In early September 2020, Dmitry Grigorenko was appointed Chairman of the Supervisory Board of the state corporation ВЭБ.РФ. Deputy Prime Minister Grigorenko will become the new curator of digitalization in the government
Deputy Prime Minister Dmitry Grigorenko will oversee the directions related to digital transformation in the new government, three of his friends close to the federal authorities told TAdviser on May 11. Since 2020, Deputy Prime Minister Dmitry Chernyshenko has been the curator of digitalization.
Grigorenko as part of the government until May 2024. coordinated the activities of the Ministry of Finance, the Federal Tax Service, the FCS, the Federal Treasury, the Federal Test Chamber, the Federal Service for the Regulation of the Alcohol Market, as well as the Analytical Center under the Government of the Russian Federation. For the period of Chernyshenko's absence, his questions were also assigned to Grigorenko.
In the new government, Grigorenko will retain key powers and receive new ones related to digitalization and communication, TAdviser interlocutors said. Later on May 11, this information was confirmed in the government's message on the introduction of candidates for deputy prime ministers to the State Duma.
Among the strengths of Grigorenko, one of the sources of TAdviser calls non-pattern thinking, the ability to quickly highlight the key, the ability to select strong and loyal people in the team. Dmitry Chernyshenko, according to one of TAdviser's interlocutors, asked him to remove digitalization issues from him. The Ministry of Education and Rosmolodezh will be added to the areas of activity supervised by Chernyshenko of the Ministry of Science and Higher Education, the Ministry of Sports and the Ministry of Economy in terms of tourism development. He will also continue coordination in the field of media, periodicals and publishing.
Digital Development Minister Maksut Shadayev will retain his post, sources told TAdviser and confirmed in the government. On May 12, at a meeting of the State Duma's IT committee, it is planned to consider the candidacy of the Minister of Digital Development submitted by the prime minister, said the head of this committee, Alexander Khinshtein, without naming the candidate.
Prime Minister Mikhail Mishustin, speaking in the State Duma on May 10, spoke about the government's intention to continue developing end-to-end and breakthrough technologies: artificial intelligence, quantum computing, communications and many others, as well as updating the infrastructure of science.

Distribution of responsibilities between deputies
On May 20, 2024, the curator of digitalization in the government of the Russian Federation, Dmitry Grigorenko, approved the distribution of duties between his deputies. It is reported that Leonid Levin, First Deputy Grigorenko, organizes the work of structural units of the Apparatus of the Government of the Russian Federation on state policy in the field of mass communications and the media. In addition, he carries out general coordination of activities in the areas of "ordinary" deputies - Alexander Gribov, Denis Molchanov, Elmir Tagirov, Ilya Trunin and Olga Chepurina.
Chepurina's duties include the digital transformation of public administration, sectors of the economy and social sphere; regulation of prices (tariffs) for the services of natural monopolies in the field of communications; digital development, including the creation of conditions for the digital transformation of sectors of the economy and social sphere; organization of the functioning and development of the federal territory "Sirius."
In turn, First Deputy Valery Sidorenko oversees the development of a single plan to achieve the national development goals of the Russian Federation for the period up to 2030 and for the future until 2036. He will have to ensure the development of the main directions of the socio-economic development of the Russian Federation. In general, he is responsible for the entire financial and economic component of the Apparatus.
Deputy Svetlana Andryushchenko will deal with the general coordination of work in the field of state policy in the field of integrated socio-economic development of the constituent entities of the Russian Federation and municipalities. In turn, Sergei Velmyaykin is responsible, among other things, for state policy in the provision of state and municipal services.
Alexander Gribov participates in the initiation, preparation, implementation and completion of national and federal projects (programs) in the main areas of strategic development of the Russian Federation and the integrated socio-economic development of the country's subjects. Denis Molchanov is also responsible for the Department of Documentation Support of the Government, and Natalya Savina will prepare protocol and organizational support for events with the participation of the Prime Minister.
Bogdan Stezhka is responsible for the implementation of the state weapons program, state defense order and programs for the development of the defense, nuclear, rocket and space, shipbuilding, aviation and electronic industries. Dmitry Grigorenko will deal with AI issues

It is expected that the implementation of projects in the high-tech sphere will create new industries and establish the production of products and services that will significantly increase the quality of life of people. Work on such projects will be carried out within the framework of agreements of intent between the government and interested business structures.
According to Mishustin's instructions, Deputy Prime Minister of the Russian Federation - Head of the Government Apparatus Dmitry Grigorenko will oversee such areas as: "Artificial Intelligence," "Modern and Promising Mobile Networks," "Quantum Computing," "Quantum Communications," "New Industrial Software" and "New System-Wide Software."
