Ministry of Digital Development and Communications of the Tula Region

Ministry for Informatization, Communications and Open Management of the Tula Region (until 2014 - the Committee of the Tula Region for Informatization and Communications). It implements state policy, ensures the activities of the governor of the Tula region, the government of the Tula region, executive authorities and the government apparatus of the Tula region in the field of informatization, information security and technical protection of information, including the development and use of new information, analytical and communication technologies.

Specialization

• develops and implements directions of state policy in the fields of informatization and communications, open management in the Tula region and improving the public administration system;
• develop and submit in the prescribed manner draft legislative and other legal acts of the Tula region on issues related to the sphere of activity of the Ministry;
• summarizes the practice of applying the legislation of the Tula region in the established area, makes proposals for its improvement to the Governor and to the government of the Tula region;
• develops and implements state programs in the established field of activity, participates in the implementation of federal programs in this area;
• coordinates the development, conclusion and execution of agreements with telecom operators;
• organizes work on the formation and accounting of state information resources of the Tula region, as well as work on the implementation and maintenance of regional information and analytical systems, including the design, creation, development and operation of a unified secure electronic document management system in executive authorities and units of the government apparatus of the Tula region;
• organizes work on the implementation of a unified policy in the field of information security and information protection, coordinates the activities of state bodies of the Tula region, local governments of the Tula region and their subordinate structures on the protection of information from leakage through technical channels;
• provides access to state bodies of the Tula region, local authorities, legal entities and individuals to the state information resources of the Tula region, to information on the activities of state bodies of the Tula region (excluding information attributed to restricted information) by creating and placing information resources in public systems, including in the information and telecommunication network "Internet," as well as other methods provided for by the legislation of the Russian Federation, expanding the possibility of access to information and direct participation of organizations, citizens and civil society institutions in the procedures for the formation and examination of decisions made by the government of the Tula region on the basis of communication systems, information technologies, software products and computer equipment;
• organizes work on the creation and development of information systems, networks and technologies in executive authorities, as well as systems of regional importance, ensures their compatibility and interaction in the Unified Information Space of the Russian Federation, carries out work to ensure their sustainable functioning;
• ) promotes the introduction of modern information and analytical technologies that ensure effective participation in information exchange;

2024: New leader Vitaly Prokudin appointed

In early October 2024, Vitaly Prokudin was appointed the new head of the Ministry of Digital Development and Communications of the Tula Region. In this post, he replaced Yaroslav Rakov, who headed the department since 2015. Read more here
