Liksutov: about 2 thousand electric vehicles are in operation in Moscow
By July 2021, about 2 thousand electric vehicles are in operation in Moscow. Maxim Liksutov, deputy mayor of the city for transport, said this in an interview with Reuters.
According to him, every year in Moscow there are 10-15% more electric cars than were used at the end of the previous year. For them, the capital needs to develop the infrastructure of charging stations, and work in this direction is already underway - by 2023 the number of charging stations in the capital should increase to 600, the city plans to install up to 200 such stations a year from 2021, Liksutov said.
Liksutov says that Moscow will follow the international example, according to which cities should install more charging infrastructure than is necessary at the first stage, to stimulate demand in the future. The city will also simplify the process of approving privately installed charging stations.
The first steps should be taken by the city authorities, - said the head of the Moscow Department of Transport. |
According to the energy company RusHydro, which the agency cites, out of 45 million cars in Russia, at the beginning of 2021 only 11 thousand were electric, and they were served by 1000 charging stations.
The European Business Association predicts that at least 1000 electric cars will be sold in Russia in 2021. The market is expected to double annually in the future.
VTB Capital analyst Vladimir Bespalov, in a conversation with Vedomosti, noted that the zero duty on the import of electric vehicles expiring at the end of 2021, as well as the shortage of new cars with an internal combustion engine on the market, especially in the premium segment, had an impact on market growth in Russia.
Assuming that the zero duty will not be extended, people want to buy an electric car before the imminent rise in price, agrees Kirill Zhanaidarov, head of the transport department of the Skolkovo Foundation.[1][2] |
2019: Transport tax on electric vehicles canceled in Moscow
On November 20, 2019, the Moscow City Duma approved the exemption of electric vehicles from transport tax. This measure is designed to stimulate the expansion of the use of environmentally friendly vehicles.
Owners of electric cars in the Russian capital will be able not to pay transport tax until December 31, 2024. The benefit will not apply to hybrid vehicles in which an electric motor and a different type of engine are installed at the same time.
The "luxury tax" used for cars worth over 3 million rubles will not apply to electric vehicles either. Owners of electric cars in Moscow are allowed to use paid city parking lots free of charge.
The Russian government proposed to abolish the transport tax for owners of electric vehicles not only in the capital, but throughout Russia, as well as in the EAEU space in November 2018. Other incentive initiatives include the Skolkovo idea fund to give electric vehicles the right to free travel on toll highways and dedicated lanes for public transport in cities.
And on November 21, 2019, the first deputy chairman of the State Duma Committee on Natural Resources, Property and Land Relations Vasily Vlasov (LDPR) proposed allowing electric vehicles to move along public transport lanes.
The Center for Traffic Management (DPC) sharply opposed the initiative to put electric cars on the allocated lanes. The organization explained this by the fact that personal transport should not interfere with urban transport.
By mid-2019, there are about 4,600 electric vehicles in Russia. Most of them (80%) are Nissan Leaf. The top three most popular electric cars also included Mitsubishi I-MIEV and Tesla models. A total of 6.5 million cars were registered in Moscow.[3]
2017: Mosgortrans buys the first 300 electric buses
At the end of 2017, the authorities Moscow represented by the State Unitary Enterprise "" Mosgortrans officially relied on the development of electric public: transport a tender was announced for the supply of 300 electric buses (with service for 15 years) and charging systems for them. According to the deputy mayor for transport, Maxim Liksutov a total of three auctions of 100 cars will take place (with a starting price of 10.5 billion rubles each). Manufacturers are also required to supply 98 ultra-fast charging stations. And this is just the beginning: it is planned to purchase 300 cars a year annually, and from 2021 Moscow only electric buses will begin to be purchased. The capital is already refusing traditional trolleybuses: in the city center they are removed from the routes[4]
The Ministry of Industry and Trade supported the idea of Moscow and will continue to subsidize manufacturers of electric transport (in 2018, 1.5 billion rubles were allocated for this, in 2017 - 900 million rubles). According to the ministry, the development of the segment is provided for in the draft strategy of the automotive industry until 2025 (still not adopted). A "national consortium" for electric transport has been created, it includes KamAZ, Sollers and FSUE NAMI.
The Ministry of Transport adds that they have developed a draft strategy for the development of automobile and urban electric transport until 2030, it was discussed with specialized associations and was generally approved by the industry coordination council at the end of 2016. But, the ministry clarifies, the regions "themselves determine the directions of development of various types of passenger transport." In Tula, for example, some trolleybuses already have a long autonomous travel, they travel more than 100 km a day in electric bus mode. There are electric buses in Novosibirsk, other regions also express interest in them, the Ministry of Transport notes.
