How is the digitalization of the Kaliningrad region going. Results of the year

At the end of May 2024, Deputy Prime Minister - Minister of Digital Technologies and Communications of the Kaliningrad Region Levan Daraselia spoke about some of the results of the digitalization of the region in 2023. According to him, the digital maturity of the Kaliningrad region in 2023 reached 82.8%, which is 16.5 percentage points more than a year earlier.

Daraselia also cited data according to which 84 mass socially significant services (MSZU) were provided electronically in 2023. During the year, residents of the region submitted almost 126 thousand applications for regional and municipal services in electronic form (an increase of 50%), said the deputy head of the regional government.

Kaliningrad

As part of the import substitution of software in the executive authorities of the Kaliningrad region, the "Information System in the field of procurement" was updated, which made it possible to increase the share of domestic technologies in it to 72%. In 2023, the share of newly purchased domestic software for the authorities of the Kaliningrad region and subordinate state institutions amounted to 100%.

In 2023, all executive authorities of the region and local self-government were connected to the Unified Electronic Document Management System (GIS ESED). At the end of 2023, 177 subordinate state institutions and 91 subordinate organizations are also connected to the system.

Levan Daraselia also spoke about the development of the Safe City hardware and software complex. With the participation of municipalities, 844 video cameras were connected to the regional video surveillance system during 2023, of which 67 were connected with face recognition and 25 were connected with the function of recognizing state registration plates of cars. In total, 158 cameras with video analytics for face recognition worked on the territory of nine municipalities of the region by the end of 2023.[1]

Launch of simplified e-commerce between the Kaliningrad region and the rest of Russia

The Federal Customs Service of Russia registered the first participant in the experiment on electronic trade in goods between the Kaliningrad region and the rest of Russia. It was the owner of a temporary storage warehouse and a customs representative of Avtotransgarant LLC. This became known in early October 2023.

FCS registered the first participant in the experiment on electronic trade in goods with the Kaliningrad region

In July 2023, Prime Minister Mikhail Mishustin signed a decree on an experiment to simplify electronic trade between the Kaliningrad region and the mainland. In particular, the document simplified customs procedures when moving goods from the Russian exclave.

Previously, goods exported outside the special economic zone, which coincides with the borders of the Kaliningrad region, were subject to customs control. Duty-free export of goods was possible only personally. This circumstance hindered the development of online commerce in the region, the Cabinet of Ministers notes.

As part of the experiment, the export of goods from the Kaliningrad region will be issued according to the passenger customs declaration for express cargo by customs representatives who will become intermediaries between Kaliningrad sellers and buyers from the rest of the country. Such a simplified procedure will be applied if the cost and weight of goods do not exceed the norm of 1 thousand euros and 31 kg, respectively. It is such parameters that are established by the documents of the Eurasian Economic Union for duty-free import of personal goods.[2]

2023: Tourist flow reached more than 2 million people for the first time in a year

In August 2024, it became known that the Kaliningrad region for the first time received more than 2 million tourists per year, which was a record figure for the region. According to the Minister for Culture and Tourism of the region Andrei Yermak, in 2023, about 2.05 million people visited the region, which is 11% more compared to 2022. This significant increase in tourist flow indicates increased interest in the region as one of the key tourist destinations in Russia.

According to RBC, the main stream of tourists arrived in the region by air through Khrabrovo airport, which also reached record levels, serving more than 4 million passengers. This is 15.4% more than in 2023. Railway transport also played an important role in ensuring tourist flow: from January to November 2023, long-distance trains transported 293 thousand people to Kaliningrad and back, which is 11.7% higher than in 2022.

The average occupancy of hotels in the Kaliningrad region at the end of 2023 was about 70-71%. The greatest demand for places in hotels was recorded in the summer, when the booking level on the Baltic coast reached 98-99%, and in Kaliningrad - up to 90%. This high rate of hotel occupancy indicates the significant popularity of the region during the warm season.

The economic effect of the record tourist flow was also impressive. According to preliminary estimates of Sberbank PJSC, the volume of tourist spending in the region in 2023 amounted to ₽20,7 billion, which is 40% more than in 2022. The largest spending of tourists fell on July - ₽3,79 billion, which is 24% more than in the same period in 2022. The volume of cash withdrawn on cards amounted to ₽2,5 billion, an increase of 21% compared to 2022.[3]
