NO RAO FSUE National Operator for Radioactive Waste Management

By the decision of the Government of the Russian Federation, FSUE NO RAO was determined by the national operator for radioactive waste management - the only organization authorized to conduct activities for the final isolation of radioactive waste (RW), as well as other related functions.

The widespread use of atomic energy in science, industry and everyday human life is accompanied by the formation of RAO. The volumes accumulated since the implementation of the Soviet atomic project RAO located on the territory of the Russian Federation amount to about 500 million cubic meters. m.

Until recently, the practice of long-term storage of waste and deferred resolution of issues of their final isolation was adopted. That is why solving the problems of nuclear heritage and ensuring the nuclear and radiation safety of the population and the environment for millennia is a serious technical, economic, and most importantly, social task.

The bulk of the accumulated RW was formed as a result of the implementation of the military nuclear weapons programs of the USSR. In addition, the need for final isolation of RW generated as a result of production activities of enterprises and decommissioning of nuclear facilities becomes a serious task.

A lot of work has been done in Russia to resolve the accumulated issues, introduce unified principles, technologies and a system for controlling the management of radioactive waste (including the stage of final disposal) over the past 5 years.

In 2011, one of the key laws for the nuclear industry was adopted - the Federal Law "On Handling RW and on Amending Certain Legislative Acts of the Russian Federation" dated 11.07.2011 No. 190-FZ, which provides for the mandatory disposal of the entire volume of RW accumulated and produced in the country by creating a single state system RW handling and creation of a national RW handling operator.

Ensuring the solution of the problems of the accumulated Soviet nuclear heritage and the newly formed RW, the enterprise is, in fact, a state production and environmental enterprise, the key goal of which is the final isolation of RW, taking into account any potential environmental risks.

Applications received by the enterprise security service in the form of an electronic document are subject to consideration in the manner established by the Federal Law "On the Procedure for Consideration of Applications of Citizens of the Russian Federation." In the appeal, a citizen must indicate his last name, first name, patronymic (the latter, if any), email address, if the answer must be sent in the form of an electronic document, and postal address, if the answer must be sent in writing. A citizen has the right to attach the necessary documents and materials to such an appeal in electronic form, or send the specified documents and materials or copies thereof in writing.

If the appeal does not indicate the name of the citizen or his email address, the response to the appeal is not provided.

If the said appeal contains information about the unlawful act being prepared, committed or committed, as well as about the person preparing, making or committing it, the appeal shall be sent to the state body in accordance with its competence.

In mid-December 2025, the verdict of the Khamovnichesky District Court of Moscow against the former general director of the Federal State Unitary Enterprise National Radioactive Waste Management Operator (FSUE NO RAO, part of the state corporation Rosatom) Igor Igin entered into force.
