The number of ruble billionaires in the Altai Territory in 2024 increased by a third compared to the previous year - 16 people declared income over ₽1mlrd. This was announced on June 17, 2025 by the head of the regional department of the Federal Tax Service Alexei Legostaev.

Another 12 residents of the region indicated income in the range from ₽500mln to ₽1mlrd, and the maximum declared amount was ₽3,8mlrd. The increase in the number of large incomes is due to the strengthening of business activity and the dynamics of certain high-yield industries in the region.

Among those who indicated the largest amounts, entrepreneurs working in the field of trade prevail. Legostaev noted that he is always critical of statistics on the amount of declared income in the declaration. He explained that these are not net incomes of the population, but gross income from sale, from entrepreneurial activity.

The head of the regional tax service stressed that entrepreneurs have expenses of more than 95%. He considers more objective information that employers provide in certificates - income subject to personal income tax at a rate of 13%.

According to employers' reports, in 2024, 817 thousand forms were received by the tax authorities. 805 thousand residents received income of up to ₽2,4 million a year, from ₽2,4 million to ₽5 million - more than 10 thousand people, from ₽5 million to ₽20 million - about 1.5 thousand people.

77 people earned from ₽20 million to ₽50 million, over ₽50 million - 21 people. In total, 149 thousand people filed income declarations - this is 3% less than in 2023. The main part of the returns is related to the receipt of tax deductions.^[1]
