At the same time, the monetary content of young specialists "does not exceed 22 thousand rubles (38 thousand rubles with a premium), which entails a high turnover of personnel (up to 26% among young people, including up to 62% in the first year of service)." Thus, the reform, accompanied by an increase in wages, is supposed to help in attracting young specialists to the civil service.[1]

Ban on employees using iPhones

Launch of the mechanism for automatic negotiation of regulatory legal acts

Compared to the previously approved law, spending on the Cabinet of Ministers will grow in 2022 and 2023 by almost 1.3 billion rubles, in 2024 - by 302.7 million rubles.

At the same time, funding for the work of the government for 2023 and 2024 also increased significantly compared to the figures from the current budget law. Growth was about 17%, as was the case with spending for 2022.

The Ministry of Finance explains the need to increase the funding allocated for the maintenance of the Kremlin and the government by increasing costs:

  • for salaries of employees of the presidential administration and the government in connection with indexation in 2024 by 426.7 million rubles and 263.2 million rubles, respectively;
  • for events related to the inauguration of the president in 2024, for 53.6 million rubles;
  • to ensure the activities of the presidential administration for 2022 by 32.5 million rubles, for 2023 by 33.4 million rubles, for 2024 by 1 million rubles;
  • for the manufacture of state awards and other award products on behalf of the president in 2022 for 142.9 million rubles;
  • for events related to the joint meeting of the chambers of the Federal Assembly to hear the president's message for 2022 and 2023 for 36.5 million rubles annually;
  • for air transportation of employees of the presidential administration in 2022 and 2023 for 93.8 million rubles annually.[6]

Mishustin approved the parameters of government reform

Prime Minister Mikhail Mishustin approved the parameters of government reform. As the press service of the Cabinet of Ministers reported on December 28, 2020, the reform of the state apparatus will affect 45 ministries and departments, whose activities are supervised by the Government of the Russian Federation.

As a result of optimization, there will be fewer departments that perform supporting functions. 74 such structural divisions are subject to reduction. In addition, during the reform of the state apparatus, it is planned to reduce 37 deputy heads of federal bodies. At the same time, the released funds will remain in the wage funds.
