At the end of August 2022, the Hungarian Atomic power Administration issued a permit to Rosatom State Corporation for the construction of the 5th and 6th power units of the Paks nuclear power plant, which will make up the Paks-2 nuclear power plant. The implementation of the project is estimated at €12.5 billion. At the same time, financing was supposed to be carried out by 80% at the expense of a Russian loan.

Rosatom received permission to build a nuclear power plant in Hungary for 12.5 billion euros

Rosatom's contract strengthens Russia's position in nuclear power and Hungary's energy ties with Russia at a time when the European Union as a whole, on the contrary, seeks to distance itself from Moscow because of its special military operation in Ukraine, Bloomberg observers say. In their opinion, Hungary reluctantly agrees to EU sanctions against Russia and has achieved exclusion from the embargo on oil imports from Russia of supplies through the Druzhba pipeline, which serves landlocked Hungary, the Czech Republic and Slovakia.

On July 13, 2022, the Minister of Foreign Affairs and Foreign Economic Relations of Hungary, Peter Siyyarto, announced that the Hungarian authorities were negotiating new supply routes for the safety elements of the Paks NPP. Hungary plans to obtain elements for the Paks-2 NPP project in an accelerated manner and lay concrete blocks in the fall, despite the situation around Ukraine.

It is planned that two blocks of the VVER-1200 project will be built at the Paks-2 NPP. The general designer was the Atomproekt company, which is part of the Rosatom structure. It is specified that the permit is valid for 10 years. Construction may begin in the fall of 2022. The Hungarian government expects to complete construction by the end of 2030.[1]
