By a decision of the Government of the Russian Federation, FSUE NO RAO was determined by the national operator for radioactive waste management - the only organization authorized to conduct activities for the final isolation of radioactive waste (RAO), as well as other related functions.
The widespread use of atomic energy in science, industry and everyday life of a person is accompanied by the formation of RAO. The volumes accumulated since the implementation of the Soviet atomic project RAO, located in the territory of the Russian Federation, amount to about 500 million cubic meters. l.
Until recently, the practice of long-term storage of waste and deferred resolution of its final isolation has been adopted. That is why solving the problems of nuclear heritage and ensuring the nuclear and radiation safety of the population and the environment for the millennium is a serious technical, economic, and most importantly, social task.
The bulk of the accumulated RAO was formed as a result of the implementation of military nuclear weapons programs of the USSR. In addition, the need for the final isolation of radioactive waste resulting from the production activities of enterprises and the decommissioning of nuclear facilities becomes a serious task.
A lot of work has been done in Russia over the past 5 years to resolve the accumulated issues, introduce common principles, technologies and a system for controlling the management of radioactive waste (including the final burial stage).
In 2011, one of the key laws for the nuclear industry was adopted - the Federal Law "On the Treatment of Radioactive Waste and on Amendments to Certain Legislative Acts of the Russian Federation" dated 11.07.2011 No. 190-FZ, which provides for the mandatory burial of the entire volume of RAO accumulated and produced in the country by creating a single state system (EGS) of RW management and establishment of a national RW management operator.
Providing solutions to the problems of the accumulated Soviet nuclear heritage and the newly formed RAO, the enterprise is, in fact, a state-owned production and environmental enterprise, the key goal of which is the final isolation of RAO, taking into account any potential environmental risks.
