAZ-Profi has been organized in the Technopolice Moscow special economic zone. Such cars have a carrying capacity of up to 3.5 tons and develop speeds of up to 120 km/h. On a single battery charge, you can drive up to 300 km. There are 10 electric vehicles per charging station in Russia

At the end of 2023, approximately 14 thousand new electric vehicles (EV) were sold in Russia. This is 4.7 times more compared to the previous year and is a new record figure for the Russian market. This is stated in a study by Strategy Partners and LNG JSC, the results of which were published in early April 2024.

The report notes that the level of development of the electric vehicle market in the Russian Federation by the end of 2023 corresponded to the indicators of China, Europe and the United States, observed 7-10 years before. In particular, in 2023, the share of EV in total sales of new cars of all types in Russia amounted to 1.3%. For comparison, similar values ​ ​ were observed in China, Europe and the United States in 2016. At the same time, the share of electric vehicles in the existing fleet of vehicles of all types in the Russian Federation at the end of 2023 amounted to only 0.08%. In China, Europe, the United States, this level of EV in the ball fleet is typical for 2014. In 2023, this figure increased significantly and amounted to 4.9% in China, 2.4% in Europe, and 1.3% in the United States.

On the one hand, the electric vehicle market in Russia is developing rapidly. The total average annual growth rate of the number of all EV registered in the Russian Federation in the period from 2015 to 2023 amounted to 134.8%, reaching 37.8 thousand as of the end of 2023. On the other hand, Russian consumers for the most part are still afraid to buy electric cars. First of all, this is due to the high cost of such machines, the uneven distribution of charging infrastructure throughout the country, as well as insufficient awareness of the peculiarities of the operation of electrically driven vehicles.

The best-selling electric cars in the Russian Federation in 2023 were models of the Chinese brand Zeekr with 3724 units sold. In second place are cars of the domestic brand - Evolute 2020 pieces. Close the top three electric cars GermanVolkswagen with 2000 units sold. The top five also included electric cars the AmericanTesla and Chinese Voyah with a score of 1257 and 674, respectively.

The number of public electric charging stations (EZS) in Russia by the end of 2023 was 3738 units, which is 2.3 times more than in 2022. The basic forecast for the development of the Russian electric transport market assumes an increase in sales of new EVs in 2024 to 37 thousand units. In 2025, the value can reach approximately 67 thousand pieces. The study says that the growth of the EV market in Russia is ensured by the equal contribution of imports from China and the launch of Russian projects to localize electric vehicles, including Moskvich and Evolute. Therefore, the main hypothetical risk to the development of the industry is possible export restrictions by China and other key countries due to fear of secondary sanctions. A decrease in state support for sales of Russian-built electric vehicles may also slow down growth, which will primarily affect commercial fleets sensitive to the cost of vehicles. Another deterrent is the weak awareness of Russian car owners about the functionality and capabilities of modern electric vehicles.

Analysts called the Russian electric machine market "young and dynamically developing" and listed several factors contributing to its growth:

  • state support. A significant motivation for the purchase of an electric car is the zeroing of the transport tax, free parking, charging and travel on toll roads, preferential lending and leasing for domestic electric cars with a cost refund of 35% of the cost.

In addition, according to analysts, the growth of the Russian electric car market is facilitated by the development of the charging infrastructure (including the emergence of fast charging) and the rise in the cost of traditional fuel. According to a study by BusinesStat, electricity to the public is on average cheaper than filling up with gasoline and diesel.

According to the researchers' forecast, which is given in February 2024, sales of electric vehicles in the Russian Federation will grow, despite such restraining barriers as the high cost of new electric cars of electric cars compared to used ones and cars with internal combustion engines.[3]
