How charging infrastructure for electric vehicles is developing in Moscow
At the end of October 2023, the Moscow City Duma cited data according to which there are 3,500 charging stations for electric vehicles in Moscow, and by 2030 their number should grow by another 11 thousand units.
According to Alexei Shaposhnikov, a member of the Moscow City Duma's environmental policy commission, the development of a charging network in the capital is an important part of the approved strategy for the development of the transport system in Moscow and the region for the period until 2035.
According to the plans of the Department of Transport and the Development of Road Transport Infrastructure of the city of Moscow, 2023 year 698 charging stations for electric cars will be installed in the capital, most of which (385 pieces) will be for "fast" systems. By April 2023, the latter in Moscow were just over 100 pieces.
As noted in the department, Europe is following the path of cosmetic repairs (first, charging stations are installed, then electric networks are updated), Moscow is undergoing a large-scale overhaul: simultaneously with the installation of EZS, streets are reconstructed and powerful cable networks are laid. The city forms an electroinfrastructure in areas before ESAs appear in them. In new microdistricts and business quarters, it will only remain to supply charges and connect them to the power grid.
According to Alexei Shaposhnikov, by the end of October 2023, 260 free stations operate in Moscow. Of these, more than a quarter are so-called fast chargers. The representative of the Moscow City Duma also said that most of the charges in the city are commercial stations located on the streets, as part of the parking lots of residential buildings, shopping and business centers.
To ensure the growing number of electric vehicles projected by 2030, Moscow needs to install about 11,000 charging stations. Of these, about a third should be stations for fast charging, the deputy stressed. He also noted the need to participate in this business process.
Therefore, we consider it very correct that projects for the construction and production of such stations receive state support, - summed up Shaposhnikov, whose words are quoted by Vedomosti. |
He recalled that for owners of electric vehicles in Moscow there are benefits: a reduction in transport tax and the ability to use city parking lots and city charging infrastructure for free. According to the deputy, these measures are already yielding results.
Over the past 8 years, the number of electric vehicle users registered in the capital has grown 22 times, the parliamentarian said at the end of October 2023. |
According to experts interviewed by the publication, despite the high rates of development of the electric charging infrastructure in Moscow, the level of equipment by 2023 is still low.
According to international standards, there should be no more than ten cars per ESS. Now the indicator of Moscow is even higher - about 8 cars per station. However, given the high growth rates of the electric park, a deficit may soon arise, - said Ekaterina Kosareva, managing partner of the consulting agency. |
In 2022, the Government of the Russian Federation developed rules for receiving subsidies from the budget for the installation of ESS, the amount of which per ESS is determined at 60% of the actual costs of the recipient of the subsidy for the purchase of plant equipment, the expert recalls. However, in 2023, the owners and operators of the stations during their construction face a number of problems when subsidies do not cover or make it unprofitable to build and commission the capacities of the stations, Kosareva noted, adding that only for technological connection during the construction of an electric charging station business has to pay more than 3 million rubles.[1]

Moscow allocated 130 million rubles for dozens of charging stations for electric vehicles
The Moscow government has allocated 130 million rubles for the implementation of a program for the development of a public network of charging stations for electric vehicles (EZS). The corresponding decree was signed by the capital's mayor Sergei Sobyanin, according to his official website on December 8, 2021.
By this day, there are 109 charging stations for electric vehicles in Moscow, of which 42 comply with the new city standard approved by the Moscow Department of Transport and Road Transport Infrastructure Development. In addition, work is underway to install 200 stations of the new standard. By 2023, the number of charging stations in Moscow is going to increase to 600.
It is clarified that the EZS of the new standard are conveniently integrated into the Moscow Transport mobile application, which allows drivers to book and activate the charging session. Also, using the application, drivers can pave the route to the nearest charging station. The increase in the charging speed of electric vehicles at new stations is especially noted - only 20 minutes.
According to the Avtostat agency, which the mayor's office refers to, over the past 6 years, the number of electric vehicles in Moscow has grown 8.5 times. By December 8, 2021, there are about 2 thousand such cars in the city.
In recent years, the city government has adopted a number of stimulating measures for the development of electric transport. In particular, owners of electric vehicles are exempted from paying transport tax. They also have the right to park their vehicles for free in the areas of paid city parking and use city EZS. In addition, for owners of taxis and car sharing when purchasing an electric car - on credit or leasing - the amount of the subsidy has been doubled compared to the subsidy for the purchase of cars with an internal combustion engine.[2]
Launch of charges for electric vehicles near houses in Moscow built for renovation
Charging for electric vehicles will be launched near houses in Moscow built under the renovation program. This became known in mid-September 2021.
According to the head of the Moscow Construction Department Rafik Zagrutdinov, charging stations for electric cars will be installed in underground parking lots and in the courtyards of residential buildings. It is noted that in addition to cars, other types of electric vehicles can be charged at stations: bicycles, monocycles, scooters, scooters, etc.
According to Zagrutdinov, large equipment can be left for charging at night. According to preliminary calculations, the stations installed in the yard will be able to fully charge the electric car in about 120 minutes, he added.
The official website of the mayor of Moscow says that the introduction of technical innovations in quarters built under the renovation program is associated with an increase in the number of electric vehicles in Moscow and, as a result, an increased demand for charging stations within walking distance of housing.
Earlier, a list of requirements for the IT infrastructure of buildings and courtyards under construction was developed - "Smart Standard 1.0." It defines the necessary conditions for the placement of charging stations for electric vehicles. By mid-September 2021, a standard is being developed for installing charging stations for electric vehicles in courtyards and in underground parking lots of residential buildings built under the renovation program.
It is expected that a network of 600 charging stations for electric vehicles will be created in Moscow by 2023, which is five times more than it was in 2020. This is stated in the project "Energy of Moscow," developed by the Department of Transport of the capital. According to the plans of the authorities, by 2024 there will be about 2.6 thousand electric buses in Moscow against 450 in 2020.[3]
