Biography
Yaroslav Rakov was born on July 9, 1982 in the city of Tula.
In 2003 he graduated from Tula State University with a degree in Bachelor of Physics.
He began his career in 2003 as a specialist at PiterSoft - NT LLC.
From 2009-2012 - Head of the direct sales department of PiterSoft - New Technologies Plus LLC.
Since January 2012, he began working in the government of the Tula region: he was appointed head of the innovation department of the Tula region committee on innovation and informatization.
Since 2013 - Head of the Control and Planning Department of the Tula Region Committee on Informatization and Communications.
Since October 2014 - Deputy Minister for Informatization, Communications and Open Management of the Tula Region.

In June 2015, Yaroslav Rakov was appointed Minister for Informatization, Communications and Open Management of the Tula Region.

For the period from January 1, 2021 to December 31, 2021, the income of the Minister for Informatization, Communications and Open Management of the Tula Region Yaroslav Rakov amounted to 4.1 million rubles. 2022: Appointment as Deputy Prime Minister of the Tula Region
On October 11, 2022, it became known about the appointment of Yaroslav Rakov as Deputy Prime Minister - Minister for Informatization, Communications and Open Management of the Tula Region. This was reported on the website of the regional government.
It is noted that the appointment was carried out in pursuance of presidential decree No. 250 "On additional measures to ensure information security of the Russian Federation." Previously, Rakov served as Minister for Informatization, Communications and Open Management.
As part of the personnel reshuffle in the government of the Tula region, Vyacheslav Fedorishchev was appointed its chairman on October 10, 2022. He replaced Valery Sherin in this post, who took one of the leading positions in the state corporation Roscosmos.
