2025: Reconstruction of the airport in Kaliningrad for ₽12 billion

On January 29, 2025, Alexander Korytny, General Director of Khrabrovo Airport JSC, announced the start of reconstruction of the passenger terminal at the Kaliningrad airport. According to him, the cost of work increased 1.5 times, to 12 billion rubles.

According to Interfax, design and survey work is being carried out as of January 2025. Pre-project work was completed in 2024, and tender procedures are underway to select a contractor for design.

The reconstruction involves the preservation of existing architectural solutions and an increase in the area of ​ ​ the terminal by 10-11 thousand square meters, which will allow serving up to 7.5 million passengers per year.

At the beginning of 2026, we will receive documents with a positive conclusion of the Glavgosexpertiza and begin to the organizational component, - said Alexander Korytny.

Construction and installation work is planned to begin in the second half of 2026 with completion in late 2027 - early 2028. During the reconstruction, the airport will continue to operate normally.

In parallel with the reconstruction of the terminal, the runway will be modernized as part of a public-private partnership. The Novaport holding has already confirmed its readiness to participate in the project.

At the airport, it is planned to increase the main taxiway by 2 km. This will increase the number of operations from 16 to 23 per hour, which will significantly increase the efficiency of the airport.

At the end of 2024, the passenger traffic of the Khrabrovo airport increased by 11.9% and amounted to 4.81 million people with the current maximum capacity of 5 million people per year.

Currently (January 2025), a technical assignment is being considered by the Federal Air Transport Agency to begin design work on the reconstruction of the runway. The final distribution of shares between the Ministry of Transport and Novaport is under approval.[1]
