2025: Detention in the case of illegal accrual of bonuses in a children's clinic

On April 16, 2025, the Investigation Department of the Investigative Committee of the Russian Federation for the Kaliningrad Region reported that the former Deputy Minister of Health of the region and the chief physician of one of the local medical institutions became involved in the fraud case.

As RBC notes, we are talking about the ex-Deputy Minister of Health Natalia Berezdovets and the head physician of the City Children's Polyclinic of Kaliningrad Violetta Frolova. According to investigators, in 2020, the chief physician fictitiously employed Berezdovets as a pediatrician, although she already held the post of Deputy Minister of Health at that time. Thanks to this, the official in the period from 2020 to May 2024 illegally received wages in the specified medical institution, as well as incentive payments. As a result, according to the case file, the children's clinic suffered material damage in the amount of more than 1 million rubles.

Currently, the former deputy minister of health of the region has been detained as a suspect, interrogated, she has been charged, the Investigative Department said in a statement.

The case was initiated under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud committed by an organized group or on an especially large scale. Such acts are punishable by imprisonment for up to ten years with a fine of up to 1 million rubles or in the amount of the convict's salary or other income for a period of up to three years.

The head physician of the clinic pleaded guilty, the court chose her a preventive measure in the form of a ban on certain actions. As of mid-April 2025, a complex of investigative actions is being carried out in a criminal case aimed at establishing all the circumstances of the crime committed, consolidating the evidence base and establishing other possible episodes of criminal activity of the accused.[1]
