TAdviser interview
In an interview with TAdviser , Maksut Shadayev spoke about the five basic principles on which the electronic government of the Moscow region is being built.
2017: Public adviser to Deputy Head of the Presidential Administration Sergei Kiriyenko
In May 2017, it became known that the Deputy Prime Minister of the Moscow Region and the Minister of Public Administration, IT and Communications in the regional government Maksut Shadayev will become a public adviser to the First Deputy Head of the Presidential Administration of Russia Sergei Kiriyenko[1]
As representatives of Maksut Shadayev explained to CNews, the official has been advising Kiriyenko on working with social networks for "some time," and, thus, in fact, Shadayev is already a social consultant to Sergei Kiriyenko, who is responsible for the internal political bloc in the Presidential Administration.
According to Kommersant, after his appointment as a voluntary adviser, Shadayev will coordinate the information policy of regional authorities on social networks.
Shadayev has extensive experience working with social networks. Shadayev's speech at the CNews Forum gives an idea of what work he intends to carry out with social networks. According to the official, residents of the Moscow region on the Internet live mainly in social networks. There they visit public groups into which they unite, for example, on a regional basis. Groups like "Typical Khimki" or "Balashikha steers!" number up to 40 thousand participants, among whom news and negative stuffing spread very quickly |
2017: Video recordings of speeches on informatization of the Moscow region

In March 2017, during TAdviser IT Government DAY , Minister of Public Administration, IT and Communications of the Moscow Region Maksut Shadayev spoke about the main directions of reforming public administration in the region.
2018: Resignation from the post of Minister of Public Administration, IT and Communications of the Moscow Region
September 24, 2018 Maksut Shadayev in a letter informed the staff of his ministry about his resignation. The document is available to TAdviser.
4.5 years flew like one day. It was very, very tense, but fun, interesting and driving, - said Shadayev |
According to him, thanks to non-standard approaches, the Moscow Region managed to get very close to the "neighbor of the leader," although the region started from a much smaller base, and spent budget resources "an order of magnitude less."
We were the first to launch massively IT projects on PPP terms (and I am sure that such a partnership is the future of the digital economy). Our partners - Sberbank (ETK), Rostelecom (electronic diary, UAIS housing and communal services), Renova (RNIS), InterRAO (MosoblEIRC), MVS groups (photo and video recording system) - together with us build the most complex systems, investing their money in them, develop ecosystems of electronic services around them and the most important thing is that these are real PPPs, and not just the transfer of investment budget expenditures to operational payments, - wrote Shadaev |
The Moscow region, according to the minister, became the first region "who took and translated the support and development of all key e-government systems completely into an insors model - almost completely refusing to attract external contractors."
In the face of our summation, we were able to create our own powerful and effective development and support center at very low costs in record time, "he added. |
Also, the first government near Moscow, according to Shadayev, was able to build an effective IT management system and optimization process, correctly distributing responsibility - "when in each department we have our own deputy who is responsible for digitalization/optimization with a specialized division and our IT budget."
We learned how to share responsibility correctly and were able to teach industry experts how to spend money efficiently |
The ministry has become "a powerful center for optimizing all processes of public administration, public services and functions, we carried out the largest one-time reduction in the number of officials at the regional and municipal levels in the history of the region and, most importantly, did it cleverly, based on tasks and workload, and not just cutting the number," Shadayev added.
The deadlines for the provision of almost all public services have decreased significantly, the number of delays and negative decisions has decreased, the minister said.
We almost removed subjectivity when making a decision that created all the prerequisites for unfair actions of officials (introducing the principle of the Governor "official - robot"). Just think about it: we are now processing almost 10 thousand electronic applications a day through the RPGU. For this it was definitely worth fighting with departments and swearing with their leadership)), - he noted, adding that he considers the informal name of the ministry - the Ministry of Pain flattering |
Shadayev said that he was leaving for Rostelecom, without specifying the position and scope of responsibility. He also wrote that he remains a freelance adviser to the Governor on digital transformation.
Maxim Rymar will become the new Minister of Public Administration, IT and Communications, Shadayev announced. The Ministry of State Administration will still obey Vice-Governor Ildar Gabdrakhmanov ("which cannot but rejoice," Shadayev said).
More information about the activities of Maksut Shadayev in the Moscow region can be found in a separate TAdviser article.

Submission of a candidate to the State Duma
On May 11, 2024, Prime Minister Mikhail Mishustin submitted proposals for the composition of the new government to the State Duma. In particular, the candidacy of Maksut Shadayev for the post of Minister of Digital Development was submitted.
The head of the State Duma IT Committee, Alexander Khinshtein, said that on May 12, for the first time in modern history, the committee will have to consider a candidate for the post of Minister of Digital Development.
"These crucial powers are now vested in Parliament in accordance with the new version of the Constitution. Starting in 2020, deputies are directly involved in the formation of the government, approving not only the prime minister, but also the candidacies of federal ministers. This means that they must take on part of the subsequent responsibility for their work, "the deputy said.
Approval by the State Duma IT Committee
On May 12, Khinshtein announced that the IT committee unanimously supported the candidacy of Maksut Shadayev for the post of Minister of Digital Development, Communications and Mass Media of the Russian Federation.
"I assess four years of joint work of the ministry and our committee as constructive and fruitful. During the tenure of the head of the Ministry of Digital Development, Maksut Igorevich took part in 20 meetings of the IT committee, which indicates his personal involvement, "the deputy said.
Among the key results of the joint work, he highlighted "significant changes in federal legislation," for example, the adoption of a law on the abolition of "telecom slavery," a law on the protection of traditional values - a ban on LGBT propaganda, the creation of a mechanism to restrict access to information resources containing a proposal to finance the enemy in armed conflict, as well as the adoption of a law on biometrics and improving the legislative mechanism for protecting data.
But the results achieved, according to Khinshtein, "is by no means a reason to rest on your laurels."
"There are many acute, still unresolved issues discussed at the Committee meeting. First of all, this is cybercrime, which is still "off scale." The deputies are extremely worried about the difficult situation with Russian Post, which remains unprofitable. Radically different measures of state support are needed here, "the deputy added.
