2026: Moscow Mayor Sergei Sobyanin announced the reduction of 15% of civil servants in government
On March 4, 2026, Moscow Mayor Sergei Sobyanin announced a 15% reduction in the staff of the capital's executive bodies. The corresponding statement was made during the consideration of the implementation of the city budget.
According to the mayor, the decision to reduce will affect state civil servants of the executive authorities of Moscow, as well as employees of certain subordinate institutions performing managerial functions. The procedure is scheduled to be completed by June 1, 2026. At the same time, Sergei Sobyanin stressed that the number of employees of institutions providing social services to citizens will not change.
As of October 2024, about 23 thousand civil servants worked in the Moscow authorities. Thus, about 3.45 thousand people can fall under the reduction.
The reason for the optimization, according to the mayor, was the need to adapt to the conditions of a slowdown in the growth dynamics of budget revenues. In the first two months of 2026, income growth amounted to 2%, although when forming the budget, an indicator of 6.5% was planned.
As part of the optimization of budget expenditures, it was also decided to reduce by 10% the financing of the city's investment program for 2026. This will entail a reduction or postponement of certain projects for the improvement of the urban environment and cultural events. However, key areas, including the renovation program and the construction of the metro, will be implemented as planned.
Sergei Sobyanin noted that the measures taken will ensure the unconditional fulfillment of social obligations to citizens and financing support for joint events with the Ministry of Defense of the Russian Federation, as well as continue the implementation of the city's strategic development program.[1]
2024: Appointment of Vladimir Efimov as the new Vice Mayor of Moscow for Construction
