2023: In the Kaliningrad region, 16.6 billion rubles were spent on the health care program for the year
16,6 billion was spent on the health care program in the Kaliningrad region in 2023. This became known in the spring of 2024. These funds were aimed at developing health infrastructure, modernizing medical institutions, as well as providing beneficiaries with the necessary medicines and medical nutrition.According to the government of the Kaliningrad region, a significant part of these funds, namely ₽14,7 billion, was allocated from the regional budget, with the addition of ₽1,3 billion from the federal budget. The main areas of funding included the construction and reconstruction of health care institutions, strengthening the material and technical base, as well as attracting qualified medical specialists to the region. ₽2,5 billion, ₽987,8 million and ₽342,1 million were allocated for these purposes, respectively.
Within the framework of the health development program, special attention was paid to the modernization of primary health care, for which ₽634 million were allocated. These funds went to improve the working conditions of primary medical institutions, the purchase of new equipment and the repair of buildings. Also, significant amounts were allocated to ensure the treatment of cardiovascular and oncological diseases - ₽148 million, and ₽39 million were allocated for children's health care.
An important aspect of the program was the provision of medicines and medical nutrition to privileged categories of citizens. About ₽2,5 billion were allocated for these purposes, which made it possible to provide the necessary support to a large number of patients in need of state assistance.
A separate item of expenses was contributions to the compulsory health insurance system (compulsory medical insurance) for the non-working population, for which ₽5 billion were allocated. These contributions provide access to health services for the population, including all areas except specialized ones, such as diagnosis, monitoring of HIV and hepatitis, medical and pathological examinations, palliative care, high-tech medical care, which are funded from the regional budget.[1]
